Profil

  • Diplôme universitaire en droit, sciences politiques, relations internationales, ou master/expérience équivalente

Description

RCN Justice & Démocratie est une ONG belge et mène depuis 1994 des programmes de développement de la justice et d’appui au système judiciaire et aux acteurs de la société civile dans divers pays post-conflit (actuellement en RD Congo, Rwanda, Burundi, Tchad, Sénégal, en Europe et bientôt au Maroc).

Le siège de l’association, basé à Bruxelles, est composé d’une dizaine de salariés appuyés par des stagiaires et bénévoles. RCN J&D recherche actuellement un(e) Responsable de Programmes Maroc – expert genre. 
Le contrat proposé est un contrat à mi-temps (50%)  à durée indéterminée. 

Le Responsable de Programmes rend compte au Directeur de l’association. Il/elle est responsable du développement, de la stratégie et de la supervision des programmes au Maroc. Il/elle travaille en étroite collaboration avec le partenaire local pour mener à bien les programmes.

 

Responsabilités:

 

  • Accompagnement du/des partenaire(s) dans la mise en œuvre des programmes 
  • Appui méthodologique (opérationnalisation, S&E, reporting…) et technique (genre et VBG) du/des partenaires
  • Organisation et réalisation d’activités de renforcement des capacités du/des partenaire(s)
  • Supervision de la gestion financière, administrative et logistique des programmes en collaboration avec le(s) partenaire(s)
  • Responsable de la gestion des contrats bailleurs, de la recherche de cofinancement et de la couverture financière des programmes
  • Missions d’appui sur le terrain fréquentes (moyenne de 6 visites par an). 
  • Responsable de l’organisation des activités du programme qui se déroulent en Belgique 
  • Analyse critique des résultats des programmes et rédaction de rapports et notes analytiques
  • Suivi des activités de synergies et de complémentarités entre ACNG belges à Bruxelles. 
  • Représentation de RCN J&D et ses programmes auprès des bailleurs, ONG, médias et autres interlocuteurs 
  • Elaboration de nouveaux programmes et  recherche de financements pour ces programmes 
  • Communication régulière avec l’ensemble du personnel et des membres de RCN J&D concernant les enjeux du programme dont il/elle a la charge
  • Assure le respect du mandat, des valeurs et du cadre de gestion de RCN J&D 
  • Participe à l’élaboration du corpus théorique de RCN J&D, et à la capitalisation de son expertise
  • Contribue à la réflexion stratégique et à l’évolution institutionnelle de l’association. 

 

Durée: RCN Justice & Démocratie propose un contrat à mi-temps (50%) à durée indéterminée

Description

CONTEXT

 MSF-OCB provides paediatric support to field projects, mission coordination teams and headquarter through:

  • Two full time Paediatric Referents covering co-ordination, centralization of information, vision, and technical support.
  • Referents in charge of vertical dossiers on HIV, TB, nutrition, vaccination, pharmacy, labs, etc.
  • Experienced paediatricians providing a direct field support as Mobile Implementation Officers (MIO).
  • The International Paediatric Working Group and External networks of experts.

The paediatric referent will work in the medical department. S/he contributes to the definition of medical policies and strategies with regards to his/her medical speciality and assists in its implementation. Further, s/he contributes through his/her expertise to the improvement of care of patients in MSF projects, taking into account the evolution of the global environment. S/he will work with another full-time paediatric referent with whom s/he will closely collaborate and communicate to assure coherence in the approach and vision for the paediatric population and to be able to act as back-up in the absence of the other. Both positions will carry individual responsibility over the different Paediatric related dossiers. In case of incoherence, or need for clarification, the referent who has been longest in the position will act as end responsible. The paediatric referent will work alongside a team of child health experts, women´s health experts and other medical colleagues specialized in relevant fields (Nutrition, vaccination, Infection control, nursing care, etc.). S/he will have an overview of the majority of programs providing child care but will have a closer oversight over a selected number of paediatric programs. The paediatric referent reports to the director of medical department in charge.

JOB PROFILE

  • Give strategic support to field programs on child health issues through:
    • Collaborate with the medical responsible in the concerned operational cell to provide strategic direction to the field.
    • Participate in patio, comité de projets, annual review of operations meetings
    • Contribute to the definition of indicators necessary for monitoring medical activities in the field
  • Assure the technical briefing & debriefing of paediatricians, general practicioners, nurses, medical and field coordinators returning from or leaving for MSF paediatric field missions, and follow-up on specific issues/concerns with the coordinators and medical responsible of the respective cell.
  • Assure the implementation of paediatric issues at field level through mobile implementing officers

Co-define medical policies, strategies and technical norms related to paediatrics

  • Identify major gaps in paediatric care in the field and recommend strategies to address these
  • Give guidance for planning, implementation, monitoring and evaluation of health services in the field, including goals or targets for children´s health and services
  • Recommend horizontal integrated child management strategies in IPD, OPD, and the community at large
  • Recommend strategies for the reduction of paediatric mortality and morbidity in different contexts, during different kind of operations, and for different age brackets.
  • Ensure coherence with policies and strategies developped and validated by medical referents in vertical topics or transversal domains (vaccination, nutrition, infectious diseases, surgery….)

