YOUR  PROFILE :

  • You hold Degree in Humanitarian Action/Development studies or social fields (Occupational therapy, Physiotherapy, Social work….)
  • You have Experience working directly with people with disabilities  (social assistance, personalised support) & good understanding of the rights of persons with disabilities, and other vulnerable groups and their challenges in humanitarian settings and are familiar with principles and frameworks that promote inclusive humanitarian action for persons with disabilities
  • You show proven experience in projects mainstreaming disability in humanitarian action and providing technical guidance on mainstreaming disability to INGOs
  • You know and you like designing and facilitating training on inclusion and related topics (human rights, disability, age, gender, accessibility…)

JOB CONTEXT:

HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniyah and Diyala Governorates. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs.

In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to Enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

 

  1. Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release
     
  2. Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services
     
  3. Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities
     
    These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming.

Inclusion is central to HI’s mission globally, with a commitment to understanding and approaching disability inclusion as human-right following the concepts of disability provided in the UN Convention on the Rights of Persons with Disabilities (CRPD).

Inclusive humanitarian action refers to actions to ensure the right to protection and assistance in all stages of the humanitarian crisis (preparedness, response, and reconstruction and recovery) for all affected persons, regardless of age, gender, disability and any other characteristic. HI projects in Iraq engage with humanitarian and government actors to provide technical support, training and tools to promote inclusive responses, reconstruction and recovery processes. HI strongly believes that persons with disabilities themselves, as civil society representatives must play a central role in ensuring that their human rights are translated into concrete measures that effectively improve their lives. Our overall objective of projects focused on developing the capacity of CSO’s is to promote the full participation of persons with disabilities in all areas and at all levels while simultaneously promoting and technically supporting disability and gender inclusion mainstreaming through all HI and consortium partners activities.

To carry out of this project, HI Iraq is looking for his/her Inclusion Technical Field Specialist for 24 months with possible renewal

 

YOUR MISSION:

Under the management of the Technical Unit Manager, as Inclusion Technical Field Specialist, you will be responsible to ensure harmonization of HI Iraq’s inclusion approach through coordination with external actors and HI programme staff.

 

You will contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You will ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. You will share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

 

In this framework, your main missions will be:

  • Expertise:
    • Contribute to the regional strategies in line with the global strategies
    • Ensure technical support to projects in line with the global technical frameworks and standards on your sectorial scope
    • Ensure technical learning from projects
    • Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under your scope
    • Ensure compliance of the technical proposition with nexus stakes
    • Contribute to the development of research and innovation projects in the region when relevant, in your sectorial scope
    • Contribute to the Technical Divisions professional channel animation
  • Influence:
    • Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope

CHARACTERISTICS OF THE POSITION :

The position is based in Erbil, where there is an active social life and most facilities are available. The position will require frequent travel to the areas of intervention, where HI teams are working in community resources centres, IDP camps, health facilities and the communities in areas of Iraqi Kurdistan, Kirkuk, Nineveh, Diyala and Anbar and Baghdad if visas are issued.

The security context remains fluid and movement restrictions can be introduced on an ad hoc basis.

You have:

  • Master’s degree preferably in Education, Disability Studies, Social Development, International Development, or in any other relevant field.
  • Minimum of ten years of relevant experience in a leadership position in a project of similar magnitude and complexity in Nepal or another country.
  • Previous experience as a Chief of Party (COP), Deputy Chief of Party (DCOP), or Project Director of a project of comparable or larger magnitude in scope, funding and staffing (responsible for the financial and operational aspects). Preferably for USAID supported program.

JOB CONTEXT :

HI is leading the Inclusive Education project - Reading For All (with support of USAID in Nepal) implemented in a consortium.

This project is testing Inclusive Education models for improving Reading Skills for children with disabilities from Grades 1 – 3, with the Nepal Government in 10 Districts, with the aim of scaling it up for the National Early Grade Reading Programme of the Nepal Government. 

The project has started in May 2018 and will end in September 2022; the overall budget is USD 5.500.000

 

To carry out of this project, HI Nepal is looking for his/her Inclusive Education Chief of Party for 18 months

 

YOUR MISSION:

Under the line management of the Operations Manager, as Chief of Party, you will serve as the primary point of contact with USAID/Nepal.

