Context of the position in Moldova

HI response to the conflict and its regional impact and his re-opening a two-country program covering Ukraine and Moldova. In Ukraine, HI aims at intervening in the West and East of the country, adapting modalities of intervention to the various and diverging contexts of implementation. 

The main objectives will be to assess more deeply the current context & environment, identify potential operational partners, meet with key relevant stakeholders on the ground and asses the overall needs of the population, and requirement to start operations.

HI is therefore preparing to be able to deploy quickly a large-scale multi sectoral humanitarian response. Aligning itself with the priorities of the Ukraine Flash Appeal HI pillars of interventions are the following: 

  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population. 
  • Protection: HI will conduct a multi-pronged approach to Explosive Ordnance (EO) risk education and will foster a disability- inclusive humanitarian response.  
  • Basic needs  
  • Humanitarian-to-humanitarian logistics 
  • Inclusion: According to our mandate and given the serious concerns encountered by persons with disabilities, HI promotes a disability inclusive response and works closely with representative organizations while addressing these concerns.  

 

In Moldova, with the rapid increase in refugee arrivals, the authorities are stretched to respond and have limited capacities for inclusive action and have requested urgent support, including on: MHPSS assistance, social assistance mechanisms and the targeting of assistance (probably via cash transfers), protection, including GBV monitoring and referral.

HI is newly registered in the country.

The target organization chart for this emergency mission is aimed at 30 national staff for 4/5 expatriates).

 

The budget for the mission in Ukraine (with an associated program in Moldova) amounts to 9M euros in 2022. The main donors are ADH,12/12 and JOA.

The teams operate at the border with Ukraine in the Odessa/Nikolaev mission.

 

Your main responsabilities :

Under the responsibility of the country manager, and in close collaboration with the Inclusive Humanitarian Action specialist and partnership with networks and organizations of persons with disabilities. You will coordinate the design, implementation and monitoring of HI’s inclusive humanitarian action activities and project results.

 

Mission 1. Ensure a benevolent HR management

  • Embody HI values on a daily basis and be a role model.
  • Translate the strategy into operational objectives for his or her team, lead the necessary changes.
  • Encourage inter and intra departmental exchanges of practice.
  • Organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • Contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI.
  • Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

 

Mission 2. Strategy and steering: contribute to the development of the programme’s operational strategy

  • Support the ongoing analysis of barriers and risks for persons with disabilities, including the

capacities of organizations and networks of persons with disabilities;

  • Contribute to define and implement the programme or country operational strategy, aligned with the Refugee Response Plan for Ukraine and protection strategies for Moldova in close

link with organizations of persons with disabilities (StratOp);

  • Contribute to the drafting of new proposals for new opportunities, if necessary.

Mission 3. Ensure the operational implementation of the project

  • Ensure the implementation of the project is in line with the logical framework and allocated budget;
  • Ensure that project implementation complies with the existing frameworks;
  • Ensure project monitoring, evaluation, accountability and learning;
  • Ensure project data management.
  • Coordinate the teams and partners involved in the project and facilitate collaboration with other HI teams;
  • Contribute to external project communication.

Mission 4: Emergency Preparedness and Response

  • In coordination with the Disability Working Group in Moldova, and the alliance of OPDS, raise awareness among humanitarian actors and build capacity of key stakeholders on disability inclusion
  • Update mapping of relevant OPDs active in humanitarian response and support further assessment in order to nourish HI’s inclusive humanitarian action strategy and reaching out to persons with disabilities in our health, protection and basic needs programs;
  • Create context specific guidance on inclusive humanitarian action, based on international guidelines, identified gaps in the response and context specific barriers faced by persons with disabilities;
  • Support HI teams in enhancing an inclusive response by sharing guidance, conducting awareness rising or hands-on coaching and technical advisory activities;
  • Support partner organizations and HI teams in identifying and removing barriers to services/centers and protection mechanisms, in particular for blue dots, refugee accommodation centers, rehabilitation centers and health facilities;
  • Support HI to design and implement disability inclusive interventions, including through supporting the mobile teams and mechanisms for orientation, referral and inter-agency coordination;
  • Actively participate and raise awareness in the Disability Working Group; the AAP working group and the protection working group on inclusive humanitarian action;
  • Develop recommendations and tools set to support HI teams in reaching out to, engaging with, ensuring confidentiality and safety of persons with disabilities;
  • Explore new sources and opportunities to further develop disability inclusion portfolio in the response.

