General context of the project

INTERSOS is an International Humanitarian Organisation with its HQ in Rome, branch offices in Nairobi and Amman and representation offices in Geneva and Dakar. The organisational structure is comprised of the General Secretariat, the Departments of Programmes, Finance, Logistics & Supply, Communications & Fundraising and Human Resources, the Grants Control & Compliance Unit and the office of Internal Auditor. INTERSOS is operational in 17 countries with over 3,000 among national and international staff worldwide.

INTERSOS assists the victims of natural disasters, armed conflicts, exclusion and extreme vulnerability. The Department of Programmes is led by the Director of Programmes and includes five Regional Directors, the Protection Unit, the Medical Unit, and the Emergency Unit.

 

General purpose of the position

The Regional Director represents INTERSOS in the geographic area of her/his competence and, in collaboration with the Deputy Regional Director, has the responsibility of strategic planning, implementation of the strategies and achievement of missions’ objectives. The Regional Director represents the Organisation in relation to third parties in the region of assignment, on the basis of the directives conferred by the Director of Programmes.

 

Main responsibilities and tasks

Under the supervision of the Director of Programmes and referring to the region of assignment, the Regional Director:

  • Designs strategies, defines territorial areas and sectors to be privileged, programmes and plans activities together with Deputy Regional Director;
  • In collaboration with the Deputy Regional Director guarantees the implementation of the regional strategies;
  • In collaboration with the Deputy Regional Director supervises the implementation of INTERSOS programmes in the missions under his/her responsibility;
  • Is responsible of the overall security in the geographic area of his/her competence and of the implementation of security protocols and policies;
  • Is responsible of relations with donors, stakeholders, authorities and representatives of beneficiaries and collaborates with Heads of Mission and project leaders in the management of these relations;
  • In collaboration with the Deputy Regional Director supervises the implementation of the programmes in the missions under his responsibility; projects (constraints and rules of the donors, consistency and technical-methodological congruity, quality of resources, effectiveness of results efficiency);
  • In coordination with Regional Finance Coordinator, follows up on the approval process at HQ level of project proposals before submission to the donors;
  • Links with Director of Programmes and Secretary General for the approval of projects that involve a high risk in accordance with the provisions of the risk analysis;
  • In collaboration with the Heads of Mission, guarantees the application of INTERSOS and donors administrative procedures for the efficient and transparent management of projects, offices and countries of his/her competence;
  • In collaboration with the Human Resources Department, supervises the management of Human Resources and in particular:
    • Collaborates to the recruitment of international Human Resources of the geographical area;
    • Motivates, directs and supports managers and teams encouraging cohesion and motivation;
    • Promotes orientation and training sessions for the operators of the region;
    • Evaluates the performance of Heads of Mission and is responsible to discuss the evaluation (IRP) and the achievement of objectives;
    • Supports the Heads of Mission in the evaluation process of the project leaders;
  • Ensures the constant and timely sharing of information and regular communication inside the Programmes Department to facilitate the adjustment of actions referring to coordination, monitoring and control of the project activities.

 

Required profile and experience

Education

  • Advanced university degree in Social Sciences, International Relations, NGO management, or equivalent work experience

Professional Experience

  • Field working experience of at least seven (7) years in managing humanitarian programmes with increasing responsibilities

Professional Requirements

  • Good knowledge of humanitarian architecture;
  • Knowledge of the humanitarian project cycle management;
  • Strong computer literacy with a full knowledge of MS Office;
  • Knowledge of the main humanitarian donors, with particular reference to DG ECHO and UN ways of working

Languages

JOB CONTEXT :

Under the responsibility of the Regional Technical Unit Manager, the Regional Health and Rehabilitation Specialist contributes to the implementation of the HI mandate and the operational strategy of HI MEREP program, in the field of Mother New-born Child Health (early detection and early intervention) and Physical and Functional Rehabilitation. He/she ensures optimal quality and impact of the projects implemented in the countries, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

 

HI’s Middle East Regional Programme (MEReP) is based in Amman with a regional host country mission (Jordan) and 3 affiliated countries (Egypt, Lebanon and Palestine). The regional component of the mission is composed of a Senior Management Team (Technical, Finance, Logistics, HR) under the management of a Regional Program Director. The program will enter from January 2020 its new 3 – years Strategy (2020 – 2022) with a strong focus on volume stabilization (around 13 Million Euro), ROOTs implementation and NEXUS operationalization.

