JOB CONTEXT

Since the beginning of the war, HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are the following:
• Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population. 
• Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response.
• Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict. 
• Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers. HI also delivers multi-purpose cash assistance to vulnerable conflict-affected populations, to enable them to meet their basic needs. 
• Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.

HI Ukraine Program:
Volume: 8-10M€/year – 155 staff
Donors: ECHO, BHA, CDC, GmFA, GAC, UHF, EHRC
Partners: Ministries of Health, Social Affairs and Reintegration of the Temporarily Occupied Territories. Local organizations, hospitals, collective centers.
Ukraine’s Program is still young, so the main challenge is to structure the program and increase our capacity to implement activities all over the country with a priority to the East part of Ukraine which is the most affected by the conflict. 
The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open and life continues as normal. There is a strict curfew, the hours depend on the region. There have been a few ballistic missile and drone attacks since the beginning of the war on the airport, military and logistical facilities on the outskirts, as well as a few hits on the city centers against administrative and logistical buildings. More recently, the majority of attacks have targeted energy structures, mainly power grid and power plants, which reduces the supply of electricity, water, heating system, and communication networks.
HI has Rehabilitation activities in Dnipro, Lviv and starts new programs in the south.
HI staff is accommodated in guesthouses or in a hotel (depending on the location), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or very easy to reach).
Movements between sites can be made by car (HI drivers) or by train, depending of the region and time.b

YOUR MISSION

Under the line management of the Health Project Manager and in close collaboration with project manager/s, the P&O technical officer’s general objective is to improve the provision of P&O services through strengthening the capacity of existing implementing partners. The specific objective of the position is to provide on the job training to the local P&O staff to ensure provision of quality prosthetic and orthotic services. The P&O officer will also support HI in strengthening the P&O sector through increased collaboration with other relevant actors in the region.

OBJECTIVES OF THE POSITION

• Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter
• Contributes to ensuring HI's technical influence within its perimeter
• Provides technical learning from projects
• Contributes to the animation of its trade sector

JOB DESCRIPTION

The Rehabilitation Field Specialist ensures that the quality and impact of the projects implemented in the country are optimized, through a system of delegation with appropriate control mechanisms.
He/she shares with all other HI managers the responsibility for sound management and good functioning of the overall organization through paradigm shifts.
Your primary responsibilities:

1. Expertise

  • Contributes to sectorial and regional strategies in line with overall strategies.
  • Ensures technical support to projects in accordance with global technical frameworks and standards
  • Contributes to the capitalisation of projects and ensures technical learning from projects within rehabilitation scope.
  • Controls and monitors the technical quality and relevance of HI's rehab activities in Ukraine
  • Contributes to the development of research and innovation projects in the region
  • Contributes to the animation of the professional channel

2. Influence

  • Contributes to the local external prestige and influence of HI's expertise.
  • Represents HI rehabilitation expertise in relevant local networks.

GENERAL INFORMATION  

With a 16M€/year budget and 300staff, the Ukraine’s program is only 2-years old and one of the current goal is to stabilize the structure and operational strategy while increasing our capacity to implement activities in the country. A priority will be given to the East and South East parts of Ukraine which are the most affected by the conflict.  

The security situation remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open and life continues as normal. There is a strict curfew, the hours depend on the region. HI has 3 hubs and the coordination is in Kyiv. HI staff is accommodated in guesthouses, usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or easy to reach). 

Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time.  

 

 

 

YOUR MISSION: Under the supervision of the HQ Emergency Manager, you contribute within Ukraine to the implementation of the mandate and the strategy of Humanity & Inclusion. You main responsibilities are:  

  • You are the legal representative in the country of the overall HI organization internally and externally, and promotes a high reputation and positive image of HI. You Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) in the Programme’s geographical scope 

  • By being the top manager of the Programme organization you set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the different actors in the Programme and with head office colleagues.  

  • You deploy HI’s full mandate and 2025 Strategy, with operational partners, institutions and/or donors, and steers organisational transformation in line with Lean, Shared Services and transformation projects.  

  • You are responsible for fundraising and resource planning: The Operational Strategy includes a fundraising strategy aligned with HI’s ethical principles and the Institutional Funding Development Plan. 

