General context of the project

General purpose of the position

The Programme Coordinator will assist the Head of Mission specifically following the overall country programme development and management in accordance with INTERSOS’ country strategies, plans and policies.

The Programme Coordinator will be primarily responsible to ensure quality assurance and enhanced accountability. ​

 

Main responsibilities and tasks

Development and management of INTERSOS’ programmes

  • Direct line management of the Project Managers and provide leadership and support to the INTERSOS programme team: capacity building, supervision and performance evaluation.
  • Leading role in the development of a country strategy and programme design:
    • Lead the definition of the programming strategy for INTERSOS with HoM and technical coordinators, in addition to develop an operational action plan and support structure.
    • Support the HoM to design the Country Strategy.
  • Leading role in the development and management of a multi-sector and holistic resilience programme and ensure strong coordination between the different sub-offices, programme sectors and Project Managers.
  • Define partnership strategy with national counterparts (CBOs, NGOs, local authorities, different line ministries, etc.).
  • Lead the development of new concepts and proposals (writing of the technical part and contributing to the design of the budget) for existing donors and to seek new funding opportunities, under the supervision of the HoM.
  • Input into the fundraising strategy, and coordination of fundraising opportunities alongside and supported by the Head of Mission.
  • Ensure that programmes are implemented in a consultative, participative, and transparent and gender-sensitive way.
  • Ensure that the Programme department is liaising with other departments (admin-finance, logistics-procurement, HR, M&E, communication) for programme implementation and reporting to donors.
  • Ensure active participation of INTERSOS partners in all steps of the Programme Cycle Management and strengthening partners’ capacities in pre-identified areas; including community participation.

Ensuring quality implementation of program and driving improvements in programme quality: Accountability and Monitoring, Evaluation, Assessment and Learning (MEAL)

  • Provide support and supervision to the Project Managers through regular field visit, meeting with the staff and the line managers, supervise the planning of the activities and programs. Organize internal meetings on specific subjects.
  • Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of the desired impact.
  • Provide monthly direction and feedback to Project Managers to ensure all projects have an accurate and regularly updated financial plan, procurement plan, PAT, work plan, monthly reports and interim/financial reports (narrative and final).
  • Supervise and review reporting, and when needed prepare reports him/herself: assure timely quality reports (internal and external; monthly, interim and final reports).
  • Promote beneficiary/affected population centred approach.
  • Work with the team to develop innovative ways for community feedback (e.g. effective complaint mechanisms).
  • Ensure external evaluations which are programmed and budgeted are executed, and information found is used for internal lessons learnt, donor reporting and proposals.
  • Ensure proper follow up of monitoring results, sharing relevant results to senior management and having overall strategic awareness of programme impacts.
  • Supervise, plan and monitor the work of the Quality (MEAL) Department. Ensure the Quality/MEAL Department delivers on the following aspects:
    • Guarantee innovation and use of smart tools for the implementation of programmes.
    • Initiate research on specific thematic aiming at building evidence for quality proposal development (assessment), programme delivery (monitoring/evaluation materials processing) and on change processes putting the affected population at the centre of the research (learning) and when possible evidences to feed joint leverage-advocacy efforts (INGO forum or at Cluster level).
    • Ensure regular review of INTERSOS programming against Core Humanitarian Standards and promote a proactive integration of the benchmarks throughout the different phases of the project cycle.
    • Ensure each project of INTERSOS is regularly reviewing frameworks and monitoring results against set indicators
    • Supporting teams in capacity building on MEAL.

 

As a transversal approach and indirect outcome: building effective programme teams

  • Leading role in reflection on collaborative ways of working within the team and with other teams, and role modelling these behaviours.
  • Helping individuals and the team to achieve objectives through day-to-day support, monthly face to face meetings, regular team meetings, which include discussions of progress against objectives, giving feedback, challenges and encouragement.
  • Supporting personal and career development of direct reports (and the team as a whole).
  • Ensuring a secure, safe and healthy working environment.
  • Guide internal capacity building efforts for INTERSOS teams on Accountability/MEAL tools (generic).
  • Identify training and organize capacity building for the national and international staff (nationalization of the staff is a priority of the mission). In collaboration with HR and HoM, support the recruitment of the staff

Representation, Coordination and Advocacy

In coordination with HOM and consultation with sector coordinator and PMs:

  • Establish and maintain collaborative relations with relevant donors, local authorities, partners, project stakeholders and other organizations working in the project areas.
  • Proactively engaging with donors, international NGO and other actors participating at coordination meetings.
  • Represent INTERSOS in relevant meetings.
  • Ensure INTERSOS representation in appropriate external programmatic forums/working groups/task forces and clusters.
  • Play the role of Deputy Head of Mission in INGO coordination fora.
  • Organizing programme meetings on a monthly basis.
  • Seek to develop strategic partnerships with local organizations, wherever possible.