The program implements several interventions in the field of Mother New-born Child Health (mainly early detection and early intervention) and Physical and Functional Rehabilitation.

 

The Regional Health and Rehabilitation Specialist will have functional technical supervision over other technical positions that support Rehabilitation projects and Early Detection and Early Intervention (EDEI) projects in the 4 countries of MEREP[1]: Technical Advisor (TA) EDEI Egypt, TA EDEI Jordan, TA Rehabilitation Gaza, TA Rehabilitation Lebanon and several Technical Officers (TOs).

The Regional Health and Rehabilitation Specialist will also provide technical follow up of consultants, in her/his sector of expertise, to ensure they align with HI technical framework.

General context of the project

INTERSOS is an Italian humanitarian organization on the first line that works all over the world bringing assistance to people in danger victims of natural disasters and armed conflicts.

INTERSOS, with its own humanitarian operators, intervenes to effectively meet the needs of people in crisis, with a particular attention to the vulnerable groups, as women and children. It provides first aid, food, shelter, medical assistance and basic goods. It ensures that basic needs, as education, clean water and health, are met.

Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation which is negatively affecting also the neighbouring countries, since 2012 INTERSOS has resumed the operations in the Middle East to contribute towards ensuring emergency relief and social protection assistance for the Syrian refugees fleeing their home in search of safety, with special focus on most vulnerable groups (children, women, elderly and persons with special needs).

In Jordan, INTERSOS has focused its humanitarian response on supporting Syrian families displaced across urban and rural areas, as well as vulnerable host communities, with a programme that concentrates on protection and protection mainstreaming within the different sectors of intervention that compose the Country Strategy (Protection, Child Protection, Education in Emergency, WASH, Shelter and Basic Needs including Cash and Winterization Assistance).

General purpose of the position

To contribute to the efficient and effective implementation of the activities foreseen in the WASH component of INTERSOS Jordan program, while providing day-to-day oversight and management of the AICS funded component of the WASH program.

Main responsibilities and tasks

Under the direct supervision of the WASH Program Manager, the Program Officer has the following responsibilities and duties:

  • Assists the WASH Program Manager to guide and monitors the implementation of projects and activities foreseen under the WASH Component of INTERSOS Program, including the administrative and financial management components;
  • In Coordination with WASH PM, Follow day-to-day management of the AICS funded WASH project;
  • In coordination with the Monitoring and Evaluation (M&E) Officer and WASH Program Manager, proactively contribute to consistent monitoring of the Program achievements and documentation of challenges and best practice;
  • Ensure that data related to the Program are regularly collected and analysed, and timely and qualitatively reported to the Program Manager;
  • Produce required internal and external (donor, stakeholders, etc.) reporting related to the WASH component of the program, according to requests from the Program Manager requests and HoM;
  • Ensure strict adherence to agree upon standards and guidelines (internal and approved at national level), as well as full adherence to principles of protection in cash-based interventions and mitigation strategies;
  • Support the Management team in creating synergies at field level among the different actions implemented;
  • In coordination with the Field Coordinators, ensure that logistical and administrative procedures related to the WASH Component of the program, planned or ongoing, are established and followed;
  • Perform any other tasks requested by the WASH Program Manager in the framework of the activities foreseen by INTERSOS WASH program in Jordan;
  • Uphold the INTERSOS Code of Conduct and policies;
  • Ensure the respect of the core humanitarian principles: neutrality, impartiality, independence and humanity and the respect of the “do no harm” principle of humanitarian action;
  • Strictly follow INTERSOS internal procedures, policies (PSEA, CPP etc.) and guidelines and Standard Operating Procedures (SOPs).
  • Participate to increase Streamlining of protection and especially GBV thematic in WASH interventions

Un(e) conseiller(e) en santé senior sera généralement déployé sur le terrain en tant que conseiller(e) principal(e) dans une situation d'urgence complexe de moyenne ou grande envergure.  Il pourrait aussi être demandé au candidat, de remplir un rôle consultatif de haut niveau en matière de santé dans un programme humanitaire de santé à plus long terme ou d'effectuer des évaluations à court terme, la conception de programmes, l'analyse des capacités ou des activités de suivi et d'évaluation.

