Job Title: Grants Manager

General context of the project

The project provides emergency health and nutrition services, integrated with protection, for conflict and displacement affected people in Hajja and Aden Districts.

For Hajja, INTERSOS supports 3 existing HFs and runs 2 ambulances, as well as having 2 protection teams working from the HFs and covering to the catchment area.

For Aden, INTERSOS runs 2 mobile teams, targeting the IDPs staying in collective shelters, and a center is set up in Al-Buraiqa, to address the protection needs of IDPs and host community.

General purpose of the position

DG ECHO funded grants in INTERSOS Yemen mission are managed by national Project Managers: different project managers for different sectors and for different geographical zones (H&N, protection and North and South). However, INTERSOS requires a grants manager to bring the different reports together (monthly, ad hoc, interim and final reports to donor), in addition to supporting the development of new project proposals.

This position will also support the HOM to identify, screen, and maintain partnerships alongside the project manager, technical coordinators and program coordinators.

Main responsibilities and tasks

  • Develop clear understanding of INTERSOS program and strategy for Yemen
  • Coordinate with HOM, program coordinators, project manager and technical coordinators to ensure timely support for design and development of new project proposal, ensuring these are in line with INTERSOS’ program goals, objectives and indicators.
  • Coordinate with Program Department and other departments in order to develop new proposals according to donors’ template and procedures. Be accountable for the initial drafting of the narrative and budget design of any new grant.
  • Ensure that programs’ design matches INTERSOS and donor technical minimum standards and seek MEAL department guidance and tools.
  • Map INTERSOS’ local organizations and provide for quarterly updated mappings.
  • Assist in the coordination of detailed plans at the start of funded projects, which is consistent with program documentation (grant document and proposal).
  • Ensure the compilation, review and submission of timely, compliant and consistent reporting per INTERSOS and donor requirements.
  • Flag significant deviation from the program implementation plan and estimated expenditures; alert relevant staff.
  • Administrative and office support activities that ensure the project folders are complete and arranged (agreement, amendments, NFFs, signed reports, communications, etc.).
  • Assist in compiling and disseminating grant information necessary to other departments and donors.
  • Prepare reports on programs for donors.
  • Perform other duties as assigned.

Required profile and experience

Education 

  • Hold an BA degree in any related field; MA is a plus

Professional Experience 

  • At least 2 year of professional experience working with humanitarian NGO, working in program design and evaluation
  • Demonstrate active direct experience in dealing with grants (proposal development and/or reporting) from DG ECHO, in addition to minimum 1 donor out of the following list: UNHCR, OFDA, and OCHA
  • Demonstrate complete familiarity with Project Cycle Management
  • Prior work experience in complex humanitarian setting and/or the Middle East region is desirable

Professional Requirements 

  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs.
  • Excellent computer skills
  • Strong experience with monitoring tools and systems
  • Readiness and ability to move around in Yemen

General context of the project

The project "Enhancing protection and assistance to refugees and asylum seekers in the Southern Region - Yemen” will provide refugees and asylum seekers in South Yemen, with a comprehensive protection assistance package to respond to their most urgent protection needs, in addition to help them to realize voluntary return for Somali refugees.

The proposed intervention aims to improve the protection of and strengthen the self-reliance of refugees and asylum seekers by facilitating access to basic services and targeted assistance in 3 major areas – Basateen, Aden governorate; Kharaz Camp, Lahj governorate and Mukalla/Sayoun, Hadramout governorate with monitoring activities in Al-Dhale’a, Abyan, Shabwa, Taiz and Al-Mahra.

6 rights groups are targeted by the project: Basic Needs and Essential Services, Community Empowerment and Self-Reliance, Fair Protection Processes and Documentation, Favourable Protection Environment, Security from Violence and Exploitation and Durable Solutions. Services provided to the most vulnerable PoC will include case management for SGBV, PwSN and CP, referral (in and out) to specialized services such as psychosocial counselling, legal assistance, material and/or cash assistance, and educational activities. Moreover, the project will seek to strengthen and expand community mobilisation, encourage and support refugee documentation and registration, continued detention monitoring and lastly also support refugees to exercise their right return through an assisted spontaneous return program (ASRP) component.

Intended impact:

  • Enhance the access of PoC to protection mechanisms available in the country through Information campaigns and specific thematic surveys, implementation of systematic protection monitoring, through static and mobile protection monitoring or outreach teams and referral for protection services
  • Provide direct assistance to vulnerable PoC through a comprehensive case management package for PwSN, SGBV survivors and child protection cases (CP)
  • Identification and issuance of vulnerable refugees and asylum seekers for cash grant support.
  • Ensure systematic monitoring of detention centers and detention conditions to assure freedom of movement for refugees and access to juridical assistance for detainees or PoC at risk of detention
  • Livelihood opportunities for refugees who are recipients of cash grants: promote self-reliance of PoC by facilitating the enrolment of refugees into long-term and short-term formal technical and vocational training for refugee youth, and providing soft skill sessions for SGBV survivors and PwSN aimed at greater community (re)integration and reduced vulnerability
  • Ensure to strengthen and expand community mobilization by working with refugee and asylum seeker communities to ensure refugees’ and asylum seekers’ participation and community-based approach
  • Increase level and quality of civil registration and civil status documentation of PoC
  • Enhance refugees’ access to durable solutions, to exercise their right return through assisted spontaneous return (ASR)

General purpose of the position

The main activities will be:

  • Training/Capacity building on case management and protection monitoring for project staff
  • Review/develop SOPs for case management, referral pathways and protection monitoring.
  • Support in report writing, data analysis and provide protection trend analysis.
  • Coach/support project staff in using case management and reporting tools.

