JOB CONTEXT:

After the Arab Spring, the humanitarian crisis has intensified as a major humanitarian crisis of the moment since 2012 with almost half of the population being food insecure. This has created increasing unrest among the population and discontentment with the government.
During the summer of 2014, the Shia minority group called Houthis has somehow taken control of several important cities, among them the capital Sana’a. Meanwhile, the Southern separatist movement increased their call for independent south while Al Qaida and linked groups (mainly based in the South-Eastern parts of the country) are fighting Houthis and other groups including the internationally recognized government.

In January 2015, the Houthis overthrew the President Hadi’ government. Since the end of March of the same year, an international coalition of countries led by Saudi Arabia allied with the President temporarily exiled in Saudi Arabia launched a military campaign against the advances of the Houthis in the country. At the end of 2017, the alliance between the GPC of the former president Saleh and the Houthis broke out in Sana’a and Saleh was killed. In January 2018 the alliance in the south as well broke out: the Southern Transitional Council, in favor of an independent state in the south took over Aden from the hands of Hadis’ supporters, Hadi being still in exile in Saudi-Arabia.

As a result of such violence and instability, it is more than 20 million of Yemenis out of 27 million in need of any kind of aid. Malnutrition, cholera, diphtheria hit most of the families and a failed health system, with no salaries paid for several years, cannot cope.

 

 

YOUR MISSION:

Under the responsibility of the Head of Program of Yemen, the Field Technical Specialist will need to support both existing activities and partner and at the same time contribute to support long term plan and strategy.


Your main missions will be:

 

1. Establish and Implement MHPSS and Protection (GBV) Programming
•    Technical Standards: Develop and apply technical standards and guidance for MHPSS (considering MHPSS mostly as a component of integrated service within rehabilitation, and protection interventions) and protection activities, including individual/group MHPSS activities, basic MHPSS, referral pathways and SOPs for MHPSS, referrals pathways and protection SOPs for protection cases including GBV, protection and GBV awareness and sensitization sessions, protection outreach  and community based work, protection data management, protection mainstreaming, and engagement of local stakeholders.
•    Analysis and strategy development: Develop a thorough understanding of the protection environment in the Yemeni context and provide country team with updated protection analysis and strategic guidance.
•    Quality Control: Monitor and ensure the quality and relevance of MHPSS and protection (GBV) activities.

 

2. Build Technical Capacity of program staff and partners
•    Capacity Assessment: Identify MHPSS, Protection (GBV) training needs and effective modalities for capacity building among partners and program staff.
•    Resource Development: Create and adapt resources, curricula, SOPs, and training materials, in collaboration with HQ MHPSS and Protection Specialists, and SRHR Regional Specialist.
•    Inclusive Program Design: Ensure all tools and resources are aligned with HI’s Disability, Gender, and Age (DGA) policy, and coordinate with the Inclusive Humanitarian Action Technical Officer.

 

3. Influence
•    Representation: the technical expertise of HI throughout the local relevant networks
•    Advocacy: Contributes to advocacy on specific themes in line with the global advocacy priorities
•    Communication: Ensures a harmonized technical message is provided during these working groups and that HI speaks in a common voice on technical issues; contributes to communication messages locally in line with the global communication priorities

 

4. Business development
•    Ensure the development of major opportunities or new projects in the region
•    Contributes to the design, conception and writing of new projects in the country
•    Identifies & develops local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the country under his sectorial scope

 

5. Coordination and reporting
•    Supports the teams to produce regular reports on HI activities (newsletters, case studies, activity reports, etc.)
•    Lead and contribute to case studies, lessons learned, and best practices documentation to support program learning.
•    Ensures the quantitative and qualitative reporting through the tools (assessment form, follow up form, discharge and monitoring form, groups report) and system in place
•    Contributes to projects reporting for donors and local authorities.
•    Ensures regular internal reporting on your activities to managers upon his/her solicitation (field visit reports, coordination meeting, workshop, meeting minutes, etc.)
•    Actively participates to coordination meetings and workshops;
•    Contributes to efficient internal coordination between technical sectors and with other departments.

 

 

CHARACTERISTICS OF THE POSITION:
The position is based in Sana’a / Aden Yemen. The expatriate is expected to travel between HI bases (Aden, Mokha,Sana’a, Hodaideh and Hajjah).  In the five locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas.
The mission has put in place adequate security rules and processes to allow teams to work in a safe environment. Despite the country’s situation, the risk for expatriates remains limited and no critical incident happened over the past period.
Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.
Dress code: Men will be required to wear long pants and at least a short-sleeved shirt. Women are required to wear the abaya and hijab (headscarf) outside of the compound. For female staff in the office, appropriate attire includes long pants and long sleeve shirts.

