Nous vous offrons 

Un contrat de 24 mois basé à Kinshasa, République démocratique du Congo. Le HRO sera amené à voyager dans le pays. Début de contrat en juillet 2019.

Package salarial mensuel : Catégorie B417 – c’est-à-dire entre 6 593,60 euros et 9 917,57 euros (en ce compris le salaire brut mensuel et les avantages liés au statut d'expatrié: primes d’expatriation et de pénibilité). Le salaire est calculé en fonction de l'expérience pertinente.

En outre, nos collaborateurs expatriés bénéficient également d’avantages liés à l'expatriation  tels que la prise en charge des frais de logement (plafonnés), une allocation de déménagement, d’installation, la prise en charge des frais de scolarité des enfants qui accompagnent (plafonnés), un package d’assurances pour toute la famille dont l’assurance rapatriement, des billets d’avion aller-retour une fois/an pour toute la famille.

 Sous la responsabilité du Représentant Résident et en partenariat étroit avec les HR Business Partners - garant de la cohérence de la stratégie et des politiques RH au travers du groupe Enabel, le HRO va : 

  •  appuyer les responsables
    -           dans la mise en application des outils RH,

De manière spécifique en RDC le HRO va :

  1. Mettre en œuvre la gestion de sécurité opérationnelle des RH

Le Programme Junior - organisé par l’Agence belge de développement (Enabel) - te donne l’opportunité de travailler pendant 1 à 2 ans au sein de projets de développement mis en œuvre par Enabel ou l'un des 24 Acteurs Non Gouvernementaux (ANG) belges affiliés au Programme Junior.

Tu partiras dans l’un des 14 pays partenaires de la Coopération belge dans l’objectif de contribuer activement aux Objectifs de développement durable (ODD). Durant ton expérience sur le terrain, l’accent sera mis sur le développement de tes compétences, l’innovation, le contact avec les réalités locales ainsi que sur le développement de réseaux et partenariats.

Nous recherchons un « Expert Junior en Communication » pour la Représentation d’Enabel en RDC :

La RDC est le premier pays partenaire de la coopération belge avec une enveloppe budgétaire de plus de deux cent millions d’euros et des dépenses annuelles de plus de trente millions. Le programme actuel est concentré dans trois secteurs (Développement Rural comprenant agriculture et désenclavement, Enseignement Technique et Formation Professionnelle et Santé), sa mise en œuvre est en grande partie assurée par des coordinations provinciales, dans une logique de décentralisation/déconcentration visant une plus grande proximité avec les territoires.

L’Expert Junior travaillera au sein de la représentation dans une perspective d’amélioration de la visibilité des résultats de Enabel en République Démocratique du Congo et en appui aux projets/programmes dans leurs approches de C4D (communication pour le développement). L'objectif est qu'Enabel dispose d’une stratégie et des outils de communication de qualité lui permettant de valoriser ses résultats, renforcer son image de marque et promouvoir la communication pour le développement.

Les activités principales : assurer la communication interne et externe en appui aux chargés de communication nationaux, former les équipes à la C4D dans les programmes provinciaux, contribuer à la réflexion sur la stratégie communication pays.

Bien que certains programmes provinciaux soient dotés de responsables communication, un déficit est constaté dans la communication d’Enabel en RDC. Pour répondre à ce défi, la représentation et les programmes provinciaux ont élaboré des plans de communication annuels à partir de 2016. L’Expert Junior sera fortement impliqué dans la mise en œuvre du plan de communication pour 2019 et dans l’élaboration du plan pour 2020. L’expert junior sera particulièrement chargé de la dimension C4D.

Description

Depuis janvier 2017, VVOB RDC met en place le programme quinquennal : « Le programme d’appui à l’Amélioration de la Qualité de l’Enseignement Technique et l’Entrepreneuriat Agricole ». L'objectif de ce programme est de renforcer les chefs d'établissement et les enseignants de l'enseignement agricole secondaire afin qu'ils offrent à leurs élèves un enseignement de qualité répondant aux besoins du marché du travail et de l'entrepreneuriat indépendant. Le programme s’effectue dans les trois provinces de l’éducation de Bas-Fleuve, Cataractes et Lukaya, où VVOB collabore avec les services d’inspection provinciaux. VVOB coopère aussi avec les services nationaux de formation et de contrôle de l’inspection. VVOB RDC recherche et attend des fonds supplémentaires pour élargir la portée de ce programme.