 

You will be responsible for the overall implementation of this inclusive Education project, including financial and operational management.

 

In this framework, your main responsibilities will be:

•             Overall project management (including planning, implementation and monitoring)

•             Ensure that the project’s activities implemented comply with HI technical norms and standards; run trainings/orientations; responsible for the technical quality and relevance of project activities implemented.

CONTEXT OF THE MISSION:

The Global Health & Prevention Division works to ensure that Sustainable Development Goal (SDG 3) “Ensure healthy lives and promote wellbeing for all at all ages” can become a reality for persons with disabilities and vulnerable populations all along the various Nexus contexts. We focus on inclusive health system strengthening, inclusive health programming and prevention of impairments and we work in the following sectors: Safe and Inclusive Mobility (1 Specialist), Mental Health and Psycho Social Support (4 Specialists), Non-communicable Diseases (1 Specialist), Sexual and Reproductive Health, including Family Planning, HIV, Maternal, Newborn and Child Health (2 Specialists) and Disability Inclusive Policies (1 Lead).
The Global Health & Prevention Division works in close collaboration with the other technical Divisions, namely Rehabilitation, Protection & Risk Reduction, and Social & Inclusion, as well as with five Geographic Divisions.

DESCRIPTION OF THE POSITION:

HI is a leading actor in early child development and promotes early child development as a powerful equalizer to allow every child to develop to full potential. Since 2018, HI has promoted internally the nurturing care and the early child development framework and is now piloting implementation in selected countries.

In this context, HI is looking for a dynamic ECD and Nurturing Care Specialist to provide technical support to the design, implementation, monitoring and reporting of the ECD HI framework. S/he will have a strong understanding of global evidence, best practices, and gaps around early childhood development interventions. The ideal candidate will have a particular emphasis on the Nurturing Care Framework and experience integrating ECD interventions into health, rehabilitation, education, protection and other service delivery platforms. A sound comprehension of the gender, age and disability perspective on ECD is a plus.
The ECD Specialist will lead technical discussions and strategic thinking around ECD/Nurturing Care with key internal stakeholders, such as the Specialists from the other technical divisions, Operation Officers and Geographic Directors, HI field staff, etc. The ECD Specialist will lead ECD activities, coordinating with the Knowledge Management Division to stay abreast of research and best practices related to multi-sectoral interventions and early childhood.
The ECD Specialist will contribute to strategic plans, budget development, and annual/quarterly work plans as well as provide overall ECD technical guidance in line with HI strategic vision. In addition to global-level contributions, the ECD specialist will provide ECD technical assistance to field staff, leading the development, adaptation and implementation of ages 0-8 ECD materials and interventions.

Under the direct responsibility of the Global Health Director, the ECD Specialist will have four main responsibilities:

1/Technical Support
Provide Technical support to the development of pilot ECD projects in Rwanda, DRC and Uganda
• Develop and roll out tools, resources, and trainings to improve ECD program implementation
• Provide technical and programmatic support to build the capacity of in-country teams on ECD programming
• Participate in the development and monitoring of technical work plans and budgets; ensure appropriate levels of technical assistance in program interventions; coordinate partners’ efforts in program implementation
• Undertake regular technical supportive supervision, mentoring and monitoring visits to project sites as necessary
• Work with and provide technical leadership and support to relevant project staff for effective program planning, implementation and monitoring
• Provide technical support to ongoing maternal, newborn and child health projects

2/Definition of Technical framework
• Lead on the elaboration of HI’s ECD policy paper and its internal and external dissemination
• Contribution to the elaboration, dissemination and implementation of the ECD strategic action plan

3/Continuous learning and knowledge management
Work with the country teams to systematically document all processes, tools and lessons learned and liaise with other senior project staff in order to identify areas of improvement
• Explore and take advantage of opportunities to share/disseminate HI’s ECD program evaluation results
• Assist in preparing donor progress reports
• Facilitate knowledge generation and lessons learned events within HI and with relevant stakeholders through, publications, webinars and other knowledge sharing forums.
• Share and disseminate internally HI’s ECD knowledge, skills and know-how
• Lead the knowledge management related to ECD programming, and assure that a lessons learned mechanism is elaborated and fully functional
• Develop and contribute to new ECD-related resources and publications

4/Networking and representation
Promote externally HI’s visibility, capacity and know-how in the field of ECD
• Active participation in international networks on ECD such as ECDAN, etc.

