Profil

•University degree in information management or related field.

Handicap International is composed of 2 operational divisions:

Humanitarian Action Division (DAH) 

Development Action Division (DAD)

The expatriate will be recruited under the supervision of DAH for this mission. 

Under the supervision of the Head of Mission, the Assessment, Monitoring, Evaluation & Learning Coordinator (AM&EL) will be responsible for setting up and managing an assessment, Monitoring and evaluation & learning unit within the mission. 

While the position will be located in Amman, it will require regular contacts & likely movements within the HI response missions.

MISSION

Within the mission, you will be in charge:

Responsibility 1: Lead the AM&EL unit: set up the unit in accordance with organisation and donors standards and regulations

• Strengthen AM&EL management systems (Database, reporting tools etc.) to help collect and analyse data on the humanitarian context & needs (this involves collection & analysis of primary & secondary data from a large range of stakeholders: HI, partners, media, social media, UN & international organization).

• Design or upgrade monitoring systems and tools

• Coordinate with HI coordinators and partners to put in place assessment, monitoring and reporting workflows

• Help develop and provide quality assurance of data collection systems with staff and partners. 

• Oversees AM&EL tools administration including technical updating of database.

• Support Project teams to optimize project implementation;

• Coordinate internal and external project assessment, monitoring mission or project evaluation;

Responsibility 2: Ensure AM&E management products

• Produce information management products, including assessments reports, analytical reports, and maps. 

• Lead internal assessments (design, implementation, reporting) and represent HI in humanitarian actors joint assessments. 

• Oversees GIS activities: production of maps and quality assurance of other staff producing maps.

• Production of internal, donor and external reporting.

Responsibility 3: Guarantee that Learning and Institutional Knowledge Building is disseminated within HI network  & externally

• Ensure lesson learning processes are included in the project management.

• Provide technical support to mission staff involved into lesson learning component.

• Ensure that innovative experience, lesson learning are shared within HI network and promoted in external reporting. 

Responsibility 4: Human resources:  managing the IM&E team and technical support 

• Supervising and leading IM&E team, setting objectives and assessing direct reports;

• Provide training and technical support to the team and partners 

• Support the overseeing of the team's career development: defining training needs and providing guidance on professional development, in relation with Programme Coordinator, Support Services Coordinator and Head of Mission  

Responsibility 5: Representation / coordination: represent HI and promote AM&EL unit 

•Promoting the organisation's mandate and positioning with his/her partners;

• Ensure coordination with other information management stakeholders (e.g. INGO, ACAPS, UN agencies, particularly UNMAS and OCHA) to ensure complementarities and where necessary data interoperability with other relevant systems.

• Upon request of HoM, represent HI in coordination forum related to Assessment & information management.

• Ensure coordination with existing data collection & M&E systems used by HI within the region and HQ. 

• Participate to organisation of internal and external events

• Participate and support HQ/regional support mission

SPECIFICITIES

• Position based in Amman with regular visites to other HI missions in the regional area (50%)

Yemen has been for long the poorest country in the Arab world. After the Arab Spring in 2011 the humanitarian crises have intensified as one of the major humanitarian crises at the moment since 2012 with almost half of the population being food insecure. That created an increasing unrest among the population and discontentment with the government. 

 

During the summer of 2014 the Shia minority group, called Houthis has taken control of several important cities, among them the capital Sana’a in September. Meanwhile the Southern separatist movement increased their call for an independent south while Al Qaida and linked groups (mainly based in the Eastern parts of the country) are fighting Houthis and other groups. 

 

In January 2015, the Houthis did overthrow the President Hadi and its government, forced to leave the country from Aden and exile in Saudi in February, taking virtually control of almost all Yemen.. Since end of March, an international coalition of Sunni countries (Decisive Storm Coalition) led by Saudi Arabia allied with the Yemeni President still recognised by the International Community, and backed by western countries, has launched a military campaign against the advances of the Houthis in the country. Aden has been taken back by the government forces in July, after four months of war but militias and jihadist groups have grown in the instability and the town is sinking into chaos. The government, affiliated groups and the Saudi-Led Coalition (SLC) have gradually regained territories in all directions towards Sana’a, the capital being clearly their objective and massive airstrikes have targeted the country and Sana’a in particular. 

Humanitarian truces have been decided twice in July 2015 but not respected. The same situation occurred end of 2015, the ceasefire was only technical but this time allowed peace talks from December 15th to 20th and due to resume mid-January 2016. However since the end of December SLC offensive has intensified and truce was declared ended. An escalation of violence is presently giving little hope for a long term cease of hostilities that could permit humanitarian assistance to reach a maximum of the 82 % of the population in dire need of support.  

