The Opportunity -Provide leadership and strategic direction to all programmatic aspects of Save the Children International humanitarian and emergency responses in Mali -Coordinate, review and input on humanitarian assessments, reports, proposals, sector program plans, master budgets, response strategy and other key planning processes and documents -Ensure countrywide humanitarian analysis, representation and coordination with humanitarian stakeholders -Ensure the improvement of the country-office’s capacity to respond to emergencies throughout the country -Identify, and advocate for immediate and appropriate actions to respond to specific children's needs during humanitarian crises. -Ensure cross sector collaboration among technical units/sectors during humanitarian crises. -Ensure integration with ongoing development and transition to development programs, and identify possible durable solutions whenever possible -Contribute in the development of new funding proposals for humanitarian responses. -Ensure that Save the Children's commitment to improving quality and accountability in humanitarian work is upheld, and complies with all relevant policies and procedures with respect to child protection, health and safety. Une évaluation psychosociale a également été menée sur la zone allant de Niafunké à Gourma-Rharous. Une nouvelle stratégie a été validée en Septembre 2016 donnant les grands axes d’intervention pour les cinq prochaines années. L’action de HI se décline selon les axes suivants : - Axe Prévention, Santé & Réadaptation : réadaptation fonctionnelle, nutrition, soutien aux écoles… - Axe Droits, Inclusion & Accessibilité Universelle : Education inclusive, réinsertion socioprofessionnelle… - Axe Sécurité Alimentaire & résilience : distribution alimentaire, « blank et feeding », de filets sociaux etc… - Axe Protection : éducation aux risques, assistances aux victimes, soutien psycho-social … En 2017, l’équipe HI Mali a mis en œuvre les activités de 17 projets et a géré un budget global supérieur à 15M€ dont environ 60% est en gestion à travers des consortiums. L’organigramme du programme a donc été revu afin de consolider l’expertise technique de HI au Mali. Une unité technique a été créée pour assurer le suivi et la qualité des activités sur le plan technique et développer des pistes de partenariat afin de mettre en œuvre de nouveaux projets… Le poste de Coordinateur(trice) de l’unité technique s’inscrit dans cette refonte de l’organigramme. VOTRE MISSION : Sous la responsabilité du Directeur de Programme, vous êtes garant(e) du respect des cadres et de la qualité technique des projets en application des standards de l’organisation. Vous mobilisez à cet effet les ressources techniques internes et externes disponibles et contribuez activement à leur déploiement au service des projets d’HI dans le pays. A cet effet, vous appuyez et supervisez les 4 conseillers techniques et êtes en lien fonctionnel étroit avec les deux coordinateurs opérationnels (Nord Mali ; Sud Mali). SPECIFICITES/PARTICULARITES DU POSTE : Conditions de vie : Le poste étant basé en capitale, la vie y est agréable : Bamako est une capitale de taille importante pour la sous-région, présentant beaucoup de facilités. Des déplacements en région sont possibles durant les week-ends prolongés. Le climat est très chaud (+ 40°C), avec une saison des pluies courte. Sécurité : La sécurité est relativement bonne à Bamako mais avec certaines restrictions dues aux menaces récurrentes d’attentat contre les lieux fréquentés par la communauté internationale. Ceci n’exclut donc en aucun cas le respect des règles de prudence. Une attention particulière dans les régions du Nord est attendue. La sécurité sanitaire est correcte. Project Manager – Global Program Sustainable Water Management for Food Security (GP FS) in Mali and Ethiopia
The project manager GP FS, is the regional representative of Caritas Switzerland (CACH) on the Global Program for Food Security. The project manager has the overall lead of a project in Mali and has the responsibility to support the communication and knowledge sharing between the projects in Mali and Ethiopia and between the region and the offices in Europe. The program is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by a consortium of international organisations under the lead of Wetlands International (WI). WI and CACH are the implementing organisations. CACH is responsible for the implementation of one project in Mali (Lac Wegnia). Another project in Ethiopia is implemented by CACH and WI together.
Principal tasks
  • Co-responsible for the design of the GP FS project in Mali (Lac Wegnia region)
  • Provide support for the development of the overall program at regional level (including Mali and Ethiopia)
  • Management of the Lac Wegnia project in Mali: responsible for the implementation of the project in close collaboration with the project coordinator. Develop and apply appropriate project management tools, including management of finance, planning and M&E tasks
  • Monitor regularly also the implementation of the project in Ethiopia
  • Responsibility to support the communication and knowledge sharing between the projects in Mali and Ethiopia and between the region and the offices in Europe
  • Prepare the defined reports on specific reporting templates in good quality and in due time
  • Accompany local implementing partner organisations or government structures and invest in the improvement of their performance
  • HR: supervise and support team members; help to create and maintain a conducive work environment that stimulates learning and innovation

