Handicap International (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, HI’s actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and realization of their fundamental rights. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and rehabilitation care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern. HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars: 1. Support to health partners (hospitals, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical and functional rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment; 2. Provision of basic needs kits – food baskets, household essential items and hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance. 3. Education to the risks and effects caused by conventional weapons and urgent marking of hazardous areas; 4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response. The actual intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months. DESCRIPTION DE POSTE : 1. PROGRAM LEVEL TECHNICAL SUPPORT • Guide rehabilitation staff members, including the Rehabilitation TA, to respect HI’s physical and functional rehabilitation technical guidelines, quality and evidence • Implement, incrementally, HI’s Physical and Functional Rehabilitation Policy Paper principles, benchmarks, and modalities in close collaboration with the Rehabilitation TAs • Ensure appropriateness, quality, and quantity of output of all rehabilitation staff members in collaboration with operations through the support of the Rehabilitation TA when available • Oversee the design and review, integration, and use of technical tools, training materials, leaflets and other relevant documents • Define training priorities and need with staff and partners in close collaboration with the Rehabilitation TA , coordinate trainings with other staff members and contribute to overall training strategies, support the Rehabilitation TA in the implementation of these training • Ensure that technical support is provided to logistics, human resources, finance and management as needed such as contributing to technical recruitments, designing technical job descriptions, staff induction, giving input on purchases of rehabilitation equipment and assistive devices, etc. 2. STRATEGY DEVELOPMENT AND IMPLEMENTATION • Consult staff members, analyse program data, activities, and outputs, and use program level technical expertise to contribute to strategic planning and decision-making processes, as requested • Lead the implementation of the physical and functional rehabilitation technical component of the strategy by overseeing implementation of related strategies, plans, and activities • Participate in identification of partnership opportunities with health-related Syrian, local and international organizations • Participate in proposal design and donor follow-up • Propose relevant needed adaptation to the composition of the physical and functional rehabilitation teams and contribute to its implementation upon request 3. BUILD COMMUNICATION AND COHERENCE AMONG THE SYRIA MISSION’S THREE HUBS • Facilitate the harmonisation of physical and functional rehabilitation competencies, materials, tools, approaches, etc. throughout the mission • Establish criteria for quality of materials, collect all materials, compare materials to criteria, prioritize materials in terms of immediate and long-term needs of the mission and ensure their capitalisation 4. COORDINATION AND REPRESENTATION • Respect the human resources, logistical and/or administrative procedures • Collaborate and coordinate with other technical, operational and support domains as needed • Determine and review rehabilitation-related technical support needs and coordinate with staff members as to provide effective support to project teams 5. JOB DESCRIPTION:

Under the direct responsibility and support of the Desk Officer, you are responsible for:

MAIN RESPONSABILITIES OF THE EXPATRIATE :

- Advocacy: contributing to the design, implementation and follow-up of HI advocacy strategy regarding the Syrian crisis and its impacts at national, regional and international levels

- Regional representation/ external coordination: representing Handicap International towards institutional donors, humanitarian community, stakeholders and lobbying initiatives at regional level;

- Positioning: liaise with HI foundation/ strategic positioning department, monitor and advise the missions on their compliance with Handicap International mandate, humanitarian and ethical approach

- Internal coordination: ensuring synergy and coordination between advocacy components, inclusion and external communication - Reporting: ensuring contextual analysis and reporting toward Head Quarters and Country Heads of Mission

HI SYRIA’S TECHNICAL UNIT

In general, HI’s Technical Unit functions within the 4 technical domains to:

  • Promote continuous improvement of the quality of programs and activities
  • Build the capacity of HI Staff, HI partners, and other relevant stakeholders within the technical domains of basic needs, physical and functional rehabilitation, psychosocial support, and mine action (knowledge, attitudes, competencies)
  • Provide regular input, based on subject matter expertise and program experience, into HI Syria coordination mechanisms to contribute to technically sound and locally relevant program strategies, program development, and program implementation
  • Develop, adapt, disseminate HI technical resources to benefit as many Syrian individuals and organizations as possible within HI’s purview.

