Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. JOB CONTEXT:

In March 2014, anti-government protests in Ukraine led to the removal of a Kremlin-friendly leader from power, and Russia invaded and annexed the Crimean Peninsula. A month later, pro-Russian separatists backed by Russia began capturing territory from the Donetsk and Luhansk Oblasts (the Donbass region). In 2015, the peace Minsk agreement was signed, however never fully implemented and the fighting has transformed into a trench war over the past eight years. After having built up significant military forces on Ukraine’s borders in 2021, and after having recognized the independence of Russian-backed self-declared republics of Donetsk and Luhansk in eastern Ukraine, Russia launched on the 24 February a large-scale Russian invasion of Ukraine by air, land and sea targeting several regions and key cities including Kyiv.

Heavy fighting and shelling continue across several towns and cities in Ukraine, with increasing human cost and humanitarian consequence. Most of these casualties were caused by the use of explosive weapons with a wide impact area. Reports of civilians trapped in towns and cities under shelling continue. Inside Ukraine, severe essential health supplies, fuel and cash shortages are reported, with heightened insecurity affecting access to basic services. Population movement remains fluid and according to latest figures by UNHCR, close to 900,000 people have now fled Ukraine to neighboring countries, while over 100,000 have so far been internally displaced. Real figures are considerably higher as corroboration is ongoing, albeit with delays and security challenges.

HI response to the conflict and its regional impact

HI has deployed two teams in the region, with one team deploying to Ukraine and a second team leading an assessment in neighbouring countries receiving refugees. The main objectives will be to assess more deeply the current context & environment, identify potential operational partners, meet with key relevant stakeholders on the ground and asses the overall needs of the population, and requirement to start operations. HI is therefore preparing to be able to deploy quickly a large-scale multi sectoral humanitarian response.

 

YOUR MISSION:

Operational Context

Tuberculosis (TB) is a major public health problem in Ukraine, a country of 43 million people. 

In 2014 Ukraine was cited for the first time as one of the 5 countries with the highest burden of DR TB in the world; together China, Russian Federation, Pakistan and Ukraine concentrate 60% of all world DR TB cases. The TB epidemic in Ukraine is characterized by widespread multi-drug resistant (MDR) and extensively drug resistant (XDR) tuberculosis (TB), relatively high mortality from untreated or inappropriately treated TB, and increasing TB/HIV co-infection rates.

2018 marked the formal start of MSF project in Zhytomyr region of Ukraine, with the signed Memorandum of Understanding (MoU) regarding implementation of "Comprehensive model of care for drug resistant tuberculosis (DR TB): diagnosis, treatment and follow up of the patients in Zhytomyr Oblast, Ukraine" between MSF, Zhytomyr Oblast Council, Department of Healthcare of the Zhytomyr Oblast State Administration, and Zhytomyr TB Dispensary; and followed by MoU between MSF, Ministry of Health (MoH) of Ukraine and the Department of Health of Zhytomyr Oblast State Administration for cooperation and coordination of efforts of the Parties aimed at development and implementation of a patient-oriented comprehensive model of the provision of medical care to patients with drug-resistant Tuberculosis. 

Main objectives

The Laboratory manager will ensure the quality of all testing regarding TB diagnosis and patient management.

Following tests are carried out: Ziehl Neelsen light smear microscopy from different specimens , Xpert MTB/Rif  molecular test, Line Probe Assay from sputum and cultures, culture  and drug susceptibility testing from different specimens in Lowenstein Jensen medium (LJ)  Mycobacteria growth  indicator tube (MGIT) Middlebrook  7H9 Broth.

As the current laboratory activities are moving to a new adapted structure (BSL 3), the Laboratory manager ensures norms are followed.