Mission

En tant que conseiller pédagogique pour l'agriculture et l'entrepreneuriat, vous travaillez en étroite collaboration avec les autres membres de l'équipe VVOB et les partenaires du ministère de l'Éducation, aux niveaux provincial et national.

Vous apportez un soutien et des conseils pour renforcer les processus pédagogiques dans l'enseignement agricole secondaire. Vous savez convertir les méthodes d’apprentissage actives et participatives en pratiques de l’enseignement secondaire et vous aidez les écoles d’agriculture à développer des unités de production commerciales innovantes et à mettre en place et superviser des microprojets pour les étudiants.

Vous vous trouvez dans les bureaux de la VVOB de Kisantu, une ville située à trois petites heures de route de Kinshasa.

Tâches

  • Dans la perspective d'un renforcement durable des capacités institutionnelles, vous travaillez avec les partenaires stratégiques et opérationnels :
    • à l’élaboration et la mise en œuvre de stratégies et de processus d'orientation pour les unités de production didactiques et génératrices de revenus dans les écoles d'agriculture;
    • à l’élaboration et la mise en œuvre de stratégies et de processus d’orientation pour les microprojets d’élèves de l’enseignement secondaire agricole destinés à renforcer leurs connaissances et compétences en matière d’agriculture et leurs compétences en matière d'entrepreneuriat ;
    • au développement des possibilités de formation professionnelle, et à la recherche de méthodes différentes visant à renforcer les compétences (pédagogiques) des chefs d'établissement, des enseignants et des inspecteurs ;
    • à l’élaboration et la mise en œuvre de formes d'enseignement actives qui répondent de manière optimale aux besoins des élèves des écoles d'agriculture ;
    • au développement de matériel didactique et au contrôle de qualité du matériel ;
    • au développement d’instruments permettant de mesurer l'efficacité et l'efficience de la formation pédagogique.
  • Vous établissez également une relation durable avec les partenaires stratégiques et opérationnels, les autres parties prenantes et les bailleurs de fonds actifs dans ce domaine;
  • Vous êtes activement impliqué dans la planification, la budgétisation, la mise en œuvre, le suivi et l'évaluation du programme ;

Education

Contexte général du projet

Depuis la deuxième moitié du mois de décembre 2017, le territoire de Djugu est plongé dans un cycle de violence, comme conséquence des tensions intercommunautaires qui ont occasionnées des pertes en vies humaines, incendies des cases, des déplacements massifs des populations vers les localités des territoires de la Province de l’Ituri en RDC et celles de l’Ouganda. Selon la réunion du CMP (Commission sur les mouvements de population) du mois de Septembre 2018, l’ex Province Orientale comptait, 821.983 personnes déplacées et 179 274 retournées dont 164.204 retournés dans le territoire de Djugu.

Depuis mi-mars 2018, un mouvement de retour spontané des personnes a débuté dans certaines localités du territoire de Djugu. Malgré ce retour, plusieurs ménages sont encore en déplacement par crainte pour leur sécurité. Suite aux déplacements prolongés ; les familles d’accueil subissent le poids de la prise en charge des déplacés à cause des moyens financiers limités.

Ce contexte sécuritaire volatile est à la base d’une vulnérabilité économique des ménages limitant leur accès aux biens notamment alimentaires. Ainsi, il y a un abandon régulier des champs cultivés d’où la perturbation des apports alimentaires pour toute la famille avec une dégradation de l’état nutritionnel des populations les plus vulnérables.

Ce projet, supporté par le PAM, vise à assurer un transfert monétaire à 14 300 ménages, constitués des déplacées, retournées et communautés hôtes vulnérables dans les zones de santé de Tchomia, Fataki et Lita en territoire de Djugu affectés par les conséquences des tensions intercommunautaires.

Objectif général de la position

Le Chef de Projet est responsable de la coordination, implémentation et le suivi des activités dans les zones d’intervention citées ci-haut. Il/elle sera en charge de garantir la planification cohérente de la mise en œuvre des activités du projet, tout en respectant le planning opérationnel définit en lien avec la Coordination de la mission.