Work on specific child technical dossiers, including research

  • Remain current regarding medical literature and innovative context-adapted tools and equipment
  • Develop, update or validate specific paediatric technical documents, protocols, guidelines
  • Develop a relevant network of external stakeholders on his/her dossier
  • Attend relevant congresses and conferences
  • Identify major operational knowledge gaps, propose and submit ideas/concepts for operational research, collaborate with conception/preparation/implementation/analysis/dissemination of paediatric related research and follow up on ongoing research.
  • Support, monitor/follow up and evaluate the use of telemedicine

Update or validate content of paediatric trainings and paediatric modules of other trainings; organize and facillite trainings

  • Determine the content or validate paediatric trainings and paediatric modules in other trainings for MSF-OCB expatriates and National staff and international trainings if required.
  • Organize and facilitate the paediatric trainings and paediatric modules in other trainings and intersectional trainings (when hosted by OCB).

Analyse activities in his/her field of expertise

  • Analyse the data in his/her field of expertise and regulary share this analysis with the relevant stakeholder 
  • Follow-up and monitor activities related to his/her dossier 
  • Evaluate paediatric projects and paediatric activities through field visits, debriefings, report-reading, etc.
  • Capitalize the MSF experience in his/her field of expertise and disseminate lessons learned 
  • Support annual paediatric activity report writing

Assure representation within and outside MSF

  • Take part in discussion platforms in MSF-OCB and give feedback on peadiatric issues (referents, AAU, Access campaign, AMR, operational platforms, etc.)
  • Participate in the international paediatric working group as extended member 
  • Discuss and share experience in the field of peadiatric health within the movement and in external forums
  • Participate to the international MSF paediatric scientific day and other MSF scientific days if relevant;
  • Participate to the coordination week
  • Identify possibilites of partnerships for paediatric technical and operational support
  • Particpate to workshops, international expert groups organized by WHO, academic institutions or other validated initiatives
  • Is the contact person for the communication department

Collaborate with the management of paediatric HR

KIYO staat voor 'Kids & Youth'. Àlle kids en youth.

KIYO is een NGO (niet-gouvernementele organisatie) voor ontwikkelingssamenwerking, erkend door DGD (Directeur generaal voor Ontwikkelingssamenwerking) en strijdt sinds 1977 voor de rechten van de meest kwetsbare kinderen. KIYO besteedt prioritaire aandacht aan kinderen die het minst in staat zijn zichzelf te beschermen en leert hen actief voor hun rechten op te komen via partnerschappen in het Zuiden en bewustmaking in het België. Zo draagt KIYO bij tot verhoogde internationale solidariteit voor de verwezenlijking van de rechten van het kind. Voor het administratief beheer van haar organisatie en de ondersteuning van haar verschillende afdelingen is KIYO op zoek naar een deeltijdse (50%) Administratieve medewerker.

Functieomschrijving

De Administratieve medewerker ondersteunt de directie en de verschillende afdelingen van KIYO. Hij/zij rapporteert aan de directrice en werkt nauw samen met de projectbeheerders.  

Verantwoordelijkheden

  • Je beheert de afdeling Administratie/Logistieken werkt nauw samen met de directie:
    • Beheer van post
    • Beheer van telefoon & onthaal
    • Ondersteuning bij printen, scannen, kopiëren, mailing
    • Interface met regie der gebouwen
    • Ondersteuning vzw administratie
    • Beheer van gegevens en contactlijsten
    • Organisatie van papieren archieven en kantoren
    • Voorbereiding en catering van vergaderingen
  • Je ondersteunt de afdeling HRM:

KIYO NGO for Children’s rights is looking for:

Communication Coordinator

Part-time/fulltime (80% -100%) for an indefinite period

KIYO stands for "Kids & Youth”. All children and youth.

KIYO is an NGO (nongovernmental organization) for development recognized by DGD (Director General for Development Cooperation) and since 1977 fighting for the rights of the most vulnerable children. KIYO pays priority attention to children who are least able to protect themselves and teach them to stand-up for their rights through partnerships in the South and awareness razing in Belgium. This way KIYO contributes to an increased international solidarity for the realization of the rights of the child. KIYO also works in close  collaboration in a consortium with Geneeskunde Derde Wereld / Medicine Tiers Monde (G3W-M3M) (right to health) and Solidagro (right to food) to stand up for the human rights in the broader sense and to promote the right based approach in development cooperation.