 

PROJECT OBJECTIVES

 

The intervention of HI in Yemen consists of the support of health structures (hospital, rehabilitation services) in Sana’a with the deployment of teams setting up:

- Rehabilitation activities: provision of assistive devices and specific trainings to health staff

- Psychosocial activities to support injured persons

- Mainstreaming of inclusion and vulnerability within coordination forums and providing technical support to other humanitarian stakeholders

Regarding the current Health-related needs in the country, HI aims at expending its projects to other area in Yemen. HI will thus launch new needs assessments in the country in 2016. 

 

Other projects are at proposal stage for future implementation in 2016 (Mine Action related Projects).

 

MAIN RESPONSIBILITIES OF THE EXPATRIATE

 

Based in Amman or in Sana’a regarding to the security context, you will mainly work on a remote management set up from Amman, Jordan.

 

Under the direct responsibility of the Head of Mission, and with the support of the Logistics Referent in HQ, you will be responsible for:

 

- Ensuring the respect of HI and donor Logistics guidelines (management of purchase, stock, supply, equipment, vehicle) on the mission

- Managing directly the logistics national staff, most probably in remote from Amman.

- Strengthening capacities of Logistics team based in Sana’a (training, capacity building)

- Coordinating the logistics activities all over the mission by being in support and in close collaboration with the project staff and the support staff

- Ensuring the respect of HI security guidelines on the mission

- Supervising and providing a logistical support to the different HI bases and projects run into the country 

- Opening/shuting down at logistical level any HI base in the country and ensure their regular maintenance

- Reporting on regular basis about all logistics activities within the mission to the Head of Mission.

- Salary upon experience + 457 euros expatriation fee 

 

Start: 2016, May, 2nd

- Duration: 5 months

Under the direct responsibility of the Head of Mission and in close cooperation with the coordination team, the technical cell and the program managers, the Operational Coordinator will be in charge of:

-     Contributing to strategic programming and constant adaptation of the operational strategy regarding the evolutions of humanitarian situation

-     Ensuring relevancy and quality of the project implemented by HI, ensure cross cutting between the different projects and thematic developed by HI in the field (rehabilitation, PSS, inclusion, mine action, etc.)

-     Ensuring capitalization and internal reporting

-     Ensuring external reporting and coordination 

-     Supporting the development of local partnerships

-     Managing the technical advisors and the M&E department

In 2016, Handicap International expects to develop its Health related activities in Yemen; different batches of assessments will be launched to tailor HI’ operational strategy (development of community based approach in different governorates of Yemen).

 

In addition, HI is implementing Mine Action activities in Yemen. Based on HI recognized experience, interventions pursue three main goals:

1.To minimise deaths and injuries from arms related accidents;

2.To reduce the human, social and economic impacts from arms;

3.To support Development by increasing access to resources & development, and improving community security.

 

MAIN RESPONSABILITIES OF THE EXPATRIATE 

 

Under the direct responsibility of the Head of Mission and in close cooperation with the coordination team, you will be in charge of:

-Ensuring the security of the staff members, operations and means related to the program under your responsibility;

-Ensuring the coordination of the program implemented in your area (operational, human resources, material or financial aspects);

-Representing Handicap International towards local authorities and partners at local level;

-Guaranteeing application and respect of logistics, administrative and financial procedures, based on the direct supervision and support to the Administrative and Logistics Managers;

-Ensuring the operational management of the team placed under your responsibility ;

-Participating in strategic direction of mission as part of the coordination team ;

- Ensuring smooth and regular communication flow to and from the coordination team, reporting activities by all member of your team toward coordination team ;

- Coach and build capacity of the Deputy Field Coordinator

MAIN RESPONSABILITIES

MAIN TASKS 

 

DATA COLLECTION AND EVIDENCE BASED ADVOCACY

- Provide regular, up to date and timely information to feed into federal advocacy strategy

- Ensure that consistent and reliable data produced at field level include advocacy stakes and that it is shared with advocacy team at federal level

- Participate in ad hoc internal meetings to provide updated information to HI federal network regarding developments on advocacy issues and situation at field and regional level

- Contribute to and review key advocacy documents and reports pertaining to the Yemen crisis prepared by Handicap International

 

ADVOCACY STRATEGY AND FUNDING

- Identify key issues at field level for advocacy 

- Liaise with federal advocacy team, desk, Foundation and federal communication to build and review HI advocacy strategy and messages on the Yemen crisis

- Build coordinated action plans & mechanisms to implement HI advocacy strategy at regional and national level

- Ensure that advocacy activities are more systematically incorporated into field projects, including in proposals submitted to donors

- Participate to Yemen mission analysis about advocacy impact on HI presence  in Yemen and on-going activities

 

NETWORKS AND REPRESENTATION

- Participate into relevant networks at national/regional level and liaise with federal advocacy on collective advocacy initiatives when appropriate

- Liaise at national/regional level with key international NGOs involved in the response to the Yemen crisis

- Participate when relevant in meetings and interviews with key decision makers, donors and medias within European members of HI federation

- Based in Amman or Sanaa regarding to the security context. Presence in Yemen will be sought as much as it is seen possible
- The position is not open to couple and family 
 