Objet du Rôle: Le/La Program Manager (Chef de projet) sera le responsable pour établir, gérer et implémenter la composante du DFAP programme de Food Security et Moyen d'Existence dont Save the Children à en charge dans le consortium de mise en œuvre. Il s'agit des formations professionnelles sur l'employabilité et l'entreprenariat des jeunes ainsi que l'éducation non formelle. Le/La Program Manager (PM) va travailler avec les conseillers techniques pertinents, et son équipe pour mettre en œuvre le programme. Il sera responsable de la gestion de tout le cycle du projet, impliqué dans l'implémentation du programme, rapportage de qualité sur les activités du programme et le planning et la conception du programme avec le support des conseillers des Jeunes, l'Education et Livelihoods et Child Poverty. Le Program Manager va supporter son équipe pour assurer que la conception et la livraison des activités du projet sont consistantes/en rapport avec les principes et les approches de programme de Save the Children, les bonnes pratiques et leçons apprises et en lien avec la mission du Consortium, les règles du bailleur et le budget et plan du programme. CONTRACT TYPE : NATIONAL CONTRACT The role Reporting directly to the Country Director, the ICC is accountable for assessing, monitoring and help mitigating both internal and external risks across the Country Programme; and providing effective challenge to the quality of management oversight on key functions within the Country Programme. Developing high quality approaches and systems, the ICC works closely with function/department leads and other senior staff, ensuring effective monitoring and response to external risks, associated with: local government and authorities, compliance with policy and regulations, legal and local political issues. Responsabilités

Le Chargé des Programmes, ensemble avec les Coordinateurs de projet et appuyé par le Représentant Résident (RepRes), développe les programmes de Protos-Mali et coordonne les relations avec les partenaires opérationnels avant/durant/après la période de mise en œuvre.

Il coordonne et assure la supervision des Coordinateurs de projet, et veille sur la bonne mise en œuvre des programmes, avec une attention particulière au développement de l’approche Recherche-Action (RA), aux trajets de Renforcement des Capacités des partenaires, aux études de base et de suivi au début, à mi-parcours et à la fin des programmes, aux plans de suivi-évaluation et au suivi de la qualité.

Il s’assure du reporting de qualité et dans les délais convenus avec les bailleurs des programmes de Protos-Mali.

Il représente Protos-Mali lors des réunions de coordination thématiques et au sein des task-force internes.

En collaboration étroite avec le RepRes, il contribue à identifier et développer les partenariats stratégiques contribuant à renforcer l’impact des actions de Protos dans le pays, ainsi que l’intégration des programmes de Protos-Mali dans la stratégie globale de Protos.

Il s’assure de la prise en compte transversale des aspects Genre, d’appui à la MOC (maîtrise d’ouvrage communale), de la GIRE (gestion intégrée des ressources en eau) et du CC (changement climatique), ainsi que des approches participatives communautaires dans les programmes.

Mission principale :

1.       Qualité du programme : Il est responsable de la définition des objectifs des programmes, y compris des objectifs de recherche-action, ainsi que de la coordination de la mise en œuvre, suivi/évaluation et rapportage des programmes. Il développe les relations de partenariat avec les organisations nationales qui sont co-responsables de la bonne mise en œuvre (y inclus suivi/évaluation et rapportage) des programmes.

2.       Supervision et perfectionnement du personnel : Il assure un support aux équipes de terrain de Protos-Mali pour la mise en œuvre des programmes.

3.       Gestion du budget : Il assure que les Coordinateurs de Projet fassent une planification et suivi budgétaire corrects des projets.

4.       Appui stratégique : Il participe activement à la réflexion sur le rôle de Protos-Mali et les orientations opérationnelles et stratégiques de l’organisation.