In the coming years, KIYO wants to expand and strengthen her support base which allows to diffuse and multiply her children's rights mission, improve the notoriety of KIYO in an effective way and create greater support for the right based approach. To support these strategic and operational goals and growth of the organization, KIYO is looking for a Communication Coordinator.

Job description

The Communication coordinator leads up the communication strategy and its operationalization in order to contribute to the ambitious growth of KIYO. He/she coordinates and monitors the consistency of the message and operationalizes the various communication materials and channels. He/she reports to the program manager of KIYO and works closely with the regional offices and partnerships of KIYO. KIYO is looking for someone with experience in strategic communication and excellent writing skills.

Responsibilities

  • You coordinate the formulation and implementation of the communication strategy of KIYO with the aim to broaden the support base of KIYO and strengthen, increase the notoriety of KIYO and spread the mission of children’s rights.
  • You formulate clear objectives and outputs in terms of communication in an annual action plan and realizes them. You monitor the parallelism and manage the integration of joint campaigns with our partners.
  • You stimulate and monitor the adhesion in the team and the coherence of the message in the various departments, projects and communication channels of KIYO. You ensure 360​​° communication in the different media.
  • You update the communication charter of KIYO and implements it.
  • You produce different communication materials for and about KIYO and its projects. You coordinate and coach volunteers and interns to support you in the production of visual and communication materials.
  • You coordinate the dissemination of the message of KIYO in the press and media.
  • You take care of the social media of KIYO (website, Facebook, twitter, newsletter, petitions ...)
  • You organize awareness razing events.
  • You support the fundraising department of KIYO.
  • You coordinate and manage the communication teams in the South by formulating clear goals and you process the collected data to the necessary communication materials.

KIYO staat voor 'Kids & Youth'. Àlle kids en youth.

KIYO is een NGO (niet-gouvernementele organisatie) voor ontwikkelingssamenwerking, erkend door DGD (Directeur generaal voor Ontwikkelingssamenwerking) en strijdt sinds 1977 voor de rechten van de meest kwetsbare kinderen. KIYO besteedt prioritaire aandacht aan kinderen die het minst in staat zijn zichzelf te beschermen en leert hen actief voor hun rechten op te komen via partnerschappen in het Zuiden en bewustmaking in het België. Zo draagt KIYO bij tot verhoogde internationale solidariteit voor de verwezenlijking van de rechten van het kind. KIYO werkt ook nauw samen in een consortium met Geneeskunde Derde Wereld (G3W) (recht op gezondheid) en Solidagro (recht op voedsel) om samen op te komen voor de rechten van de mens in de ruimere zin en de rechtenbenadering in ontwikkelingssamenwerking te promoten.

Voor het beheer van het programma 2017-2021 is KIYO op zoek naar een programma beheerder om haar Noordwerking (50%) en Zuidwerking (50%) in Brazilië en Filipijnen aan te sturen.

Functieomschrijving

De Programma Beheerder coördineert het operationeel beheer van de projecten en programma’s van KIYO in België, Brazilië en de Filipijnen. KIYO zoekt iemand met sterke leiderschapscompetenties en ervaring in de coördinatie van teams en projecten in de ngo-sector. De Programma Beheerder rapporteert aan de directeur en werkt in duo met de andere Programma Beheerder.

Verantwoordelijkheden

  • Je coördineert de formulering en de uitvoering van de operationele strategie van KIYO in België, Brazilië en de Filipijnen. Je integreert je in de specifieke context en thematieken rond kinderrechten van die regio’s.
  • Je coördineert de operationele planning van de projecten en programma’s van KIYO in België, Brazilië en de Filipijnen. Je werkt nauw samen met kwaliteitsmanager en de Programma Beheerder verantwoordelijk voor Burundi, RDC en Marokko en stemt de planning en de operationele tools onderling af op elkaar. Je werkt nauw samen met de programma coördinator van het consortium (KIYO-G3W-Solidagro) voor het programma in België, Filipijnen en de land overschrijdende synergiën en opportuniteiten.
  • Je coördineert de implementering van de projecten en programma’s van KIYO in België, Brazilië en de Filipijnen.
  • Je coacht, monitort en stuurt de educatieve medewerkers in België en de programma facilitatoren in Brazilië en de Filipijnen aan.
  • Je faciliteert de operationele synergiën vanuit België tussen partners, samenwerkingsverbanden en andere sectoractoren.
  • Je coördineert en stimuleert de kennismanagement van KIYO over de regio’s en departementen heen. Je faciliteert de kennisdeling met partners en samenwerkingsverbanden.

