Description

The Opportunity Save the Children began working in the Democratic Republic of Congo in 1994 when the conflict started in the east of the country. The Democratic Republic of Congo is acknowledged to be one of the most difficult countries in which to grow up. Access to essential services is very limited and children are subject to widespread exploitation and abuse, including recruitment into armed groups, forced labour, sexual abuse and abandonment. To work with the Programme Operations Director and Area/Field/Programme Managers to build the programmes logistics and operational capacity to plan and manage programmes resources and assets efficiently and effectively, ensuring that programmes meet their commitments and are accountable to their beneficiaries and donors. By providing technical support to programme, Logistics offices on all aspects of logistics and operational programme delivery, it is expected the Country Logistics Manager will be able to help programmes offices to: • Minimalism operational running costs through the effective utilization and allocation of resources and helping programme develop effective recharge mechanisms • Improve accountability to donors and beneficiaries through implementation of regular reporting and strong control mechanisms • Improve the quality and timeliness of projects By Managing the country logistics coordination team, he should ensure that all the HR aspect have been taken into consideration as to get his supervisee reach their objectives and been evaluated. Key Areas of Accountability •Implement all SCI logistics procedures, including new updates released by HQ, and ensure that they are understood by everybody on the programme. •Implement the Country logistics Manual an ensure that it is understood by everybody on the programme •Lead the implementation of Procurement restructuring plan and work in consolidating the improvements and drive sustainability of the processes. •Develop and regularly review the Country programmes local policies for Supply chain, Fleet and Equipment management, to be sure they are in line with SC global policies and implemented across the programme. •Review logistics systems and procedures in Country and be sure that they meet SC Essential Standards, that adequate control mechanisms are in place and that they are being implemented and adhered. •Lead on stocks and assets inventories and ensure registry management (online and offline tools) and capacity building to relevant staff. •Ensure monthly reporting systems are implemented in all programmes in line with financial control mechanisms for Procurement, stock, vehicles and assets. Review the monthly logistics reports and advise Field Managers where there are irregularities or areas of concern that need follow up. •Provide training at to logistics teams, field managers and programmes managers on logistics procedures, developing logistics strategies and managing logistics within their technical areas. •Support and advise Field offices on the structure, recruitment and management of their Logistics team and help heads of bases to develop and implement effective performance management of logistics staff •Visit regularly field locations and monitor performance of logistics department with spot checks, audits, reviews of indicators and adequate usage of reporting system. •Ensure adequate logistics archiving mechanism in all field bases accordingly to the standard in place. •Actively participate in all key steps of project lifecycle, including proposal development and all key meetings. Manage programmes supply chain, to ensure on time supply of goods to projects: •Determine sources for supply of goods and services to meet programme needs, overseeing international and national procurement. Develop a strategic contracting strategy to meet the needs of the country, driving efficiency and effective procurement process and reducing low value transactions significantly. •Support programme managers to develop procurement plans and schedules and lead the consolidation of a country master procurement plan that will be kept updated regularly and that will lead to the definition of the Country Supply strategy. •Oversee management of programmes stocks, ensure stocks are well kept and inventoried, levels are maintained in line with programme consumption and movements are reconciled with project distributions. Ensure Programme managers have visibility of the stock held for their projects and promote accountability over stock and GIK management. •Transportation of project supplies is reliable, cost effective and timely, •Oversee all construction and WASH contracts and work with engineers to ensure standard respect (matrix). Project management: •Assist in the development of project proposals, working with Programme design teams on the feasibility of project in line with current and/or planned logistics capacity •Determining logistics and operational costs required to deliver the project •Determine supply strategy and develop the procurement plans, ensuring adequate cost, lead times and donor requirements are considered. •Develop strategy for shared resources such as transports, facilities and equipment is appropriate and consistent with SC and donor policies. •Take part in project review meetings to report on status of logistics and ensuring that procurement plans, stock levels, distribution and asset recharges are consistent with project commitments Emergency preparedness: •Develop the Logistics component of the programmes emergency preparedness plan, ensure that supply chain strategy is in place, that pre-positioned emergency stocks are in place and managed effectively •Ensure adequate logistics support in scale up and scale down of interventions in case of emergency responses. Security: •Implementation of DRC Security plan in areas of logistics responsibilities: •Provide technical support to field offices and logistics team in implementation of security plans in the aspects where logistics are responsible i.e. vehicles, facilities, communications network and supply chain. •Working with the Country Security Manager on development and implementation of security plans and contribute to training and technical support. Description

The Opportunity The Field Manager will develop and manage all Save the Children’s programmes (Currently Protection and Education) as well as Human Resources, finance, logistics, administration, security, representation and advocacy concerning the humanitarian response in the area. The post-holder will effectively and efficiently coordinate operations systems, processes and activities so that programme is delivered on time according to organisational strategy, donor requirements and within allocated budget. Description

The Opportunity The cluster approach ensures clear leadership, predictability and accountability in international responses to humanitarian emergencies by clarifying the division of labour among organizations and better defining their roles and responsibilities within the different sectors of the response. It aims to make the international humanitarian community better organised and more accountable and professional, so that it can be a better partner for the affected people, host governments, local authorities, local civil society and resourcing partners. On behalf of Save the Children and UNICEF, the Country Lead Agencies for the Education Cluster, and in support of the Government, the purpose of this post is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Education Cluster in the Democratic Republic of Congo. The post holder has joint responsibility with the Cluster Lead Agency, resourcing partners and all cluster participants at the national and sub-national level for the efficient management and functioning of the Education Cluster encompassing the following: •Establish and maintain an appropriate humanitarian coordination mechanism •Strengthen pre-existing sectoral coordination through increased predictability and accountability •Build complementarity of partner actions: avoiding duplication and gaps •Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the cluster and its response •Effective and comprehensive integration of relevant cross-cutting issues, including age, gender, environment and HIV/AIDS •Maintain flexibility within the cluster to respond to changes in the operating environment, evolving requirements, capacities and participation •Effectively use and transfer information to, from and between cluster participants and other stakeholders •Interact with other clusters (including through inter-cluster coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners •Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms. •Monitor performance of the core cluster functions •Ensure effective communication, reporting, engagement and coordination between national and sub-national clusters The post holder is accountable to: •The Save the Children Country Director and the UNICEF Education Cluster representative, who will in turn ensure that the post holder is provided with all necessary support and guidance, and that any issues that arise relating to “double-hatting” are addressed. Description