JOB CONTEXT:
 

HI have been intervening in Yemen on and off for the last 14 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a. In 2023, Hi expand to have a Livelihood project and adopt a hybrid approach on working directly and through local partners.

In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.

 

YOUR MISSION:
 

Under the responsibility of the Head of Program of Yemen, the Field Technical Specialist will need to support both existing activities and partner and at the same time contribute to support long term plan and strategy with for example supporting in country curriculum and training for inclusion staff/ future staff.

Your responsibilities will be:

 

 1: STRATEGY DEVELOPMENT

  • Contribute to the protection pillar of overall strategic planning for HI's mission
  • Lead the definition of the Inclusive Humanitarian Action technical strategy for HI's mission and support its implementation by the operational teams;
  • Provides sectorial technical input to the StratOps of the Programmes within his/her scope and in his/her sector, in line with the global StraTech and ensure relevant follow up.

 

2: TECHNICAL SUPPORT

  • Provides adequate technical guidance and support to Project Managers and Project supervisors when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards    and mandatory transversal approaches
  • Ensures adequate support to multi-sector responses within projects, in line with the other specialists
  • Ensures a local sectorial watch, best practices to adopt within his/her sectorial scope

 

3: RESEARCH AND ANALYSIS

  • Conduct regular analysis of project data and external secondary data on INCLUSION needs and interventions in close collaboration with the Chief of Operations, Information Manager and the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator;
  • Contribute to the development of research and innovation projects at the country and region level, when relevant to inclusion

 

4: COORDINATION AND REPRESENTATION

  • Ensure coordination of our INCLUSION intervention amongst local and international actors, avoiding duplication and promoting cohesiveness
  • Contribute to the local external prestige and influence of HI’s expertise in inclusion sector priorities
  • Liaise with national Authorities and other line ministries and participate in different forums

 

5: BUSINESS DEVELOPMENT

  • Contributes to the context analysis in his/her sectorial scope
  • Contributes to the design and writing of new projects in Yemen with if needed coordination with region and HQ for multi country project.
  • Identify & transform major opportunities in Yemen.

 

6: REPORTING

  • Review and ensure technical quality of any report (Donors and ministries) related to inclusion
  • Ensure that lessons learnt and best practices in your sector of activities are documented and shared with the technical unit and headquarters;

 

7: CAPACITY BUILDING AND SUPPORT TO LOCAL AND STATE CAPACITIES:

  • Building local and state capacities in inclusion, in particular in the field of Quality management, Information management, conflict sensitivity, Gender Action Learning Systems, diversity and inclusion and the preparation of new team members in inclusion.

 

8: Team Management

  • Ensure strict application and respect of Internal Regulations by staff under direct line management
  • Manage the team under direct line management: set individual objectives, complete appraisals of team members, ensure disciplinary measures are taken, when necessary, identify training needs, etc.
  • Support team members in their management duties and professional development

 

9 : CONFLICT TRANSFORMATION:

  • Work with conflict-affected communities to transform conflicts and build more peaceful societies.

General context of the project
INTERSOS is an independent international humanitarian organization that assists the
victims of natural disasters, armed conflicts and exclusion. It operates in over 20 countries in
the world. Its activities are based on the principles of solidarity, justice, human dignity,
equality of rights and opportunities, respect for diversity and coexistence, paying special
attention to the most vulnerable people. In Yemen, INTERSOS has been operational since
2008, responding to the humanitarian needs of the conflict-affected population (IDPs,
returnees, and host communities) as well as refugees, migrants, and asylum seekers, with a
focus on multi-sector programming covering protection and livelihoods, shelter rehabilitation,
WASH, and integrated health and nutrition interventions.

General purpose of the position

The Head of Programme is responsible for the country’s programme strategy and for
providing technical input to the team within the different sectors.

Under the guidance and leadership of the Country Director, the Head of Program will be
responsible for spearheading the development, review, and management of INTERSOS
Yemen's portfolio, with a keen emphasis on technical excellence and the expansion of
partnerships to incorporate new humanitarian and development donors. The HOP will
oversee and coordinate the Programme team members, including the Deputy Head of
Programme, the Technical Coordinators, and the Grants and Reporting Manager,
ensuring seamless collaboration across all phases of the programme cycle. Under the
HOP’s leadership, they will collectively project an image of INTERSOS as an
organization committed to delivering with accountability, timeliness, and
uncompromising standards of quality. Where gaps are identified, the HOP will also be
accountable for the development of programme-related policies, processes, tools, and
standards, requesting support from the Regional team as needed. The HOP will ensure
accurate, consistent, and timely donor reporting, and internal and external
representation with Government officials and donors. Last but not the least, the HOP will
be involved in high-level and strategic decision-making, collaborating closely with the
Country Director and the Head of Operations.