  • With regard to the safeguarding of beneficiaries of HI’s Programmes: respects and ensures respect of institutional policies by the HQ and field staff that you manage 

  • With regard to security management: you ensure compliance with institutional safety & security policy and the application of normative frameworks and standard operating procedures  

  • You ensure compliance with the budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.) 

  • You actively monitor and analyze context developments, in order to identify risks and opportunities.

CHARACTERISTICS OF THE POSITION: 

Road conditions sometimes degraded, weather conditions (ice, snow, rain), important traffic jams due to the movement of populations towards the western borders, and other road use behavior (stress, speed, military convoys). Checkpoints on the main roads, and roadblocks at the entrance to villages by soldiers or defense volunteers. 

- Criminality: Degraded economic situation. Conflict: Front line relatively well identifiable geographically; Lack of mapping (constantly changing situation), possible presence of IEDs/landmines difficult to identify/recognize. 

- Health & living conditions: Particularly anxiety-provoking context due to the volatility of the security situation, weapons used, nuclear risks, illegibility of future scenarios, very regular sirens day and night, significant international media coverage involving high demands (personal and professional) on the team. Heavy workload, lack of sleep. Difficult living conditions – base being set-up (housing, food, privacy).

HI has 2 hubs, one in the East (based in Dnipro) and one in the West (based in Chernivtsi) and the coordination is in Kyiv. We have activities in other cities like Lviv, Vinnyitsia, Kharkiv, Poltava).

YOUR MISSION:

Under the responsibility of the Operations Manager, the Grants Officer contributes within the programme where she/he is based by ensuring timely donor reporting (financial and narrative), coordination and information sharing with field staff in order to get the information on time and support to proposal writing and grants management.

Mission 1 : Contribute to the quality of project design and reporting

  • Support with the development of quality project proposals in compliance with donor regulations and internal technical processes, in collaboration with the Project managers, Project Development Specialist, Operations Manager, Area Managers and Finance/HR/Logistics departments ;
  • Coordinate the project reporting phases, by drawing up retro-plannings for each report and contributing to the smooth coordination between all key actors and shared services ;
  • Ensure compilation of narrative versions for selected regional and consortium projects ;
  • Coordinate the drafting of grants modifications;
  • Proofread reports to ensure quality control and compliance with donor requirements and procedures;
  • Ensure that concept notes, project proposals and narrative reports are submitted on time and in accordance with donor procedures;
  • Regularly update grants information & donors’ relations on the Customer Relationship Management (CRM) platform (currently under development).

Mission 2 : Donor Compliance

  • Support the team on contractual issues and link with headquarters / partners: contracting process with partners and questions on donor rules, in line with HQ compliance and risk unit and IPOs (if relevant)
  • Organize Grant Opening and Grant Closing Meetings for all relevant staff members / departments to ensure coherence in the understanding of the grant design across departments and bases, as well as to promote sharing of achievements and lessons learned
  • Ensure regular communication and coordination with relevant IPSO and IPOs in NAs, O2, Operations and Compliance and risk manager at HQ level for all updates on donor rules, regulations and strategies or possible fraud cases or violations to donor guidelines that occurred.
  • Responsible under the PD management to manage any dispute with donor on the grants followed, to mobilized HQ unit concerned (Financial controller, Institutional funding compliance & risks Manager, IPO, O2)

Mission 3 : Capacity building in reporting and project design

  • Organize training and support capacity building for all field staff members of the organization and to HI partners’ staff on program development and reporting, as well as on HI’s program specific documentation
  • Facilitate the knowledge of field staff of the DFI Hinside spaces
  • Regularly visit field offices in order to work directly with program staff on the project implementation and to maintain an in-depth understanding of HI’s program activities and operations context
  • Raise compliance issues proactively with program staff and head of departments - Archive document donor feed-backs and adapt reporting accordingly

Mission 4: Assist the team in institutional communication and donor relations

  • Support in the development of internal and external communication materials (sitreps, factsheets, etc.) - Propose internal information channels and tools
  • Structure and share information for dissemination to the HQ, partners, coordination forums (newsletters, presentations, videos…)
  • Support the Project Development Specialist in the analysis of the changes in donor strategies followed by the program (funding strategies, funding areas, positioning notes, etc.). List all funding partners (institutional or private) in the country
  • Support the Technical Unit Manager in the organization of field visits and accompany field visits when necessary