Gap filling for project managers

  • During gaps in recruitment

Monthly reporting

By 15th of each next month to delivery short monthly report that contains:

  • Overview of general trend/analysis of operating environment
  • Progress summary of program - focus on challenges, risk mitigation strategies and working points for next month

Required profile and experience

Education 

  • MA in social sciences or related field

Professional Experience 

  • Minimum 3 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget and implementation of multi-sectoral programming in complex emergencies, ideally including protection.
  • Prior experience in working in complex emergency setting, involving displacement and armed conflict.
  • Demonstrated experience in staff supervision and remote management.
  • Experience with monitoring and accountability tools and systems.

Professional Requirements 

  • Willingness and ability to deliver on reporting requirements related to this position (50% of time) – including the write reports him/herself, related to gaps in resources

General context of the project

The project provides emergency health and nutrition services, integrated with protection, for conflict and displacement affected people in Hajja and Aden Districts.

For Hajja, INTERSOS supports 3 existing HFs and runs 2 ambulances, as well as having 2 protection teams working from the HFs and covering to the catchment area.

For Aden, INTERSOS runs 2 mobile teams, targeting the IDPs staying in collective shelters, and a center is set up in Al-Buraiqa, to address the protection needs of IDPs and host community.

General purpose of the position

DG ECHO funded grants in INTERSOS Yemen mission are managed by national Project Managers: different project managers for different sectors and for different geographical zones (H&N, protection and North and South). However, INTERSOS requires a grants manager to bring the different reports together (monthly, ad hoc, interim and final reports to donor), in addition to supporting the development of new project proposals.

This position will also support the HOM to identify, screen, and maintain partnerships alongside the project manager, technical coordinators and program coordinators.

Main responsibilities and tasks

  • Develop clear understanding of INTERSOS program and strategy for Yemen
  • Coordinate with HOM, program coordinators, project manager and technical coordinators to ensure timely support for design and development of new project proposal, ensuring these are in line with INTERSOS’ program goals, objectives and indicators.
  • Coordinate with Program Department and other departments in order to develop new proposals according to donors’ template and procedures. Be accountable for the initial drafting of the narrative and budget design of any new grant.
  • Ensure that programs’ design matches INTERSOS and donor technical minimum standards and seek MEAL department guidance and tools.
  • Map INTERSOS’ local organizations and provide for quarterly updated mappings.
  • Assist in the coordination of detailed plans at the start of funded projects, which is consistent with program documentation (grant document and proposal).
  • Ensure the compilation, review and submission of timely, compliant and consistent reporting per INTERSOS and donor requirements.
  • Flag significant deviation from the program implementation plan and estimated expenditures; alert relevant staff.
  • Administrative and office support activities that ensure the project folders are complete and arranged (agreement, amendments, NFFs, signed reports, communications, etc.).
  • Assist in compiling and disseminating grant information necessary to other departments and donors.
  • Prepare reports on programs for donors.
  • Perform other duties as assigned.

 

Required profile and experience

Education 

  • Hold an BA degree in any related field; MA is a plus

Professional Experience 

  • At least 2 year of professional experience working with humanitarian NGO, working in program design and evaluation
  • Demonstrate active direct experience in dealing with grants (proposal development and/or reporting) from DG ECHO, in addition to minimum 1 donor out of the following list: UNHCR, OFDA, and OCHA
  • Demonstrate complete familiarity with Project Cycle Management
  • Prior work experience in complex humanitarian setting and/or the Middle East region is desirable

General context of the project

The project "Enhancing protection and assistance to refugees and asylum seekers in the Southern Region - Yemen” will provide refugees and asylum seekers in South Yemen, with a comprehensive protection assistance package to respond to their most urgent protection needs, in addition to help them to realize voluntary return for Somali refugees.

The proposed intervention aims to improve the protection of and strengthen the self-reliance of refugees and asylum seekers by facilitating access to basic services and targeted assistance in 3 major areas – Basateen, Aden governorate; Kharaz Camp, Lahj governorate and Mukalla/Sayoun, Hadramout governorate with monitoring activities in Al-Dhale’a, Abyan, Shabwa, Taiz and Al-Mahra.

