Description

Réaliser une étude visant à appréhender et analyser le phénomène de criminalisation des activités des défenseurs des droits de l’Homme et activistes prodémocratie (DDH) et de l’exercice des libertés publiques en période électorale.

Disponibilité pour un séjour de 25 à 30 jours en RDC (Kinshasa, Goma/province du Nord Kivu), avec une date de démarrage souhaitée fin juillet/début acoût 2017. Le/la candidat/e idéal/e sera également disposé/e à effectuer une courte mission en septembre/octobre 2017 afin de présenter les constats et recommandations de l’étude à l’occasion d’une table-ronde organisée à Kinshasa.

Location : Goma

The role: The post holder will support our ongoing Emergency Health Response in both Kasai and North Kivu provinces. In addition, S/he will initiate, lead, advise, support and optimise the contribution of DRC country programmes to Save the Children's (SC) global Child Survival breakthrough. S/he will be the overall responsible for the development of the quality country-level interventions in the thematic areas, including health, nutrition and HIV. S/he will also participate in cluster meetings and support the health and nutrition teams in the field to participate in the provincial coordination meetings for health and nutrition. The post-holder will work very closely with members of the Response team and programme development and quality team; s/he will liaise on a regular basis with SC members Technical Advisors for health and Nutrition at Regional Office and Headquarter.

Résumé du Poste

Le responsable qualité participe au développement de la stratégie médicale des interventions en RDC en collaboration avec le Conseiller médical à Bruxelles et est responsable du suivi et de l’ajustement de sa réalisation dans toutes les interventions de Memisa en RDC. Il est en particulier concerné par le développement des Zones de Santé de Démonstration. Il travaille en étroite collaboration avec les responsables des projets à Kinshasa et avec les médecins des bureaux régionaux. Il est basé à Kinshasa avec des déplacements fréquents dans les Zones de Santé (30%).

ü  Appuie et supervise techniquement les médecins accompagnateurs techniques des projets

Tâches

·         Participer à l’élaboration, l’évaluation et le rapportage des Projets et Programmes en RDC (appui technique, stratégie médicale, assurance qualité)

 

·         Coordonner le développement des Zones de Santé de Démonstration (ZSD) :

o   veiller à la mise en œuvre du plan d’action détaillé par zone dans les zones de santé de démonstration

o   déterminer les besoins de renforcement de capacités et recruter les experts adéquats

o   coordonner les missions de diagnostiques, de suivi et d’évaluation

o   faire le lien et entretenir les contacts entre tous les niveaux (central, provincial et zone de santé)

o   s’assurer d’une documentation et feed-back adéquat aux autorités concernant les expériences de mise en œuvre de la SRSS

o   coordonner le volet formations médicotechniques avec Lumos et Kisantu (formations des experts de Lumos dans les Hôpitaux de démonstration, stages du personnel des ZSD à Kisantu, mission de formation des spécialistes de Kisantu dans les ZSD), avec Médecins Sans Vacances et avec d’éventuelles autres partenaires.

 

·         Concertation, harmonisation technique et assurance qualité médicotechnique

o   Organisation des réunions techniques/ thématiques pour échanges participatifs professionnels et harmonisation des instructions

o   Responsable de l’introduction des projets qualité auprès des accompagnateurs médicaux des différents niveaux (Médecins et Infirmiers dans les BAT et du BDOM partenaire)

o   Elaboration des Manuels d’exécution (technique) des Projets

o   Harmonisation des procédés et protocoles techniques

o   Identification des besoins en formations et autres activités de renforcement des capacités médicotechniques pour l’ensemble du Programme

 

·         Documentation

o   Capitalisation des expériences

o   Recherche-action autour des hypothèses d’intervention

o   Identification des opportunités de collaboration avec des chercheurs

o   Partage avec le niveau central pour alimentation de la politique nationale

 

·         Contacts techniques avec les autorités et les bailleurs (en collaboration avec le coordonnateur des projets, en se partagent les taches)

o   Participation dans des réunions de coordination et ateliers techniques organisés par les ministères, d’autres bailleurs, l’ambabel etc…

o   Donner un appui technique lors des contacts avec les Bailleurs et lors des démarches d’acquisition des Projets.

o   Entretenir les contacts avec les responsables techniques des Bailleurs et les liens avec l’administration sanitaire des différents niveaux.