CHARACTERISTICS OF THE POSITION:

The security in KYIV City and the surroundings area of intervention remain relatively stable, indeed a large amount of air alarm tend to disrupt work and out of activities. Currently all HI expat are living in a Hotel located in the city center (10 min walk from office) that is equipped with proper amenities (no or few electricity or water cuts, restaurant/coffee next door and underground shelter), while HI is looking for appropriate shared guesthouses. Kyiv is a large Humanitarian hub for the East with numerous international organizations are located there and social life (restaurant, café) is possible in respect of curfew (00:00 to 05:00), most of qualitative goods and international food is available with several malls and a lot of different restaurants that remain at walking distance from the Hotel and office. Communication (phone, mobile data, and internet) is working well.

General context of the project

The war broke out in Ukraine in February 2022. Since then, millions of people have fled to the neighboring countries, raising a big concern on how to manage such an immense flux of people. Shortly after the outbreak of the conflict INTERSOS set up its emergency response from Ukraine in April 2022. Currently the team in Ukraine is operating across two main operational hubs for East and South. All INTERSOS interventions are embedded in a programmatic approach to respond to the multisectoral needs of the conflict affected population, focusing on Protection, Health and NFIs response serving internally displaced persons (IDPs), their host communities in areas of displacement, and emergency humanitarian assistance in frontline and newly accessible areas. The project portfolio in Ukraine is supported by several donors and in line with its localisation strategy, INTERSOS works with different local partners across all oblasts of intervention.

General purpose of the position

Define and implement HR strategy according to the Mission’s objectives and INTERSOS human resources vision and values. Ensure the HR capacity required and facilitating learning & development actions at mission level, to ensure the adequate structure and skills are in place to meet the mission goal.

Supervise the aspects of the National Staff’s management, the definition of policies and strategies and the development in order to build up the career strategy and possibilities of expatriation.

Work in close collaboration with the mission HR Manager ensuring that INTERSOS act a responsible employer in the mission, supporting the proper management of HR across the board and accountable of ensuring proper HR administration processes, compliance with HR policies and local labour law for International and National Staffs.

Main responsibilities and tasks

Strategy

  • Lead the designing and implementation of the HR strategy to meet mission’s programmatic needs and support the designing of the country strategy plan/cost recovery
  • In coordination with the relevant departments, lead the designing of the Mission structure, organigram and management lines, in accordance with Intersos standard organigram
  • Is accountable to develop and update HR policies, processes and systems to support the achievement of the mission’s goals and to ensure the missions with the capacities and competencies needed, in the short, mid and long term (recruitment, remuneration, management and learning development plans
  • Ensure standard HR processes throughout the country offices and lead the development of HR procedures
  • Guarantee support to the line managers and staffs for any change of local legal requirements and regulations
  • Contribute to the development of the budget for project proposals to ensure consistency and finance compliance
  • Liaise with INGOs, local stakeholders for HR dossiers

HR policies, procedures and reporting

  • Formulate, maintain and update human resource management policies for the mission and ensure that standard HR processes are implemented across country offices
  • Is responsible for the design, update and implementation of the salary grid in line with the standard Function Grid. Update it on regular basis with the support of the Area HR Coordinator
  • Lead the HR team to ensure the implementation of a regular on-boarding process for National Staffs (personnel documents, archive, induction, orientation, etc.)
  • Ensure that all contracts (i.e. employment, service, secondment and consultancies) adequately comply with INTERSOS policies, national laws and donors requirements
  • Guarantee that personnel archive is kept in order and updated
  • Reports on HR indicators to Country management team and managers in order to feed decision making, planning and fine tuning of mission’s and project’s strategies
  • Accountable to provide the auditor’s requests for HR dossiers for National Staff.

Recruitment

  • Is accountable to ensure a punctual, smooth and regular recruitment process, according to the Recruitment Policy and local Labour Law
  • Supervise the HR team to ensure the identification of best local recruitment channels according to the needs, access and objectives of the mission and define the recruitment strategy based on the analysis of the local labour market with the objective of recruiting professionals and people with potentials to develop within the mission
  • Ensure a good knowledge of the labour market (profiles available, qualifications, peculiarities of the context, etc.)

