For the Cordaid Country office in the Democratic Republic of Congo (DRC), Cordaid is looking for a Program Director

 

Introduction

The Cordaid program in DRC has started her work in 2000. DRC has been affected by war and conflicts for decades.

Cordaid is currently working in the following areas of expertise: Health, Education, Security and Justice, Economic Resilience and Humanitarian Aid.  The main office is in Kinshasa, and 5 others regional offices are in Goma, Bukavu, Bunia, Gemena and Kananga. We’ll be working in 24 out of the 26 provinces soon. For our offices in Kinshasa we’re looking for an experienced Program Director with a strong management and leadership capacity but at the same a profound knowledge of the technical aspects of the job.

 

Position and responsibility

The DRC Program Director is responsible of the direct line management of 3 project managers as well as the program design, the technical support to ensure quality implementation, standardization, monitoring and evaluation of all activities the DRC Country Program in accordance with Cordaid’ strategy. As a Program Director you’ll be directly line managed by the Country Director.

 

General objective of the posting

The Program Director will be responsible for network representation, program strategy, fundraising, program management, planning and reporting and the directly supervision of 3 to 4 project managers.

 

Specific objectives

- Network Representation: creates and maintains partner relationships with local authorities and with strategic partner organizations working in the same field as Cordaid with the purpose to achieve the program results.

- Program strategy: in collaboration with the Country Director, East Regional Director and several other managers (HR, Finance, Programs), determines the general program strategies within the integrated country strategy and its multi-annual plan, ensuring synergy between the different program units.

-  Program Management and Fundraising: shared responsibility for the fundraising strategy, regular checks on open tenders and other potential opportunities in Country, and supports the program managers in identifying funding opportunities and preparing proposals.

-  Planning and reporting: Ensure the timely implementation of projects, find solutions for eventual deviations, monitor the results, and assure quality reports according to the donor standards.

- Human Resources Management: Manage staff under his/her supervision according to the culture, policies, and procedures of Cordaid, ensuring the productivity, perspectives and satisfaction of these staffs. Coach and support other project managers. 

 

Qualifications

- University degree with proven knowledge of the following areas: public health and social development;

- Minimum of ten years project management experience in a development and/or humanitarian

assistance area with preference in Africa;

- Demonstrated skills in strategic planning, budget development and management, and program reporting for diverse audiences;

- Proven skills in leadership and supervision, with an ability to work effectively and efficiently in a

challenging, complex work environment;

- Must be familiar with international donors rules, regulations and policies including EU, USAID, World Bank;

- Ability to work long hours in stressful environments;

- Excellent oral and written communication skills in English and French;

- Commitment to the mission and goals of the Cordaid program and the security policy.

 

Specifics of station

The Program Director will be based in Kinshasa but will spend some of her/his working time on the ground to monitor the implementation of the program. The safety and security situation in DRC remains volatile, but is constantly monitored by Cordaid and appropriate policies are in place.

This is a family posting.

 

Contract information

The contract period is for 6 months starting as soon as possible, with the intention to extend for a longer period. Description

