 Jordan mission is a dynamic mission rapidly growing; with large scale WaSH projects being implemented, Livelihoods and Mental Health sectors are being now developed. Country strategy combines emergency and development projects to address needs of Syrian refugees and vulnerable Jordanian in a holistic approach. With a team of 12 international employees and more than 90 national colleagues, ACF Jordan office manages a portfolio of projects for more than 6 million €, in response to the Syria crisis.

 

 Jordan is a safe country  overall with free access to most part of Jordan and safe touristic areas.

 

It is a quiet country with a quite high level of security control. There are no particularly unsafe places in the Kingdom. However, some specific warnings and restrictions could be issued from time to time in order to manage safety and security of our staff properly in regards to the events.

 

The position: Under the supervision of the country director, you will assess and clarify the compliance framework for the Mission (in terms of HR, Logistics, and Finance), support the adoption of effective systems, tools, policies and procedures to ensure adherence.

 

More precisely you will have to:

 

 ·         Assess the existing compliance management and internal control practices for support departments at mission’s level

 

·         Define and propose recommendations to review the compliance framework for the country office

 

·         Reinforce the compliance management practices and adherence to support function’s internal procedures

Context : Jordan mission is a dynamic mission rapidly growing ; with large scale WaSH and Livelihoods projects being implemented in host communities and refugees camp, Mental Health sector is being now developed. Country strategy combines emergency and development projects to address needs of Syrian refugees and vulnerable Jordanian in an holistic approach. With a team of 12 international employees and more than 100 national colleagues, ACF Jordan office manages a portfolio of projects for more than 9 millions €, in response to the Syria crisis in Northern and Eastern Jordan. The donors range vary from institutional funds (UNICEF / MADAD) to bilateral agreements (AFD / GIZ / Taiwan). To support the 3 operational bases, the coordination office is based in Amman. Jordan is considered as a stable country where security conditions enable a safe implementation of the projects.

 

The position:  Under the supervision of the Country Director, you will have to ensure sound and transparent administration of funds by providing accounting and financial management consistent with the ACF financial management framework and local legislation. More precisely, the main responsibilities will be:

 

·    Contribute to the definition of mission strategy

·    Ensure high quality accounting for the mission

·    Ensure high quality cash management for the mission

·    Provide financial and budgetary management

MISSION CONTEXT

 

The unrest in Syria began in 2011 when, following the revolution in Tunisia and Egypt, a large national popular movement pushed the Syrian people to demonstrate in the street to request more freedom and dignity. Given the scale of the repression and the lack of any political improvement, the country fall gradually into a civil war characterized by the systematic and extensive use of explosive weapons in populated areas. As the conflict intensified and more and more actors (local, regional and international) were involved, the original democratic aspirations of the uprising gradually disappeared in favor of a sectarian reading of the fighting. Islamist and Jihadists groups made the most of the chaos to take progressively the lead over opposition armed groups all the more the international community remained unable to find a political solution to the conflict. In almost four years of war, the Syrian crisis has deeply impacted the security and political stability of its neighboring countries. 6.7 million People were displaced inside Syria and more than 3.2 million fled the country.

 

PROGRAMME OBJECTIVES

 

HI launched a regional emergency intervention for the most vulnerable people affected by the Syrian crisis following 5 main axes:

 

•Identification of the most vulnerable amongst persons affected by the crisis (including Syrian with injuries and/or disabilities), evaluation of their basic and specific needs.

•Provision of post-operative health services (direct care and/or support to other stakeholders): essential global rehabilitation including provision of physical and functional rehabilitation, psychosocial and social support not only to avoid developing further impairments and vulnerabilities but as well to promote adaptions to the new situation and better inclusion in communities. 

•Coverage of essential and urgent basic needs (HEI and food assistance);

•Conventional weapons risk education activities 

•Inclusion Mainstreaming aims at better ensuring inclusion of the most vulnerable people in existing services by a great variety of intervention targeted towards the environment such as through assessment of barriers, awareness raising, and capacity building of humanitarian and community stakeholders. 