Management of National Staffs

  • In collaboration with Country director, ensuring behavioral misconduct of National Staff are adressed and relevant measures taken in accordance with Intersos policies, Humanitarian principles and local labor lawis in charge of managing disciplinary measures . Liaise with the Area HR Coordinator for behavioural misconduct of International Staff
  • Lead the HR team in ensuring support to coordinators/supervisors/activity managers in the performance management process (IRP) and guarantee that National Staffs are properly and regularly evaluated
  • Provide advisory support to line managers and SMT on all HR aspects·(team management, conflict management, stress early detection, communication, meetings…)
  • Support the creation and maintenance of a positive work environment and facilitate the resolution of conflicts among staffs looking for a viable solution in case a direct intervention is not possible
  • Make sure that cases linked to behavioral issues are prevented, detected and managed. Monitor and foster the duty of care and promote initiatives for staffs well-being
  • Is accountable for the compensation and benefits policy for National Staffs ensuring regular benchmark with other INGOs and actors in the country
  • Is responsible to ensure that the payroll process is regular, punctual and in line with national law
  • Provide support and technical supervision of the HR team and coach and mentor them

Learning and development

  • Plan and conduct internal HR workshops and trainings for national staffs according to organisational needs
  • Support the Personnel Development Coordinator (PDC) in rolling-out the Learning and Development policy for International and National Staffs
  • Lead the HR team in monitoring and proposing learning opportunities and ensure a proper track of trainings attended

Management of International Staffs

  • Support the Area HRCO and HoM in disseminating HR policies for International Staffs
  • Ensure that International Staffs receive regular and continuous support from HR Coordinator through regular one to one meetings
  • Ensure that all International Staffs participate in the Internal Review Performance process and provide support in case of need
  • Ensure that International Staffs receive adequate support on HR administrative matters (leaves, SSCC, work permit, timesheet, IRP, Tax payment)
  • In collaboration with Area HR Coordinator ensure proper end of assignment, debriefing and capitalization of experiences
  • Under the supervision of the HoM and Area HR Coordinator contribute to the prevention, detection and management of international staff’s misconduct
  • In collaboration with the liaison team provide support to International Staffs for the issue of VISA, work and residence permits ensuring the respect of national law

Representation

  • In collaboration with the legal advisor is responsible to liaise with national and legal authorities on HR matters
  • Participate in HR fora and working groups

Accountability and safeguarding

  • In collaboration with the Area HR Coordinator is responsible for the safeguarding of the staffs implementing measures to protect the healthwell-being and human rights of individuals
  • Ensure that the management of the staffs is in line with PSEA, CP Policies, Conflict of Interests and Internal Regulation and INTERSOS standard
  • Support the Internal Audit and PSEA Referent for any investigation that may occur in the mission
  • Liaise and follow-up with MEAL department for any HR complaint
  • Accountable that duty of care obligations are met for both International and National staff

JOB CONTEXT:

Since the beginning of the war, HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are :

  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population.
  • Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response.
  • Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict.
  • Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers. 
  • Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.

HI has 2 hubs, one in the East (based in Dnipro) and one in the West (based in Chernivtsi) and the coordination is in Kyiv. We have activities in other cities like Lviv, Vinnyitsia, Kharkiv, Poltava).

YOUR MISSION:

Reporting to HI Ukraine Country Director, the operations manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. S/he ensures optimal quality and the impact of the projects implemented in his/her area by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, s/he shares responsibility for the sound management and effective functioning of the global organisation through paradigm changes. The operations manager manages a team of project managers in his/her country.

