Italy is on the forefront of the Mediterranean migration trends since several years. In recent years landing sites in southern Italy have been the flashpoint of a heated debate. Reception for incoming migrants and refugees in Italy has been under strain and MSF has been developing over the years several programs of assistance to migrants. Over time MSF has been trying to address the needs of access to care or specialized programs of rehabilitation after exposure to extreme violence and Torture. In a bid not to substitute nor  overlap with the institutional response, but rather aiming to keep the relevant authorities accountable for the assistance to vulnerable migrants, refugees and asylum seekers, MSF develops agile and innovative programs of medical assistance with a strong advocacy drive.  

In 2017 MSF has had the following programs:

  • Rome- program for the Rehabilitation of Victims of Torture
  • Ventimiglia (Liguria region) / Como (Lobardia Region): program of assistance to migrants in transit at the northern italian border
  • Trapani (Sicily Region): Provision of Mental Health care in Centers of extraordinary reception for asylum seekers.
  • Catania (Sicily Region): Hospitalization for post-acute patients –refugees/asylum seekers-
  • Search and Rescue Operations in the Mediterranean Sea – “Prudence” Ship 

Main objectives

Purpose of the post

  • Is responsible for assessments and evaluation of medical needs in the country area, in line with MSF mandate.
  • Represents MSF at a national level and is responsible for the development of a communication policy and advocacy strategy within the country
  • Is accountable and supervise the implementation of projects and programs and evaluate their evolution, final results and achievements to ensure that organization’s technical and ethical standards are followed and objectives are achieved.
  • Has the final responsibility for all policies and management aspects of MSF in the mission.
  • Is accountable for the proper plan, size, and coordination of all resources (human, material and financial) needed in the mission in order to enhance overall performance of the mission and the projects carried out.

Responsibilities

  • The political meaningfulness of the medical and humanitarian operations in Italy is developed. Every project of the mission has a framework for epidemiological structure and data-analysis plan to support the public positioning while addressing the needs of beneficiaries. Every project of the mission has a defined advocacy plan to influence upon and bring change to specific areas of interest.
  • A coherent approach to address the vulnerabilities of migrants survivors of violence is adopted. The MSF expertise on Rehabilitation of victims of torture is mainstreamed in an adaptive way throughout the projects of the Mission.
  • Creating an operational-based voice in public positioning in and communication. Based on the direct operational experience in relation to the work with migrants and refugees, both in formal and informal settings, the mission is capable to develop and animate a public and bilateral communication strategy. Both témoignage and change strategy are of essence. While taking into account the institutional risks, the mission is able to articulate a careful and meaningful system to gain visibility and leverage for its own beneficiaries (in detention, or the patients of the Torture rehabilitation process).

Conditions

 

  • Position is open to both Italian and non-Italian nationals. NON-Italian nationals are strongly invited to apply
  • 12 months fixed-term field contract, with possibility to extend for 12 more months, based in Rome
  • Salary according to MSF-OCB Field salary scale. Transport, accommodation, vaccination are taken in charge by MSF.  Per diem + medical insurance
  • Expected starting date: 08/03/2018

CONTEXTE

Pour notre centre de soins à Bruxelles, nous recherchons des dentistes volontaires qui assureront les consultations dentaires gratuites, données aux personnes exclues des soins en Belgique. Le Centre d’Accueil, Soins et Orientation (CASO) accueille, soignent et orientent les patients vers le système de santé de droit commun. Nos patients sont en majorité des personnes en séjour précaire/irrégulier, des détenteurs de visa sans ressources, etc.

Médecins du Monde veut être un relais de citoyenneté pour la profession médicale belge. Nous voulons être le porte-parole d’une certaine éthique et déontologie médicale pour que chaque patient soit traité sans discrimination.

PRINCIPALES TACHES ET RESPONSABILITÉS

  • Assure les consultations dentaires au cabinet dentaire de Médecins du Monde
  • Procure les soins dentaires de première ligne, urgences dentaires
  • Procède au référencement lorsque cela est possible
  • Entretien le cabinet dentaire après usage et assure la stérilisation du matériel dentaire mentale
  • Participe aux réunions d'équipe et à la réflexion et au développement du programme.