6 rights groups are targeted by the project: Basic Needs and Essential Services, Community Empowerment and Self-Reliance, Fair Protection Processes and Documentation, Favourable Protection Environment, Security from Violence and Exploitation and Durable Solutions. Services provided to the most vulnerable PoC will include case management for SGBV, PwSN and CP, referral (in and out) to specialized services such as psychosocial counselling, legal assistance, material and/or cash assistance, and educational activities. Moreover, the project will seek to strengthen and expand community mobilisation, encourage and support refugee documentation and registration, continued detention monitoring and lastly also support refugees to exercise their right return through an assisted spontaneous return program (ASRP) component.

Intended impact:

  • Enhance the access of PoC to protection mechanisms available in the country through Information campaigns and specific thematic surveys, implementation of systematic protection monitoring, through static and mobile protection monitoring or outreach teams and referral for protection services
  • Provide direct assistance to vulnerable PoC through a comprehensive case management package for PwSN, SGBV survivors and child protection cases (CP)
  • Identification and issuance of vulnerable refugees and asylum seekers for cash grant support.
  • Ensure systematic monitoring of detention centers and detention conditions to assure freedom of movement for refugees and access to juridical assistance for detainees or PoC at risk of detention
  • Livelihood opportunities for refugees who are recipients of cash grants: promote self-reliance of PoC by facilitating the enrolment of refugees into long-term and short-term formal technical and vocational training for refugee youth, and providing soft skill sessions for SGBV survivors and PwSN aimed at greater community (re)integration and reduced vulnerability
  • Ensure to strengthen and expand community mobilization by working with refugee and asylum seeker communities to ensure refugees’ and asylum seekers’ participation and community-based approach
  • Increase level and quality of civil registration and civil status documentation of PoC
  • Enhance refugees’ access to durable solutions, to exercise their right return through assisted spontaneous return (ASR)

General purpose of the position

The main activities will be:

  • Training/Capacity building on case management and protection monitoring for project staff
  • Review/develop SOPs for case management, referral pathways and protection monitoring.
  • Support in report writing, data analysis and provide protection trend analysis.
  • Coach/support project staff in using case management and reporting tools.

Main responsibilities and tasks

  • Update SoP and formats in collaboration with UNCHR protection unit for case management and protection monitoring.
  • Capacity building for the staff on case management and protection monitoring for the following categories: CP/SGBV/PwSN.
  • Train and coach the key protection staff on management of community-based protection activities.
  • Develop a standard training package: basic training package (general protection, protection mainstreaming, case management principles and steps, CP, GBV, PSFA) for all project staff
  • Strengthen the project team’s capacity to meet protection and gender minimum standards.
  • Mentoring for staff on protection technical aspects and databases filling and use and adherence to data protection protocols.
  • Coach/supporting the team in using reporting and case management (BIA, BID, GBV Intake forms, etc.)
  • Tools in informed manner, aimed to increase quality and consistency of data collection and assessment; to guide the team towards enhancing the quality of the information (to prepare to use for advocacy, reporting, case assessment etc.)
  • Provide ongoing protection analysis (including aspects of conflict analysis, gender, and risk management) and lessons from project experience to inform the project manager and protection coordinator, and program coordinator and head of mission in improved program development, implementation and policy/advocacy work.
  • Support the analysis and reporting process of the collected data (both case management and protection monitoring).
  • Review Case Management lists put forward on a monthly basis for cash assistance.
  • Review case management intake forms to ensure quality & complete and monitor case follow-up systems in place post referrals (internal and external).

  • Ensure the compilation, review and submission of timely, compliant and consistent reporting per INTERSOS and donor requirements.
  • Flag significant deviation from the program implementation plan and estimated expenditures; alert relevant staff.

Required profile and experience

Education 

  • Hold an BA degree in any related field; MA is a plus

Professional Experience 

  • At least 2 year of professional experience working with humanitarian NGO, working in program design and evaluation
  • Demonstrate active direct experience in dealing with grants (proposal development and/or reporting) from DG ECHO, in addition to minimum 1 donor out of the following list: UNHCR, OFDA, and OCHA
  • Demonstrate complete familiarity with Project Cycle Management
  • Prior work experience in complex humanitarian setting and/or the Middle East region is desirable

The project "Enhancing protection and assistance to refugees and asylum seekers in the Southern Region - Yemen” will provide refugees and asylum seekers in South Yemen, with a comprehensive protection assistance package to respond to their most urgent protection needs, in addition to help them to realize voluntary return for Somali refugees.