 

MAINS RESPONSABILITIES OF THE EXPATRIATE

 

The Regional Inclusion Technical Advisor will be responsible for guaranteeing the technical and quality framework of the HI’s emergency response related to Inclusion as a whole and to Inclusion Mainstreaming in particular in the Region. She/he will be the line manager of the Regional Inclusion Officer and will have strong functional links with HI teams at national levels which are involved in Inclusion Mainstreaming work as well as with the HQ TAs in charge of Inclusion Mainstreaming.

The main stake of the Regional Inclusion Technical Advisor position will be to ensure coherence at different levels:

1 – between Inclusion interventions directed at individuals and family and the Inclusion Mainstreaming activities

2 – between the Inclusion mainstreaming activities of the different emergency missions of the Region. 

 

 

Based in Amman, under the direct responsibility of the Regional Emergency Representative and with the support and technical validation of the HQ Technical Advisors, you will be responsible for:

- Representing the organisation in humanitarian forum and towards external actors at regional level and in your field of expertise (under coordination by the Regional Emergency Representative);

- Implementing the Inclusion Program at Regional Level (depending on the activities, this will either be done directly or through providing technical support to Technical Advisors and other HI teams working at national levels), following and reaching  regional level’s Inclusion indicators of HI programs;

- Providing technical support dedicated to monitoring the Inclusion’s activities’ effect and collect evidence in link with the different missions in order to feed the analysis of barriers to access services in the region;

- Ensuring technical coherence (of strategies, messages and tools) between global HI Inclusion strategy in emergency settings (in link with HQ TAs), HI Regional Inclusion strategy ;

- Reporting on the above activities as per requested by your line manager;

MISSION CONTEXT

 

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and rehabilitation care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern. 

 

HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:

 

1. Support to health partners (hospitals, care houses, rehabilitation centres, local NGOs) for the provision of comprehensive rehabilitation services (physical and functional rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment

2. Provision of basic needs kits – food baskets, household essential items and hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance

3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.

 

The actual intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. 

 

Under the responsibility of the Head of Programs (HoP) and in close collaboration with the Technical Unit and with the three Area Coordinators, the Grant Manager will be in charge of:

 

-contributing to strategic planning exercises and mission programming exercises

-leading the preparation of new concept notes, project proposals, and donor reports

-ensuring the timeliness and quality of program documents for donors and for humanitarian coordination fora

-providing training and capacity building to HI staff and partner staff on program development and reporting

-supporting the Head of Mission and the Head of Programs in donor relations

-acting as an information resource on HI’s intervention in Syria and on humanitarian best practices

 

MAIN TASKS OF THE EXPATRIATE:

STATUS

-Status: salaried

MISSION CONTEXT

 

Handicap International (HI) is assisting the Syria crisis affected populations in Jordan since May 2012. HI’s program aims to mitigate the impact of the current Syrian crisis on the most vulnerable Syrian and Jordanian individuals, by responding to both their basic and their specific needs. The organisation specifically provides support to Persons with Injury, Persons with Disabilities, Persons with Chronic Diseases, Older Persons and other individuals at risk. Furthermore, HI provides technical support to other organizations to enhance the inclusiveness of the humanitarian response in Jordan. HI benefits nowadays from 3 offices in the country (Amman 2 and Irbid 1) with 13 expatriates and 130 national staffs and relies on a wide local network with over 30 fixed and itinerant points (i.e. service centers) established in camps, hospitals, clinics and community centers as well as 6 mobile teams working directly inside the communities. 

 

In 2015, HI Jordan focused on cost-efficient deliveries, beneficiary satisfaction (quality) and capacity building (local); the strategy of intervention will be articulated around 4 pillars: 

 

-  Ensure the visibility and inclusion of the most vulnerable populations, including PwI, PwD, PwCD and OP, in the global humanitarian response;

-  Respond to immediate basic and specific needs of new arrivals, through direct services and/or successful referral to other actors; 

-  Continue the provision and facilitation of access to comprehensive rehabilitation care and reinforce the community health approach; 

-  Strengthen the capacity of the national health system in affected areas to respond to the crisis, withstand future shocks and meet associated needs of the Jordanian population.