Principales responsabilités et tâches

Gestion du Projet :

  • Élaborer une planification objective et ponctuelle des activités du projet, en collaboration avec le chef de mission et l’ensemble de son équipe;
  • Garantir la Gestion opérationnelle, financière et programmatique en collaboration avec les membres de l’équipe;
  • Assurer la Coordination avec les partenaires et partie prenante (acteurs humanitaires, autorités administratives), avec les représentants des bailleurs et autres acteurs présents sur le terrain;
  • Assurer la coordination du Projet en collaboration avec les membres de l’équipe à travers le monitoring des activités commun;
  • Assurer le respect du plan de travail et proposer les réajustements si nécessaire;
  • Assurer le suivi et évaluation des activités à travers l’élaboration et actualisation des outils de monitorage) en collaboration avec la Coordination de la Mission;
  • Formuler les rapports narratifs et financiers à soumettre au PAM;
  • Contribuer à la mise à jour mensuelle des informations à partager avec les clusters compétents;
  • Assurer la soumission dans les délais du rapport mensuel d’activité interne à l’organisation y compris l’outil de suivi PAT;
  • Assurer une ligne de communication adéquate (interne et externe) sous la supervision et avec la Coordination de la Mission;
  • Rapporter de manière rapide et précise toute difficulté rencontrée dans la mise en place du projet à la Coordination de la Mission et contribuer à l’identification de solutions;
  • Participer aux réunions de coordination sectorielle au niveau terrain;
  • Contribuer à la gestion de la sécurité selon les approches établîtes et les outils en utilisation dans la mission.

Gestion administrative du projet :

  • Assurer une gestion appropriée des fonds du projet (mettre à jour la planification financière du projet sur base mensuelle ; chaque mois,
  • Assurer le suivi des dépenses du projet en collaboration avec l’administration;
  • Proposer des réajustements budgétaires à l’administration;
  • Assurer la liaison avec l’équipe logistique pour les achats du projet, afin de garantir une correcte application des procédures d’achat d’INTERSOS et du bailleur.

Gestion des Ressources Humaines :

  • Contribuer dans la sélection et recrutement du staff national du projet selon les besoins;
  • Assurer l’évaluation effective et objective de performance du staff sous sa gestion chaque 3 mois et l’évaluation finale;
  • Superviser et gérer l’équipe de projet et assurer la formation continue en collaboration avec la Coordination de la Mission.

Capitalisation et gestion de connaissance :

  • Assurer la capitalisation des expériences et des données obtenues dans le cadre du projet;
  • Identifier les besoins et proposer de nouveaux programmes potentiels ou activités à mettre en place sur le terrain;
  • Transmettre à la Coordination de la Mission toute documentation photo et vidéo des activités, ainsi que toute informations significatives sur la zone d’intervention et les activités du projet pour alimenter les besoins de visibilité, collecte des fonds et communication.

Description

The Opportunity Save the Children began working in the Democratic Republic of Congo in 1994 when the conflict started in the east of the country. The Democratic Republic of Congo is acknowledged to be one of the most difficult countries in which to grow up. Access to essential services is very limited and children are subject to widespread exploitation and abuse, including recruitment into armed groups, forced labour, sexual abuse and abandonment. To work with the Programme Operations Director and Area/Field/Programme Managers to build the programmes logistics and operational capacity to plan and manage programmes resources and assets efficiently and effectively, ensuring that programmes meet their commitments and are accountable to their beneficiaries and donors. By providing technical support to programme, Logistics offices on all aspects of logistics and operational programme delivery, it is expected the Country Logistics Manager will be able to help programmes offices to: • Minimalism operational running costs through the effective utilization and allocation of resources and helping programme develop effective recharge mechanisms • Improve accountability to donors and beneficiaries through implementation of regular reporting and strong control mechanisms • Improve the quality and timeliness of projects By Managing the country logistics coordination team, he should ensure that all the HR aspect have been taken into consideration as to get his supervisee reach their objectives and been evaluated. The role The Protection Programme Manager leads the implementation of the Save the Children humanitarian response Protection Programme in South Kivu province, Democratic Republic of the Congo.