The proposed intervention aims to improve the protection of and strengthen the self-reliance of refugees and asylum seekers by facilitating access to basic services and targeted assistance in 3 major areas – Basateen, Aden governorate; Kharaz Camp, Lahj governorate and Mukalla/Sayoun, Hadramout governorate with monitoring activities in Al-Dhale’a, Abyan, Shabwa, Taiz and Al-Mahra.

6 rights groups are targeted by the project: Basic Needs and Essential Services, Community Empowerment and Self-Reliance, Fair Protection Processes and Documentation, Favourable Protection Environment, Security from Violence and Exploitation and Durable Solutions. Services provided to the most vulnerable PoC will include case management for SGBV, PwSN and CP, referral (in and out) to specialized services such as psychosocial counselling, legal assistance, material and/or cash assistance, and educational activities. Moreover, the project will seek to strengthen and expand community mobilisation, encourage and support refugee documentation and registration, continued detention monitoring and lastly also support refugees to exercise their right return through an assisted spontaneous return program (ASRP) component.

Intended impact:

  • Enhance the access of PoC to protection mechanisms available in the country through Information campaigns and specific thematic surveys, implementation of systematic protection monitoring, through static and mobile protection monitoring or outreach teams and referral for protection services
  • Provide direct assistance to vulnerable PoC through a comprehensive case management package for PwSN, SGBV survivors and child protection cases (CP)
  • Identification and issuance of vulnerable refugees and asylum seekers for cash grant support.
  • Ensure systematic monitoring of detention centers and detention conditions to assure freedom of movement for refugees and access to juridical assistance for detainees or PoC at risk of detention

  • Update SoP and formats in collaboration with UNCHR protection unit for case management and protection monitoring.
  • Capacity building for the staff on case management and protection monitoring for the following categories: CP/SGBV/PwSN.
  • Train and coach the key protection staff on management of community-based protection activities.
  • Develop a standard training package: basic training package (general protection, protection mainstreaming, case management principles and steps, CP, GBV, PSFA) for all project staff

Required profile and experience

Education

  • MA in social sciences, law or related field

Professional Experience

  • Minimum 3 years of relevant working experience in protection programming, including for refugees
  • Prior experience working with UNHCR funded projects
  • Demonstrated experience in staff coaching and training
  • Strong experience with case management
  • Experience in protection monitoring is an asset
  • Prior experience in working in a complex emergency setting, involving displacement and armed conflict.
  • Strong experience in working with community-based protection mechanism.

Professional Requirements

General purpose of the position

The Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in compliance with sector specific SOPs, Sphere standards and good practices, code of conduct and ethical values chart.

The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.

 

Main responsibilities and tasks

  • Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description and smooth and effective closure of the project.

Manage team and to provide relevant capacity building and on-job coaching to the project team:

  • Manages and evaluates the performance of the project staff

  • Ensure use of correct/relevant forms for reporting by the team
  • Ensure fluent chain of information/data transfer from field to supervisors

  • Continuous/fast verification of data quality collected and received from field staff
  • Maintain participatory process to inform/develop relevant response strategies for conflict mitigation and enhanced social cohesion.

  • Prepare ad hoc progress reporting for the donor and official required interim and final project reports: Prepare interim and final narrative reports for the donor in a timely and qualitative manner, looking into achievements against outcomes and output and reflect lessons learnt clearly into recommendations for future programming. Reporting must at all times be gender and age disaggregated.
  • Holds final responsibility for all support documents (means of verification) and general project documents
  • Delivers regular communication products (including pictures) on the project to be used by the INTERSOS communication department in different outlets

Coordination and representation:

  • Attend the relevant cluster meetings and ensure timely reporting of highlights to HoM.
  • Ensure regular updates to donor representatives.
  • Contribute to the coordination between the different project-teams for the projects in Yemen. Proactively participate in cluster meetings and other relevant working groups for Yemen, also relevant inter-sectorial coordination meetings at national level.
  • Ensure systematic information and update sharing with the HOM and other programme staff.
  • Coordinate with other INTERSOS projects/sectors in Ibb and Taizz for effective and efficient referral of cases between INTERSOS projects/sectors.

More specifically:

Ensure the full and timely implementation of the project pro-actively respecting deadlines for reporting:

  • Follow up and monitor field team detailed activities
  • Maintain clear reporting and communication lines
  • Verification on the targeting of beneficiaries as per the project document
  • Ensure sector SOPs and guidelines are properly applied and adhered to
  • Permanent on-job coaching of teams to work on quality in delivery
  • Ensure security assessment for teams’ daily movement and report incidents/concerns in a pro-active manner to the Head of Mission and Security Focal point

Financial management and procurement:

  • Prepare, monitor and implement financial and procurement plan
  • Prepare weekly liquidity plans
  • Approval of all purchases/contracting and budget line allocations
  • Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spread sheets (Journal): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remainder project implementation period
  • Ensure for all purchases/contracting of goods/services/supplies the correct INTERSOS procurement guidelines are applied and properly documented (also for the procedures applied by the municipalities), in close coordination with the admin-fin and logistics department
  • Verify the list of expenditures prior to finalizing the interim and final financial reports
  • Holds final responsibility for verification of all support documents’ completeness and correctness

Manage team and to provide relevant capacity building and on-job coaching to the project team:

  • Manages and evaluates the performance of the project staff
  • Conduct weekly and monthly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period
  • Ensure use of correct/relevant forms for reporting by the team
  • Ensure fluent chain of information/data transfer from field to supervisors
  • Ensure timely processing of information/data and conduct coaching for teams on the analysis of the processed data
  • Continuous/fast verification of data quality collected and received from field staff
  • Maintain participatory process to inform/develop relevant response strategies for conflict mitigation and enhanced social cohesion.
  • Undertake (if security situation allows) field visits to provide technical guidance and supervision to the team and to monitor the progress and quality of the different project activities.
  • Follow up on the system for internal and external referral of most vulnerable cases, in close coordination and collaboration with other INTERSOS programmes/project staff.
  • Oversee team attendances and authorize holidays, liaise with admin-fin department to secure up to date HR files
  • Ensure teams respect INTERSOS rules and guidelines to the mission and adhere to INTERSOS code of conduct and charter of values

Monitoring & evaluation:

  • Ensure monitoring and verification for the targeting of beneficiaries.
  • Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including impact at the household and community level achieved through the project.

Reporting:

  • Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
  • Secure weekly and monthly reporting per team and compile, review and analyses reports on monthly bases to be reflected in INTERSOS PAT reporting tool
  • Prepare ad hoc progress reporting for the donor and official required interim and final project reports: Prepare interim and final narrative reports for the donor in a timely and qualitative manner, looking into achievements against outcomes and output and reflect lessons learnt clearly into recommendations for future programming. Reporting must at all times be gender and age disaggregated.
  • Holds final responsibility for all support documents (means of verification) and general project documents
  • Delivers regular communication products (including pictures) on the project to be used by the INTERSOS communication department in different outlets

Coordination and representation:

  • Attend the relevant cluster meetings and ensure timely reporting of highlights to HoM.
  • Ensure regular updates to donor representatives.
  • Contribute to the coordination between the different project-teams for the projects in Yemen. Proactively participate in cluster meetings and other relevant working groups for Yemen, also relevant inter-sectorial coordination meetings at national level.
  • Ensure systematic information and update sharing with the HOM and other programme staff.
  • Coordinate with other INTERSOS projects/sectors in Ibb and Taizz for effective and efficient referral of cases between INTERSOS projects/sectors.
  • Perform any other related duties as required.

 

Required profile and experience

Education 

  • Hold a Master degree in any relevant field

Professional Experience 

  • Prior work experience in INGO in project management.
  • Minimum 3 years’ experience in the implementation of multi-sector humanitarian programming in complex emergencies, including protection, WASH and/or nutrition services (experienced in minimum 2 out of 3 sectors)  including financial management responsibilities.
  • Prior experience in working in complex emergency setting, involving internal displacement
  • Relevant work experience in Middle East
  • Prior experience working with OFDA as donor will be an added value

Professional Requirements 

  • Admin/finance skills
  • Demonstrable experience in establishing and maintaining collaborative relationships with donors and government counterparts.
  • Experience with donor compliance and reporting
  • Demonstrated leadership and interpersonal skills
  • Excellent computer skills (proven computer literacy, in particular Excel knowledge is a must).
  • Demonstrated experience in staff supervision and remote management
  • Strong experience with monitoring tools and systems
  • Readiness and ability to move around in Yemen
  • Readiness to commit and adhere to the values, mission and vision of INTERSOS

Languages 

  • Excellent written and spoken English – native
  • Arabic would be asset