Le/la stagiaire travaillera dans le cadre de :

 - Projet de sensibilisation au développement

Le/la stagiaire sera responsable d’organiser et de suivre les Olympiades d’Etude Solidaire, une activité originale de sensibilisation au développement destiné à la jeunesse (www.olympiadesolidaire.com). Il/elle appuiera le coordinateur dans toutes les activités et particulièrement dans la réalisation pratique des Olympiades : recherche de partenaires, communication, formation des animateurs...

 - Gestion de projets de coopération en Afrique et Amérique latine

Il/elle assistera les gestionnaires d’ACTEC dans leur tâche de suivi, d’analyse des rapports (narratifs et financiers) et des résultats. Context

According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfillment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.

The Department consists of 5 main poles. Currently: Front Office Unit, Back Office Unit, Resources Unit, Facility Management Unit and Espace Bruno Corbe Unit.

Mission of the position

  • Develop and implement the OCB LOG department vision and strategy
  • Ensure that logistical resources, technical and tactical expertise are provided to MSF staff and beneficiaries at optimal quality and cost

Job Profile

The Logistic Department Director reports to the OCB Deputy General Director, and his/her key responsibilities include

Job description

-       You will be the primary contact of Fairtrade Organizations in more than 25 countries, for the technical and functional aspects of a custom line-of-business web application known as ‘Connect’.

-       You will analyze new requirements and propose options for implementation, while keeping an overview of the bigger picture and ensuring that new features are in line with the overall objectives and do not compromise the long-term vision nor the stability and maintainability of the ‘Connect’ application. 

-       You will actively contribute to the developments and coding (in-house), with external support from 3rd party consultants. You will follow-up the overall implementation and external developments, when applicable.  

-       You will provide 3rd line technical support, troubleshoot and qualify incidents, forward to an external provider if applicable, and supervise resolution (1st line is with the local country, 2nd line is functional support, initial qualification & dispatching).

-       You will expand your knowledge on new and emerging technologies, identify opportunities for improvement of current IT applications as well as potential new projects.

CONTEXT

The learning & development unit (LDU) aims to narrow the gap between MSF staff expected competencies and real competencies for their present and future positions by offering learning resources in a timely manner, whilst also adapting these resources to evolving operational needs.

The Learning Administrator plays a key role by providing administrative and logistical support to those involved in training activities. The activities listed below show specifically how he/she contributes to the mission of the Learning and Development Unit.

La CTB appuie actuellement plus de 200 projets et programmes de coopération dans une vingtaine de pays en Afrique, en Asie et en Amérique latine. À l'avenir, elle concentrera ses efforts sur 14 pays partenaires, suite à la décision prise à cet égard par le Ministre de la Coopération au développement.

Package salarial mensuel : 4.233,64 euros (pour 5 ans d’expérience). Le salaire est calculé en fonction du nombre réel d’années d’expérience pertinente.

Le rôle du HR Partner au sein de la CTB est de définir, adapter, planifier, superviser la mise en œuvre des politiques et des outils RH dans les différents pays et en assurer la cohérence dans le respect des cadres posés par le département RH, en étroite collaboration avec les équipes pays.

En outre, il doit développer un pôle de compétence autour de thématiques transversales qui lui sont assignées en concertation avec son Manager et les autres membres de l’équipe.

Le HR Partner rapporte au HR Manager et fait partie d’une équipe de 3 personnes pour mener à bien sa mission.

  

Principales responsabilités

  • Appuyer, conseiller et former le management et les collègues en matière de gestion opérationnelle des ressources humaines
  • Encadrer la mise en œuvre des processus, procédures et outils RH dans les différents pays assignés
  • Alimenter et stimuler l’élaboration du cadre et des outils RH adéquats
  • Introduire, soutenir et accompagner des initiatives et des projets innovants en matière de gestion des ressources humaines.