As an operations manager, your missions are the following:

Mission 1: Management

  • Understand the strategy, make it explicit, translate it into operational objectives for your team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice, as well as innovation and risk-taking.
  • Organise the operational management of your team, structuring the work around identified processes, steering performance and facilitating the resolution of problems.
  • Contribute to the development of your staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

Mission 2: Strategy and Steering

  • Size and plan necessary resources, recruit the project managers (ensuring a fit between skills and the projects’ challenges and ambitions), developing and monitoring their skills development plan, in connection with the corresponding jobs and with HR.
  • Where relevant, develop regular contact with current and potential donors at field level and liaise with their line manager to check coherence with institutional programming and fundraising strategy.
  • Within the operational framework defined in the StratOp, identify and transform funding opportunities in the area of assignment. Undertake (or contribute to) the design and drafting of new projects, and institutional fundraising for major multi-country projects, based on the decisions taken by the Authority regarding the opportunities.
  • In conjunction with the Technical Unit, identify, develop, and ensure the management and progression of local partnerships and/or consortia with CSOs, NGOs, institutions, companies; on technical priorities or important topics in the area and going beyond the project timeframe.

Mission 3: Operational Implementation

Responsibility 1: Ensure the sound management and monitoring of projects under his/her responsibility

  • Ensure the sound management and monitoring of projects under his/her responsibility by ensuring that HI’s quality standards are applied in the projects, ensuring compliance with project donors’ rules and contractual commitments.
  • In relation with the concerned departments, deploy all appropriate tools to enable projects monitoring
  • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table
  • Facilitate audits (operational, financial and organisational), and ensure that their recommendations are implemented in their area of responsibility.

Responsibility 2: Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant

  • In conjunction with the line manager, implement analysis and monitoring of risks & opportunities related to HI’s presence and activities; implement risk mitigation actions at his/her level; and ensure the implementation of a humanitarian watch and (when decided by the Regional Director) of an emergency preparedness plan in the area

Responsibility 3: Contribute to HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organization (events, media) in his/her area of responsibility.

  • May represent HI to the local, national, traditional, authorities and bodies; and international organisations and humanitarian mechanisms and coordination bodies.
  • As part of his/her role, convey HI’s global advocacy messages to all the relevant external partners.

Responsibility 4: Coordinate the teams in his/her area

  • Facilitate coordination meetings between his/her direct team of project managers and the support services located in the area when necessary.
  • Follow up teams in his/her area in conjunction with their direct managers.
  • Ensure that project managers and the support teams (shared and technical services, in particular) work well together in order to facilitate project implementation in the country; conduct regular project reviews with the project managers and relevant departments.

CHARACTERISTICS OF THE POSITION:

The security in KYIV City and the surroundings area of intervention remain relatively stable, indeed a large amount of air alarm tend to disrupt work and out of activities. Currently all HI expat are living in a Hotel located in the city center (10 min walk from office) that is equipped with proper amenities (no or few electricity or water cuts, restaurant/coffee next door and underground shelter), while HI is looking for appropriate shared guesthouses. Kyiv is a large Humanitarian hub for the East with numerous international organizations are located there and social life (restaurant, café) is possible in respect of curfew (00:00 to 05:00), most of qualitative goods and international food is available with several malls and a lot of different restaurants that remain at walking distance from the Hotel and office. Communication (phone, mobile data, and internet) is working well. Currently, HI has 12 international staff in Dnipro.

The Head of Programme is responsible for the overall programme strategy across the country and for providing technical input to the team within the different sectors.

S/he is also responsible for developing policies, processes and standards within the respective area of responsibility. S/he will enable and oversee the monitoring and evaluation of the activities across the country and s/he is finally responsible for the development of the portfolio, ensuring consistent donors reporting, internal and external representation. Ultimately, s/he will be active in high level and strategic decision-making, collaborating closely with the Country Director and the Senior Management team.

Strategy and vision

  • Together with the Country Director and the Senior Management team, contribute to the development and update of the country strategy, within INTERSOS overall global strategic plan, values and principles
  • Work as part of the Senior Management Team to share ideas and programme recommendations, supporting and implementing continuous improvement on activities, processes and procedures to optimise results and improve quality of delivery in line with quality standards

General context of the project

The war broke out in Ukraine in February 2022. Since then, millions of people have fled to the neighboring countries, raising a big concern on how to manage such an immense flux of people. Shortly after the outbreak of the conflict INTERSOS set up its emergency response from Ukraine in April 2022. Currently the team in Ukraine is operating across two main operational hubs for East and South. All INTERSOS interventions are embedded in a programmatic approach to respond to the multisectoral needs of the conflict affected population, focusing on Protection, Health and NFIs response serving internally displaced persons (IDPs), their host communities in areas of displacement, and emergency humanitarian assistance in frontline and newly accessible areas. The project portfolio in Ukraine is supported by several donors and in line with its localisation strategy, INTERSOS works with different local partners across all oblasts of intervention.