Objet du Rôle :

La responsabilité première de l'obstétricien - gynécologue (OBGYN) est de fournir des services obstétricaux aux patients hospitalisés et externes dans un contexte de crise humanitaire. En tant que point de référence clé pour les complications obstétricales, le/la titulaire du poste devra être disponible 24 heures sur 24, 7 jours sur 7 lors du déploiement. Le/La titulaire de ce poste supervisera une équipe clinique multidisciplinaire qui veillera au respect des protocoles cliniques et à la prestation de soins cliniques compatissants de grande qualité.

 

L'OBGYN assurera à la fois la direction technique de l'équipe et les soins cliniques directs, travaillant en étroite collaboration avec le personnel international et national, notamment avec le responsable clinique, la sage-femme principale et l'anesthésiste de l'Unité de santé d'urgence (EHU). L'OBGYN doit pratiquer de façon autonome dans son domaine de spécialisation et, s'il/elle est encore en formation, être en mesure de travailler sans supervision dans son pays d'origine. General context of the project

INTERSOS has been operational in Jordan, in response to the consequences of the Syrian crisis, since 2012.

The current program focuses on providing timely support to those extremely vulnerable Syrian refugees, and hosting community members alike, living in hosting communities and outside of official camps settings.

The program covers 8 provinces of the Kingdom, from the north to the south, through activities coordinated by the Coordination office in Amman, and implemented through three field offices located in Amman East, Irbid and Karak.

 

General purpose of the position

The general purpose of the position is to ensure the proper and effective implementation of all protection-related activities and services of INTERSOS Programme in Jordan, providing technical inputs, guidance and support, and operational monitoring and evaluation.

 

Main responsibilities and tasks

The Protection Coordinator is in charge of developing the protection programme in country, guiding and supporting all protection-related activities and services of INTERSOS Programme in Jordan, ensuring timely and quality implementation and monitoring in compliance with relevant Standard Operating Procedures, International Principles and Guidelines, International Standards, Good Practices in Protection Responses, INTERSOS Fundamental Charter and Code of Ethics. Moreover, the Protection Coordinator is in charge of assisting the Head of Mission in the development, implementation and evaluation of the protection strategy and programme at country level.

Programme development

  • Continuously assess the protection needs and gaps of target populations in current and prospective areas of operations, periodically update the protection situation analysis and inform the programme accordingly.
  • Continuously assess the protection response capacity of potential partners.
  • Support the development, implementation and evaluation of the protection strategy and programme at country level, providing technical inputs, suggestions for improvements and recommendations for future actions.
  • Support the design, promotion and elaboration of new interventions at country and regional level, ensuring protection mainstreaming.
  • Stimulate and maintain active exchange of protection information within the region on useful news, publications, tools, best practices and lessons learned.
  • Promote harmonization of protection approaches, methodologies and tools within the country, and create opportunities for experience sharing and learning among the team.
  • In cooperation with the accountability unit, follow up on the implementation of the Child Protection (CP) and Protection from Sexual Exploitation and Abuse (PSEA) Policies.

 

Planning, monitoring and evaluation

  • Support the Project Managers in preparing, managing and regularly updating the activities work plans for protection project, ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donors’ guidelines.
  • Guide detailed vulnerability assessments of target populations in project areas to define the exact locations of intervention and the beneficiaries.
  • Provide input, guidance and support to ensure the quality implementation of the protection project activities from a technical point of view.
  • Maintain all case management relevant forms (vulnerability assessment form, case plan form, referral form, follow-up form, etc.) updated and ensure they are properly used.
  • Advise on the management of complex cases.
  • Contribute to developing, rolling out and revising internal Protection Toolkits and Standard Operating Procedures (SOPs).
  • Ensure that required data protection and sharing protocols are respected.
  • Promote age, gender and diversity sensitive approaches into the project activities, as well as social cohesion initiatives.
  • In cooperation with the Programme/Project Managers, elaborate and set up specific mechanisms to monitor and evaluate the protection project activities, as well as to collect feedback and complaints from beneficiaries and target populations at large.
  • Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the protection project activities.
  • In cooperation with the protection team, conduct case audits to evaluate the quality of the service provision.
  • Continuously assess, analyze and evaluate the impact of the protection project activities to inform and adjust the programme accordingly.
  • Report in a timely manner any eventual challenges or delays faced, loss or damage occurred, fraud or misuse detected.
  • Work closely with colleagues to ensure the integration of the protection programme with other sectors of intervention