 

Type of services provided to the populations and organizations

-  Needs assessment, information and referrals ;

-  Physiotherapy, Occupational Therapy, Prosthesis & Orthotics and Psychosocial support; 

-  Awareness & trainings of field workers on vulnerability and inclusion in emergency response; 

-  Coaching of actors for the implementation of accessible and inclusive actions. 

MAIN RESPONSIBILITIES
 
Under the direct responsibility and support of the Field coordinator and with a strong technical link with the administrative coordinator, you will be responsible to:
 
-  Ensure that local legislation is respected and that a legal framework is established; 
-  Maintain and develop the administrative organisation and operating framework: administrative management, management of contracts, etc.  
-  Ensure the good use of funds according to HI and donor guidelines; 
-  Centralize the accountancy, control all the budget affectation end ensure financial follow up of programs; 
-  Responsible of financial reporting to Coordination on monthly basis;
-  Ensure proper administrative management of human resources: HR policy, recruitment, administrative management of staff, training management, supervise the administrative staff; 
-  Report on regular basis about all administrative activities within the mission.
 
 
SALARY
- Status: salaried or volunteer depending candidate experience
 
- Salaried: salary according to experience (from 2,200 euros gross + perdiem + 250 EUR hardship allowance)

Description

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF intervenes around the world through operations of emergency relief, rehabilitation and development. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender.

Context:

SIF is one of the few NGO that has been present in Syria since 2008, notably through a program aiming at providing assistance to the Iraqi and Syrian populations affected by the drought in Northern Syria. This program allowed SIF contributing to the improvement of the well being of the children and their families in rural areas by ensuring a safe environment at school.

In response to the current crisis in Syria, SIF is expanding its humanitarian response has been providing support to Internally Displaced persons (IDPs) in several areas of the country. In view of SIF operation scale up, SIF is recruiting a Logistics Coordinator Jordan/remote control (M/F).

The position is based in Amman, with frequent trips to Syria.

 

Missions and activities:

Logistics Management

  • Coordinate the logistics activities all over the missions by being in support and in close collaboration with the project staff and the support staff
  • Supervise and provide a logistical support to the different SIF bases and projects
  • Make proposals to the Head of Mission and HQ, for the implementation and the improvement of logistic procedures of the SIF missions
  • Prepare and participate in assessments in new project areas

Procurement Management

  • Identify and plan the mission’s purchases beforehand (by project) in collaboration with all relevant staff (PM, HOM, HQ Log…)
  • Monitor local supply sources and chains and optimize supply to the field locations
  • Ensure the quality of the supply chain process

Stocks Management

  • Provide regular inventory (bi-monthly, monthly quarterly, yearly) for the different items stored within the SIF missions
  • Ensure proper warehousing, stock management, and control systems, including documentation and reporting
  • Plan and manage the stock supplies according to local constraints

Vehicle Management and Maintenance

  • Ensure a regular maintenance on the different vehicle of the mission, setup appropriate maintenance contract with suppliers or ensure an appropriate repair process with local technicians
  • Handle transport contracts negotiation with suppliers and follow up

Security Management

  • Ensure existence of individual up-to-date safety and security plans for each location and for the overall presence of SIF in Countries & Region with HQ
  • Monitor and evaluate safety and security situation and ensure adjustment of plans if and whenever necessary

Representation

  • You are the direct interlocutor of SIF towards providers and companies, for all issues related to logistics and security, in coordination with the Country mission coordinator
  • You participate actively to logistics and security coordination and information meetings (NGO coordination, etc.)