Main responsibilities and tasks
Strategy and portfolio development
● Situation and scenario analysis: In consultation with Technical Referents, and
MEAL staff, identify evidence and information gaps, and lead the collaborative
analysis of the current context and - when relevant - potential scenarios to inform
rapid response and/or scale-up programming in existing or new areas of
intervention.

● Country Strategy Paper: Under the lead of the Country Director and in
collaboration with the Head of Operations, develop and update designated
sections of the country strategy paper, in alignment with an up-to-date situation
analysis; an analysis of INTERSOS’ strengths, weaknesses, opportunities, and
threats; as well as with INTERSOS overall global strategic plan, values and
principles.
● Funding and partnerships: Regularly monitor the country's donor and partner
landscape, identifying new funding opportunities and strategic partnerships, and
supporting the Country Director in pursuing them.
● New Business Development (NBD): Following completion of the GNG process
and with the support of the country office Grants team, initiate and oversee the
development of new, context-relevant, operationally feasible, and donor
compliant concept notes and project proposals and budgets, facilitating the
participation of Technical Referents at the country and HQ level, Programme
Managers, the DRD, and the Regional Grants & Reporting Officer.
Programme team management
● Recruitment: Timely initiate and/or participate in the recruitment of Programme
staff where gaps arise, to ensure the programme portfolio is adequately and
timely resourced. Support the Deputy Head of Programme in the recruitment of
project managers and other project staff when necessary
● Direction: Through a participatory leadership style,establish and communicate
goals, objectives and related KPIs for the programme team, in full alignment with
the mission strategic objectives.
● Line management: Lead the DHOP, the Grants team and the Technical
Coordinators, and provide daily supervision and support, ensuring they are
enabled to perform and complete tasks at their best, they adhere to INTERSOS
values and SOPs, and they receive regular feedback to improve, including
through the Internal Review Process (IRP) tools.
● Role model: Consistently promote high standards through personal example and
acting as a role model with the team, so they understand and are motivated to
embody the expected behaviours.
● Capacity strengthening: Undertake continuous training and capacity
strengthening for personnel under HOP's direct supervision. Inspire the entire
Programme team and provide technical expertise.

● Together with the Head of Operations, ensure productive collaboration among
the programme and support teams that they supervise.
Programme management
● External communication: Ensure project proposals are discussed with the
relevant ministries before submission to the donor and that authorities endorse
the project for a smooth and timely start of the project. Ensure timely
communication and information flow on programme achievements to donors,
SMT, Regional Office, partners.
● Reporting to donors: Oversee the preparation of narrative and financial reports
by the Grants & Reporting Manager/Officer and the Finance Controller, ensuring
that the submitted outputs require minimal inputs from Regional Office, Technical
Unit, and Grants Unit and that deadlines to the donors are met.
Accountability, compliance, and quality control
● Compliance: Review field-visit reports produced by the Deputy Head of
Programmes and support him/her in identifying solutions to tackle arising
challenges in a timely manner and coordinating the contribution from the relevant
Technical Coordinators.
● Based on proiect burn-rate data received from the Deputy Head of Programmes
and through spot checks of the Journals, identify underachievement and
underspending, timely flag them to the CD, the DRD and the Regional Finance
Coordinator, and provide the Deputy Head of Programmes with the guidance, the
support (eg. liaising with the Head of Operations) and the necessary resources
to put the project back on track.
● Learning and improvement: By facilitating the regular and constructive (non
judgemental) dialogue among programme, MEAL, technical and support staff,
document, disseminate, and enable the uptake of lessons learned, good
practices, and innovative solutions within ongoing and future projects.
Representation and advocacy

● Advocacy: Under the leadership of the Country Director, contribute to the
definition of the country advocacy strategy and represent INTERSOS within

national and international media and participate in community activities as
appropriate.
● Partnerships: Together with the Country Director and Head of Operations,
establish and maintain strong and efficient partnerships with organisations,
donors and authorities, in line with the country strategy
● Localisation: At the country office level, lead on the development and roll out of
the localisation strategy, identifying and/or nurturing strategic partnerships with
local actors in key sectors (including with the stipulation of Strategic Partnership
Frameworks, in line with INTERSOS localisation ambition.
● High-level representation: Represent INTERSOS in high-level programme and
advocacy discussions in the country (eg. with partners, project stakeholders,
government counterparts and service providers).
● Sector-level representation: Oversee and ensure regular attendance and active
contribution by Technical Referents at sector/cluster meetings.
● Acting up: Upon delegation of authority, act as Country Director when needed.