The role The Protection Programme Manager leads the implementation of the Save the Children humanitarian response Protection Programme in South Kivu province, Democratic Republic of the Congo. S/he is responsible for: ensuring project delivery and quality, through capacity building, activities planning, implementation and monitoring; mobilizing and engaging partners and stakeholders from Government bodies, UN Agencies, International NGOs, Civil Society and Community Based Organizations to contribute in project implementation and monitoring. S/he is also responsible for representing Save the Children in protection/humanitarian thematic coordination platforms in South Kivu and to promote gender-sensitive and gender transformative approaches to prevent and respond to violence against children in armed conflict. The Protection Programme Manager ensures quality of all gender driven protection interventions and trainings. In the event of a major change in the humanitarian emergency, the Protection Programme Manager will be expected to work outside the normal role profile and be able to vary working hours accordingly.

ORGANISATION

Vétérinaires Sans Frontières Belgique (VSF-B) est une ONG belge ayant pour mission d'autonomiser les communautés défavorisées dépendant de l'élevage dans le Sud afin d'améliorer leur bien-être. VSF-B soutient des programmes de développement dans 8 pays d’Afrique : Mali, Burkina Faso, Niger, RD Congo, Rwanda, Burundi, Ouganda et Tanzanie. Elle s’efforce d’y améliorer les conditions de vie de populations vulnérables, dépendant directement ou indirectement du bétail, en optimisant l’élevage. Dans les pays du Sud, l’agriculture est souvent présente du début à la fin de toute vie. Le bétail joue un rôle crucial dans l’alimentation et le revenu des familles. Mais souvent, les services de proximité, garants d’un troupeau sain et productif, sont inaccessibles ou trop limités. Les agents de Vétérinaires Sans Frontières aident les éleveurs locaux (pasteurs et agro-éleveurs) en apportant des formations, des technologies et un savoir-faire en matière de production, de santé animale et de commercialisation du bétail. Ce soutien est toujours précédé d’une concertation avec toutes les parties concernées.

 

DESCRIPTION DU PROGRAMME

 

Le Projet Intégré de Croissance Agricole dans les Grands-Lacs (PICAGL) est une Programme multi-acteurs financé par la Banque Mondiale, en principe pour 5 ans (sous réserve de l’acceptation par le bailleur). Il a pour objectif d'accroître la productivité agricole et la commercialisation dans les zones ciblées en RDC, d’améliorer l'intégration régionale dans le secteur agricole, et de fournir une réponse immédiate et efficace en cas de crise ou d'urgence déclarées.

 

Le projet régional sera mis en œuvre dans les Provinces du Sud Kivu et du Tanganyika, particulièrement dans le corridor Bukavu-Uvira-Kalemie (Bukavu, Plaine de la Ruzizi et la plaine côtière de Baraka-Fizi-Kalemie).

 

VSF-B a été désigné comme lead sur le développement de la chaine de valeur lait et plus largement sur les activités d’élevage. L’équipe de VSF-B chargée de mettre en œuvre ce programme sera composée d’une équipe d’une dizaine de personnes, dont un Directeur des Opérations, plusieurs experts techniques locaux, ainsi que du personnel financier et administratif et du personnel d’appui.

 

 

ROLE

Le rôle du Directeur des Opérations est de diriger la composante élevage et lait du PICAGL confiée à VSF-B au Sud Kivu et Tanganyika. Il/elle représente VSF-B en RDC et s’assure en particulier que les interventions sont mises en œuvre dans le respect de la sécurité du personnel.

 

Le Directeur des Opérations rapporte au Directeur Régional pour la région des Grands Lacs.

 

RESPONSABILITES

 Gérer le programme PICAGL, tous ses aspects techniques, administratifs, financier et méthodologique en respectant les principes, politiques et procédures des bailleurs de fonds et de VSF-B incluant le rapportage et le monitoring interne, avec une attention particulière aux aspects de sécurité ;

 Etre le référent technique en ce qui concerne la chaîne de valeur élevage/lait ;

 S’assurer de la qualité du programme PICAGL en RD Congo par un monitoring régulier :

  Critères de Gestion de Cycle de Projets (efficience, efficacité, pertinence, impact, durabilité) ;

  Relations avec les partenaires et progression des partenaires ;

   Gestion et suivi du budget ;

 

  Respect des procédures du bailleur ;

  S’assurer que le rapportage envers les bailleurs est fait à temps et dans les règles ;

Développer la stratégie et les programmes en RDC – en tenant compte du cadre donné par VSF-B - et contribuer au développement de la stratégie régionale, et en s’assurant de la bonne marche financière de l’organisation en RDC ;

 S’assurer de la bonne mise en œuvre de la stratégie de gestion des connaissances (capture et partage interne et externe) ;

  Représenter et promouvoir VSF-B, assurer le networking et la relation avec toutes les parties prenantes en RDC;

S’assurer que VSF-B fonctionne légalement en RDC.
