PROFILE REQUIRED
- Minimum 5 years’ experience in a senior NGO programme position preferably within both emergency and development set up
- Experience with HI is a strong asset
- Advanced planning, assessment, analytical, leadership and management skills
- Skills and experience in funding proposal development
- Experience in dealing with donors
- Good knowledge of Middle East, prior working experience a plus
- Strong working knowledge of English (spoken and written) / Arabic is an asset
- Excellent networking capacities
- Flexibility to travel
- Good communication capacities
- Knowledge of computers and Microsoft applications

MISSION DESCRIPTION
HI is already active in Middle East in the framework of a Syria crisis response. HI plans to strengthen its operations in Middle East at short and medium terms. The intervention will contribute to mitigate the impact of the Syrian crisis on the most vulnerable people if HI ongoing assessments reveal the need for intervention and funding is ensured. The most important needs identified related to health and protection will be addressed through three axes: inclusion, centre-based comprehensive rehabilitation (including physical and functional rehabilitation and mental health and psychosocial support-MHPSS) as well as community-based approaches, while working with local partners.
Through this comprehensive approach, the most affected people will benefit from specialized services tailored to their needs for physical and functional rehabilitation and psychosocial support. HI will mitigate the barriers faced by the refugees in their access to these urgent services by tackling lack of services, lack of information, isolation, financial issues, discrimination, mobility issues etc.
MAIN RESPONSIBILITIES OF THE POSITION
Under the responsibility of the Head of Mission she/he will be in charge to:
- Lead the definition and the implementation of the overall program strategy for the mission;
- Oversee the respect of the overall project cycle management for the different projects / programs and ensure the compliance with HI and donor management standards;
- Lead the definition of new interventions and new grant applications;
- Provide advice and support to the Field Coordinators and project teams in the implementation of their projects;
- Provide management and leadership to the program team;
- Ensure smooth coordination with other humanitarian actors on program aspects;
- Replace the Head of Mission and/or one of the Field Coordinators when needed;
You will be directly managing a team of 4 to 6 people and in Transversal links with Technical Advisors, Field coordinators, Project Managers and HQ desk and technical teams.
MAIN TASKS
REPSONSABILITY 1 (coordination / supervision): lead programme implementation in accordance with organisation and donors standards and regulations
--> Aim: Optimise projects grant contracts in their qualitative and quantitative dimensions.
--> Benchmark: project programming and implementation are in accordance with HI and donors’ standards and regulations.
RESPONSABILITY 2 (Projects development): lead the development of HI activities
--> Aim: answer to beneficiaries’ needs and demands in accordance with plans defined in the mission strategy.
--> Benchmarks: needs assessment, identify and lead project design opportunities, monitor funding opportunities.
RESPONSABILITY 3 (Strategy implementation): support the design and implement operation framework
--> Aim: HI operation frameworks are meeting Vulnerable / Persons with Disabilities and partners needs and demands
--> Benchmarks: thematic strategy papers, strategies reviews, monitoring reports.
RESPONSABILITY 4 (human resources): Managing the programme unit within the mission
--> Aim: To develop the team’s autonomy and performance
--> Benchmarks: direct reports' satisfaction with management; quality of the assessments carried out; compliance with HI’s HR procedures and policies; team turnover, quality and consistency of decision-making.
RESPONSABILITY5 (representation): if requested support the mission to represent HI and promote all aspects of its mandate
--> Aim: all opportunities to implement HI's global mandate are taken into consideration
--> Benchmarks: clarity of his/her presentation of HI; quality of reports, meetings of working groups/coordination
bodies; quality of the monitoring of opportunities; degree of initiative
JOB CONDITIONS

- Remuneration: according to HI salary grid
- Start: as soon as possible
- Duration: 6 months with possible renewal
- Living conditions: individual or guesthouse shared with other expatriates (no charges)
- This is a highly mobile position.