We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. JOB CONTEXT: In March 2014, anti-government protests in Ukraine led to the removal of a Kremlin-friendly leader from power, and Russia invaded and annexed the Crimean Peninsula. A month later, pro-Russian separatists backed by Russia began capturing territory from the Donetsk and Luhansk Oblasts (the Donbass region). In 2015, the peace Minsk agreement was signed, however never fully implemented and the fighting has transformed into a trench war over the past eight years. After having built up significant military forces on Ukraine’s borders in 2021, and after having recognized the independence of Russian-backed self-declared republics of Donetsk and Luhansk in eastern Ukraine, Russia launched on the 24 February a large-scale Russian invasion of Ukraine by air, land and sea targeting several regions and key cities including Kyiv. Heavy fighting and shelling continue across several towns and cities in Ukraine, with increasing human cost and humanitarian consequence. Most of these casualties were caused by the use of explosive weapons with a wide impact area. Reports of civilians trapped in towns and cities under shelling continue. Inside Ukraine, severe essential health supplies, fuel and cash shortages are reported, with heightened insecurity affecting access to basic services. Population movement remains fluid and according to latest figures by UNHCR, close to 900,000 people have now fled Ukraine to neighboring countries, while over 100,000 have so far been internally displaced. Real figures are considerably higher as corroboration is ongoing, albeit with delays and security challenges. HI response to the conflict and its regional impact HI has deployed two teams in the region, with one team deploying to Ukraine and a second team leading an assessment in neighbouring countries receiving refugees. The main objectives will be to assess more deeply the current context & environment, identify potential operational partners, meet with key relevant stakeholders on the ground and asses the overall needs of the population, and requirement to start operations. YOUR MISSION: Under the responsibility of the Country Manager and in collaboration with the Operations Manager and HQ Rehabilitation Technical Referent, the Rehabilitation Technical Specialist: - is responsible for the technical support and regular follow-up of the rehabilitation activities (direct service provision as well as health system strengthening activities); - oversees the development and adaptation of technical material aiming to build the capacity of the National Physiotherapists (PTs) through face to face or remote trainings and coaching; - supports the mission to develop its strategy within Libya especially regarding the rehabilitation and related protection sectors of intervention. 1. General context of the project
The war broke out in Ukraine in march 2022.
Since then millions of people have fled to the neighbouring countries raising a big concern on how to manage such an immense flux of people. In order to support the refugees, INTERSOS is setting up an emergency response operation in Moldova.

General purpose of the position
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, INTERSOS strategy, values and universal hygiene standards in order to improve the patients/beneficiaries health conditions

Main responsibilities and tasks

  • Apply medical knowledge and skills to diagnose and prevent. Carry out inpatient and outpatient consultations, prescribing the necessary treatment respecting protocols
  • Keep the patient and/or his family informed about the illness and provide appropriate explanations about the treatment to follow, checking has been understood
  • Check and control the rational distribution of medicines and equipment under his responsibility and take care of the quality, disinfection and sterilization of the medical materials. Ensure general compliance with standing hygiene standards. Is in charge of weekly/monthly consumption analysis and medical orders
  • Participate in the collection, transmission and analysis of epidemiological data, checking its quality and informing the line manager about any problem or complication of the patient's illness, medical error
  • Monitor the proper functioning of the department, equipment or material
  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care
  • Act as team leader of the medical team under his direct responsibility according to INTERSOS policies and procedures. Organize and schedule shift and rotations, supervise the team performance and the quality of the medical project activities and inform the line manager about any relevant problem within the team under his supervision

JOB CONTEXT:

HI is re-opening a two-country program covering Ukraine and Moldova. In Ukraine, HI aims at intervening in the West and East of the country, adapting modalities of intervention to the various and diverging contexts of implementation. Aligning itself with the priorities of the Ukraine Flash Appeal HI pillars of interventions are the following:

  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population. To this extent, HI will conduct direct health service provision to persons with injuries or disabilities while also strengthening the capacity of existing health structures.
  • Protection: Recent and ongoing attacks having dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine, HI will conduct a multi-pronged approach to EO risk education, adaptable to the evolution of the conflict and humanitarian. In addition, HI will not only ensure that persons with disabilities are receiving tailored services throughout its intervention, but will also foster a disability- inclusive humanitarian response.
  • Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective centers, HI will ensure they have access to sufficient and appropriate hygiene and Non-Food Items (NFI), including tailored items responding to the specific needs of infants, elderly people and persons with disabilities. To this extend, HI will tailor its intervention modalities upon household needs whilst considering local market capacities in various geographical areas. An approach including in-kind donations, vouchers and/or cash-based transfer will be designed at early stage of the project, in line with the evolution of the specific context
  • Humanitarian-to-humanitarian logistics: HI will propose to emergency stakeholders mutualized storage and transportation to ensure delivery of emergency in-kinds as close as possible to the most affected populations.

Given the serious concerns pertaining to persons with disabilities who are faced with increased risks of abandonment, violence, injury and death, HI has also launched an assessment to identify the main risks and barriers for these vulnerable persons as well as their support persons and families focusing on areas of risks, i.e. Institutions, specifically in but not limited to the East.

YOUR MISSION:

Reporting to the Operations Manager, the project manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he is responsible for implementing his/her project. S/he ensures optimal quality and the impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, the project manager shares responsibility for the sound management and effective functioning of the global organization.

Mission 1: Management

  • Manager as a role model: embody HI's values on a daily basis, and be a role model. 
  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for their team, lead the necessary changes. Mission 2: Strategy and steering Contribute to the development of the programme’s operational strategy

Mission 3: Operational implementation

Responsibility 1: Ensure the implementation of the project, in line with the logical framework and allocated budget

  • Steer the project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will not be met.
  • Ensure that activities and the associated resources are planned, and implement the action plan.
  • Ensure that activities are implemented in line with the project proposal and the allocated budget.
  • Ensure project reporting, internally (within the programme) and externally (reporting to funding bodies, authorities and/or partners).
  • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table
  • Prepare and manage partnerships with the project implementation partners.
  • Guarantee the proper archiving of information.

Responsibility 2: Ensure that project implementation complies with the existing frameworks

  • Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender & Disability policies) and the other HI internal standards.
  • Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies.
  • Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and advisors with expertise in the project themes.

Responsibility 3: Ensure project monitoring, evaluation, accountability and learning

  • Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
  • Develop and implement the project evaluation plan.
  • Ensure that the project is accountable to the local stakeholders.
  • Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalising on the acquired knowledge.

Responsibility 4: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards.
  • Ensure that data related to the project is collected and compiled in the project database.
  • Carry out regular checks and makes any necessary corrections to the activity database.

Responsibility 5: Coordinate the teams involved in the project

  • Facilitate coordination meetings between his/her direct team and the support services located in the area when necessary.
  • Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.
  • Facilitate the project steering committee.

Responsibility 6: Contribute to external project communication

  • Contribute to HI’s external influence by taking part in networks, when required.
  • Communicate about the project to partners, authorities and stakeholders when relevant.

Following a first step dedicated to assessment both in Ukraine and in neighbouring countries HI is now developing a large-scale inclusive, immediate and multi-sectoral humanitarian response to address the most acute needs of vulnerable conflict-affected populations in Ukraine and in Moldova in the frame of a 2-countries program.

HI will primarily target the most vulnerable individuals including those injured, persons with disability, women, children, and older people, addressing the needs of internally displaced persons having fled their homes in search for safety, as well as those unable to flee and yet affected by the large-scale conflict.

 

YOUR MISSION:

Under the responsibility of the Rehabilitation Project Manager, the Rehabilitation Technical Officer contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimised. He works closely with the programme's technical team.

 

Responsibility 1 : You provide guidance and technical support to projects in accordance with the overall technical frameworks and standards

-You provide appropriate technical guidance and support to project managers and/or specialists

-You ensure that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.

-You adapt project documentation as required in accordance with global technical norms and standards

-You contribute to the regular reporting of the rehab technical activities of your perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.

Médecins du Monde Belgium (MdM BE) is an international medical development NGO and part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world.

In Belgium and in the world, our projects are aimed at all people who do not have or no longer have access to health care. GOALS AND RESPONSIBILITIES

In line with mission statement and the objectives of MdM BE, the Finance and Administrative Coordinator  is in charge of financial, administrative (logistics & HR), of the mission in order to ensure project implementation through efficient use of resources in Slovakia/Hungary. The position acts in close collaboration with the other members of the Senior Management Team to support the development of MdM BE’s presence in Slovakia/Hungary.

Under the supervision of the General Coordinator, as a Finance and Administrative Coordinator, you will be responsible for the Coordination of the HR, logistics and Finance of MdM Belgium mission in Slovakia and Hungary. As such, you will be responsible of the implementation of the HR processes, Financial follow-up and logistic organization of the mission.

HR admin coordination:

  • Define the Human resources needs in coordination with the other coordinators;
  • Recruit the national employees, collect and analyze working regulation and requirement regard to national labor law
  • Follow up the HR processes. (Contracts, insurances,… )
  • In coordination with HQ, organize the arrival of international employees.
  • And all others administrative tasks related to Mission Opening
 

 

Finance:

  • Ensure timely and accurate data entries in cashbook, bankbook and SAGA following MdM procedure
  • Supervise the management of safes and cash: available amount, balance checks, security instructions
  • Ensure justified bank selection process, open/close bank accounts under the authority of the General Coordinator
  • Manage the presentation, circulation, filing of vouchers and archiving of accounting and financial documents
  • Before commitment / payment of any expenditure, check authorization levels, budget availability, budget line on which the expense is to be allocated to, ensuring full compliance with
  • Develop project budgets and reports, lead Budget Follow-Up, Analyse/report gaps between planned budgets and actual expenses, prevent and report any financial and operational loss and ensure the cycle of budget is complete with proper level of validation.
  • Validate partner’s accounting and documentation accuracy and compliance before payement.

Logistics:

  • Internal and external representation of MdM-Be for every aspects with relation to logistics activities in Hungary/Slovakia mission
  • Define the logistics strategy/needs in the mission and ensure the implementation
  • Lead the organization of the logistics setup of the mission in every aspects: procurement, assets (including IT and communication), stock and fleet management (+ archiving), facility management (working and living conditions)
  • Provide logistics guidance, advice and support to the mission and Logistics staff + conduct regular logistics assessments and field visits
  • Ensure all MdM-Be logistics policies, procedures and follow-up tools are implemented and monitored (i.e. reports, procurement plan)
  • Ensure timely, cost, efficient and transparent management of every logistics aspects (procurement, asset, stock and fleet management
  • Assist the management team on the schedule of all logistics activities in other to reach project objectives

CONTEXT

Founded in 1997 “Médecins du Monde/Doctors of the World - Belgique (MdM-BE)” is an international medical development Non-Governmental Organization (NGO) based in Brussels, as part of the international MdM network. MdM-BE’s main activities/services are to provide a medical assistance to vulnerable groups in Belgium and in the rest of the world. The MdM network is managing 439 programs in 80 countries. ESSENTIAL

Under the supervision of the Desk Officer based in Brussels, as a General Coordinator, you will be responsible for the development and management of the MdM Belgium mission in Slovakia and Hungary. As such, you will contribute to the design of programs, be responsible for relations with donors and national authorities, budget management, security, operations and the development of a motivated and professional team to ensure the implementation of MdM Belgium's operational strategy in the country.

TASKS AND RESPONSIBILITIES

Program coordination and development:

  • Propose new projects, partnerships, operating methods, advocacy actions, exploratory missions as well as adjustments or reorientations, made necessary by the analysis of results and/or contextual

Management:

JOB CONTEXT:

Situation Overview

In March 2014, anti-government protests in Ukraine led to the removal of a Kremlin-friendly leader from power, and Russia invaded and annexed the Crimean Peninsula. A month later, pro-Russian separatists backed by Russia began capturing territory from the Donetsk and Luhansk Oblasts (the Donbass region). In 2015, the peace Minsk agreement was signed, however never fully implemented and the fighting has transformed into a trench war over the past eight years. After having built up significant military forces on Ukraine’s borders in 2021, and after having recognized the independence of Russian-backed self-declared republics of Donetsk and Luhansk in eastern Ukraine, Russia launched on the 24 February a large-scale Russian invasion of Ukraine by air, land and sea targeting several regions and key cities including Kyiv.

Humanitarian situation

Heavy fighting and shelling continue across several towns and cities in Ukraine, with increasing human cost and humanitarian consequence. Most of these casualties were caused by the use of explosive weapons with a wide impact area. Reports of civilians trapped in towns and cities under shelling continue. Inside Ukraine, severe essential health supplies, fuel and cash shortages are reported, with heightened insecurity affecting access to basic services. Population movement remains fluid and according to latest figures by UNHCR, close to 900,000 people have now fled Ukraine to neighboring countries, while over 100,000 have so far been internally displaced. Real figures are considerably higher as corroboration is ongoing, albeit with delays and security challenges.

The UN Flash Appeal was released on 01/03 for the Ukraine Crisis, requiring 1.7 billion USD : 1.1 billion USD to assist 6M people in need of humanitarian and protection assistance, including 2.4M IDPs amongst an estimated 12M people in need. The Regional Refugee Response Plan requires 550.6 million USD to assist 2.4M individuals of an estimated 4M affected people in support of host countries including Hungary, Moldova, Poland, Romania and Slovakia.

Priorities of the Ukraine Flash Appeal include:

o Multi-sectoral life-saving assistance to displaced and non-displaced populations:

Protection, shelter, health, NFIs, food security and livelihoods, water, sanitation, hygiene, and education (Multipurpose cash)

o Logistics & communication

o Protection of conflict affected populations (including VBG, AVR)

o Provision of basic services in areas impacted by the escalation of hostilities.

Priorities of the Regional Refugee Response Plan include:

o Critical life-saving assistance at border points

o Strengthening and supporting access to mental health and psychosocial support; provision of basic and domestic items including food, unrestricted cash assistance, and core relief items; and WASH, education and health services, including sexual and reproductive health services

o Protection interventions

Both call for specific attention to the needs of most vulnerable populations.

HI response to the conflict and its regional impact

HI has deployed two teams in the region, with one team deploying to Ukraine and a second team leading an assessment in neighbouring countries receiving refugees. The main objectives will be to assess more deeply the current context & environment, identify potential operational partners, meet with key relevant stakeholders on the ground and asses the overall needs of the population, and requirement to start operations. HI is therefore preparing to be able to deploy quickly a large-scale multi sectoral humanitarian response.

YOUR MISSION:

The Area Manager is responsible for developing and implementing, in the area where he/she is based, the projects part of the Programme operational strategy. He/she ensures optimal quality and impact of the projects implemented in the area, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization

He / She follows up security management, assist planning of shared services managers and operations team on a daily basis to facilitate activities implementation.

JOB CONTEXT:

In March 2014, anti-government protests in Ukraine led to the removal of a Kremlin-friendly leader from power, and Russia invaded and annexed the Crimean Peninsula. A month later, pro-Russian separatists backed by Russia began capturing territory from the Donetsk and Luhansk Oblasts (the Donbass region). In 2015, the peace Minsk agreement was signed, however never fully implemented and the fighting has transformed into a trench war over the past eight years. After having built up significant military forces on Ukraine’s borders in 2021, and after having recognized the independence of Russian-backed self-declared republics of Donetsk and Luhansk in eastern Ukraine, Russia launched on the 24 February a large-scale Russian invasion of Ukraine by air, land and sea targeting several regions and key cities including Kyiv.

Heavy fighting and shelling continue across several towns and cities in Ukraine, with increasing human cost and humanitarian consequence. Most of these casualties were caused by the use of explosive weapons with a wide impact area. Reports of civilians trapped in towns and cities under shelling continue. Inside Ukraine, severe essential health supplies, fuel and cash shortages are reported, with heightened insecurity affecting access to basic services. Population movement remains fluid and according to latest figures by UNHCR, close to 900,000 people have now fled Ukraine to neighboring countries, while over 100,000 have so far been internally displaced. Real figures are considerably higher as corroboration is ongoing, albeit with delays and security challenges.