MAIN RESPONSIBILITIES OF THE TECHNICAL UNIT COORDINATOR

Based in Amman and under the responsibility of the Head of Mission, the Technical Unit Coordinator will be responsible for ensuring that the technical aspects of the mission’s activities are represented and advocated for at the Coordination level and that the technical supports within the mission are well coordinated. In addition, the Technical Unit Coordinator will be responsible for ensuring that each Technical Advisor guarantees the overall technical quality of HI’s activities in its respective mission domains: physical and functional rehabilitation, Mental Health and psychosocial support, Mine action (Risk Education and marking in particular), basic needs related responses, and Inclusion mainstreaming. It will include: 

  • Leading the Technical Unit in the mission, managing and coordinating the work of the different technical domains in order to:
  •  provide an harmonized technical support within the mission
  •  ensure effective technical support is provided to all   operational activities as needed (by ensuring that the level of support provided in each hub responds to the needs of each team)
  •  ensure growing synergy between all the technical sectors of intervention
  • Monitoring and maintaining Technical Unit’s compliance and coherence with HI quality standards, principles, guidelines and technical frameworks and tools,  as well as to potential minimum quality related donor requirements
  • Feed into the  mission strategy by providing appropriate elements on technical stakes
  • Providing support to implement mission strategy on all technical aspects
  • Anticipate and lead the development of the Technical Unit’s strategy
  • Ensuring HI’s proper representation in sector working groups and other forums through appropriate coordination of the technical teams

In terms of work relationships, you will be placed under the Line Management of the Head of Mission. You will receive technical support from HQ Technical Referents, and will be in direct management & coordination of the Senior Technical Advisors (STA), Technical Advisors (TA) and Technical Consultants (minimum 3 to a maximum of 7 people).

SPECIFICITIES

This is a highly mobile position. The Technical Unit Coordinator should expect to spend at least 50% of his/her working time outside of Jordan, with trips to Beirut (Lebanon), Gaziantep and Antakya (Turkey), and other relevant locations in the Middle-East. There will probably be punctual visits to Northern Iraq and some accessible parts of Syria.

The SPSS TA will fill the following main roles: 

  • Provide program level technical support in the domain of  Mental Health and psychosocial support 
  • Coordinate the provision of support throughout the three hubs 
  • Contribute to the development and oversee implementation of  psychosocial support - strategies and plans within the three hubs and at Coordination level
  • Build communication and technical coherence among the mission’s psychosocial support staff members, in close collaboration with the Psychosocial Support Technical Advisors (PSS TA).

HI’s program aims to mitigate the impact of the current Syrian crisis on the most vulnerable Syrian and Jordanian individuals, by responding to both their basic and their specific needs. The organisation specifically provides support to Persons with Injury, Persons with Disability, Persons with Chronic Diseases, Older Persons and other individuals at risk. Furthermore, HI provides technical support to other organizations to enhance the inclusiveness of the humanitarian response in Jordan. HI benefits nowadays from 2 offices in the country (Amman 1, Irbid 1). There are about 13 expatriates and 90 national staffs and relies on a wide local network with over 25 fixed and itinerant DVFP (i.e. service centers) established in camps, hospitals, clinics and community centers as well as 5 mobile teams working directly inside the communities. In 2016, HI Jordan focuses on cost-efficient deliveries, beneficiary satisfaction (quality) and capacity building (local). The strategy of intervention is articulated around 4 pillars: - Ensure the visibility and inclusion of the most vulnerable populations, including PwI, PwD, PwCD and OP, in the global humanitarian response - Respond to immediate basic and specific needs of new arrivals, through direct services and/or successful referral to other actors - Continue the provision and facilitation of access to comprehensive rehabilitation care and reinforce the community health approach - Strengthen the capacity of the national health system in affected areas to respond to the crisis, withstand future shocks and meet associated needs of the Jordanian population. DAH is also preparing the transition with DAD (Development Division), present in Jordan. A common project was agreed upon for strengthening the capacity of local stakeholders and ensure the sustainability of rehabilitation services once DAH will stop direct service provision. ROLE OF THE EXPATRIATE Based in Amman, under the direct responsibility of the Technical Coordinator, you will be responsible for: - Ensuring quality Monitoring & Evaluation of HI DAH intervention in Jordan, with a specific attention to promoting accountability to beneficiaries and relevant stakeholders - Providing relevant and timely data analysis of HI DAH intervention in Jordan - Producing monthly M&E Reports, which recommendations will contribute to measure and improve HI DAH intervention in Jordan - Supervising the M&E Unit, including M&E database management - Building the capacity of and managing the team under your responsibility, including regular meeting and guidance, development of individual action plans - Regularly reporting on the above activities to your line manager. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern. 

 

HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:

 

1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;

 

2. Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance.

 

3. Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.

 

The actual intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.

 

MAIN RESPONSABILITIES OF THE EXPATRIATE 

 

Under the responsibility of the Head of Mission and in close collaboration with the Technical Coordinator and the three Area Managers, he/she will be in charge:

- Lead the definition and the implementation of the overall program strategy for Syria;

- Oversee the respect of the overall project cycle management for the different projects / programs and ensure the compliance with HI and donor management standards;

- Lead the definition of new interventions and new grant applications;

- Provide advice and support to the Area Managers and the Project Managers in the implementation of their programs;

- Provide management and leadership to the coordination program team;

- Ensure smooth coordination with other humanitarian actors on program aspects; 

- Replace the Head of Mission and/or one of the Area Managers when needed;

- Grant and Programming Manager;

OBJECTIVE OF THE POSITION

 

Under the line management of the Support Services Coordinator (SSC), the Logistics Manager will be part of the coordination team based in Amman and will have to support the 3 hubs (Lebanon, Jordan, Turkey). This position is new for the mission (creation), as such the Logistics Manager will have to be extremely proactive, mobile and flexible, to set-up efficient relationships with each hub, ensure good coordination and develop adequate framework.

 

He/she will be responsible for the implementation of Logistics procedures on each hub (Lebanon, Jordan and Turkey) and will have to optimize the supply chain and the coordination between the hubs.

As such he/she will work in close coordination with each hub  through logistics focal points based in Beirut, Amman and Antankya, and will have to travel on the field to provide support. If HI launches a direct management program in a newly-accessible area, the Logistic Manager will play a major role in setting up the logistic services and premises in the field.

As such he/she will work in close coordination with the Finance Department of each hub (Lebanon, Jordan and Turkey), and will have to travel on the field to ensure an adequate implementation of HI procedures.

He/she will act as a technical referent for any questions related to the accounting software Navision, finance tools, and procedures. As such he/she will have to provide constant and adequate support to each hub, including support missions on the field (Beirut, Amman, and Antakya).

 

He/she will also be the main interlocutor for Headquarters (HQ based in Lyon - France) for all questions related to Accountancy, Cash Flow, and Budgets follow-up.

Depending on the financial perspectives of the mission, the position might evolve after the two initial months in order to cover also the financial management of institutional donors’ funds.

The Finance Manager position involves dealing with confidential data and requires utmost integrity.

Due to the set-up of the mission spread on 3 countries, the legal framework for national HRs will be handled at country level by HI’s hosting missions (including salary policy, design of work contract, internal rules & regulations..). However, the HR Manager should develop good knowledge of labor law, issues and challenges faced by each hub, in order to ensure good representation of HR stakes at coordination level.

 

The HR Manager will be responsible for the design of HR policies at mission level (training plan, mobility policy, appraisal process…) and will ensure proper implementation & monitoring on the 3 hubs.  As such he/she will work in close coordination with each hub  through HR focal points based in Beirut, Amman and Antakya, and will have to travel on the field to provide support and ensure an adequate implementation of HR Policies.

 

The HR Manager will also be the main interlocutor for Headquarters (HQ based in Lyon - France) for administrative follow-up. 

According to the position, the HR Manager must keep all the data confidential, and share it only with the relevant persons.

Handicap International recently merged its Mine Action Division with its Emergency Response Division to create the Humanitarian Action Division.

MISSION CONTEXT

During the summer of 2014 the Shia minority group, called Houthis has taken control of several important cities, among them the capital Sana’a in September. Meanwhile the Southern separatist movement increased their call for an independent south while Al Qaida and linked groups (mainly based in the Eastern parts of the country) are fighting Houthis and other groups. 

In January 2015, the Houthis did overthrow the President Hadi and its government, forced to leave the country from Aden and exile in Saudi in February, taking virtually control of almost all Yemen.. Since end of March, an international coalition of Sunni countries (Decisive Storm Coalition) led by Saudi Arabia allied with the Yemeni President still recognised by the International Community, and backed by western countries, has launched a military campaign against the advances of the Houthis in the country. Aden has been taken back by the government forces in July, after four months of war but militias and jihadist groups have grown in the instability and the town is sinking into chaos. The government, affiliated groups and the Saudi-Led Coalition have gradually regained territories in all directions towards Sana’a, the capital being clearly their objective and massive airstrikes have targeted the country and Sana’a in particular. 

Humanitarian truces have been decided twice in July 2015 but not respected. The same situation occurred end of 2015, the ceasefire was only technical but this time allowed peace talks from December 15th to 20th though never resumed afterward. Since the end of December SLC offensive has intensified and truce was declared ended. An escalation of violence is presently giving little hope for a long term cease of hostilities that could permit humanitarian assistance to reach a maximum of the 82 % of the population in dire need of support. War rhetoric seems to be the one currently prioritised by all parties.

PROJECT OBJECTIVES

The intervention of HI in Yemen consists in the support of health structures (hospital, rehabilitation services) in Sana’a with the deployment of teams setting up

- Rehabilitation activities: provision of assistive devices and specific trainings to health staff

- PSS activities to support injured persons

- Mainstreaming of inclusion and vulnerability within coordination forums and providing technical support to other humanitarian stakeholders 

In 2016, Handicap International expects to develop its Health related activities in Yemen; different batches of assessments will be launched to tailor HI’ operational strategy (development of community based approach in different governorates of Yemen).

In addition, HI is implementing Mine Action activities in Yemen. Based on HI recognized experience, interventions pursue three main goals:

1.To minimise deaths and injuries from arms related accidents;

2.To reduce the human, social and economic impacts from arms;

3.To support Development by increasing access to resources & development, and improving community security.

MAIN RESPONSABILITIES OF THE EXPATRIATE 

Under the direct responsibility of the Head of Mission and in close cooperation with the coordination team, you will be in charge of:

-Ensuring the security of the staff members, operations and means related to the program under your responsibility;

-Ensuring the coordination of the program implemented in your area (operational, human resources, material or financial aspects);

-Representing Handicap International towards local authorities and partners at local level;

-Guaranteeing application and respect of logistics, administrative and financial procedures, based on the direct supervision and support to the Administrative and Logistics Managers;

-Ensuring the operational management of the team placed under your responsibility ;

-Participating in strategic direction of mission as part of the coordination team ;

- Ensuring smooth and regular communication flow to and from the coordination team, reporting activities by all member of your team toward coordination team ;

- Coach and build capacity of the Deputy Field Coordinator

PROFILE REQUIRED 

Educational background and experiences: 

- Generalist educational background: master in humanitarian field, project management, politics, etc.

- Minimum 3 years in the humanitarian field with at least 1 experience as field coordinator in an INGO;

- At least 1 year experience in project management with knowledge of project cycle management and tools ;

- Previous experience in the area is a plus;

- Experience in emergency and post-emergency contexts.

Skills:

- Strategic level analysis and planning ability;

- Ability to work under high pressure with a great level of personal organisation;

- Strong communication, analysis and reporting skills - Experienced team manager;

Required languages & IT skills:

- Proficient command of Microsoft Office Package;

- English mandatory (oral and written);

- Arabic language skills considered a plus

Personal Qualities:

- Professional sense of security and confidentiality;

- Strong interpersonal and intercultural skills;

- Motivation to work in a volatile and unsecure environment.

- Sense of humour

- Based in Sana’a with R&R every 2 months. Some visits in Amman, Jordan will be planned.