CHILD SAFEGUARDING Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3. As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy. ROLE The Humanitarian Response Manager will be deployed to the field as the overall humanitarian response lead in the CAT 3 Kasai Response, making sure that the overall response is implemented. The post-holder will ensure that humanitarian programmes delivered are to the appropriate scale, scope, quality and accountability expected of Save the Children, and incorporate a child focused lens. The RTL working closely with the Program implementing team, Logistics, and in collaboration with the Director of Programme Operations, is responsible for identifying needs and resources and elaborating programmatic, operational and leadership recommendations for the emergency response in line with Save the Children national and global priorities. In so doing, the Response Manager will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. The post holder will play a leading role in the effective scale up and management of Save the Children emergency programmes to increase impact and enable positive change for children. RTL will also be expected to play a role and work in collaboration with Program Development and Quality (PDQ) department, AWARDS, Finance etc, as well as with Regional Office, SC Centre and SC Members advisers to support in organisational strategy, capacity building, policy & advocacy initiatives and fundraising. The RTL will ensure the integration on the assessment, programme design and implementation of all sectors reached: Health/Nut, Child Protection and Education ii Emergencies. MAIN RESPONSIBILITIES Programme Operations and Support: •Assume overall oversight of the emergency response programme set up in Kasai Oriental and Lomami •Ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct. •Takes overall leadership in prioritising response sectors or funding where this is limited, in line with SC Global Humanitarian Strategy, ensuring maximum integration between sectors where possible. •Take overall leadership on response fundraising, ensuring the development of high quality concept notes and proposals linked to the response strategy, and engage effectively with donors’ humanitarian advisers. •Have oversight over programme implementation to ensure timely & high quality delivery of programme activities. •Ensure quality programmes and the monitoring of this through regular site visits within the response. •As a member of a response Senior Management Team, play a leadership role in the overall management of SC emergency responses. •Coordinate with the Sector Managers/Coordinators (Health/Nut, Child Protection and EiE) to ensure programme supply strategies are in place. •Support the multi-sectorial assessments, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. •Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Country Security Manager. •Oversee effective functioning of logistics systems to procure, store and distribute medical stock, supplies and services for the timely delivery of project. •Take overall leadership on ensuring technical and operational staffing needs (both national and international) for emergency programmes are met. •Plan, identify and resource appropriate and effective structure & staffing needs for entire response; In liaison with the HR Director ensuring that personnel policies are in accordance with national laws) Program Development and Quality: •Take overall leadership on ensuring monitoring & evaluation processes are in place and compliance with SC MEAL benchmarks. •Take overall leadership on accountability, ensuring that feedback is incorporated into programme design and learning disseminated to the wider sector. •Working with Assessment Team lead, support the designing multi-sector response and recovery strategies, programme plans and programme master budgets, ensuring sufficient technical expertise is included within budgets, ensuring linkages with existing country programmes and a clear phased plan of action up to 1 year. •Ensure strong accountability to beneficiaries •To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct. •Coordinate with SC members and SC Technical Working Groups to ensure that technical backstopping support is in place. Representation & Advocacy & Organisational Learning: •Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed. ROLE PURPOSE: The Director of Program Development and Quality shares in the overall responsibility for the direction and coordination of the Country Office program. As a member of the Senior Management Team (SMT) in DRC, the Director of Program Development and Quality is responsible for overseeing the development of high quality, innovative programs that deliver immediate and lasting change for children and monitoring the quality of the implementation of those programs. Provide technical assistance and appropriate monitoring and evaluation in emergency responses. ROLE PURPOSE: The REALM Specialist will ensure that Save the Children’s DFID funded Girls Education Challenge (GEC) project has a well-established, robust REALM system. His/her leadership will ensure that quality and accountability standards and learning are integrated into programme design. This position will work closely with the GEC consortium partners to ensure standardised, consortium wide M&E systems are adopted and well managed. By promoting participation, contextual data analysis and research, the REALM Specialist will support the project teams to strategically adapt activities/strategies to ensure efficacy and efficiency of programming, and maximise the positive impact of the GEC Project. Drawing on previous experience, and promoting the capacities of the DRC Education team, the REALM Specialist will ensure that results based planning is integrated into programming design. S/he will seek opportunities to ensure impact measurement, documentation and dissemination of lessons learnt. SCOPE OF ROLE: Reports to: Chief of Party, GEC with technical reporting