JOB CONTEXT:
HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis).
In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.

Reporting to the Programme Director, the role of the Humanitarian Access & Security Manager (HASM) is to help ensure the security of HI’s personnel and property and develop HI’s access to vulnerable populations to the greatest extent possible.

YOUR MISSION:
Responsibility 1: Management:

  • A manager who leads by example: embodies HI’s values on a day-to-day basis and is a role model;
  • A manager who gives meaning: comprehends strategy, clarifies it, translates it into operational objectives for his or her team and manages the necessary changes;
  • A manager who administers the operational management of his or her team, structure the work to be done in accordance with identified processes, drives performance and facilitates the resolution of problems;
  • A manager who assumes HR responsibilities and coaches his or her team members.

Responsibility 2: Standards and expertise:

  • Support the development, updating and implementation of HI’s security system on the programme (procedures, documents and tools);
  • Ensure the implementation of HI’s security policy, operational guide and the new security guidelines issued by headquarters;
  • Develop a learning system based on experience gained and lessons learned on the programme;
  • Contribute to the drafting, revision and implementation of the operational strategy (StratOp) as part of his or her responsibilities.

Responsibility 3: Operational implementation:

3-1: Context monitoring and strengthening the acceptance of HI’s programme:

  • Monitor and analyses the local, national and regional context;
  • Develop the programme’s network by supporting the diversification of sources of information and capitalising on information from key contacts;
  • Strengthen the level of acceptance of HI to whatever extent necessary in the different areas of intervention.

3-2: Operational security management:

  • Provide advice and guidance on evolving security risks, resource requirements, security frameworks and documents, strategies and sharing of good practices for the security management of HI activities in the country, including input necessary for the definition of future project proposals;
  • Make regular visits to the field to conduct security assessments and to support the offices in the provinces;
  • Ensure good internal coordination in all matters relating to security, particularly with Operation and Logistics on safety aspects;

3-3: Humanitarian access:

  • Ongoing analyses of the humanitarian context and key actors, identifying obstacles to access and opportunities for improvement;
  • Support the Programme Director with the creation of a strategy to improve humanitarian access specific to the programme.

3-4: Capacity-building and training in the fields of security and humanitarian access:

  • Evaluate the needs of HI staff on the programme and supports the implementation of the HAS training plan (including internal and external training (Hostile Environment Awareness Training, Security management, humanitarian negotiation…);
  • Ensures the training and ongoing capacity-building of staff in charge of security;
  • Develop a culture of security within the programme;
  • Take part to briefing and Induction of new arrivals;
  • Give regular security updates to all staff;

3-5: Emergency preparedness:

  • Direct emergency preparedness actions in his or her department and, in the event of an emergency, reorganises the priorities of his or her team according to humanitarian imperatives in order to ensure a rapid and effective response from HI;
  • Contribute the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.

Responsibility 4: Representation and Coordination

  • Represent HI in a bilateral meeting with humanitarian actors and with local actors when needed;
  • Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities in the area if required.

CHARACTERISTICS OF THE POSITION:

The mission has put in place adequate security rules and process to allow team to work in safe environment. Despite the country situation, risk for expatriate remain limited and no critical incident happened over the past period.
Local medical capacity remains a concern for person with fragile heath, ongoing treatment and that need close medical follow up.
Dress code: Men will be required to wear long pants and at least a short-sleeved shirt. Women are required to wear the abaya and hijab (head scarf) outside of the compound. For female staff in the office, appropriate attire includes long pants, and long sleeve shirts.

Yemen is currently facing a complex humanitarian crisis, as the conflict has exacerbated existing chronic vulnerabilities. Consequently, Yemen is considered as one of the worst humanitarian crisis with:

  • 20 million of people are in need of aid in Yemen, including 11.3 million in urgent need of humanitarian relief,
  • 14 million of people do not have access to health services and 17 million are food insecure.

 

Currently, MDM intervenes in the Northern and Southern parts of Yemen in the governorates of Sanaa, Amanat Alasima, Ibb, Lahj and Abyan. MDM strategy is based on 2 key axes:

  • To provide primary healthcare services, including OPD, vaccination, nutritional care, reproductive health. 16 health facilities are directly supported.
  • To provide mental healthcare and psychosocial support (MHPSS) in specific healthcare facilities and via a network of CHVs trained in detection and community awareness-raising.

 

Job description

Under the supervision of the deputy general coordinator, you support MdM Yemen in ensuring high-quality programming in compliance with donor's requirements and MdM national and global strategies.

