Description

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:
Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; 
Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; 
Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs. 

 

 

Since April 2014, eastern Ukraine experiences a significant humanitarian crisis situation due to a persistence armed conflict, opposing the Ukrainian Government and Separatist forces. As of October 31st 2015, UN OCHA estimates that at least 7.883 people have been killed in the conflict and 17.610 have been wounded. In addition, 1.5 million people are estimated to be internally displaced into other parts of Ukraine and another 1.1 million have been externally displaced, primarily to the Russian Federation. UN OCHA has recently emphasized the impact of the restrictions on the freedom of movement of people and goods may have on education and health. 

 

As of March 2016, the Ukrainian conflict seems to sink into a protracted crisis, where the line dividing the Donetsk and Luhansk oblasts in a government-controlled area (GCA) and a separatist-controlled area (NGCA) is somewhat stable. The humanitarian situation along the contact line is critical since the only persons left are the ones who could not flee because of their lack of mobility (PwD, elders) or the lack of means to pay for the transportation. In the so-called “grey zone” (+/- 10km on each side of the line), the remaining population faces extreme difficulties to access basic services since the state authorities withdrew from the area. 

 

Since July 2015, Handicap International has been implementing its activities in Eastern Ukraine to address some of the most urgent needs, currently focusing on two main aspects:

1. ‘Specific needs’: Vulnerable persons including people suffering from injuries and disability have urgent specific needs and local institutions and charitable organizations have difficulties to cope with the decreased capacity and increased influx of people. In this regard, HI wants to support individuals and health facilities in being better able to cope and address the specific needs. 

2. ‘Mine risk education’: Considering the increased risk of mine-related incidents, HI is implementing mine risk education activities currently focusing on children and schools.

REPRESENTATION
- Upon solicitation from the Field Coordinator , to represent Handicap International at national level with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of project activities
- On the Field Coordinator demand, ensure ad hoc additional representation with other stakeholders such as funding organisation, cluster meetings and media
 
PROJECT MANAGEMENT 
With the support of the coordination team, the Project Manager defines and formalizes project methodologies, organizational chart, work-plan and monitoring plan. The Project Officers implement the activities in order to achieve the expected results and contribute to follow up qualitative and quantitative indicators (working closely with a database officer). The PM constantly adjusts the project methodologies to ensure its relevancy and to stay in line with the evolving context, on the basis of PO’s inputs.
 
TECHNICAL SUPPORT
- Ensuring technical relevance, coherency and quality of the different components of the projet (home-based rehabilitation and training)
- Providing continuous technical support to the teams 
- In link with the POs, providing support to the logistics department, ensuring technical validation of rehabilitation related devices; items and equipment (participate in the technical selection of P&O devices/suppliers, mobility aids and other related items, etc....)
 
PROGRAM STRATEGY
- Coordinate with the other project managers and the different Project Officers to ensure an integrated and comprehensive approach
- Analysing rehabilitation systems within health and social services in HI zones of intervention, physical rehabilitation services and education level of physiotherapist (reinforce the partnership with association of physiotherapist, as needed)
- Ensure that assistance provided in the project remains in the scope of intervention of Handicap International in emergency context
 
ADMIN, HR and LOGISTICS SUPERVISION
- Ensure a good communication towards each member of the team through regular coordination meetings with the team managed
- Define, with each member of the managed staff, an action plan and delay for reaching defined goals (IAP)
- Support and advise your team in the implementation of their IAP
- Ensure feedback towards your team about issues potentially raised by them
- Be concerned and aware of the personal and professional evolution of each member of your staff, and its development within the mission
- Follow up operational lines consumption
- Ensure the project staff comply with administration process
 
MONITORING and REPORTING 
- Ensure Collection of proper disaggregated data and activity data for all the HI different project’s components;
- Ensure proper monitoring of activities ;
- Facilitate regular reporting on your activities to the Field Coordinator upon his/her solicitation (coordination meeting, workshop meeting, etc.);

MISSION CONTEXT

 

Since April 2014, eastern Ukraine experiences a significant humanitarian crisis situation due to the persistence of armed conflict, opposing the Ukrainian Government and Separatist forces. As of 2 February, at least 6,000 people were killed and 15,000 people were wounded, more than 5 million people are in need of assistance, and 1,1 million IDPs are registered across the country. The conflict has plunged the majority population of Donetsk and Lugansk regions in an alarming situation, who is no longer able to access income and to meet their primary needs, such as food, water, health care and shelter. Many people suffering from injuries or disability do not have access to governmental or Non-Governmental assistance because of their mobility reduction, increasing their vulnerability and their emergency humanitarian needs.

PROJECT OBJECTIVES

 

The project implemented by Handicap International in Ukraine is responding to the most urgent needs identified. 

 

• Mine Risk Education : Increase awareness related to the threat posed by CW (Conventional Weapons) for children living in affected areas ;

• Physical rehabilitation and capacity building: Prevention and reduction of the risk of complications/impairments of injured people through home-based rehabilitation, donation of assistive devices to conflict-affected individuals and capacity building of health facilities in terms of early rehabilitation cares. 