line to National MEAL Manager Staff reporting to this post: Direct: One Database assistant, technical dotted line to two field based project MEAL staff. Key working contacts: Field and programmatic teams; National MEAL Manager; SCUK Technical Advisers KEY AREAS OF ACCOUNTABILITY : Impact monitoring and evaluation: •Develop a detailed monitoring plan, including longitudinal studies and impact monitoring methodologies. •Ensure that quantitative and qualitative monitoring and evaluation tools are systematically implemented and used by the teams, in cooperation with Technical Advisors and Chief of Party. •Coordinate a baseline, mid-line and end line evaluation for the project. •Ensure that programming data and feedback is valid, verifiable, timely and compliant with donor guidelines. •Ensure that data is regularly used to inform programming decisions in order to support the GEC Payment by Results framework. •Conduct quantitative and qualitative data analysis, and present and disseminate information to inform programme management. •Produce regular reports and updates on project progress and draft the quarterly and annual donor reporting requirements, ensuring accuracy of data and quality of reporting •Ensure that all assessment/evaluation reports meet donor quality criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming. •Work with both the Consortium and national MEAL team to facilitate standardisation of project monitoring tools, dissemination of lessons learnt and maximise opportunities for capacity building. •Ensure that the minimum standards of Education programming are maintained in accordance with international stands including QLF, INEE, DAC and HAP International. •Contribute to child-focused and child-led programme implementation, by promoting child-friendly REALM methodologies. •Ensure that the project monitoring plan is based on an understanding of gender & age relations and that monitoring and evaluation methodologies are sensitive to different needs and opportunities of women, men, boys and girls. •Support contributions to proposal writing and review REALM components. •Ensure that all data meets internal and external reporting requirements and timeframes. •To identify M&E gaps and quality gaps, and actively address their causes through training, field visits, and proposal of solutions to line manager; •To assist in data quality assurance and compliance with all grants related reporting requirements and their timely submission; •Conduct field visits to ensure staff compliance and understanding of MEAL tools as well as a high quality standard. Accountability and Participation: •Assess, design and monitor methods to ensure participation at all stages of the GEC project cycle; with a specific focus on promoting the participation of children. •Ensure that participation activities are well documented and learning is shared within the GEC consortium, the wider Save the Children DRC programme, and Save the Children members. •Ensure that participation activities are appropriately planned and budgeted for in the GEC project and funding applications. •By facilitating information sharing with key stakeholders, including beneficiaries, ensure that the GEC project promotes transparency throughout all stages of implementation. •Ensure that GEC project activities promote feedback and response mechanisms and include systems to effectively manage complaints. •Regularly review current M&E and Accountability practice, and assess how beneficiaries can best be involved at every stage of the programme cycle •To increase awareness and capacity of all staff on accountability through induction, training, coaching, informal support and in other ways as identified; •Ensure that activities are carried out to raise awareness on prevention of sexual exploitation and abuse, and handling of serious complaints in line with child safeguarding policy. •Oversee all complaints handling and response, ensuring timely and appropriate feedback. •Support the regular review of activities ensuring a Value For Money analysis of activities and documentation of findings. Learning and Advocacy •In coordination with consortium members, ensure that REALM methodologies support advocacy and campaigning actions. •Promote learning throughout the organisation and consortium, particularly on issues of programme quality, policy analysis and advocacy. Ensure new analysis and information is constantly available, including for the forthcoming communications strategy. •Bring together data and findings from across the project and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organisation. •To coordinate with program staff to create a feedback loop so lessons learned are incorporated into program implementation and development; •Ensure that findings and lessons learned from M&E and Accountability are shared with children and stakeholders in a meaningful and appropriate way; •Support the development of outcome and learning indicators for partnerships in order to promote learning •Work with technical and field teams to identify key methodologies to enable advocacy and campaigning impact measurement, take steps to document lessons learnt and disseminate findings. Capacity building •Map learning and training opportunities for project staff and, in consultation with COP and Field Teams, develop a REALM training plan for key programme staff, including field based MEAL positions. •Provide on-the-job supervision to field teams, overseeing all activities in the REALM programming cycle. •Ensure that local stakeholders and local partners are provided and included in REALM training opportunities when appropriate. •Ensure that all capacity building initiatives are well coordinated with wider SCI MEAL team. •Seek opportunities for information sharing and learning exchanges with local actors/INGOs to promote coordination at local and national level. General •Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. •Carry on any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility
