full or part-time to be agreed, for a fixed term of 24 months.
Mission
The Project Officer Moldova / Ukraine of the International Cooperation (CCI) of Caritas Luxembourg under the direction of the Head of International Cooperation, is responsible for ensuring the successful implementation of humanitarian aid projects for vulnerable and/or war-affected people.
Caritas Luxembourg (FCL) has its own office in Ukraine and is looking to strengthen its team. The workplace is in Luxembourg with regular missions to Moldova and Ukraine.
 
Responsibilities and tasks
  1. Actively participate in the professional exchange within the CCI team on CCI strategies/programmes, themes and cross-cutting issues;
  2. Develop, implement and evaluate geographical and partnership strategies, following the CCI and thematic strategies;
  3. Monitor operational and socio-political issues in international cooperation and in the   countries monitored;
  4. Manage international cooperation projects in accordance with all steps, procedures, requirements and responsibilities defined by the CCI processes, including applications and reporting according to donor requirements;
  5. Ensure the effectiveness, efficiency and quality level required in the projects, respecting the applicable internal and donor procedures;
  6. Identify, assess and monitor risks including recommendations in FCL supported projects, inform line management and implement measures to meet/reduce/contain the risk;
  7. Maintain a continuous, respectful and effective dialogue with partner organisations in the field and ensure the partner's institutional strengthening needs are met;
  8. Take initiatives to explore funding and fundraising opportunities with institutions for the sustainability and diversification of available funds for projects with the coordinator and ensure the formulation of requests;
  9. Be the reference person for the Head of Department for all matters related to projects/programmes and provide them with the necessary information;
  10. Liaise closely with the Finance Manager and the Financial Officers for the proper financial management of the projects;
  11. Collaborate with the CCI Secretariat for the proper administrative management by the CCI department;
  12. If necessary, train the assistants and volunteers in the execution of certain types of tasks to be delegated to them;
  13. Represent FCL in national and international meetings related to its mission with donors and within the Caritas network for the countries and projects followed;
  14. Ensure that the FCL brand is maintained in a good light. In addition to these tasks, the incumbent may be responsible for the management of one or more field offices, involving:
    a)  representing FCL in the office as manager and monitoring the head of mission in the execution of their tasks;
    b)  ensure the implementation and monitoring of the office's quality and performance standards
    c) reporting promptly to the Head of the CCI Department any risks related to the proper functioning, achievement of objectives and ethical (charters), legal, regulatory and contractual compliance
    d) Manage the human resources of the office and, where appropriate, also of the consultants in Luxembourg in accordance with the personnel management procedures in force within the FCL.

MdM-Spain has the lead for global MdM repsonse in Ukraine and they cover Kiev and surroundings, Donbass, Kharkiv, Zaporidja. MdM-Germnay covers Dnipro and Vinitsia. MdM France will cover the Southern part of Ukraine.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator and in collaboration with the health advisor based at HQ, you are in charge of designing, planning, implementing, adapting and monitoring health activities. You directly manage the medical team. 

Your main responsibilities are the following: 

  • Participate in the definition of the country strategy led by the general coordinator and drive the medical and technical aspects in the development of this strategy 
  • Design, plan, implement, adapt and monitor the programme’s health activities
  • Ensure the quality and relevance of health activities, supervise the collection and analysis of medical data
  • Recruit, manage, train and motivate the medical team
  • Ensure the management of pharmaceutical products
  • Carry out health needs assessments and evaluations of medical partners
  • Cooperate with the administration team regarding budgeting and supervise the medical purchase process
  • Represent MdM with authorities, partners and other NGOs on health issues
  • Participate in the writing of proposals and reports

As Accounts Payable Assistant, your role will complement the overall payment flow of the response in either Ukraine, Moldova, Poland, or Romania with a focus on timely payment to suppliers and partners and bookkeeping. You will have specific responsibility for the purchase ledger and undertaking the processing and payment of all supplier invoices, partners payment and expense claims. 

 

You'll be responsible for the day to day operation of the Purchase Ledger systems (including local currency and €) for the Plan Country office, which will include the following tasks: 

  • Check invoices - including coding, authorisation and required backup, ensuring that all submitted to Purchase Ledger comply with Plan’s finance procedures

  • Liaising with external suppliers regarding queries both in writing and on the telephone

  • Ensure strategic management of MHPSS program component in Ukraine
  • Ensure supervision of the MHPSS teams for monitoring the quality of delivered services

  • Train, support and provide guidelines and tools to relevant staff for approach of both refugees and volunteers/medical staff working with refugees

  • Create detailed maps of the intervention areas with security specifications

Description

HI is engaged in supporting the Ukrainian population affected by the war: since February 28, two teams left for Ukraine and the neighboring countries to analyze the context, the security, and the needs.

To date, HI continues the implementation of its program in two countries, Ukraine and Moldova, with more than 20 expatriates and more than 50 employees recruited on the spot.

More than any other, HI ensures that humanitarian actions are inclusive, allowing the most vulnerable populations (people with disabilities, elderly, sick, injured) to have access to the help they need.  With a focus on physical rehabilitation, psychosocial support, shelter, access to food, water, and sanitation, explosive remnants of war risk education, and advocacy.