General purpose of the position

Define, coordinate and monitor the implementation and management of finance strategies, policies, internal control and all financial administrative in the mission, in line with the context and operational challenges and INTERSOS protocols, standards and procedures, and with the Regional Finance Coordinator’s directions, in order to provide accurate, transparent, timely and reliable financial information to the organization and third parties on the allocation of resources in the projects.

Main responsibilities and tasks

Strategy and budget

  • As an active member of the Senior Management Team, participate in the definition of the missions’ objectives and strategies planning, implementing and monitoring the financial operational and budget needs, anticipating changes and challenges and planning accordingly, in order to ensure budget is appropriate
  • Define the financial strategy for the mission and the country, assessing and mitigating the financial risks of the mission, and the project economic and financial plan together with the Head of Mission and linking with the Project Managers
  • Provide regular and adequate indicators to monitor the financial position of the mission and provide relevant cost analysis, regularly monitor of expenses vs budget, analyse variances and suggest corrective actions when needed
  • Provide support to the Head of Mission on drafting new projects and budget preparation

Accounting and Treasury

  • Ensure the accounting process is efficient and accurate, foreseeing an adequate level of verification and segregation of duties based on the dimension and the staff of the mission. The accounting database must be compliant with the INTERSOS’ standard accounting practices, reconciled on a monthly basis following the standard internal control mechanisms and enforce an effective monitoring of payment of suppliers, social/tax institutions and staffs salaries
  • Coordinate the efficient management of the treasury including to ensure the smooth running of operations and maintain control on security risks. This includes among other things, definition of minimum levels of cash, cash-flow forecast for projects and NGO, management of local bank accounts, bank/cash reconciliation, transfer of funds to field bases, relations with banks and/or other financial institutions at mission level, identify in advance the financial issues and cash crunch

Compliance

  • Ensure proper implementation and respect of INTERSOS policies and guidelines and compliance with donors procedures, ensuring they are aligned with legal requirements and within the national legal framework, and designing or adapting relevant local policies, procedures and tools for optimized management of the mission's financial resources
  • Sensitize key executive staffs as coordinators, budget holders and relevant management on financial risks and the extent of their financial responsibilities
  • In collaboration with Regional Finance Coordinator manage the funding agreements with donors e.g. coordinating and preparing proposals and financial reports and managing donor contracts
  • Ensure the implementation of a relevant mission organizational set up and a reliable internal control system, in order to meet all financial obligations while keeping financial ethics respected within the mission and making use of the New Accounting Information System, or when not available, using the tools and templates provided by the procedural protocols

Administration and HR

  • Is responsible for mission administrative-accounting documents and all finished project documentation. Submit to the Regional Finance Coordinator and the HQ Finance Director the accounting reports and the supporting official documentation on individual projects and contracts
  • Collaborate with HR department to accomplish the administrative requirements related to staffs related matters
  • Coordinate and oversee the monthly and yearly closing of accounts guarantying that the statement reflects the financial reality of the mission

People management

  • Is responsible for the management, supervision and development of the finance team, including coaching, training, motivating and ensuring their capability, detecting potential conflicts and finding solutions when necessary
  • Participate to the HR processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he is accountable for

Logistics

In collaboration with the Logistics Coordinator ensure the proper execution of goods, works and services procurement processes in conformity with INTERSOS and donors’ guidelines.