In addition, you are responsible for the communication aspect of the mission and represent the mission in relevant forums.

More specifically, your main responsibilities are the following:

 

Donor's proposal management

  • Act as the focal person for project development, including tasks distribution, assessing suitability and compliance and facilitating the process in line with mission’s requirements
  • Develop, in liaison with the HQ focal person, simple guidance for the mission to follow in resources mobilization – the Go or No Go decision process, donors mapping, theory of change development
  • Lead the proposals and concept notes development process in task distribution, setting timelines, writing, reviewing, and compiling in coordination with the deputy general coordinator and the HQ program team
  • Ensure the development of high-quality proposals and concept notes in accordance to MdM global and national strategies and mandate
  • Lead the writing of non-technical parts of proposals with the support of the deputy general coordinator, while ensuring proper compilation of the different contributions
  • Review and advise on all document agreements including and not limited to logframe, workplan, budget, and work in close collaboration with the medical, logistics, HR and finance departments, to ensure consistency among the different components of proposals
  • Review the different contributions, share comments with the team to ensure the quality of documents
  • Review and ensure that all indicators are SMART and targets realistic, in collaboration with, MEAL team and   program team
  • Act as the focal point at the mission level for the program support officer at HQ with the support of the  Institutional Funding Unit, and consider adherence to donor compliance and guidelines

 

Donor and internal and external reporting

  • Based on HQ grants tracker, ensure good follow-up of the reporting deadlines on a regular basis and  share with relevant departments
  • Lead and coordinate the donors and internal report writing process in the mission and ensure timely submission
  • Lead the writing of non-technical parts of reports with the support of the deputy general coordinator, while ensuring proper compilation of the different contributions
  • Collaborate closely with the program, logistics, MEAL and finance departments, to ensure consistency among the different components of the reports
  • Act as a focal point for report-related queries and feedback collection from the mission level in collaboration with the program support officer (HQ)
  • Lead the preparation of the monthly MdM situation report, and compilation of contributions collected from the different departments

 

Donor engagement and representation

  • Maintain an overview of all donor strategies, requirements, rules and regulations; train the different teams
  • Carry out regular donor mapping exercises and identify new funding opportunities in line with the country program’s strategy
  • Maintain a database of current and expected calls for proposals
  • On request of the deputy/general coordinator, engage with identified donors for potential funding
  • On request of the deputy/general coordinator attend meetings with donors
  • Support the mission in the organization of external audit or evaluation
  • Assist the deputy/general coordinator in donors meetings and preparing talking points

 

Memorandum of Understanding (MoU) and partnership agreements

  • Support the deputy general coordinator and program coordinators in the development of needed operational MoU, partnership agreements or amendments (e.g.: Ministry of Health, UNICEF, other INGO/local NGO or UN agency)
  • Ensure proper and effective communication and collaboration with partners when included in a consortium
  • Maintain a proper filing system of all partnership, MoU and other agreements on the mission level
  • Along with the Program support officer in HQ, coordinate the revision, validation and signature process of such agreements

 

Communication

  • Collaborate with HQ-based communication department and program support officer to develop new internal communications products for the mission including factsheets, snapshots, country profiles, brochures, leaflets, flyers, etc.
  • Contribute to the development of communication and visibility strategy for the mission based on MdM brand guidelines and donors requirements
  • Train the program and other relevant staff on the communication guidelines, success stories writing, collection of photos and other identified topics that will improve the communication strategy adopted in the mission, with the support of HQ communication department
  • Support program visibility and communication initiatives by the collection of images, success stories, and other communications content through regular field visits
  • Support program staff in drafting or reviewing various materials such as factsheets, presentations, articles, lessons learned documents, and any other media materials and resources as needed, intended for both internal and external stakeholders
  • Develop, maintain, and promote MdM Yemen’s visibility via prior-approved social media platforms, in line with HQ communication department’s guidance

YOUR MISSION:  

Under the responsibility of the Geographic Director Middle East, the Yemen Country Director contributes within his/her geographical area to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion.  

He/she ensures optimal quality and impact of the activities in the Programme, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes. 

In this context, your missions will be as follows:  

1. Management 

  • Set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the different actors in the Programme and with head office colleagues. 

  • Based on the Human resources strategy of the Programme (in the StratOp), size and plan annually human resources needs of the Programme. 

  • Recruit and contribute to the professional development, autonomy and well-being at work of his/her direct managers : in link with the corresponding professional channels, set formalized individual objectives, ensure coherence between HI’s needs and competencies and motivation of his/her teams, develop and monitor competence development plan, evaluate individual performance, contribute to career evolution. 

  • Acknowledge individual and collective efforts and performance. 

  • Embody and transmit HI values, ensure compliance with code of conduct and institutional policies, ensure the expected mind set and individual and collective behaviours, and disciplinary measures when necessary. 

  • Conduct a Programme Steering Committee with his/her direct managers: Operations Manager, Area Managers, Technical Unit Manager & Shared (support) Services managers. 

  • Steer organisation transformation, in particular through managerial and work practice change and continuous improvement of working processes. 

2. Deployment of HI Strategy 2025 and HI frameworks & regulations in the Programme 

  • Conduct the development of the Programme’s Operational Strategy, and its implementation and annual monitoring, taking into account context and external constraints, HI’s mandate and 10-year strategy, the Technical Strategies and the Development plans of Emergency, Atlas and Impact-Innovation-Information Divisions. 

  • Be responsible for fundraising and resource planning: 

  • Ensure the deployment of and compliance with HI global frameworks, institutional policies and standards. These include: the mandatory reference frameworks (such as HI Mission & Values or HI Theory of Change: Access to services), all HI's institutional policies (Security / Code of Conduct and Safeguarding / Bribery prevention / PME and Project Quality Framework / Age-Gender-Disability), all institutional directives and processes; delegation thresholds; security levels. 

  • Ensure financial control and monitoring of operations are effective in the Programme: consolidation, control and reporting of operational and organizational elements within the Programme (dashboards, corrective measures, unrestricted fund consumption, etc.) 

  • Be responsible for security management: in link with the Security advisor, develop a culture of safety & security at Programme level; ensure that security documents are up-to-date and that all necessary measures are put in place; ensure incident management and reporting according to HI frameworks. 

  • With both potential opportunities and risks in mind, ensure continuous monitoring and analysis of current developments in his/her geographical context 

3. Legal representative 

  • He/She is the legal representative of the overall HI organization internally and externally, and promotes a high reputation and positive image of HI. This includes: 

  • Employer’s representative responsibilities and compliance with local working regulations. 

  • Communications on behalf of HI. 

  • Representation of HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies. 

  • Representation of HI vis-à-vis international organizations and coordination mechanisms & system. 

  • Negotiation and signature of operational partnerships, and monitoring of operational partnerships signed in affiliated countries. 

4. Influence and leadership 

  • Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) in the Programme’s geographical scope 

  • Take on the messages of HI global advocacy to all relevant external parties. 

  • Develop a local specific advocacy activity in accordance with the Operational Strategy of the Programme. 

  • Develop the communication and information activities, in accordance with the Operational Strategy. 

  • Carry the overall HI mandate (e.g., advocacy, weapons, emergency) and organization (including Federation, Technical Divisions, National Associations, the Institute), internally and externally (be a representative of HI vis-a-vis external parties)

CHARACTERISTICS OF THE POSITION: 

The position is based in Sanaa – Yemen with regular travel to Aden for representation with local authorities. 

The expatriate is expected to travel between HI bases (Aden, Mokha and Hajjah, Hodeidah). In the four locations, shared guesthouses well equipped. The work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a, Hodeydah and Hajjah nowadays. However, the security is volatile in southern areas (Aden and Mohka).

HI has been supporting two hospitals and one physical and functional rehabilitation centre, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis).

Today, HI is implementing these activities in 6 governorates (Amanat Al Asimah, Hajjah, Al Hodeidah, Taizz, Aden and Lahj governorates) from 14 health facilities and rehabilitation centres.

In parallel, HI is implementing inclusive humanitarian action, as well as humanitarian mine action activities in the south of Yemen.

YOUR MISSION:

Under the responsibility of the Technical Head of Program, the Grants Developer supports the Head of Program in the development and implementation of the Programme’s fundraising strategy. He/she ensures the quality and time-effective development of proposal for fundraising in close collaboration with the HOP, the Technical Unit Manager and the Area Managers. He/she enhances the Programme’s team capacities for qualitative proposal development. He/she leads and ensures the quality grants management and reporting and compliance with donors’ guidelines and requirements.