 

Responsibilities

  • Providing technical support to MoH Zhytomyr Tuberculosis laboratory with the view of ensuring quality of diagnostics.
  • Performing quality control tests and analysis, ensuring the compliance to the basic plans of the laboratory and that all tests (serology, hematology, biochemistry, bacteriology, parasitology, compatibility, etc.) are done correctly and according to prescriptions. Preparing and sending slides/samples for external quality control
  • Supporting the project with case discussions with the medical team
  • Performing interpretation of Hain test first and second line results for TB patients
  • Supporting the project with preparation of project orders and stock management and analysis for the laboratory items and foresee potential problems like future ruptures, expiries and overstock levels and propose workable solutions
  • Supporting the setup of the new BSL 3 laboratory together with the MSF Logistic and construction team
  • Participating in the definition and update of the laboratory activities, including its budget, and assisting in the medical diagnosis and the treatment of diseases of the patients
  • Ensuring that the hygiene and safety protocols both for individual as well as for collective protection (i.e. required clothes and equipment, hygiene and universal precautions, etc.) are implemented in laboratories and that the cleaning personnel is informed about biohazards
  • Organize and participate in training and performance evaluation, development of the laboratory staff of the project in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required

Compiling, analyzing and reporting on lab activities and results to the medical staff and the immediate supervisor. Providing data on complications, the total number and types of tests and in general, any problem with the staff and / or laboratory material. Also participating in the development of epidemiological reports relating to MSF health services

Operational Context

Zhytomyr’s MSF vision is to innovate in the Drug Resistant – Tuberculosis (DR-TB) care in the Ukrainian context, adapting the model to the needs and constraints of the region.

This project will focus on always keeping the patient-centered approach as key, while developing models and regimes that are scalable to the whole country. This project is aimed to be turned into the seed that grows into a full model of care change in Ukraine.

For doing so, a Biosafety level 3 (BSL3) laboratory is in process of being finalized by MSF for providing accurate diagnosis for the patients.

 

Main objectives

Carrying out assessments and ensuring the implementation, maintenance and monitoring of the Biomed activities including repairs, maintenance of equipment and planning of biomed orders according to MSF protocols and standards in order to ensure the correct use and efficient functioning of the Biomed equipment of the mission

 

Purpose of the post

  • Prepare detailed inventory of all medical (including laboratory) equipment in mission
  • Finalize Standard Operating Procedures, guidelines and schedules for maintenance of all equipment (with support from the Headquarter in Brussels)
  • Prepare all laboratory equipment for installation in the new BSL3 Laboratory (new and existing)

As of October 31st 2015, UN OCHA estimates that at least 7.883 people have been killed in the conflict and 17.610 have been wounded. In addition, 1.5 million people are estimated to be internally displaced into other parts of Ukraine and another 1.1 million have been externally displaced, primarily to the Russian Federation. UN OCHA has recently emphasized the impact of the restrictions on the freedom of movement of people and goods may have on education and health. As of March 2016, the Ukrainian conflict seems to sink into a protracted crisis, where the line dividing the Donetsk and Luhansk oblasts in a government-controlled area (GCA) and a separatist-controlled area (NGCA) is somewhat stable. The humanitarian situation along the contact line is critical since the only persons left are the ones who could not flee because of their lack of mobility (PwD, elders) or the lack of means to pay for the transportation. In the so-called “grey zone” (+/- 10km on each side of the line), the remaining population faces extreme difficulties to access basic services since the state authorities withdrew from the area. Since July 2015, Handicap International has been implementing its activities in Eastern Ukraine to address some of the most urgent needs, currently focusing on two main aspects: 1.‘Specific needs’: Vulnerable persons including people suffering from injuries and disability have urgent specific needs and local institutions and charitable organizations have difficulties to cope with the decreased capacity and increased influx of people. In this regard, HI wants to support individuals and health facilities in being better able to cope and address the specific needs. 2.‘Mine risk education’: Considering the increased risk of mine-related incidents, HI is implementing mine risk education activities currently focusing on children and schools. CONTEXT OF THE MISSION

 

Since April 2014, eastern Ukraine experiences a significant humanitarian crisis situation due to the persistence of armed conflict, opposing the Ukrainian Government and Separatist forces. As of 2 February, at least 6,000 people were killed and 15,000 people were wounded, more than 5 million people are in need of assistance, and 1,1 million IDPs are registered across the country. The conflict has plunged the majority population of Donetsk and Lugansk regions in an alarming situation, who is no longer able to access income and to meet their primary needs, such as food, water, health care and shelter. Many people suffering from injuries or disability do not have access to governmental or Non-Governmental assistance because of their mobility reduction, increasing their vulnerability and their emergency humanitarian needs.