MISSION CONTEXT

A critical humanitarian situation

The unrest in Syria began in the southern city of Deraa in March 2011 and the military crackdown failed to stop it, instead triggering anti-government protests in other towns and cities across the country, including Baniyas, Homs, Hama, Idled, Aleppo and the suburbs of Damascus. The Syrian authorities have responded to anti-government protests with overwhelming military force since they erupted. The Government of the Syrian Arab Republic (GoS) Humanitarian Assistance Response Plan estimates that 1 million people are in need of humanitarian aid, among which, those located near areas subject to armed hostilities, people relocated due to the unrest, host communities and those affected by the general economic impact of the crisis. This yearlong unrest has also caused the displacement of civilians fleeing from violence in the neighbouring countries, mainly in Lebanon, Jordan and Turkey.  

Out of the total concerned refugees in the region, as of 10 of August 2016, 657,048 (UNHCR July 2016) have fled to Jordan.  However, actual numbers are most probably higher due to the reluctance of some refugees to be registered because of security concerns or the geographical distance of registration offices from areas where they reside. 

The influx of refugees represents an increase of at least 10% of the total population living in Jordan. This has been a burden on Jordanian public services and resources, the situation worsened by the growing number of people (56,690 Iraqi refugees, UNHCR update, July 2016) fleeing from Iraq to Jordan. The situation has led the Government of Jordan (GoJ) to adopt stricter policies towards the refugee populations. Since the car attack in Rukban, the northern and north-eastern borders have been declared by the government of Jordan as “sealed military zone”. Since no movement from the berm to Azraq camp has occurred. As of mid-June, the estimate of the population stranded at the berm stood at 77,000 with some 65,000 people in Rukban and around 12,000 individuals at Hadalat.

 

ACTIVITIES IN JORDAN

HI has been present in Jordan since 2006 through several programmes promoting early childhood development, community-based rehabilitation for children with developmental delays and inclusive local development including local stakeholder’s capacity building on disability, people with disabilities (PwDs) empowerment and the promotion of local inclusive initiatives, Disabled People Organisations’ (DPOs) capacity building and advocacy. 

HI has been intervening since 2012 within the scope of the Syrian crisis and performed in December 2015 a comprehensive situational assessment of existing rehabilitation services that highlighted significant gaps in the system of services, the services themselves and in the modalities of interventions of the current Syrian response. In this context, the objective is to contribute to reducing the vulnerability and promote the dignity of persons with functional limitations amongst Syrian refugee and host communities.

 

In this framework, the following activities are implemented:

-  Ensure the inclusion of people with functional limitations in the overall humanitarian response to the Syrian crisis;

-  Respond to the immediate needs of new arrivals through direct services provision (physical and functional rehabilitation, psychosocial support) and referral to external services;

-  Provide and facilitate the access to sustainable comprehensive rehabilitation care and reinforce a community approach;

-  Strengthen the capacity of the Jordanian rehabilitation systems/services to ensure transition towards a development approach and sustainable services.

 

MAIN RESPONSABILITIES 

Under the direct line management of the Emergency Response Department Desk Officer, you will be responsible for:

-  Representing HI towards institutional donors, local authorities and partners

-  Ensuring the security of the staff members, operations and means related to the program under your responsibility, in coordination with the designated field security officer

-  Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of HI’s mandate and expertise

-  Ensuring the global coordination of the different department of the mission (Operations, Field Offices, Technical Unit, Finance, Logistics and Human Resources)

-  Ensuring application and respect of HR, logistics, accountability and financial procedures, based on the direct supervision of the Support Services;

-  Ensuring the direct and indirect management of the team placed under your responsibility (12 expats and 100 nationals

-  Ensuring the smooth integration of your country’s activities in a regional emergency strategy

-  Ensuring reporting activities by all coordinators toward Head Quarter

CONTEXT OF THE MISSION

 

Yemen has been for long the poorest country in the Arab world. After the Arab Spring the humanitarian crises have intensified as a major humanitarian crisis of the moment since 2012 with almost half of the population being food insecure. This has created an increasing unrest among the population and discontentment with the government. 

 

During the summer of 2014 the Shia minority group called Houthis has somehow taken control of several important cities, among them the capital Sana’a. Meanwhile the Southern separatist movement increased their call for an independent south while Al Qaida and linked groups (mainly based in the South-Eastern parts of the country) are fighting Houthis and other groups including the internationally recognised government. 