CONTEXTE :

 

Le projet Making It Work (MIW) Genre et Handicap travaille au côté des femmes et des filles handicapées depuis 2014 pour soutenir des changements durables visant à éliminer les discriminations et la violence à l’égard des femmes et des filles handicapées.  

Il se compose d’une équipe projet, d’un Comité Technique Consultatif (composé de personnalités internationales d’Organisations de Personnes Handicapées et d’Organisations Féministes) et d’un réseau de 17 organisations de femmes handicapées et organisations féministes de 8 pays d’Afrique, partenaires du projet, et travaillant à la réduction de la violence faite aux femmes et filles handicapées. Le projet continu de se développer en 2021 principalement dans trois pays ciblés d’Afrique de l’Ouest dans l’objectif d’élargir et de renforcer le réseau d’organisations activement engagées dans la lutte contre les violences faites aux femmes et filles handicapées.

MIW vise à travailler avec les organisations de femmes handicapées en s’appuyant sur leurs forces et compétences afin de créer des synergies, une collaboration solide autour des questions liées au féminisme, au handicap et à l’inclusion et de renforcer leur visibilité notamment dans leurs actions de plaidoyer.

Forte de son engagement aux côtés des associations de femmes et de femmes handicapées, notamment lors de la revue à 25 ans du Plan d’Action de Beijing (Beijing+25), MIW n’a pu que confirmer que les discriminations vécues par les femmes et filles handicapées qu’elles soient liées au genre et au handicap notamment, interagissent entre elles et se renforcent mutuellement.

La pugnacité et les convictions des personnes engagées dans ce projet a permis de mettre en avant l’invisibilité des femmes handicapées dans le cadre législatif lié aux violences basées sur le genre dans les pays d’Afrique, notamment par une analyse des politiques publiques de lutte contre les violences basées sur le genre en Afrique (https://bit.ly/MIW-GBVPolicyReview).

En adéquation avec l’engagement de HI de prise en compte de l’Age, du Genre et du Handicap dans la mise en œuvre des projets, MIW est convaincue que seules des approches intersectionnelles, prenant en compte et articulant les différents facteurs de discrimination, permettent une meilleure compréhension des expériences individuelles vécues par les femmes et filles handicapées et de leurs besoins spécifiques.

Pour cette raison, le stage proposé sera dédié à la mise en application d’une analyse intersectionnelle portée par les partenaires de MIW dans la mise en œuvre des projets.

OBJECTIFS DU STAGE :

Au sein de l’équipe projet Making It Work et de la Direction Protection et Réduction des Risques, la/le stagiaire participera aux activités suivantes :

Activité 1 : Vous contribuez, par une revue de l’existant (« desk review ») et une interaction avec quelques organisations partenaires ciblées, à la création d’un outil d’analyse intersectionnelle permettant aux organisations partenaires de mieux mesurer le niveau d’inclusion des femmes et filles handicapées dans leurs projets ainsi que la prise en compte d’autres facteurs de discrimination;

Activité 2 : Vous mettez en pratique cet outil d’analyse en travaillant étroitement avec les organisations partenaires ciblées (‘’learning by doing’’) et conduisez une analyse systématique des données recueillies afin de contribuer à une meilleure compréhension des violences subies par les femmes et les filles au regard des diverses discriminations vécues;

Activité 5 : Vous renforcez la visibilité des partenaires et de leurs activités dans le cadre du projet MIW via les réseaux sociaux et le site internet de MIW ;

CONTEXT:

With the objective of ensuring an efficient response to emergencies and humanitarian crises, HI has put in place an Emergency Response team

The emergency pool is composed of 5 emergency specialists (Area Manager, Logistics manager, Finance and HR manager, MHPSS manager, Physical Rehabilitation Manager and Livelihood Manager) under the hierarchical management of the area manager/pool manager.

The emergency pool sits in the emergency division under the management of an emergency response manager based in headquarter.

The emergency division is composed of a team of 16 persons: one team in charge of the monitoring, alert and emergency preparedness and one team in charge of the emergency responses at HQ and field level.