 

Capacity building of INTERSOS programme staff, volunteers and local counterparts

  • In cooperation with the HR team, carry out the identification and selection of the protection staff, as required.
  • Contribute to supervising and evaluating the performance of protection staff.
  • Continuously assess the training needs of the protection staff, design the capacity building programme and develop the related material for enhanced protection response capacity and service provision according to international best practices, standards and principles.
  • Ensure that all relevant non-specialized staff, as well as community volunteers and local counterparts, are trained on humanitarian principles and code of ethics; basic principles of general protection, child protection, gender-based violence and psychosocial support; data protection and sharing protocols; safe referral; and risk mitigation.

 

Programme reporting

  • Contribute to preparing the project narrative reports with specific reference to the protection activities, as well as other ad hoc analysis reports and material, according to INTERSOS and donors’ requirements.
  • Ensure that all data related to the protection activities are disaggregated by sex and age, in order to develop profiles on the different needs and realities of women, girls, boys and men, for reporting and analysis purposes.
  • Support the Project Managers in elaborating and updating the internal monitoring and evaluation tool, the Project Appraisal Tool (PAT), with specific reference to the protection activities.

 

Coordination and representation

  • Establish and maintain collaborative relations with relevant donor officers, partners, key stakeholders and other humanitarian actors.
  • Participate in meetings with relevant donor officers and facilitate field visits by donor missions, as required.
  • Proactively participate in the Protection Cluster/Working Group and Sub-clusters/Sub-Working Groups, including related strategic Coordination groups and thematic task forces, at country level.

Profil

Education

  • Minimum: BA in relevant field (Social Science, Psychology, Social Work, human rights, international humanitarian law or other fields related to social development and humanitarian work)
  • Master’s degree (MA or LLM) in Human Rights, International Humanitarian Law or related subjects (desirable)

Professional Experience

  • Minimum of five (5) years of relevant working experience in protection-related sectors, preferably within an INGO.
  • 3 years’ experience in case of Higher education degree (Masters/LLM)

Professional Requirements

  • Previous relevant experience in Technical coordination;
  • experience in representation (clusters/working groups, donors, stakeholders);
  • knowledge of the area and of the context and dynamics of the Syrian crisis desirable;

General context of the project

INTERSOS has been operational in Jordan, in response to the consequences of the Syrian crisis, since 2012.

The current program focuses on providing timely support to those extremely vulnerable Syrian refugees, and hosting community members alike, living in hosting communities and outside of official camps settings.

The program covers 8 provinces of the Kingdom, from the north to the south, through activities coordinated by the Coordination office in Amman, and implemented through three field offices located in Amman East, Irbid and Karak.

 

General purpose of the position

The general purpose of the position is to ensure the proper and effective implementation of all protection-related activities and services of INTERSOS Programme in Jordan, providing technical inputs, guidance and support, and operational monitoring and evaluation.

 

Main responsibilities and tasks

The Protection Coordinator is in charge of developing the protection programme in country, guiding and supporting all protection-related activities and services of INTERSOS Programme in Jordan, ensuring timely and quality implementation and monitoring in compliance with relevant Standard Operating Procedures, International Principles and Guidelines, International Standards, Good Practices in Protection Responses, INTERSOS Fundamental Charter and Code of Ethics. Moreover, the Protection Coordinator is in charge of assisting the Head of Mission in the development, implementation and evaluation of the protection strategy and programme at country level.

 

Main responsibilities:

  • Planning, monitoring and evaluating the implementation of the protection programme in Jordan- including but not limited to protection monitoring at community and household level; assistance to the most vulnerable persons, child protection prevention and response, GBV prevention and response and psycho-social support - ensuring timely and quality delivery of the targets set as per approved project proposals.