With its Atlas Logistics Unit, HI also ensures the delivery of humanitarian aid in hard-to-reach areas in the East for all NGOs in need thanks to its shared transport and storage activities. For more information, visit our website HERE 

 

Health

In response to critical health needs exacerbated by damage to health infrastructure, movement bans due to ongoing conflict, and targeting health facilities in certain areas, HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS for conflict-affected vulnerable populations ( including the injured) while strengthening the capacity of existing health structures.

Dnipro

The security situation in Dnepropetrovsk remains strong. Markets, restaurants, and cafes are open and life remains normal. From 22:00 to 6:00, there is a strict curfew as in the whole of Ukraine. In the last two months, there have been several ballistic missile attacks on the airport and military and logistics facilities on the periphery, but no impact on the city center. The nearest front line is 130 km away, completely out of reach of artillery or ground attacks. Hi, the staff in Dnepropetrovsk is currently sleeping in each room at the hotel. We opened an office a few minutes from the hotel. Within walking distance are at least 20/30 restaurants and cafes with a variety of quality dining styles, as well as a large public park and shopping center.

Primary responsibilities

The P&O Technical Officer contributes to the implementation of the mandate and strategy in his/her home country. He also contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his/her home country. Context of the position in Ukraine

HI response to the conflict and its regional impact and his re-opening a two-country program covering Ukraine and Moldova. In Ukraine, HI aims at intervening in the West and East of the country, adapting modalities of intervention to the various and diverging contexts of implementation. 

The main objectives will be to assess more deeply the current context & environment, identify potential operational partners, meet with key relevant stakeholders on the ground and asses the overall needs of the population, and requirement to start operations.

HI is therefore preparing to be able to deploy quickly a large-scale multi sectoral humanitarian response. Aligning itself with the priorities of the Ukraine Flash Appeal HI pillars of interventions are the following: 

  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population. 
  • Protection: HI will conduct a multi-pronged approach to Explosive Ordnance (EO) risk education and will foster a disability- inclusive humanitarian response.  
  • Basic needs  
  • Humanitarian-to-humanitarian logistics 
  • Inclusion: According to our mandate and given the serious concerns encountered by persons with disabilities, HI promotes a disability inclusive response and works closely with representative organizations while addressing these concerns.  

 

The budget for the mission in Ukraine (with an associated program in Moldova) amounts to 9M euros in 2022. The main donors are ADH, MAE, 12/12 and ECHO.

The targeted size of the mission is 30 international employees and 200 national staff.

The bases are located in Chernivtsi, Vinnitsa, Dnipro. The coordination for the moment in Chernivtsi. The target audience are refugees, especially those in a situation of vulnerability and/or disability. Interventions are in the west for the displaced and in the east for the displaced and the local population. HI is also intervening in hospitals in Lviv and Uzghoro.

 

Your main responsabilities :

Under the responsibility of the Program Manager, you will strategize, supervise the quality and coordinate the design, implementation and monitoring of HI’s inclusive humanitarian action activities and project results in close collaboration and partnership with networks and organizations of persons with disabilities.

 

Mission 1.  Expertise:  Contributes to the regional strategies in line with the global strategies by providing sectorial technical input

  • Ensures technical support to projects in line with the global technical frameworks and standards in your sectorial scope (Create context specific guidance on inclusive humanitarian action, ensures adequate support enhancing an inclusive response by sharing guidance, conducting awareness rising, support partner organizations and HI teams in identifying and removing barriers to services/centers);
  • Ensures technical learning from projects (develop recommendations and tools ensures the control & monitoring of the technical quality set a frame for quality control, using the IASC guidelines, ensure regular technical quality control of projects, monitor the implementation of audit recommendations); 
  • Ensures compliance of the technical proposition with nexus stakes (emergency preparedness, response and recovery); 
  • Contributes to the development of research and innovation projects in the region when relevant, in your sectorial scope; 
  • Contributes to the capacity development of the local team (recruitment, animate a local talent pool in your sectorial scope.

 

Mission 2. Influence: contribute to the local external prestige and influence of HI’s expertise in his sectorial scope  

  • Actively participate and raise awareness in the Disability Working Group; the AAP working group and the protection working group on inclusive humanitarian action;  
  • Contribute to advocacy on specific themes in line with the national advocacy priorities;  
  • Contribute to communication messages locally in line with the national communication priorities.

 

Mission 3. Business development: ensure the development of major opportunities or new projects in the region under his sectorial scope  

  • Contributes to the context analysis in his sectorial scope;  
  •  Contributes to the design and writing of new projects in the region and when asked in other countries within the geographic division;  
  • Identify & transform major opportunities in the region under his scope;

In Moldova, with the rapid increase in refugee arrivals, the authorities are stretched to respond and have limited capacities for inclusive action and have requested urgent support, including on: MHPSS assistance, social assistance mechanisms and the targeting of assistance (probably via cash transfers), protection, including GBV monitoring and referral.

HI is newly registered in the country.