HI response to the conflict and its regional impact

HI has deployed two teams in the region, with one team deploying to Ukraine and a second team leading an assessment in neighbouring countries receiving refugees. The main objectives will be to assess more deeply the current context & environment, identify potential operational partners, meet with key relevant stakeholders on the ground and asses the overall needs of the population, and requirement to start operations. HI is therefore preparing to be able to deploy quickly a large-scale multi sectoral humanitarian response.

Education

  • Laboratory scientist/Biologist certified in clinical microbiology
  • Bachelor of Science in Microbiology

  • Master or PhD in Clinical microbiology

 

Experience

  • Essential specific proven work experience in performing and interpreting DR TB diagnostic techniques – GeneXpert, Phenotypic DST (solid and liquid media), molecular methods (LPA 1st and 2nd line) and familiar with interpreting of genotyping methods
  • Working experience of at least two years in DR TB programs in MSF or other organizations involved in TB management.

Operational Context

Tuberculosis (TB) is a major public health problem in Ukraine, a country of 43 million people. 

In 2014 Ukraine was cited for the first time as one of the 5 countries with the highest burden of DR TB in the world; together China, Russian Federation, Pakistan and Ukraine concentrate 60% of all world DR TB cases. The TB epidemic in Ukraine is characterized by widespread multi-drug resistant (MDR) and extensively drug resistant (XDR) tuberculosis (TB), relatively high mortality from untreated or inappropriately treated TB, and increasing TB/HIV co-infection rates.

2018 marked the formal start of MSF project in Zhytomyr region of Ukraine, with the signed Memorandum of Understanding (MoU) regarding implementation of "Comprehensive model of care for drug resistant tuberculosis (DR TB): diagnosis, treatment and follow up of the patients in Zhytomyr Oblast, Ukraine" between MSF, Zhytomyr Oblast Council, Department of Healthcare of the Zhytomyr Oblast State Administration, and Zhytomyr TB Dispensary; and followed by MoU between MSF, Ministry of Health (MoH) of Ukraine and the Department of Health of Zhytomyr Oblast State Administration for cooperation and coordination of efforts of the Parties aimed at development and implementation of a patient-oriented comprehensive model of the provision of medical care to patients with drug-resistant Tuberculosis. 

Main objectives

The Laboratory manager will ensure the quality of all testing regarding TB diagnosis and patient management.

Following tests are carried out: Ziehl Neelsen light smear microscopy from different specimens , Xpert MTB/Rif  molecular test, Line Probe Assay from sputum and cultures, culture  and drug susceptibility testing from different specimens in Lowenstein Jensen medium (LJ)  Mycobacteria growth  indicator tube (MGIT) Middlebrook  7H9 Broth.

As the current laboratory activities are moving to a new adapted structure (BSL 3), the Laboratory manager ensures norms are followed.

 

Responsibilities

  • Providing technical support to MoH Zhytomyr Tuberculosis laboratory with the view of ensuring quality of diagnostics.
  • Performing quality control tests and analysis, ensuring the compliance to the basic plans of the laboratory and that all tests (serology, hematology, biochemistry, bacteriology, parasitology, compatibility, etc.) are done correctly and according to prescriptions. Preparing and sending slides/samples for external quality control
  • Supporting the project with case discussions with the medical team
  • Performing interpretation of Hain test first and second line results for TB patients
  • Supporting the project with preparation of project orders and stock management and analysis for the laboratory items and foresee potential problems like future ruptures, expiries and overstock levels and propose workable solutions
  • Supporting the setup of the new BSL 3 laboratory together with the MSF Logistic and construction team
  • Participating in the definition and update of the laboratory activities, including its budget, and assisting in the medical diagnosis and the treatment of diseases of the patients
  • Ensuring that the hygiene and safety protocols both for individual as well as for collective protection (i.e. required clothes and equipment, hygiene and universal precautions, etc.) are implemented in laboratories and that the cleaning personnel is informed about biohazards
  • Organize and participate in training and performance evaluation, development of the laboratory staff of the project in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required

Compiling, analyzing and reporting on lab activities and results to the medical staff and the immediate supervisor. Providing data on complications, the total number and types of tests and in general, any problem with the staff and / or laboratory material. Also participating in the development of epidemiological reports relating to MSF health services