1. Supports the HOP in the development of the Programme’s fundraising strategy:

  • Contribute to the mapping of donors active in the region/countries, of their initiatives (calls, partners) and of their strategies and priorities, in coordination with the HOP and in collaboration with the head office Institutional Funding Direction and HI National Associations;
  • Liaise with HI Institute for the Institute’s recommendations on ethical positioning towards donors and funding opportunities and for the analysis of each donor;
  • Liaise with HI Institute, HOP and Security Advisor to assess ethical risks towards each funding opportunities against the humanitarian imperative;
  • Get regular updates from head office Institutional Funding Direction and HI National Associations on donors’ positioning towards key trends such as NEXUS, gender equality and disability inclusion, protection mainstreaming and inform proposal development, in coordination with the HOP
  • In collaboration with the HOP, facilitate regular brainstorming with technical and operations teams to generate ideas for new programs in response to identified donors strategies and priorities;
  • In collaboration with technical specialists and operations teams, guarantee the connection between thematic clusters (humanitarian network’s priorities) and the Programme fundraising strategy;
  • Liaise with HI National Associations for all issues related to donors relations and communication (general communication, keys visits or networking);
  • Actively participate in the participatory work to review and design the 3-years Operational Strategy of the program – with responsibility on the fundraising component.

2. Ensures high quality and time-effective proposals development for fundraising:

  • Advise and support the HOP in the identification and selection of the fundraising opportunities.
  • Plan, prepare, coordinate and lead the proposal development process
  • Support compliance to international best practices and donors’ specificities in the development of the proposals’ logical frameworks and logical models (ToCs, etc.).
  • Ensure coherence between operational aspects, MEAL, technical approaches, logistics and budgeting.
  • Participate directly to writing and development of all proposals and take the lead for the development of major grants and/or complex donors.
  • Provide guidance/support to the writing of projects’ proposal narratives, ensuring compliance to donors’ instructions, priorities and specificities.
  • Guarantee the completeness and final compliance of all proposal package submissions to the call for proposals’ guidelines and donors’ requirements.

3. Enhance the missions’ capacity for qualitative proposal development:

  • Facilitate production and sharing of good practices over proposal development, in particular in relation to certain key donors’ specificities (value for money, etc.) and cross-cutting issues (gender, environment, protection, safeguarding, etc.).
  • Strengthen mission teams’ capacity for proposal development, including HI internal guidelines/processes, international good practices and donors specificities.
  • Produce and share a monthly follow-up of the grants development and reporting actions and deadlines;
  • Manage and update the Programme fundraising table (submissions, categories of donors, annual stats) and insure the sharing and access to these information for all missions, HQ and NAs

CHARACTERISTICS OF THE POSITION:

The position is based in Sanaa – Yemen, and the expatriate is expected to travel between HI bases (Aden, Mokha and Hajjah, Hodeidah). In the four locations, shared guesthouses well equipped. The work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a, Hodeydah and Hajjah nowadays. However, the security is volatile in southern areas (Aden and Mohka).

The mission has put in place adequate security rules and processes to allow teams to work in a safe environment. Despite the country’s situation, the risk for expatriates remains limited and no critical incident happened over the past period.

Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.

Dress code: Men will be required to wear long pants and at least a short-sleeved shirt. Women are required to wear the abaya and hijab (headscarf) outside of the compound. For female staff in the office, appropriate attire includes long pants and long sleeve shirts.

JOB CONTEXT:  
HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs). 

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a. 

In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities. 

HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah have been launched early 2022. 

YOUR MISSION:  
The Technical Field Manager (TFM) - also called Land Release Project Officer (LRPO) at HI - has the primary function of providing technical advice to all national staff assigned to him/her throughout all HMA activities. He/she will provide daily support, field mentoring and advice to a number of High Threat Search and Clearance, BAC, TS, IED clearance, NTS, Land Release Process teams operating throughout the designated area of operations.  HI is seeking a person that displays a positive approach to his/her work and is of a determined and dedicated character. 

His/her secondary function is to develop the capacity and technical knowledge of all national HMA staff within HI assigned to him/her. 

The TFM reports directly to the Land Release Project Manager (LRPM) - also called Chief of Operations (CoO) at HI - thus will plan activities closely with the LRPM and will work very closely with other Technical Advisors, National Demining Supervisors and other demining team members.  

 Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks 

- Contribute to project planning and implementation in line with the existing frameworks;  

- Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the support services and the technical unit;  

- Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager; 

- Ensure regular reporting of activities and contribute to the internal and external reporting as requested by the project manager; 

- Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager. 

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning 
- Contribute to project monitoring, specifically activity progress indicators and the expected outcomes; 
- Contribute to project evaluations at the request of the project manager and ensure that project evaluation recommendations are followed; 
 
Responsibility 3: Ensure project data management 
- Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards. 
 
Responsibility 4: Contribute to the coordination of project teams  
- As authorized by the project manager, facilitate coordination meetings between the project teams and the support services located in the area when necessary; 
- Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country. 
 
Responsibility 5: Contribute to external project communication  
- Contribute to HI’s external influence by taking part in networks, when required; 
- Communicate about the project to partners, authorities and stakeholders when relevant. 
 