YOUR MISSION:

The Rehabilitation Field Specialist ensures that the quality and impact of the projects implemented in the country are optimized, through a system of delegation with appropriate control mechanisms. He/she shares with all other HI managers the responsibility for sound management and good functioning of the overall organization through paradigm shifts.
Your primary responsibilities:
1. Expertise
• Contributes to sectorial and regional strategies in line with overall strategies.
• Ensures technical support to projects in accordance with global technical frameworks and standards
• Contributes to the capitalisation of projects and ensures technical learning from projects within rehabilitation scope.
• Controls and monitors the technical quality and relevance of HI’s rehab activities in Ukraine
• Contributes to the development of research and innovation projects in the region
• Contributes to the animation of the professional channel

General context of the project

On March 3rd 2022, INTERSOS started the first activities in support of the population in transit in Moldova. INTERSOS was initially present at the borders in the south-east of the country with operational headquarters in the capital, Chisinau. We established a mobile clinic to offer primary healthcare for refugees in transit at the border point of Palanca. There, as in the nearby border point of Tudora, INTERSOS carried out protection activities in cooperation with UNHCR including identification of vulnerable people, referrals, direct psychosocial support and information provision on available services. In the following months, INTERSOS established its presence in the Palanca Bus Hub and in the districts of Căușeni and Ștefan Vodă. A protection and medical team began providing primary healthcare, protection monitoring, PSS as well as internal and external referrals for Ukrainian and Third Country Nationals fleeing the conflict. Due to the geographical spread of the displaced population, INTERSOS Moldova soon expanded its activities into the central region of the country, covering the city of Chișinău and the districts of Călărași, Fălești, Hîncești, Strășeni and Ungheni. A special focus has been put on reaching the most vulnerable communities therefore, assessments have been conducted in the northern, central and southern regions of the country. The mobile protection units engaged with local actors and representatives of communities and individuals at risk in order to understand their needs and provide durable solutions. INTERSOS is now engaged in the provision of services for the displaced Roma community in multiple districts.

During 2023, Intersos expanded its activities increasing its teams of Psychologist, Medical Doctors, Nurses, Health Promoters, Case Managers and Cultural Mediators.

General purpose of the position

In collaboration with the HOM, define and coordinate the implementation of the protection strategy of the mission.

Provide technical guidance and advices to protection staffs ensuring the different components of the programme are delivered according to internal guidelines and in line with international standards and principles, in order to achieve mission’s goals effectively, according to INTERSOS vision and values.

Main responsibilities and tasks

Coordination and support:

  • Contribute to design the protection strategy and provide technical support and assistance to the implementation of protection related activities
  • Contextualize and adapt internal and global guidelines, guarantying these are rolled out and known by staffs
  • Ensure cohesion and harmonization of protection activities and services across the different implementation sites within the mission
  • Deliver training and workshops to protection staffs to strength skills on specific protection topics identified
  • Deliver trainings and workshops to non-protection staffs to build skills and knowledge of protection principles and enable them to mainstream protection in different sectors
  • Assess regularly protection needs and gaps of target populations in current and prospective areas of operations, periodically update the protection situation analysis and inform the programme teams accordingly
  • Create opportunities for experience sharing and learning within the protection team in order to strengthen cooperation and collaboration
  • Provide strategic protection analysis and development of periodic trend reports (including aspects of conflict analysis, gender and risk management) from programme experience to improve development, implementation and policy and advocacy activities
  • Ensure that protection data is collected, archived, processed, analysed and disseminated in ethical modalities, in line with internal data protection protocols
  • Undertake regular field monitoring visits and provide support tools to monitor quality of programme implementation
  • Identify opportunities for new protection interventions and support assessments and developments of new project proposals
  • In cooperation with the accountability unit, support the development of complaints mechanisms for beneficiaries and make sure complaints are addressed properly
  • In cooperation with the accountability unit, follow up on the implementation of the Child Protection (CP) and Protection from Sexual Exploitation and Abuse (PSEA) policies

Supervision and Staff Management:

  • Directly supervise, coach and mentor Protection Officer and conduct regular performance reviews (IRP), and define the work plan
  • Review work plans of Protection team and define priorities together with Protection Project Managers
  • Organize ad hoc protection meetings with Protection teams according to Project Managers' needs to share challenges and priorities and develop action plans to address them

Networking and partnerships:

  • Establish and maintain collaborative relations with relevant partners, project stakeholders and other organizations
  • Maintain effective relationships with Protection, GBV and CP clusters and related working groups at national level
  • Ensure that main protection concerns are brought to relevant stakeholders to advocate for the respect of human rights and minimum protection standards
  • Coordinate with other internal departments to guarantee good collaboration
  • Network with Protection Coordinators from other missions to share best practices and resources