 

 

PROJECT OBJECTIVES

 

The project implemented by Handicap International DAH in Ukraine is responding to the most urgent needs identified. 

 

-  Physical rehabilitation and capacity building: Prevention and reduction of the risk of complications/impairments of injured people through home-based rehabilitation, donation of assistive devices to conflict-affected individuals and capacity building of health facilities in terms of early rehabilitation cares. 

 

-  Inclusion : Advocacy at coordination levels, networking among key structures to improve inclusion practices in emergency responses and allow humanitarian stakeholders to reach the most vulnerable at risk of exclusion and cover their needs, and enhancement of the access to information for vulnerable individuals affected by the country

 

Through a two-track approach at both individual and structure levels, Handicap International is developing a project which enhances the capacity of health, social and collective structures in addressing the needs of conflict affected people and increases the awareness of individuals on how to improve their access to specific services. On the other hand, the promotion of inclusion and protection of vulnerable groups is aiming at improving the country’s capacity to take care of these specific needs and at upgrading their participation within the society.

 

 

MAIN RESPONSABILITIES OF THE EXPATRIATE

 

Under the direct responsibility and support of the Emergency Relief Department Desk Officer, you will be responsible for:

 

-  Ensuring the legal registration of Handicap International in Ukraine and in the Non-Governmental areas 

-  Ensuring the strict application of Handicap International logistics, accountability and financial procedures; and the respect of the national legislation, based on the management and the support of administrative, logistics and project managers

-  Ensuring the global coordination of the program implemented within the country (may it regards strategic, operational, human, material or financial aspects)

-  Representing Handicap International towards institutional donors, national authorities and partners

-  Ensuring the operational management of the team placed under your responsibility 

-  Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of Handicap International’s mandate and expertise

-  Ensuring the security of the staff members, operations and means related to the program under your responsibility, in coordination with the field coordinators

-  Ensuring smooth and regular reporting activities by all member of the mission toward Head Quarter

SALARY

-Status: salaried contract according to experience (from 3220 euros gross + perdiem + hardship allowance)

MISSION CONTEXT

 

Since April 2014, eastern Ukraine experiences a significant humanitarian crisis situation due to the persistence of armed conflict, opposing the Ukrainian Government and Separatist forces. As of 2 February, at least 6,000 people were killed and 15,000 people were wounded, more than 5 million people are in need of assistance, and 1,1 million IDPs are registered across the country. The conflict has plunged the majority population of Donetsk and Lugansk regions in an alarming situation, who is no longer able to access income and to meet their primary needs, such as food, water, health care and shelter. Many people suffering from injuries or disability do not have access to governmental or Non-Governmental assistance because of their mobility reduction, increasing their vulnerability and their emergency humanitarian needs.

 

 

PROJECT OBJECTIVES

 

The project implemented by Handicap International in Ukraine is responding to the most urgent needs identified. 

 

-  Physical rehabilitation and capacity building: Prevention and reduction of the risk of complications/impairments of injured people through home-based rehabilitation, donation of assistive devices to conflict-affected individuals and capacity building of health facilities in terms of early rehabilitation cares. 

 

-  Inclusion : Advocacy at coordination levels, networking among key structures to improve inclusion practices in emergency responses and allow humanitarian stakeholders to reach the most vulnerable at risk of exclusion and cover their needs, and enhancement of the access to information for vulnerable individuals affected by the country

 

Through a two-track approach at both individual and structure levels, Handicap International is developing a project which enhances the capacity of health, social and collective structures in addressing the needs of conflict affected people and increases the awareness of individuals on how to improve their access to specific services. On the other hand, the promotion of inclusion and protection of vulnerable groups is aiming at improving the country’s capacity to take care of these specific needs and at upgrading their participation within the society.

MISSION CONTEXT: Since April 2014, eastern Ukraine experiences a significant humanitarian crisis situation due to a persistence armed conflict, opposing the Ukrainian Government and Separatist forces. As of October 31st 2015, UN OCHA estimates that at least 7.883 people have been killed in the conflict and 17.610 have been wounded. In addition, 1.5 million people are estimated to be internally displaced into other parts of Ukraine and another 1.1 million have been externally displaced, primarily to the Russian Federation. UN OCHA has recently emphasized the impact of the restrictions on the freedom of movement of people and goods may have on education and health. As of March 2016, the Ukrainian conflict seems to sink into a protracted crisis, where the line dividing the Donetsk and Luhansk oblasts in a government-controlled area (GCA) and a separatist-controlled area (NGCA) is somewhat stable. The humanitarian situation along the contact line is critical since the only persons left are the ones who could not flee because of their lack of mobility (PwD, elders) or the lack of means to pay for the transportation. In the so-called “grey zone” (+/- 10km on each side of the line), the remaining population faces extreme difficulties to access basic services since the state authorities withdrew from the area. Since July 2015, Handicap International has been implementing its activities in Eastern Ukraine to address some of the most urgent needs, currently focusing on two main aspects: 1. ‘Specific needs’: Vulnerable persons including people suffering from injuries and disability have urgent specific needs and local institutions and charitable organizations have difficulties to cope with the decreased capacity and increased influx of people. In this regard, HI wants to support individuals and health facilities in being better able to cope and address the specific needs. 2. ‘Mine risk education’: Considering the increased risk of mine-related incidents, HI is implementing mine risk education activities currently focusing on children and schools. JOB DESCRIPTION: PROJECT IMPLEMENTATION With the support of the coordination team, to Project Manager defines and formalizes project methodologies, organizational chart, work-plan and monitoring plan. The Project Officer Home-based Rehabilitation (HBR) implements the activities in order to achieve the expected results and follows up qualitative and quantitative indicators (working closely with a database officer). He/she constantly suggests operational inputs in order to adjust the project methodologies to ensure its relevancy and stay in line with the evolving context. TECHNICAL SUPPORT  Ensuring the provision of continuous technical support to the physiotherapists through direct provision of both formal and on the job trainings in his/her field of expertise, with the support of the PO Capacity Building/Rehab Trainer  Designing technical tools, trainings, leaflets, protocols and other relevant documents and disseminate them among the mission upon prior validation by HQ Technical Advisors  Providing technical support to the logistics department in your field of expertise, ensuring technical validation of rehabilitation related devices; items and equipment (participate in the technical selection of P&O devices/suppliers, mobility aids and other related items, etc.)  Support in recruitment of rehabilitation national staff PROJECT STRATEGY, in close link with the PM  Participating in physical rehabilitation needs assessments for new projects to be developed  Ensuring the technical relevance and quality of HI intervention related to your field of expertise  Ensuring delimitation of the emergency rehabilitation intervention and its relevance in the context  Manage rehabilitation workers teams and organize their day-to-day practice. ADMIN, HR AND LOGISTICS SUPERVISION 1. Team management and internal coordination  With the support of the Project Manager, you recruit and train the project team  You ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed);  You define with each member of your staff his/her action plan – including technical action plan  You are following up the professional evolution of each member of your staff: individual interviews, appraisals…  You ensure conflict resolution within your team and inform your line manager  You propose adaptation to the organisational chart and define job descriptions accordingly in collaboration with your line manager 2. Logistics management  Ensure good coordination with the logistics service  Anticipate the logistics need: supply and services, movements etc. REPORTING  Ensure Collection of proper disaggregated data and activity data for all the HI different project’s components  Provide a situation report (SITREP and PM Box) with relevant data related to your activities (statistic, review monthly objectives, etc.)  Contribute to donor reports with the support of the coordination team. MAIN RESPONSIBILITIES

Under the direct responsibility and support of the Head of Mission, you will be responsible to ensure the mission's financial, logistics, administrative and human resources management and guarantee compliance with the country's legal framework and head office rules.