 

 

OBJECTIVES: 

In order to ensure a relevant, timely and efficient response to acute crisis, the Emergency division of HI has the role to ensure the monitoring, preparedness and response to man-made and natural disaster.

 

The emergency division may lead some emergency response or support the geographic division to respond to new disaster depending on the intensity of the crisis and the capacity of the program in place.

 

The emergency pool is composed of a team of emergency experts, ready to deploy within 72 hours. Their role is:

  • To conduct diagnosis and launch new emergency operations in the field
  • To support pre-established programs and teams to respond to new disaster in the field
  • To contribute to lessons learned exercises, technical methodology and guidance, tool kits in coordination of the Emergency Division team members, Shared services divisions and technical divisions at HQ level.

 

MAIN RESPONSIBILITIES:

Under the responsibility of the area manager/emergency pool manager and in close coordination with the HQ Physical and functional rehabilitation Specialists, the emergency Physical and functional rehabilitation manager will be in charge of: 

  • Participating  to initial diagnosis of the emergency response operations following a humanitarian crisis;
  • Leading and coordinating Physical and functional rehabilitation operations deployment in the framework of new program or area/project opening  following a disaster, in accordance with Humanity & Inclusion´s rules and standards and those of its donors;
  • Representing and promoting Humanity & Inclusion´s mandate in the framework of the emergency responses in your field of expertise;
  • Contributing to the institutional capitalization and participate in the development and update of Humanity & Inclusion´s emergency methodologies, procedures, tools and trainings

Within the Protection and Risk Reduction Division, Armed Violence Reduction strategy remains ambitious and foresees an increase of projects especially in conflict transformation the next years in addition to a more comprehensive armed violence reduction model. CONTEXTE :

L’organisation est présente au Mali depuis 1996 sur des activités de développement dans le sud et le nord du pays : promotion des droits des personnes handicapées, renforcement de la société civile, accès à l'éducation pour les enfants handicapées, insertion professionnelle des personnes handicapées, détection et prise en charge des déficiences chez les enfants.

Aujourd’hui, HI mène de front des activités humanitaires et de développement, dans les régions de Sikasso, Bamako, Mopti, Tombouctou et Gao.

Le montant de budget mise en œuvre au sein du pays représente environ 20 millions d’euro dont 2/3 sont mis en œuvre via des partenaires au sein de consortia. En 2020, les activités du programme s’articulent autour des orientations suivantes :

  • Santé & réadaptation : réadaptation fonctionnelle, santé maternelle et infantile, plaidoyer VIH et Handicap; dépistage et prise en charge précoce des déficiences
  • Éducation inclusive & formation professionnelle
  • Moyen d’existence & résilience : transferts monétaires / filets sociaux, projets communautaires, activités génératrices de revenus etc.
  • Protection& Réduction des risques : éducation aux risques liés aux engins explosifs, assistances aux victimes de conflit armés, soutien psycho-social, transformation de conflit dans le nord et centre du Mali.

 

Ce poste est créé pour apporter une assistance technique au programme Mali en Inclusion du handicap et ce plus particulièrement pour 2 des projets du programme, le projet  Ben ni Baara (Solidarité et travail) et le projet ACOR.

Le projet Ben ni Baara mis en œuvre en consortium  vise à prévenir la propagation de conflits violents dans le centre et le    sud du Mali en abordant les causes profondes des conflits dans les communautés situées à la frontière entre le sud du pays relativement stable et les parties plus instables du centre. Il renforcera la capacité des acteurs à prévenir et à résoudre les conflits et à éviter la dégénérescence de la violence par le biais de mécanismes locaux de gestion des conflits dans la mesure du possible. Le rôle de HI est de s’assurer du caractère inclusif de ce projet en apportant une assistance technique tout au long du projet aux membres du consortium pour que leurs actions soient transformatives au handicap.

 Le projet ACOR est un consortium de 3 organisations Internationales et 2 organisations nationales. Ce projet a pour objectif général d’améliorer les conditions de vie, la résilience à l’insécurité alimentaire et nutritionnelle face aux conflits et la cohésion sociale des populations vulnérables dans les régions les plus fragiles du Mali et de la Mauritanie. L’enjeu est de définir une stratégie d’inclusion pour le consortium, avec des indicateurs et un plan de renforcement de capacité pour renforcer le degré d’inclusivité du projet.  Votre rôle sera aussi de sensibiliser et de former les équipes des ONGs membres du consortium  sur l’Inclusion

 

Au-delà de l’appui spécifique à ces 2 projets, en tant que Spécialiste Inclusion vous apporterez un appui à l’ensemble du programme pour renforcer les compétences de l’équipe en inclusion et plus particulièrement celles des spécialistes présents sur le programme Mali ; vous accompagnerez l’élaboration et la mise en œuvre de la stratop sur la dimension BeInclusive.

 

VOTRE MISSION :

Votre mandat sera de porter les compétences institutionnelles dans le domaine qui vous est attribué (inclusion et handicap, avec pour objectif final que l’action de HI soit transformative sur le handicap et au moins sensible aux contraintes de Genre et Age). Vous aurez la responsabilité de garantir l’approche inclusive des projets mise en œuvre sous le lead de Mercy Corps et en consortium avec Alerte International et HI. Vous serez garant.e du respect du positionnement de HI sur la thématique couverte et donc en lien étroit avec les spécialistes du siège. Vous assurerez le développement des compétences techniques en matière d’inclusion de l’équipe HI et des partenaires opérateurs du projet, dans une posture d’appui-conseil. Vous serez garant.e de la mobilisation des ressources nécessaires pour assurer la qualité technique des interventions de HI dans le champ de l’inclusion, en respect de la méthodologie et approche Inclusive défendue par HI.

SPECIFICITES/PARTICULARITES DU POSTE :

Isolement et conditions de vie : Le poste étant basé en capitale, la vie y est relativement agréable : Bamako est une capitale de taille importante pour la sous-région, assez agréable et présentant beaucoup de facilités même si certaines sont soumises à restriction du fait des règles sécurité.

Sécurité : La sécurité est en général bonne à Bamako mais n’exclut en aucun cas le respect des règles de prudence. Une attention particulière dans les régions du Nord (si possibilité de s’y rendre) est attendue. La sécurité sanitaire est correcte (médecins et paramédicaux de bon niveau, quelques structures de prise en charge mais la prise en charge en réelle urgence serait problématique).

Déplacements : Déplacements limités à prévoir sur les sites d’intervention des projets (Sikasso, Mopti, Tombouctou, Gao) avec certaines limitations dans le nord du pays en fonction des règles de sécurité en vigueur.

Climat : très chaud (+40°C), saison des pluies courte.

CONTEXT:

            The Food Security Specialist position is under the Basic Needs, Economic recovery & Economic Inclusion (BaNEREI) Unit, within the Social & Inclusion (S&I) Division.

The BaNEREI Unit is currently composed of 6 people: one Emergency Livelihood Specialist, one Emergency Cash & Market recovery Specialist, one WASH Specialist, one Economic Inclusion Specialist, one Policy Lead, and a Manager. It leads initiatives in emergency, recovery and development settings, with around 74 projects in more than 40 countries. Projects include WASH, emergency NFI and FI distribution, multipurpose assistance, wage to self-employment, graduation model projects, economic recovery and resilience.

 

             The Food Security Specialist’s main mission will be to support HI and its country programs in the design and implementation of food assistance activities as well as support HI in designing and implementing our strategy on food security. Under the responsibility of the BaNEREI Unit Manager and the leadership of the Emergency Livelihood Specialist, the Food Security Specialist will support operational teams at headquarters and in the field. In close collaboration with the other specialists and the Emergency Division, the successful candidate will:

 

  • Support the development of HI’s Food Security strategy in humanitarian response and recovery (with a strong focus on food assistance for the first 6 months of the contract)
  • Help develop and frame the methodology and tools related to the implementation of food security activities in humanitarian responses and recovery
  • Provide technical support for the proper implementation of field projects
  • Participate in the emergency working group and contribute to HI’s emergency response strategy, in close collaboration with the Emergency Division team

 

This is a fixed term position to support HI’s response to COVID-19 and its impact on Food Security. There is a possibility of renewal according to needs.

 

TASKS & RESPONSIBILITIES:

  • Develop, frame and disseminate HI’s Food Security Strategy, provide technical guidance, and contribute to the organization’s positioning and interventions for the Food Security sector. The priority will be food assistance (cash, vouchers and in-kind) in humanitarian contexts, particularly in the context of COVID-19.
  • Ensure sectorial watch.
  • Support internal understanding and ownership of norms and international standards.
  • Develop and disseminate guidance for different intervention modalities.
  • Provide technical and methodological support to Food Security projects implemented by field teams (with a focus on the current Covid-19 response).
  • Ensure the global technical coherence of HI’s interventions, through training facilitation, technical coaching, etc. during field missions and regular online meetings.
  • Contribute to the development of a holistic and inclusive approach to food assistance, with a particular focus on vulnerable populations, including people with disabilities, and in coordination with HI’s other technical sectors (including physical and functional rehabilitation, mental health & psychosocial support, protection, inclusion and shelter).
  • Contribute to knowledge management through the development of lessons learning, research and innovation projects related to Food Security, in order to promote technical learning and best practices.

YOUR  PROFILE :

  • You have at minimum  a Bachelor’s degree in related field (Master’s degree preferable)
  • You have more than 7 years working experience as technical professional and/or technical advisor in a sector of expertise for the mission, technical unit manager,  or similar background, with remote management experience and you have a strong knowledge of the different schools of thought and explanatory models of disability
  • You have a proven experience in management of teams in humanitarian & development programs
  • You show a proven experience in project management (multi-or complex) and demonstrate strong resilience to stress and uncertainty

JOB CONTEXT :

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape, local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

 

HI is managing a large humanitarian program along 4 main pillars:

 

1. Support to health partners for the provision of multidisciplinary rehabilitation and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment

 

2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas

 

3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships

 

4. Training and technical support to humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response

 

This is an exciting opportunity to join an intervention that reduces the disability specific risks and barriers, enhances capacities among those persons most at risk of vulnerability and harm in the existing emergency relief and social services available. It brings a rare expertise to a strong consortium of NGO’s aiming to improve resilience and positive coping mechanisms in a complex crisis and post conflict environment.

 

The actual intervention is based on a mix of remote management of national teams, partnerships with local structures and organizations, and direct implementation

 

YOUR MISSION:

Under the responsibility of the Country Director, as Technical Unit Manager, you will contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You will ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. You will share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

 

In this part, your main responsibilities will be:

 

  • Management: set individual objectives, evaluate individual performance, contribute to development & career evolution, monitor competences; ensure good communication and information, follow the nationalization process for relevant positions…..

 

  • Expertise: contribute to the country strategies in line with the global strategy; ensure the respect of global technical frameworks and standards and the learning process from projects;ensure the development of research and innovation projects in the region when relevant; ensure the control & monitoring of the technical quality and the relevance of HI’s activities; ensure compliance of the technical proposition with nexus stakes; lead a local professional channel/talent pool and contribute to the Technical Divisions professional channel animation

 

  • Influence: represent the technical expertise of HI throughout the local relevant networks ; contribute to advocacy on specific themes in line with the global advocacy priorities; contribute to communication messages locally in line with the global communication priorities

 

  • Business development: identify & transform major opportunities in the region ; contribute to the design and writing of new major projects; produce & steer the conception of major projects; identify & develop country-level partnerships and/or consortium with NGOs, Institutions, companies on technical priorities or important topics in the country

 

CHARACTERISTICS OF THE POSITION :

  • Jordan is a relatively safe and secure country, with regular presence of international tourists including from Occidental countries, and where the situation/context does not require having heavy security procedures.
  • However, Jordan also faces some regular difficulties and possible tensions could be expected due to the regional situation, especially in the close-by countries.

VOTRE PROFIL :

  • Vous êtes titulaire d'un diplôme universitaire en sciences sociales, Disability studies (ergothérapeute, kiné, physio, SLP), gestion de projet humanitaire, études humanitaires ou de développement
  • Vous avez au minimum 5 ans d'expérience dans un rôle de conseil/appui technique dans le domaine du handicap/genre/inclusion, préférablement dans un contexte humanitaire (Maîtrise des interventions en contextes humanitaires et des mécanismes de coordination inter acteurs / agences (clusters etc…)
  • Vous connaissez les différents courants de pensées et modèles explicatifs du handicap et maîtrisez l’application de certains outils ; vous connaissez les cadres internationaux des droits de l’homme et humanitaires (Protection, inclusion) ; vous comprenez le langage relatif aux droits humains, notamment sur le handicap, le genre, l’âge et l’intersectionalité et vous savez analyser de manière critique les contextes, les tendances et les vulnérabilités liés à la discrimination et à la violence à l'aide d'une optique DGA (handicap, genre et âge)
  • Vous avez déjà une expérience où vous avez rendus plus inclusifs des opérations humanitaires et systèmes de données. Vous avez une sensibilité forte aux questions de Handicap, Genre et Age
  • Vous comprenez les contextes alliant enjeux d’urgence, de préparation à l’urgence, reconstruction et développement résultant de crises chroniques
  • Vous avez une expérience de travail avec des personnes handicapées et des organisations représentatives

CONTEXTE :

Présente en RCA de 1994 à 2004, HI a notamment appuyé l’ouverture du centre d’appareillage de Bangui (ANRAC). HI a par ailleurs travaillé sur la mise en place d’une formation universitaire d’assistant kinésithérapeute. L’organisation a aussi travaillé en collaboration avec l’ONAPHA, association nationale des personnes en situation de handicap de République Centrafricaine. HI est revenue en RCA en 2015 pour déployer les activités de sa plateforme logistique.

Aujourd’hui, l’organisation est composée de 85 personnels nationaux et 17 internationaux, répartis sur trois bases : Bangui, Bambari et Bangassou; la mission HI a également une équipe de réadaptation intégrée au sein de la mission MSF-Espagne à Batangafo et une équipe volante assurant la réhabilitation de pistes aériennes sur tout le pays. Aujourd’hui, HI intervient en République de Centrafrique avec des projets dans 4 secteurs : la logistique, la santé, la protection et les moyens de subsistances.

 

 

 

 

En 2019, la mission RCA a finalisé sa stratégie opérationnelle à 3 ans. Cette stratégie vise le déploiement de la mission autour de 3 piliers d’intervention : la Santé (rééducation fonctionnelle et santé mentale), l’assistance technique H2H et opérationnelle (Plateforme logistique ATLAS et inclusion) et la résilience socio-économique. C’est dans cette dynamique ambitieuse que des évaluations sont en cours pour le déploiement de nouveaux projets dans la zone sud-est de la RCA.

 

VOTRE MISSION :

Sous la responsabilité de la Directrice de Programme, en tant que Spécialiste Inclusion, vous interviendrez en appui technique aux projets du programme RCA dans le domaine de l’action Humanitaire  Inclusive

 

Vous interviendrez en appui technique/formation aux équipes opérationnelles et auprès des autres spécialistes dans le programme sur les cadres et méthodologies de l’Action Humanitaire Inclusive en lien avec  la spécialiste du Siège.

 

Vous serez amené(e) également à intervenir directement en assistance technique et renforcement des capacités auprès d'acteurs de la préparation et réponse d’urgence (ONG nationales et internationales, autorités locales et nationales et OPH ou autres structures de la société civile) en lien avec les équipes opérationnelles

 

En outre, sur base de la stratégie opérationnelle du programme, vous serez, en lien avec les équipes opérationnelles, en charge du développement des interventions pour promouvoir des politiques, stratégies et programmes de préparation et de réponse plus inclusives dans le secteur de l’Action Humanitaire Inclusive dans les différents contextes d’urgence

 

Dans ce cadre, vous aurez pour principales responsabilités :

  • Supervision technique des activités, actions et stratégie de HI et ses partenaires en RCA pour assurer l’inclusion et la participation des personnes à risque d’exclusion
  • Garantie de la qualité technique des projets et activités d’inclusion et la participation des personnes en situation d’exclusion
  • Contribution, en lien avec l’équipe de coordination, à la définition et au suivi de la stratégie pays, au développement général du programme et des futurs projets ciblant les personnes vulnérables, dans le cadre des cadres globaux et les cadres de d’HI sur l’action humanitaire inclusive
  • Appui du programme, à court et moyen termes, via des actions et une stratégie, pour assurer une meilleure inclusion et participation des personnes cibles