Status: 
- Salaried contract. Salary according to the position and experience of the candidate + 457€/month of expatriate indemnity + cost of living index according to the living base

MAIN RESPONSIBILITIES

Technical supports:
 Support and coordinate the provision of training to the psychosocial workers through direct provision of formal training, supervision and practical analysis.
 Providing continuous technical support to the rehabilitation and psychosocial worker staff in its field of expertise
 Providing technical support to the logistics department in your field of expertise, ensuring technical validation of psychosocial related devices; items and equipment
 Designing technical tools, trainings, leaflets, protocols and other relevant documents and disseminate them among the mission upon prior validation by HQ Technical Advisors
 Technical support in the project implementation (definition, planning, monitoring and evaluation)
 Support in recruitment of psychosocial national staff and self-care consultant

Representation and external coordination
 Representation of HI towards local authorities
 Participation in all kind of coordination meetings from Amman (Government meetings, clusters, working group)

MISSION CONTEXT

Yemen has been for long the poorest country in the Arab world. After the Arab Spring in 2011 the humanitarian crises have intensified as one of the major humanitarian crises at the moment since 2012 with almost half of the population being food insecure. That created an increasing unrest among the population and discontentment with the government.

During the summer of 2014 the Shia minority group, called Houthis has taken control of several important cities, among them the capital Sana’a in September. Meanwhile the Southern separatist movement increased their call for an independent south while Al Qaida and linked groups (mainly based in the Eastern parts of the country) are fighting Houthis and other groups.

In January 2015, the Houthis did overthrow the President Hadi and its government, forced to leave the country from Aden and exile in Saudi in February, taking virtually control of almost all Yemen. Since end of March, an international coalition of Sunni countries (Decisive Storm Coalition) led by Saudi Arabia allied with the Yemeni President still recognised by the International Community, and backed by western countries, has launched a military campaign against the advances of the Houthis in the country. Aden has been taken back by the government forces in July, after four months of war but militias and jihadist groups have grown in the instability and the town is sinking into chaos. The government, affiliated groups and the Saudi-Led Coalition (SLC) have gradually regained territories in all directions towards Sana’a, the capital being clearly their objective and massive airstrikes have targetted the country and Sana’a in particular.
Humanitarian truces have been decided twice in July 2015 but not respected. The same situation occurred end of 2015, the ceasefire was only technical but this time allowed peace talks from December 15th to 20th and due to resume mid-January 2016. However since the end of December SLC offensive has intensified and truce was declared ended. An escalation of violence is presently giving little hope for a long term cease of hostilities that could permit humanitarian assistance to reach a maximum of the 82 % of the population in dire need of support.

DESCRIPTION
The program coordinator will be focused on a project consisting in the support of persons with functional limitations (in particularly war-injured individuals and their caregivers) in Yemen (Sana’a and potential other areas). This project includes the following components:

  1. Early Rehabilitation activities: provision of assistive devices to persons with functional limitations, and specific trainings to health staff within Health Facilities and other relevant structures ;
  2. Psychosocial activities: to support persons with functional limitations (in particularly war-injured individuals and their caregivers) and other potential at-risk groups
  3. Protection activities: mainstreaming of inclusion and vulnerability within coordination forums and providing technical support to other humanitarian stakeholders

To be noted that HI wishes to also expend the same kind of activities outside Sana’a area in the coming months and the Program Coordinator will be expected to take an active part in this process.

MAIN RESPONSIBILITIES OF THE EXPATRIATE :
Based in Jordan (Amman) or in Yemen, under the direct responsibility of the Head of Mission, the Program Coordinator will be responsible for:

  • Supervising the implementation and taking appropriate action in order to meet the quantitative and qualitative objectives of the project in Yemen;
  • Ensuring the coordination and standardization of the project activities between the different bases, reviewing operational tools and proposing appropriate improvement;
  • Providing leadership and support to the National Project Managers under your line-management (capacity building);
  • Coordinating strongly with the Technical Advisors, for the qualitative aspect of the program (including staff training);
  • In coordination with the logistics, human resources and the administrative departments, ensuring the respect of the procedures in the frame of the project implementation;
  • Setup and manage operational partnership with international and local actors to support the implementation of the project in Yemen;
  • Ensuring external representation and replace the HoM when needed in its representation duty;
  • Regularly reporting on the overall project implementation progress and results as per requested by your line manager;
  • Support the implementation of other operations when relevant and upon request of the HoM

Description

The expatriate will be under the responsibility and the line management of the HoM with the technical support of the Head of Safety and Security Unit at HQ level. Within the framework of developing an overall safety and security strategy in Yemen, he/she will be in charge of:

1.Conducting security watch
2.Management of safety and security in coordination with the HoM
3.Ensuring and strengthening the HI security risk management model in country
4.Training and management
5.Reporting on the above mentioned activities to the HoM (the Desk on request).
