CONTEXT:
You will be joining the Armed Violence Reduction (AVR) Division (21 staff) in the headquarters: Technical Specialists, Policy & Development Manager, AVR Policy Lead, Innovation Project Manager, IM Officer, AVR Officer, Interns. Under the management of AVR Policy & Development Manager, you will liaise and support the AVR and field teams to successfully communicate on AVR Programming. You supervise the production of all relevant promotion material and event contributing to the development of AVR visibility and notoriety.OBJECTIVES:
Provide global support to the HI AVR programmes by structuring the processing and analysis of UAV imagery, by managing geodatabases of the Odyssey2025 project and by experimenting advanced remote sensing and imagery analysis techniques. Periodically (~30% of your time) deploy to mine-affected countries in order to collect and analyse drone imagery and train field teams in doing so.MAIN RESPONSIBILITIES:
Mission 1: Strategy and steering
– Contribute to defining the Armed Violence Reduction action plan regarding the Odyssey2025 project and remote sensing priorities
-Participate in strengthening the Remote Sensing and GIS skills of HI and partners as well as the use of commercial off-the shelf dronesMission 2: standards and expertise
2.1 Develop and maintain remote sensing tools and standard operating procedures for the use of UAVs:
– Work closely with the information management system team to ensure data outputs are flowing according to HI’s information management plan
– Contribute to setting up data collection tools and the definition of information flows
– Update and maintenance of databases2.2 Work closely with Land Release teams to ensure data outputs are relevant and useful to generate actionable information for land release operations :
– Implement procedures for quality control
– Set-up of photogrammetry tools
– Maintain standard operating procedures for the use of drones2.3 Support and train operational and technical teams to implement remote sensing and GIS deployment, including the use of drones for land release activities:
– Coordinate with programmes and other global HQ staff as required
– Oversee or provide basic training on drone operations and data GIS processing/analysis
– Support operational teams (HI and partners) interpret their data and use it for decision-making purposesMission 3: Operational implementation and research
3.1 Conduct and provide technical assistance and feasibility studies:
– Deployment on demand (HI or External) of UAV technical assistance for photogrammetry and mapping
– Carry out pre-mission assessment of secondary data
– Support operational teams plan drone missions, and implement trials in the field upon request
– Process UAV images with a photogrammetry software
– Data analysis (raw images and orthomosaics) via manual search and AI tools
– Conduct feasibility studies for deployment in new contexts
– Capitalisation (case studies) on data analysis, mapping and photogrammetry studies3.2 Conduct advanced research:
– Work closely with the 3i (Innovation, Impact and Information) division to frame the research and development activities, draft requirements and trials plans for new equipment and techniques and implement those trials.
– Work closely with project partner Mobility Robotics to support their work and understand their requirements on advanced use of sensors (Multispectral, Hyperspectral, Magnetometer, LiDAR, etc.)3.3 Contribute to the external representation and promotion of HI’s expertise:
– Represent HI at meetings and conferences, and give briefings and presentations as required
– Coordinate with external partners and suppliers related to remote sensingACCESSIBILITY OF THE POSITION:
Based in Lyon, the position is located in Open Space, boxes are available for more quiet if necessary and the work space is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available.Concerning the building, elevators and access ramps are available.
