General context of the project

Yemen finds itself in a man-made protracted crisis with devastating effects on the lives of ordinary people. The protection of civilians is continuously undermined and/or ignored by the parties to the conflict. Armed conflict, risk of famine and disease outbreaks in Yemen have resulted in the world’s worst humanitarian crisis with over 18 million people estimated to be in need of humanitarian assistance. At the heart of this man-made humanitarian emergency is a protection crisis that threatens the life, safety and well-being of millions of civilians, not least the most vulnerable already struggling to survive. Underlying the armed conflict, deep financial and economy crisis, and collapse basic services and institutions, are ongoing violations of international human rights law (IHRL) and international humanitarian law (IHL) and that result in civilian casualties, displacement, damage to civilian infrastructure and disruption and loss of livelihoods. These factors have exacerbated the vulnerabilities of the Yemeni population, leading to households and individuals resorting to negative coping mechanisms, such as child marriage, child labor, forced recruitment, etc. Moreover there is an increased family separation and the breakdown of community support structures, not to mention increased psychosocial and mental distress.

 

General purpose of the position

With protection being strategic and cross-cutting, the Sub-National Protection Cluster Co-Coordinator (SN-PCCC), together with the Sub National Protection Cluster Coordinator (SN-PCC), under leadership of UNHCR, assumes the responsibility of promoting the centrality of protection in the overall humanitarian response in the southern governorates. In addition to ensure access to qualitative protection services, the Sub-National Protection Cluster, under the leadership of the SN-PCC, is also responsible for providing training and guidance so that protection is sufficiently mainstreamed across clusters and sectors. 

The SN-PCCC represents the Protection Cluster in inter-cluster coordination mechanisms, at the Inter-Cluster Working Group and in other relevant fora (as necessary). The SN-PCCC represents the interests of the members of the Protection Cluster, respecting and promoting the humanitarian principles.

The SN-PCCC supports the work of the sub-clusters (Child Protection, GBV and the MATWG) while ensuring a holistic and coordinated approach in the protection response and ensures consultation to represent interests of sub-clusters.

Moreover the SN-PCCC will ensure:

  • Timely and coordinated action to address the protection needs of affected populations by Sub-National Protection Cluster members

  • Relevant and robust coordination mechanisms, incl. information management, are established and maintained with Sub-National Protection Cluster members, government counterparts and donors, for timely and effective needs assessments, planning, prioritization, implementation, reporting and evaluation

  • Quality analysis of context and data, permitting prioritization of protection related response activities, considering age, gender, disability and other diversities of the affected populations

  • Ensure that Sub-National Protection Cluster members are accountable to affected populations through consultation, participation, feedback and response mechanisms integrated throughout the programming cycles

  • Timely and evidence-based advocacy for adequate funding of activities delivered by the Sub-National Protection Cluster.

 

Main responsibilities and tasks

  • Support the SN-PCC to convene and facilitate Sub-National Protection Cluster meetings in line with the Principles of Partnership, ensuring that meetings are consultative and results-oriented;

  • Promote the centrality of protection in the overall humanitarian response throughout the humanitarian program cycle, incl. timely and comprehensive protection analysis and recommendations for action;

  • Ensure that the protection response is driven by a Protection Cluster strategy, which is informed by protection considerations and humanitarian principles, developed in a consultative process with Sub-National Protection Cluster members and external partners;

  • Ensure monitoring and reporting on activities, needs, and performance against the Protection Cluster strategy and agreed results;

  • Proactively represent the Sub-National Protection Cluster and the interests of Sub-National Protection Cluster members in inter-cluster working group, including with the government, ensuring consultation with Sub-National Protection Cluster members on key messages and adherence to humanitarian principles of impartiality, independence, neutrality and humanity;

  • Ensure coordination with government counterparts and other relevant authorities as well as complementarity with government policies and plans;

  • Co-lead and coordinate protection needs assessments, including participatory assessments of all affected populations within the Protection Cluster or at the inter-cluster level;

  • Ensure evidence-based collaborative planning;

  • Provide timely information as available and appropriate to Sub-National Protection Cluster members concerning funding opportunities as well as advocating of funding of protection activities in southern Governorates;

  • Co-coordinate and contribute to initiatives, including the delivery of protection training activities, to build the protection capacity of inter alia Sub-National Protection Cluster members and local authorities, external partners and civil society;

  • Co-facilitate reporting and information sharing within the Sub-National Protection Cluster and at the inter-cluster level;

  • Ensure the collection, analysis and use of sex and age disaggregated data, and that reporting captures gender, age and diversity dimensions.

HI, Humanity & Inclusion is an independent and impartial aid and development organization with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organization was first founded in 1982, we have set up development programs in more than 55 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

MISSION CONTEXT

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In addition, the mission is also expanding its sector of intervention through Risk education and Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.
While all of HI activities were done so far in Sana’a governorate, HI is about to expand its activities in the Northern part of the country including Hudaydah and in the Southern part of the country including Aden.