Responsibility 6: Emergency Preparedness and Response  
- Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

YOUR MISSION:

Under the responsibility of the Head of Program of Yemen, the Inclusion Technical Specialist contributes will need to support both existing activities and partner and at the same time contribute to support long term plan and strategy through these missions.

 

Mission 1: Strategy development

  • Contribute to the protection pillar of overall strategic planning for HI's mission
  • Lead the definition of the Inclusion technical strategy for HI's mission and support its implementation by the operational teams;
  • Provides sectorial technical input to the StratOps of the Programmes within his/her scope and in his/her sector, in line with the global StraTech and ensure relevant follow up.

 

Mission 2: Technical support

  • Provides adequate technical guidance and support to Project Managers and Project supervisors when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards    and mandatory transversal approaches
  • Ensures adequate support to multi-sector responses within projects, in line with the other specialists
  • Ensures a local sectorial watch, best practices to adopt within his/her sectorial scope

 

Mission 3: Research & Analysis

  • Conduct regular analysis of project data and external secondary data on INCLUSION needs and interventions in close collaboration with the Chief of Operations, Information Manager and the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator;
  • Contribute to the development of research and innovation projects at the country and region level, when relevant to inclusion

 

Mission 4: Coordination & Representation

  • Ensure coordination of our inclusion intervention amongst local and international actors, avoiding duplication and promoting cohesiveness
  • Contribute to the local external prestige and influence of HI’s expertise in inclusion sector
  • Liaise with national Authorities and other line ministries and participate in different forums

 

Mission 5: Business Development

  • Contributes to the context analysis in his/her sectorial scope
  • Contributes to the design and writing of new projects in Yemen with if needed coordination with region and HQ for multi country project.
  • Identify & transform major opportunities in Yemen.

 

Mission 6: Capacity Building

  • Building local and state capacities in inclusion, in particular in the field of Quality management, Information management, conflict sensitivity, Gender Action Learning Systems, diversity and inclusion and the preparation of new team members in inclusion.

  • Ensure strict application and respect of Internal Regulations by staff under direct line management
  • Manage the team under direct line management: set individual objectives, complete appraisals of team members, ensure disciplinary measures are taken when necessary, identify training needs, etc.

YOUR MISSION:
Under the line management of the Country Director, you will:

  1. Ensure the safe and timely implementation of training and clearance activities according to international and national standards, internal SOPs and in line with HI Project Quality Frame standards;
  2. Support potential expansion of geographical areas and methodology of clearance activities through the assessment of needs and operational options in line with the mission Operational Strategy both in the North and South of Yemen;
  3. Provide strategic and technical guidance towards non-technical survey and clearance programs;
  4. Ensure sound management of the team under your coordination, in line with HI’s Code of Conduct, rules and regulations and HI project standards;
  5. Play a key role in establishing HI EOD work in Yemen.

OTHER RESPONSIBILITIES

  • Co-lead with the HR department the recruitment, inception and training of the proposed EOD field team;
  • Feed directly into funding proposals for HMA activities, including proactively seeking funding opportunities and liaising with donors;
  • Perform frequent field visits in the intervention sites for technical supervision, on-the-job training and quality assurance;
  • Responsible for the development and update of technical training packages for NTS and clearance activities;
  • Collaborate with LR Technical Specialist in ensuring an effective Quality Management System is fully compliant with HI SOPs;
  • Ensure the respect of HI’s Code of Conduct, HI’s Misconduct Reporting Mechanism, HI’s Policy on Prevention of Sexual Exploitation and Abuse, HI’s Security rules, and other relevant rules and regulations by the members of the team under your coordination;
  • When required, contribute to the design and update of risk education materials, monitoring and support to AVR activity components;
  • Co-lead the assessment of needs, feasibility, opportunities and risks of a potential future NTS and clearance intervention in other areas, including Yemen North and in support of introduction of new innovative methodologies (for instance, use of drones);
  • Develop and maintain strong and positive working relationship with National Mine Action Authorities, UNMAS, mine action organizations and other relevant stakeholders;
  • Actively mainstream gender, inclusion and conflict sensitivity in all mine action activities;
  • A final report, at the end of the mission, is to be submitted to the Country Director and the Global Land Release Manager, HQ.

CHARACTERISTICS OF THE POSITION:
The position is based in Aden – Yemen. The expatriate is expected to travel to other HI bases.

In the four locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas. The mission has put in place adequate security rules and processes to allow teams to work in a safe environment.

Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.

Dress code: Men will be required to wear long pants and at least a short-sleeved shirt. Women are required to wear the abaya and hijab (headscarf) outside of the compound. For female staff in the office, appropriate attire includes long pants and long sleeve shirts.
