Focus in the field of Forced Migration Studies is a plus.

MEDECINS SANS FRONTIERES is a non-governmental organization for humanitarian aid. Today we work in more than 60 countries where our volunteers bring their aid to populations in distress, to victims of aggression and war, regardless of religion, beliefs or politics.

Italy is on the forefront of the Mediterranean migration trends since several years. In recent years landing sites in southern Italy have been the flashpoint of a heated debate. Reception for incoming migrants and refugees in Italy has been under strain and MSF has been developing over the years several programs of assistance to migrants. Over time MSF has been trying to address the needs of access to care or specialized programs of rehabilitation after exposure to extreme violence and Torture. In a bid not to substitute nor overlap with the institutional response, but rather aiming to keep the relevant authorities accountable for the assistance to vulnerable migrants, refugees and asylum seekers, MSF develops agile and innovative programs of medical assistance with a strong advocacy drive.
In 2017 MSF has had the following programs:
- Rome- program for the Rehabilitation of Victims of Torture
- Ventimiglia (Liguria region) / Como (Lobardia Region): program of assistance to migrants in transit at the northern italian border
- Trapani (Sicily Region): Provision of Mental Health care in Centers of extraordinary reception for asylum seekers.
- Catania (Sicily Region): Hospitalization for post-acute patients –refugees/asylum seekers-
- Search and Rescue Operations in the Mediterranean Sea – “Prudence” Ship
Main objectives
Purpose of the post
- Is responsible for assessments and evaluation of medical needs in the country area, in line with MSF mandate.
- Represents MSF at a national level and is responsible for the development of a communication policy and advocacy strategy within the country
- Is accountable and supervise the implementation of projects and programs and evaluate their evolution, final results and achievements to ensure that organization’s technical and ethical standards are followed and objectives are achieved.
- Has the final responsibility for all policies and management aspects of MSF in the mission.
- Is accountable for the proper plan, size, and coordination of all resources (human, material and financial) needed in the mission in order to enhance overall performance of the mission and the projects carried out.
Responsibilities
- The political meaningfulness of the medical and humanitarian operations in Italy is developed. Every project of the mission has a framework for epidemiological structure and data-analysis plan to support the public positioning while addressing the needs of beneficiaries. Every project of the mission has a defined advocacy plan to influence upon and bring change to specific areas of interest.
- A coherent approach to address the vulnerabilities of migrants survivors of violence is adopted. The MSF expertise on Rehabilitation of victims of torture is mainstreamed in an adaptive way throughout the projects of the Mission.
- Creating an operational-based voice in public positioning in and communication. Based on the direct operational experience in relation to the work with migrants and refugees, both in formal and informal settings, the mission is capable to develop and animate a public and bilateral communication strategy. Both témoignage and change strategy are of essence. While taking into account the institutional risks, the mission is able to articulate a careful and meaningful system to gain visibility and leverage for its own beneficiaries (in detention, or the patients of the Torture rehabilitation process).
Conditions
- Position is open to both Italian and non-Italian nationals. NON-Italian nationals are strongly invited to apply
- 12 months fixed-term field contract, with possibility to extend for 12 more months, based in Rome
- Salary according to MSF-OCB Field salary scale. Transport, accommodation, vaccination are taken in charge by MSF. Per diem + medical insurance
- Expected starting date: 08/03/2018