Objective Reporting to the International Director, the position holder will lead on CBM’s global initiative in Inclusive Humanitarian Action - its planning and development, delivery, coordination, monitoring, evaluation, refinement, resourcing and promotion within the organisation and externally, and its linkages with CBM’s wider disability inclusive development work. Context

According with ICT vision @ MSF Today; agile, field-inspired and user-centric we aim to drive MSF towards digitally enabled humanitarian operation

We build, implement, maintain, and continuously improve IS architecture, IT services and infrastructure that support MSF operations’ agility and efficiency. We enable new and more effective ways of working, and we enhance transversal collaboration between functional departments.

The Raison d’être of the MIO ICT is because MSF operational activities requires Telecommunication network and ICT infrastructure in order to run and coordinate operation in the field.

S/he will be able to give support to the field. S/he will be coordinated with ICT Service Desk Team Leader to improve and/or implement MSF processes, tools and techniques related. S/he will be proactive to evaluate and propose solutions in line to her/his technical domain.

The MIO ICT is part of the ICT Unit, under the functional supervision of ICT Service Desk Team Leader, who develops and validates the technical aspects related with installation, maintenance of Telecom and ICT infrastructure under the hierarchical supervision of the ICT Coordinator.

The aim of the MIO ICT is to implement or improve practices in the field for an effective and efficient management, functioning and correct use of all ICT/Telecom equipment, network and software which ensure continuity of MSF medical activities. S/he assists the setup of ICT and Telecom in starting or running mission in terms of Human Resources, Technical Workshop and training according to MSF framework.

Description

CONTEXT

The Log department is opening a position for a MIO Mobility, who has interest in operational challenges and tactics.

According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfilment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.

The MIO Mobility contributes to the development and support the implementation of Mobility Strategies & Transport policies in all MSF projects.

His/her technical support to operations is done for the benefit of and in close collaboration with the Logistics Operations, through his coordinator.

S/he reports functionally and regularly to the MSF-OCB Mobility Referent on the progress of the projects within his/her domain and supervised hierarchically by Back Office Coordinator.

His/her working time ratio is 70% on the field and 30% in headquarter. During field missions his/her working relations fall under the mission management.

Mobility integrates in its scope vehicle fleet, all motorized equipment such generator, motorbike, motor pump, out-board engine, etc, and access/accessibility.

Mobility concerns all services linked to the fleet from selection, start up, usage, maintenance, monitoring and renewal. It has to answer the following six priorities:

  • Mobility response adapted to Log Scenario linked to the MSF operations by ensuring Access to the beneficiaries and accessibility to MSF structures

JOB PROFILE

At priority level, s/he provides 1st line support and specialized Help Desk

Description

CONTEXT

 

The Medical officer ensures the medical quality of the projects as per the Decision making process document. It is a critical position to ensure a strong overview and support in the preparation and implementation of projects.

This position is not tied to any specific context. Countries are indicative, as a re-shuffling of the portfolio within the operations department occurs on a regular basis.

Cell 2’s portfolio combines the migration projects in Greece and Serbia Egypt, Italy (included Mediterranean search and rescue activities) and Mauritania.

MSF OCB currently manages several migration related operations (primary health care, mental health, chronic diseases, psychological first aid (PFA), rehabilitation care for victims of torture and other forms of ill- treatment, search and rescue).

In Mauritania MSF provides a comprehensive package of care to the refugee population stranded in Mbera camp, at the frontier with Mali, and supports health centres in favour of the host population. In 2017 a second project, focused on sexual reproductive health/ neonatology care will be opened in Mauritania.

JOB PROFILE

Core function is to enhance/optimize the operational support to the field

  • Together with the medical deputy CO s/he follows up & interacts with the field on the operations according to the agreed strategies.
  • S/He provides critical information to the medical deputy CO which allows for strategic decision making with the field teams. This will be done through the reading/analysis of quarterly reports, which will be discussed together with the deputy medical CO.
  • S/He provides regular support to medical coordinators for the follow up of projects implementation; specific field visits and stays for a few weeks can be proposed to provide ad-hoc support where extra support to the medical coordinator is welcomed.
  • S/He proposes improvement of existing tools such as dashboard and internal control tool in medical programme management.
  • Within agreed plans & priorities, the medical officer will assist HR, fin, log & supply to follow up on a regular base all issues which need follow up:
    • Under supervision of deputy medical CO s/he will follow up the medical orders & forecasts & approve within agreed frame; S/He will liaise on request with Supply Officer.
    • Regular follow up of HR needs and matchings with HRO;
    • Explanation of changes in operational implementation to Fin Cell in order to improve her budget management follow up;
    • Follow up with log cell on the proposed tactics/infrastructures.
  • S/He engages in the medical support to the occasional emergency responses in our fields.
  • S/He provides First line-follow up of specific technical files to be defined according to specific experience in accordance with the deputy Co.
  • Revision and validation of staff health policies: expat and national with deputy Co.
  • Replaces the deputy CO in medical meetings, when absent.  Assists to Medical Department Meetings, when occurring.
  • Field visits will be shared between the Medical Officer & the deputy CO.