DESCRIPTION

Objective:
Working in emergency project since 2015 in Sanaa, HI has the aim to develop the mission within the country and will open a new base in Aden in January 2019. The Area coordinator will set up the base and launch the projects in the South with the support of the coordination team.

SPECIFICITIES

The position is based in Aden – Yemen, but during the first part of the mission, the expatriate will be based in HI remote office in Amman, until his/her VISA for Yemen is approved. The office in Amman is used as a back-up office for HI expatriates to follow-up the mission, until they can visit Yemen.

In Aden, shared guesthouse well equipped with a safe room, most of the work is done at the office but few possibilities to go out for work purpose and for some extra professional activities. All movement are done by car. HI has set-up a curfew and strict security rules are applied. The situation in Aden is tense nowadays.

General context of the project

INTERSOS has been working in Yemen since 2008. The target populations are: conflict affected populations (IDPs, returnees and host communities), both rural and urban areas, refugees and asylum seekers and migrants. The Main invention sites: Sana’a, Aden, Hadramout, Taiz, Ibb, Hajja and Lahj; with further outreach and coverage in all other governorates in Yemen (except for Al-Rayma, Socotra, Marib and Al-Jawf) through local implementing partners and a legal network of lawyers. Main sectors of intervention are:

  • protection (protection monitoring, detention monitoring, legal assistance, individual case management and collective PSS for SGBV, CP, PwSN);
  • integrated health and nutrition programming;

General purpose of the position

The Programme Coordinator will assist the Head of Mission specifically following the overall country programme: development, implementation, monitoring/evaluation and reporting. The Programme Coordinator will be primarily responsible to ensure quality assurance and enhanced accountability.

Main responsibilities and tasks

Strategy development:

  • Support the implementaiton of INTERSOS country strategy 2019 with an operational action plan, set-up the appropriate structure to implement.

Development and management of INTERSOS’ programmes:

  • Provide leadership and support to the INTERSOS programme team.
  • Leading role in project design.
  • Leading role in the development and management of a multi-sector and holistic resilience programme and ensure strong coordination between the different sub-offices, programme sectors and Project Managers.
  • Define partnership strategy for national counterparts (CBOs, NGOs, local authorities, different line ministries, etc.) and design appropriate action plan.
  • Input into the fundraising strategy, and coordination of fundraising opportunities alongside and supported by the Head of Mission.
  • Ensure that programmes are implemented in a consultative, participative, and transparent and gender sensitive way.
  • Ensure INTERSOS representation in appropriate external programmatic forums/working groups and clusters.
  • Ensure active participation of INTERSOS partners in all steps of the Programme Cycle Management and strengthening partners’ capacities in pre-identified areas; including community participation.

Driving improvements in programme quality:

  • Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.
  • Initiate research on specific thematic aiming at building evidence for quality proposal development (assessment), programme delivery (monitoring/evaluation materials processing) and on change processes putting the affected population at the centre of the research (learning) and when possible evidences to feed joint leverage-advocacy efforts (INGO forum or at Cluster level).
  • Guarantee innovation and use of smart tools for the implementation of programmes

Accountability: Assessment, Monitoring, Evaluation and Learning:

  • Test INTERSOS programming against Core Humanitarian Standards and promote a proactive integration of the benchmarks throughout the different phases of the project cycle.
  • Promote beneficiary/affected population centred approach.
  • Ensure each project of INTERSOS is regularly reviewing frameworks and monitoring results against set indicators.
  • Supporting teams in capacity building on Accountability, Monitoring, Evaluation and Learning.
  • Ensure external evaluations which are programmed and budgeted are executed, and information found is used for internal lessons learnt, donor reporting and proposals.

General context of the project

The project "Enhancing protection and assistance to refugees and asylum seekers in the Southern Region - Yemen” will provide refugees and asylum seekers in South Yemen, with a comprehensive protection assistance package to respond to their most urgent protection needs, in addition to help them to realize voluntary return for Somali refugees.

The proposed intervention aims to improve the protection of and strengthen the self-reliance of refugees and asylum seekers by facilitating access to basic services and targeted assistance in 3 major areas – Basateen, Aden governorate; Kharaz Camp, Lahj governorate and Mukalla/Sayoun, Hadramout governorate with monitoring activities in Al-Dhale’a, Abyan, Shabwa, Taiz and Al-Mahra.

6 rights groups are targeted by the project: Basic Needs and Essential Services, Community Empowerment and Self-Reliance, Fair Protection Processes and Documentation, Favourable Protection Environment, Security from Violence and Exploitation and Durable Solutions. Services provided to the most vulnerable PoC will include case management for SGBV, PwSN and CP, referral (in and out) to specialized services such as psychosocial counselling, legal assistance, material and/or cash assistance, and educational activities. Moreover the project will seek to strengthen and expand community mobilisation, encourage and support refugee documentation and registration, continued detention monitoring and lastly also support refugees to exercise their right return through an assisted spontaneous return program (ASRP) component.