Profil

ü  Médecin avec expérience clinique (de préférence récente) de minimum 3 ans

ü  Maîtrise en santé publique ou en économie de la santé

ü  Expérience internationale d’au moins 3 ans dans le renforcement des systèmes de santé; expérience en RDC et au niveau périphérique (district) est un atout.

ü  Connaissance de la problématique du développement dans son ensemble, des tendances actuelles, des méthodes et des instruments.

ü  Bonnes capacités de communication envers le public ainsi qu’au niveau des réseaux.

ü  Affinités avec les objectifs et les valeurs de Memisa

ü  Pragmatique et entreprenant, capable de travailler de manière efficace et autonome.

ü  Flexible, résistant au stress, esprit d’équipe, ouvert à d’autres cultures, esprit d’initiative.

Diplômes :

  • Diplôme d’études supérieures (min niveau bac+3 ou équivalence par expérience professionnelle).

 

Expérience :

  • Expérience d’au moins 5 ans dans le secteur de la formation professionnelle, de la mise en place d’Activités génératrices de revenus et/ou de l’insertion professionnelle;
  • Expérience en matière de renforcement des capacités;
  • Expérience d’au moins 3 ans dans la gestion d’un ou de plusieurs projets de coopération internationale.

Expertise technique:

  • Connaissance approfondie des principes et pratiques de gestion d’établissement de formation, de préférence dans des établissements ETFP;

Description

L’ATI expert(e) en insertion professionnelle assure les fonctions suivantes :

 

Coaching :

  • est responsable d’une équipe d’experts nationaux répartis sur trois sites (Kisangani, Gemena et Lisala), il anime cette équipe, encourage les initiatives et assure l’échange d’expériences ;
  • renforce les structures d’appui dans leur organisation du travail et gestion d’équipe (Unité formation-emploi, AGR des centres pilotes, Centre de ressources) ;
  • organise avec les chefs d’antenne « Insertion » la création et la mise en œuvre des Unités Formation-Emploi dans chaque établissement ETFP affilié.

Réflexion stratégique et méthodologique :

  • propose et appuies des mécanismes d’observation du marché de l’emploi et d’identification d’acteurs/partenaires pour l’insertion professionnelle, l’entreprenariat et la création d’activités génératrices de revenu au niveau provincial et local ;
  • analyse les filières porteuses et propose les stratégies appropriées pour favoriser l’emploi et l’auto-emploi des jeunes, en tenant compte de l’équilibre entre les garçons et les filles ;
  • propose des mécanismes de suivi des lauréats/sortants ETFP ;
  • assure le dialogue et la concertation avec les structures provinciales et territoriales d’appui à l’insertion professionnelle ;
  • accompagne la mise en œuvre de projets d’établissements ETFP.

Partenariats Ecoles-Entreprises :

  • facilite avec les autres acteurs présents dans la province, l’accès au financement (épargne et crédit) pour les lauréats en développant et suivant la collaboration entre les établissements EFTP et les institutions de financement ;
  • assure avec les partenaires pour chaque filière, un programme de stage, d’insertion professionnelle et d’accompagnement, en rapport avec l’analyse du marché local ;
  • identifie les opportunités de formation en alternance et assure la promotion des chantiers-écoles ;
  • facilite l’implication et la contribution des artisans et entrepreneurs dans la cogestion du secteur et des établissements en tant qu’acteurs économiques organisés.

Appui aux chefs des Projets EDUT et EDU-MOSU :

  • prépare, en collaboration avec les responsables du projet, la programmation des activités incluant l’aspect financier ;
  • contribue à l’élaboration des rapports d’activités pour la thématique de l’insertion.