 

• Inclusion : Advocacy at coordination levels, networking among key structures to improve inclusion practices in emergency responses and allow humanitarian stakeholders to reach the most vulnerable at risk of exclusion and cover their needs, and enhancement of the access to information for vulnerable individuals affected by the country

 

Through a two-track approach at both individual and structure levels, Handicap International is developing a project which enhances the capacity of health, social and collective structures in addressing the needs of conflict affected people and increases the awareness of individuals on how to improve their access to specific services. On the other hand, the promotion of inclusion and protection of vulnerable groups is aiming at improving the country’s capacity to take care of these specific needs and at upgrading their participation within the society.

Description

 

A country representative – based in Slavyansk (m/f)

for the mission of the “Aide internationale de la Croix-Rouge luxembourgeoise A.S.B.L.” in Slavyansk (Ukraine) with a fixed-term contract of 12 months starting on 15th March 2016 (ref: AN1602-00245)

The project consists of representing the Luxembourg Red Cross in coordination meetings, following-up donors and giving an administrative, financial and logistic support to the different emergency and development projects.

Tasks:

  • Define the projects of the Luxembourg Red Cross in Ukraine, identify the needs in consultation with the local partners, the programme manager in Luxembourg and the shelter department (IFRC-SRU) based in Luxembourg
  • Ensure the administrative and financial management of the mission as well as the correct utilization of the available funds
  • Manage the logistics of the projects (tendering, order, stock management, etc.) by taking into account the requirements and procedures of the different donors (ECHO, UNHCR, Ministry of Foreign Affairs Luxembourg)

Since the renewed ceasefire on September 1st until October 31st, the Office of the High Commissioner for human rights has reported 43 civilian victims (9 killed and 34 injured), 35 of which were victims of landmines and other explosive remnants of war. With winter approaching civilians might increasingly venture into heavily contaminated areas in search of firewood. In spring, the need to cultivate land could increase exposure to risks related to mine and UXO contamination.

Job description.
MAIN RESPONSIBILITIES
Under the line management and supervision of the Field Coordinator, you will be in charge of:
PROJECT IMPLEMENTATION
Provide Inclusion technical advice / training and support in the definition and implementation of strategies and activities related to Handicap International emergency response and coordinate its representation at field coordination level. While at the same time ensure advocacy activities of Handicap International inclusive approach.
Networking and Representation:
• Actively participate on cluster meetings and other coordination meetings at a Local level
• Ensure transmission of Handicap International Key messages on Inclusion and accessibility in an emergency response.
• Develop and follow up the network of stakeholders and partners interested on an inclusion capacity building in the area of intervention.
• Regularly contact with partners to exchange guidance and technical support on an inclusive humanitarian programming.
• Management of on inclusion officer to ensure monitoring of training needs preparation and follow up.
Capacity Building
• Facilitate development of new initiatives on inclusion and mainstreaming in strong partnership with other organizations.
• Trained and support other humanitarian and national agencies on Beneficiary selection process and vulnerability approach.
• Ensure Inclusion and accessibility training delivering for local and International actors involved on the emergency response.
Inclusion and quality in HI Projects
• Provide quality assistance of HI projects in Ukraine throughout the project cycle
• Provide technical assistance and support to teams/partner/s organization involved in HI projects.
• Support implementation, coordination and monitoring of the inclusion and mainstreaming component of HI projects and partner/s organizations when demand.
• Identify need for technical support and training needs of project staff and/or partner organizations and in response develop plans.
ADMIN, HR AND LOGISTICS SUPERVISION

    TECHNICAL SUPPORT
     Providing continuous technical support to the HI teams in terms of vulnerability and Inclusion
     Design and contextualization of technical tools, trainings, leaflets and other relevant documents and disseminate them among the mission/humanitarian coordination (as needed) upon prior validation by HQ Technical Referents.
    PROGRAM STRATEGY
     From the identified needs, define the inclusion strategy together with the Coordination team
     Ensuring the respect of the vulnerability and inclusion approach, technical relevance and quality of HI intervention
     Ensuring coordination and coherence of our intervention amongst local and international actors, avoiding duplication and promoting complementarities
     Contribute to the elaboration of a national Handicap International strategy and development of future projects, continuously assessing the needs.

Pour la mission de l’Aide internationale de la Croix-Rouge luxembourgeoise A.S.B.L. à Kiev (Ukraine) en CDD de 12 mois à partir du 1 mars 2015 (réf : AN1501-00126)

La mission consiste à représenter la Croix-Rouge luxembourgeoise dans des réunions de coordination, faire le suivi des bailleurs et donner un soutien administratif, financier et logistique aux différents projets d’urgence et de développement.

Missions :

  • Définir les projets et assurer le suivi des projets de la Croix-Rouge luxembourgeoise en Ukraine en concertation avec le partenaire local, le spécialiste shelter de la Croix-Rouge luxembourgeoise et le gestionnaire du programme au Luxembourg
  • Assurer la gestion administrative et financière de la mission, ainsi que la bonne utilisation des fonds mis à disposition