Intended impact:

  • Enhance the access of PoC to protection mechanisms available in the country through Information campaigns and specific thematic surveys, implementation of systematic protection monitoring, through static and mobile protection monitoring or outreach teams and referral for protection services.
  • Provide direct assistance to vulnerable PoC through a comprehensive case management package for PwSN, SGBV survivors and child protection cases (CP).
  • Identification and issuance of vulnerable refugees and asylum seekers for cash grant support.
  • Ensure systematic monitoring of detention centers and detention conditions to assure freedom of movement for refugees and access to juridical assistance for detainees or PoC at risk of detention.
  • Livelihood opportunities for refugees who are recipients of cash grants: promote self-reliance of PoC by facilitating the enrolment of refugees into long-term and short-term formal technical and vocational training for refugee youth, and providing soft skill sessions for SGBV survivors and PwSN aimed at greater community (re)integration and reduced vulnerability.
  • Ensure to strengthen and expand community mobilization by working with refugee and asylum seeker communities to ensure refugees’ and asylum seekers’ participation and community-based approach.
  • Increase level and quality of civil registration and civil status documentation of PoC.
  • Enhance refugees’ access to durable solutions, to exercise their right return through assisted spontaneous return (ASR).

General purpose of the position

  • Training/Capacity building on case management and protection monitoring for project staff.
  • Review/develop SOPs for case management, referral pathways and protection monitoring.
  • Support in report writing, data analysis and provide protection trend analysis.
  • Coach/support project staff in using case management and reporting tools.

Main responsibilities and tasks

  • Update SoP and formats in collaboration with UNCHR protection unit for case management and protection monitoring.
  • Capacity building for the staff on case management and protection monitoring for the following categories: CP/SGBV/PwSN.
  • Train and coach the key protection staff on management of community-based protection activities.
  • Develop a standard training package: basic training package (general protection, protection mainstreaming, case management principles and steps, CP, GBV, PSFA) for all project staff.

  • Provide ongoing protection analysis (including aspects of conflict analysis, gender, and risk management) and lessons from project experience to inform the project manager and protection coordinator, and program coordinator and head of mission in improved program development, implementation and policy/advocacy work.
  • Support the analysis and reporting process of the collected data (both case management and protection monitoring).
  • Review Case Management lists put forward on monthly basis for cash assistance.
  • Review case management intake forms to ensure quality & completes and monitor case follow-up systems in place post referrals (internal and external).
  • Conduct field monitoring and ensure that data protection procedures and processes are followed by Protection and other INTERSOS staff involved in handling confidential data.
  • Ensure solid roll out of hotlines services and complaint-feedback mechanism per SOPs put in place.

Context :

Since the conflict between Al Houthi and the Saudi-led coalition that started in March 2015, Yemen has become one of the three emergency in the world and is thus facing one of the worst humanitarian crisis, with 80 % of the population who is now in need of humanitarian aid. The context is highly challenging in regards to access to the communities despite significant needs in the country. Airstrike, embargo, high prices, etc have caused a profound deterioration of the nutitritional situation and hundreds of thousands lives are at risk. 

Presentation of the mission: 

Since 2012, ACF has been present in Yemen and has been scaling up its emergency intervention substantially throughout 2016. The mission is now amongst one of the largest International NGOs in the country and is recognized as one of the key emergency actors in the country.  ACF in Yemen is responding to the current crisis using a multisector emergency approach (Nutrition & Health, Food Security, WASH and Mental Health programming), and to a multiple large-scale and interconnected emergencies: conflict, food security and cholera epidemic. Along with UNICEF, ACF designed and is piloting the country’s first Rapid Response Mechanism, and is representative of the INGO community on the HCT, ICCM, Access Working Group, the HPF Advisory Board, and on the Steering Committee that manages evacuation for the humanitarian community.

ACF  is operationally working in 2 bases: Hodeida (to target the northern  governorates) and Aden (to target the southern ones), with its  coordination team located in Sana’a. In total, the Yemen mission counts  215 national staff and 17 international staff.

Sanaa has nine expatriates working at the coordination level, including technical and support department under the Country Director (CD) and Deputy Country Director (DCD).

Security situation in Sanaa remained under close observation with limited access to other agencies, few super markets and official meetings in Sanaa. The security situation in Sanaa limits the social aspects of a regular living (limited personal movement outside the office or guesthouse, meeting friends after office, shopping, etc.). Therefore, the applicant must have willingness to work in such security context with minimized social aspects of living.

 

 

The position:

You will be under the direct supervision of the Deputy Country Director, where the main objective will be the overall the management of all internal and external reporting and grants management processes as well as the optimization of grant and program management processes. ACF in Yemen is part of 2 major consortium.

 

More precisely, you will be in charge to:

-  Lead all internal and external reporting processes

- Ensure compliance with donor guidelines and regulations

- Ensure proper relationship with donors; focal point for discussions with Yemen-based UN donors

Remuneration and benefits :

·         Monthly gross salary from 1805 to 2305 upon experience.

·         Per diem and living allowance: 487 € (cf eurocost) net, field paid.
