CANDIDATE PROFILE
- Preferably a masters level degree in a relevant health or social science field (for example: public health, law, politics, journalism)
- Extensive experience in an advocacy role within MSF
- Proven ability to write public advocacy material and to develop advocacy strategies
Skills and capacities
- Experience in training and coaching
- Ability to take initiatives and to work independently
- Strong networking and coaching skills is essential
- Strong organisational skills and attention to detail
- Ability to represent MSF toward multiple counter-parts
- Excellent written and spoken English and French.

Description
CONTEXT
In 2012, the MSF-OCB Analysis and Advocacy Unit (AAU) split into two teams under separate coordination. The Humanitarian Innovation Team (HIT) developed to focus on conflict and displacement settings, through the use of polyvalent specialist profiles that were able to provide strategic support to operations, engage in reflection and writing and conduct advocacy and analysis. The Health Access Team (HAT) continued to develop in-depth specialized research on a range of topics including health financing and HIV/AIDS.
In 2017, a decision was taken to build on the successes of both the HIT and the HAT and to merge the teams into a stand-alone department within OCB.
The Analysis Department plays an important role within OCB in terms of analysing our political environment, defining advocacy strategies, shaping public messages and supporting or challenging operations on topics ranging from new project locations to negotiated access.
The vision for an analysis department is to have a multi-disciplinary team that contributes to the MSF social mission by: (1) conducting in depth humanitarian and health policy related research/reflection; (2) developing and implementing advocacy strategies; (3) expanding our operational networks; (4) supporting and challenging operations; and (5) positioning the organisation on the politics of health and humanitarianism based on MSF’s operational experiences.
Within this new department there are 4 teams:
- The health politics team
- The forced migration team
- The conflict and humanitarianism team
- The humanitarian access and networking team
In addition to these four teams there are some positions that work transversally. The Advocacy Referent forms part of this transversal team. These transversal positions work across the different thematic groups in order to better support the field, maintain reactivity in responding to operational demands, increasing our interaction with civil society in relation to priority files and to increase our output and capacity for strategic public engagement.
OBJECTIVE OF THE POSITION
The Advocacy Referent is the focal point within the Analysis department on the development of advocacy strategies. The position supports and coaches Humanitarian Affairs Officers, Advocacy Managers and Deputy Heads of Mission (with advocacy responsibilities) in the field and strategically supports the operations department in the incorporation of advocacy into the design of projects that have an intention to catalyze change. The position is also responsible for developing the training and coaching role of the Analysis department. The position also works with the Pool Managers to identify, further strengthen and coach field based Humanitarian Affairs Officers and Advocacy Managers; with the medical department on data collection for advocacy purposes and with the legal unit on advocacy initiatives that may seek to challenge specific laws.
This position has a strategic oversight of the advocacy initiatives underway within OCB and provides input on the design, approaches and tools to achieve the biggest impact.
JOB PROFILE
Coaching of field based advocacy positions
- Act as a technical referent for field based humanitarian affairs and advocacy positions. This includes: briefing/debriefing new staff; coaching field positions on the development of Advocacy strategies and action plans for leverage; coaching on best practices in testimony collection and interviewing key informants; advising on data collection tools; provide support in methods and tools for analysis, such as actor mapping and systems descriptions; providing technical support and advice in the writing of briefing papers and other advocacy documents
- Identify links between files being worked on by field based positions and people in the department with certain thematic expertise
- Advise field positions on who to link with in the different thematic groups within the Analysis Department
- In collaboration with the thematic group leaders, ensure that the work of the field based positions is consistent with the overall analysis of the thematic groups within the department
- Assure briefing for new HAO’s and advocacy officers on available support and material in advocacy
- Maintain and animate a mailing list of all field based humanitarian affairs and advocacy positions
Support to operations and medical department on the integration of leverage and/or advocacy objectives in the design of projects ‘by choice’ (also called ‘catalytic projects’) as well as in emergency projects that have a clear advocacy potential
- Together with the coordinators of the thematic groups, advise operations and medical department on design of new projects to assure leverage objectives, with documentation and advocacy strategies; provide support in regular review and reorientation as needed.
- Maintain an overview of the leverage and advocacy priorities of different projects, requests for support and ensure that operations and medical department are aware of the subject matter expertise that exists within the thematic groups
- Identify gaps in thematic expertise within the analysis department based on the overview of the different leverage and advocacy ambitions of the operations and medical department
- Ensure coherence in advocacy objectives between different missions
Maintain a link with different departments in OCB
- Coordinate with the Pool Manager in the HR department for Humanitarian Affairs Officers and Advocacy managers
- Together with the HR department help to identify people for the pool and develop a strategy for recruitment and retention.
- Identify coaching/training needs for people within the pool
- Develop several standard job descriptions and Terms of Reference for in country positions that can be adapted to context and specific aims of the position.
- Link with the medical department in ensuring appropriate data collection tools are used for advocacy data collection
- Link with the communications department on ensuring that they are aware of and have input into advocacy initiatives that may include a public component
- Liaise with the Legal Unit on topics that include IHL, have domestic legal implications or aim to challenge specific laws.
Training
- Develop and manage the training course of the Analysis Department (The Politics of Health and Humanitarianism). This includes finalizing the module outlines, identifying facilitators for the training, deciding on the location of the training, identifying participants for the training etc.
- In collaboration with the thematic group leaders, organize the participation and contribution of the Analysis Department into the existing MSF training curricula and courses.
- Support the thematic teams in the organization of advocacy workshops for in-country advocacy officers, HAO’s and headquarter staff, both at headquarters and mission level.
- Keep tools and templates for leverage and advocacy updated and accessible in a central site, assure its dissemination to field and headquarters.
Specific advocacy files
- Potentially develop and manage high profile and complex HQ led advocacy initiatives (including involvement in task forces or specific types of crisis teams)