The target organization chart for this emergency mission is aimed at 30 national staff for 4/5 expatriates).

The teams operate at the border with Ukraine in the Odessa/Nikolaev mission.

 

Your main responsabilities :

Under the responsibility of the country manager, and in close collaboration with the Inclusive Humanitarian Action specialist and partnership with networks and organizations of persons with disabilities. You will coordinate the design, implementation and monitoring of HI’s inclusive humanitarian action activities and project results.

 

Mission 1. Ensure a benevolent HR management

  • Embody HI values on a daily basis and be a role model.

  • Encourage inter and intra departmental exchanges of practice.

  • Contribute to define and implement the programme or country operational strategy, aligned with the Refugee Response Plan for Ukraine and protection strategies for Moldova in close

link with organizations of persons with disabilities (StratOp);

  • Contribute to the drafting of new proposals for new opportunities, if necessary.

Mission 3. Ensure the operational implementation of the project

  • Ensure the implementation of the project is in line with the logical framework and allocated budget;
  • Ensure that project implementation complies with the existing frameworks;

Mission 4: Emergency Preparedness and Response

  • In coordination with the Disability Working Group in Moldova, and the alliance of OPDS, raise awareness among humanitarian actors and build capacity of key stakeholders on disability inclusion
  • Update mapping of relevant OPDs active in humanitarian response and support further assessment in order to nourish HI’s inclusive humanitarian action strategy and reaching out to persons with disabilities in our health, protection and basic needs programs;
  • Create context specific guidance on inclusive humanitarian action, based on international guidelines, identified gaps in the response and context specific barriers faced by persons with disabilities;
  • Support HI teams in enhancing an inclusive response by sharing guidance, conducting awareness rising or hands-on coaching and technical advisory activities;
  • Support partner organizations and HI teams in identifying and removing barriers to services/centers and protection mechanisms, in particular for blue dots, refugee accommodation centers, rehabilitation centers and health facilities;
  • Support HI to design and implement disability inclusive interventions, including through supporting the mobile teams and mechanisms for orientation, referral and inter-agency coordination;
  • Actively participate and raise awareness in the Disability Working Group; the AAP working group and the protection working group on inclusive humanitarian action;
  • Develop recommendations and tools set to support HI teams in reaching out to, engaging with, ensuring confidentiality and safety of persons with disabilities;
  • Explore new sources and opportunities to further develop disability inclusion portfolio in the response.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. JOB CONTEXT: In March 2014, anti-government protests in Ukraine led to the removal of a Kremlin-friendly leader from power, and Russia invaded and annexed the Crimean Peninsula. A month later, pro-Russian separatists backed by Russia began capturing territory from the Donetsk and Luhansk Oblasts (the Donbass region). In 2015, the peace Minsk agreement was signed, however never fully implemented and the fighting has transformed into a trench war over the past eight years. After having built up significant military forces on Ukraine’s borders in 2021, and after having recognized the independence of Russian-backed self-declared republics of Donetsk and Luhansk in eastern Ukraine, Russia launched on the 24 February a large-scale Russian invasion of Ukraine by air, land and sea targeting several regions and key cities including Kyiv. Heavy fighting and shelling continue across several towns and cities in Ukraine, with increasing human cost and humanitarian consequence. Most of these casualties were caused by the use of explosive weapons with a wide impact area. Reports of civilians trapped in towns and cities under shelling continue. Inside Ukraine, severe essential health supplies, fuel and cash shortages are reported, with heightened insecurity affecting access to basic services. Population movement remains fluid and according to latest figures by UNHCR, close to 900,000 people have now fled Ukraine to neighboring countries, while over 100,000 have so far been internally displaced. Real figures are considerably higher as corroboration is ongoing, albeit with delays and security challenges. HI response to the conflict and its regional impact HI has deployed two teams in the region, with one team deploying to Ukraine and a second team leading an assessment in neighbouring countries receiving refugees. General context of the project
The war broke out in Ukraine in march 2022.
Since then millions of people have fled to the neighbouring countries raising a big concern on how to manage such an immense flux of people. In order to support the refugees, INTERSOS is setting up an emergency response operation in Moldova.

General purpose of the position
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, INTERSOS strategy, values and universal hygiene standards in order to improve the patients/beneficiaries health conditions

Main responsibilities and tasks

  • Apply medical knowledge and skills to diagnose and prevent. Carry out inpatient and outpatient consultations, prescribing the necessary treatment respecting protocols
  • Keep the patient and/or his family informed about the illness and provide appropriate explanations about the treatment to follow, checking has been understood
  • Check and control the rational distribution of medicines and equipment under his responsibility and take care of the quality, disinfection and sterilization of the medical materials. Ensure general compliance with standing hygiene standards. Is in charge of weekly/monthly consumption analysis and medical orders
  • Participate in the collection, transmission and analysis of epidemiological data, checking its quality and informing the line manager about any problem or complication of the patient's illness, medical error
  • Monitor the proper functioning of the department, equipment or material
  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care
  • Act as team leader of the medical team under his direct responsibility according to INTERSOS policies and procedures.