 

In January 2015, the Houthis did overthrow the President Hadi and its government. Since end of March of the same year, an international coalition of countries led by Saudi Arabia allied with the President temporarily exiled in Saudi Arabia, has launched a military campaign against the advances of the Houthis in the country. So far the war has not seen any significant domination or win by one side or the other. This stalemate, the fighting, the regional powers struggle and the actions of extremist group and their national and international opponents are all contributing to the collapse of the humanitarian and economic situation.

 

The Cessation of Hostilities declared on April 2016 was follow-up by the talks between the main warring parties in Kuwait. These peace negotiations are still going on though the conflict re-escalated up to a level similar to the period prior the truce. Sana’a did not experience air strikes since Beginning of March 2016.

 

PROJECT OBJECTIVES

 

The intervention of HI in Yemen consists in the support of health structures (hospital, rehabilitation services) in Sana’a with the deployment of teams setting up:

-Rehabilitation activities: provision of assistive devices and specific trainings to health staff

-PSS activities to support injured persons

-Mainstreaming of inclusion and vulnerability within coordination forums 

 

MAIN RESPONSABILITIES OF THE EXPATRIATE

 

Based in Sanaa and in Amman, and under the responsibility of the Operational Coordinator, you will be responsible for:

 

1/Mission Inclusion strategy

 

-defining the inclusion strategy together with the Coordinator of Operations, with the inputs of the Inclusion Project Manager 

-ensuring the respect and implementation of the vulnerability and inclusion approach within HI’s intervention 

-identifying, analysing and reporting against contextual vulnerability factors and groups particularly at risk of restricted access and inclusion to qualitative and purposeful humanitarian services  

-ensuring continuation of the emergency inclusion strategy with the development strategy through capitalization of activities and coordination  

-participating in continuous needs assessments for new projects to be developed/adaptation of the existing projects

 

2/Technical supports 

 

-ensuring the ongoing provision of training to the Inclusion Manager and Officer as required through direct provision of both formal and on the job trainings 

-providing continuous technical guidance in terms of vulnerability and inclusion to the other HI departments to ensure the respect of the inclusion approach amongst all HI projects 

-supporting the design and contextualization of technical tools, trainings, leaflets and other relevant documents and disseminate them among the mission/humanitarian community 

 

3/Representation and external coordination

 

-representation of HI’sinclusion approach and inclusion component within the project within all kind of coordination meetings (Government meetings,  clusters, working group, as relevant) 

-representation of HI towards local authorities and local associations upon request

-reporting any relevant information and analysis related to vulnerability and access to services by the most vulnerable persons to relevant stakeholders

-identifying possible partners in needs of ITU support and coordination spaces for Inclusion mainstreaming

-ensuring coordination and coherence of our intervention amongst local and international actors

 

4/Project implementation and support: definition, planning, monitoring and evaluation

 

-supporting the operational coordinator in the definition and formalization of project methodologies, organizational chart, budget, work-plan and monitoring plan whenever possible in collaboration with the Inclusion Project Manager

-supporting the Inclusion PM in the implementation and monitoring of activities in order to achieve the expected results. 

 

5/Reporting

-ensuring the collection of relevant data and support their consolidation

-providing relevant data related to your activities (statistic, review monthly objectives, etc.)

-contributing to writing of donor reports

-ensuring capitalization of the tools developed during the project

-providing a handover/end of mission report

-debriefing at HQ at the end of your mission

 
Based in Sanaa and Amman.
 
 - SANAA : High level of insecurity with curfew and limited displacement, no entertainment activities, shared guesthouse/office.
 
 - AMMAN : Western and modern life, malls, restaurant, bars etc. Possibility to move in the countey during the WE (Petra, Wady Rum, etc.). No curfew, possibility to move in taxi from one place to another. Shared guesthouse with 1 or 2 others expatriates; office separated but available by feet.
 
-Status: salaried contract according to experience (from 2550 euros gross + perdiem + hardship allowance)
