DESIRED PROFILE:
- You hold a university degree, preferably Master’s degree in Humanitarian development and/or Disability, Human rights, &/or related topics (Gender, Conflict studies …).
- You have five years’ demonstrated field and programmatic experience in humanitarian work in conflict/peacebuilding environments.
- You have at least five years of experiences directly related to Inclusive humanitarian action,
- You master disability and intersectionality analysis (age and gender transformative actions), as well as humanitarian actors, networks and coordination systems
- You show strong management skills

CONTEXT:
Handicap International (HI) Inclusive Governance & Humanitarian Action technical unit is looking for a dynamic, creative Inclusive Humanitarian Assistance Specialist to build and grow HI’s technical support in terms of intersectionality knowledge and experiences through the project management in close collaboration with the Global Protection Cluster.
This contract is created as part of a project to second the Global Protection Cluster (GPC in improving disability, diversity, age and gender (DGA)-inclusive conflict-sensitive (CS) analyses to improve the Humanitarian Programme Cycle, and thus centrality of protection in humanitarian responses.
OBJECTIVES:
HI aims at improving disability, diversity, age and gender (DGA)-inclusive conflict-sensitive (CS) analyses to improve the Humanitarian Programme Cycle (HPC), and thus centrality of protection in humanitarian responses. As the Inclusive Humanitarian Assistance Specialist, you will support the GPC, interfacing with the main partner’s contacts, in coordinating the team efforts including the one from HelpAge, and liaising with the HQ teams in improving HI ability to support diversity vulnerability and conflict sensitivity throughout the HPC.
Crisis have evolved to become more protracted, with people facing a multitude of heightened shocks and long-term stresses. Exposure to risks is driven by the interaction of multiple compounding factors such as disability, diversity, gender, age elements as well as environmental factors (social, economic and cultural conditions of different contexts). This challenges the resilience of target populations, as well as the resilience of the humanitarian system itself. The existing vulnerabilities and specific needs are increased by systemic disruptions and inability of duty-bearers to ensure the centrality of protection, with an emphasis on starting with the perspective of those experiencing violence, coercion and deprivation.
HI’s understanding of and approach to disability is grounded in human rights and the concept of disability provided in the UN Convention on the Rights of Persons with Disabilities (CRPD). In the humanitarian context, this approach requires us and other humanitarian actors to address the barriers that hinder persons with disabilities from accessing humanitarian assistance and protection, and to acknowledge their capacity to participate in the planning, implementation and evaluation of humanitarian action.
Intersectionality is a way of thinking to expose and respond to the ways in which multiple layers of discrimination due to the interaction of multiple factors (e.g. disability, age, gender) may result in increased risks and exclusion: It enables a nuanced understanding of people’s needs, capacities and experiences.
Our approach to conflict sensitivity (CS) aims at promoting an understanding of contextual dynamics, shocks and stresses that can also lead to barriers to access and thus poor delivery of humanitarian aid, and worse, aid that deteriorates the conflict dynamics that led to the exclusion of vulnerable persons in the first place.
MAIN RESPONSIBILITIES:
In close collaboration with Headquarters’ inclusion specialists, the CS experts & HelpAge HQ focal point:
- Task 1: You will have to manage direct project staff (inclusion and conflict-sensitivity specialists), consultants if needed, HelpAge partner and to interface with donor focal points. You coordinate and manage the team in charge of tools development, training creation and dispensing,
- Task 2: You will conduct a scoping review and learning interest analysis of intersectionality tools and methodologies in the Protection Cluster system (including data management, assessment, planning and monitoring.
- You analyse HPC methodologies to address critical gaps in DGA (disability-diversity/gender/Age) inclusion and risks encountered in the response frameworks,
- You support strengthening accountability towards and participation of targeted population in the processes,
- Task 3: You supervise and participate in the creation of operational toolboxes and trainings to respond to identified gaps and needs.
- You develop and test intersectionality & conflict-sensitive toolboxes for Global and National Protection cluster and its partners, including therefore field deployment
- You co-create and contribute to dissemination and trainings (both at global and field levels),
- You co-develop and deploy project-related Monitoring Evaluation Accountability Learning (MEAL) strategies,
- You develop an interactive analysis of knowledge, attitudes and practice changes which impact the way humanitarian actors respond to the inclusion of vulnerabilities,
- Task 4: After testing them within pilot national clusters (through field deployment), you disseminate tools and findings at global and field levels by promoting the results in relevant fora, and supporting GPC in defining subsequent policy and advocacy.
- Task 5: You report to GPC and HI on ongoing project and to draw lessons learnt on Technical Assistance/secondment processes, methodology, partnerships, etc.
CONDITIONS OF THE POSITION:
- Type of contract: CDD - one year

- Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