Description

Le CNCD-11.11.11 recrute un(e) chargé(e) de projet sous contrat de remplacement (durée estimée : 3 mois)

Description de fonction :

Intégré(e) au département de plaidoyer du CNCD-11.11.11, le/la chargé(e) de projet assure, sous la supervision du responsable de département et de la coordonnatrice des programmes, un appui à la mise en œuvre des objectifs définis par le comité de direction et les instances, à savoir le travail de recherche, de sensibilisation, d’élaboration de positions politiques et d’interpellation des décideurs politiques.

Ceci signifie plus particulièrement :

Elections 2018-2019

  • Préparation du processus d’élaboration du mémorandum du CNCD-11.11.11 pour les élections 2019 (élaboration d’une note d’intention à destination des instances, appui au travail préparatoire de l’équipe, rédaction de canevas à destination des plates-formes) ;
  • Préparation d’un séminaire de lancement du processus à organiser au premier trimestre 2018 ;
  • Participation et secrétariat du groupe « plaidoyer » de la campagne associative autour des élections 2018.
  • Secrétariat de la Commission politique et de la Commission des programmes et projets du Conseil d’administration (envoi des invitations, rédaction des procès-verbaux) ;
  • Envoi hebdomadaire de l’agenda de veille parlementaire à l’équipe et à la Commission politique ;
  • Réalisation d’articles à destination du site web présentant les thématiques de travail du CNCD-11.11.11 ;
  • Tâches diverses en appui au travail de coordination.

Teneinde de administratieve en financiële dienst van het departement Asiel en Migratie te versterken, zoeken wij :

 Een voltijds Financieel- en Audit Beheerder (m/v)

 Contract van onbepaalde duur

 De Financieel en Audit Beheerder werkt in de administratieve en financiële dienst van het departement Asiel en Migratie onder toezicht van de financieel en administratief coördinator Asiel en Migratie. De rol van de Financieel en Audit Beheerder is steun bieden aan operationele collega’s in het opmaken van financiële rapporten en van budgetvoorstellen aan institutionele financiers. Hij/zij verzekert ook de opvolging van de audits en zorgt ervoor dat de regels van deze laatsten en de interne regels op administratief en financieel gebied gerespecteerd worden.

 

Functie

Hij/zij

  • beheert de externe audits en beantwoordt de vragen van de auditeurs
  • is de rechtstreekse contactpersoon van de auditeurs en de institutionele financiers, in samenwerking met de projectverantwoordelijken.
  • maakt financiële rapporten op en assisteert de projectverantwoordelijken in de budgettenopmaak.
  • stelt debetnota’s, facturen, … op voor de institutionele financiers en verifieert de betaling ervan.
  • stelt een intern auditproces op en volgt dit op een proactieve manier.
    • Het goed beschikbaar houden van de documenten zoals vereist door de institutionele financiers (boekhoudkundige documenten en andere)
    • De verbetering van het voeren van de boekhouding

wordt in deze titel zelf opgeroepen om tussen te komen en samen te werken met verschillende teams om bepaalde onvolledige dossiers te vervolledigen.

  • maakt zich de contracten en regels van de institutionele financiers eigen om deze volledig te beheersen.
  • zal deze regels moeten respecteren door de betrokken collega’s te informeren (boekhouding en beschikbaar houden van vereiste documenten) en door controles uit te voeren.
  • garandeert de aanvaardbaarheid van de onkosten en maximaliseert de financiële dekking van de projecten
  •  zal voor deze zaken samenwerken met de Financiële Coördinator Asiel en Migratie en/of het Departementshoofd Financiën, zal met deze zelfde collega’s kunnen betrokken worden in het uitwerkingsproces en opvolgingsprocessen van de budgetten door het delen van zijn/haar kennis over de financieringen van de institutionele financiers.
  • Zal in het algemeen samenwerken met operationele collega’s in deze domeinen en het zal nodig kunnen zijn samen te werken met onze projectpartners.
  • Op vraag van zijn/haar verantwoordelijken kunnen andere opdrachten worden toevertrouwd.