Main responsibilities and tasks

  • Update SoP and formats in collaboration with UNCHR protection unit for case management and protection monitoring.
  • Capacity building for the staff on case management and protection monitoring for the following categories: CP/SGBV/PwSN.
  • Train and coach the key protection staff on management of community-based protection activities.
  • Develop a standard training package: basic training package (general protection, protection mainstreaming, case management principles and steps, CP, GBV, PSFA) for all project staff
  • Strengthen the project team’s capacity to meet protection and gender minimum standards.
  • Mentoring for staff on protection technical aspects and databases filling and use and adherence to data protection protocols.
  • Coach/supporting the team in using reporting and case management (BIA, BID, GBV Intake forms, etc.)
  • Tools in informed manner, aimed to increase quality and consistency of data collection and assessment; to guide the team towards enhancing the quality of the information (to prepare to use for advocacy, reporting, case assessment etc.)
  • Provide ongoing protection analysis (including aspects of conflict analysis, gender, and risk management) and lessons from project experience to inform the project manager and protection coordinator, and program coordinator and head of mission in improved program development, implementation and policy/advocacy work.
  • Support the analysis and reporting process of the collected data (both case management and protection monitoring).
  • Review Case Management lists put forward on a monthly basis for cash assistance.
  • Review case management intake forms to ensure quality & complete and monitor case follow-up systems in place post referrals (internal and external).
  • Conduct field monitoring and ensure that data protection procedures and processes are followed by Protection and other INTERSOS staff involved in handling confidential data.
  • Ensure review and solid rollout of hotlines services and complaint-feedback mechanism.
  • Participate in partner and technical meetings related to refugee/asylum seekers.
  • Participate in mixed migration working group and mixed cluster in South.
  • Represent INTERSOS with donor on specific protection programming related issues.
  • Support PM in monthly report production for UNHCR
  • Support PM in the supervision of the monthly uploading of activity info data set - randomly cross-check the data
  • Support PM in the delivery of quarterly progress reports
  • Coach/supervise protection monitor coordinator in the delivery of monthly report and provide for final editing of the monthly protection monitoring reports
  • Draft and edit protection trend analysis based on data coming from project activity implementation (every 6 months – mid-year and end of the year)

 

Required profile and experience

  • Enhance the access of PoC to protection mechanisms available in the country through Information campaigns and specific thematic surveys, implementation of systematic protection monitoring, through static and mobile protection monitoring or outreach teams and referral for protection services
  • Provide direct assistance to vulnerable PoC through a comprehensive case management package for PwSN, SGBV survivors and child protection cases (CP)
  • Identification and issuance of vulnerable refugees and asylum seekers for cash grant support.

  • Ensure to strengthen and expand community mobilization by working with refugee and asylum seeker communities to ensure refugees’ and asylum seekers’ participation and community-based approach

General purpose of the position

The main activities will be:

  • Training/Capacity building on case management and protection monitoring for project staff
  • Review/develop SOPs for case management, referral pathways and protection monitoring.
  • Support in report writing, data analysis and provide protection trend analysis.
  • Coach/support project staff in using case management and reporting tools.

Main responsibilities and tasks

  • Update SoP and formats in collaboration with UNCHR protection unit for case management and protection monitoring.
  • Capacity building for the staff on case management and protection monitoring for the following categories: CP/SGBV/PwSN.
  • Train and coach the key protection staff on management of community-based protection activities.
  • Develop a standard training package: basic training package (general protection, protection mainstreaming, case management principles and steps, CP, GBV, PSFA) for all project staff
  • Strengthen the project team’s capacity to meet protection and gender minimum standards.
  • Mentoring for staff on protection technical aspects and databases filling and use and adherence to data protection protocols.
  • Coach/supporting the team in using reporting and case management (BIA, BID, GBV Intake forms, etc.)
  • Tools in informed manner, aimed to increase quality and consistency of data collection and assessment; to guide the team towards enhancing the quality of the information (to prepare to use for advocacy, reporting, case assessment etc.)
  • Provide ongoing protection analysis (including aspects of conflict analysis, gender, and risk management) and lessons from project experience to inform the project manager and protection coordinator, and program coordinator and head of mission in improved program development, implementation and policy/advocacy work.
  • Support the analysis and reporting process of the collected data (both case management and protection monitoring).
  • Review Case Management lists put forward on a monthly basis for cash assistance.

Required profile and experience

Education

  • MA in social sciences, law or related field

Professional Experience

  • Minimum 3 years of relevant working experience in protection programming, including for refugees
  • Prior experience working with UNHCR funded projects
  • Demonstrated experience in staff coaching and training
  • Strong experience with case management
  • Experience in protection monitoring is an asset
  • Prior experience in working in a complex emergency setting, involving displacement and armed conflict.

General context of the project

INTERSOS runs a multi-sector project in Ibb and Taizz governorates, OFDA funded action, delivering protection and nutrition services, and WASH assistance for conflict affected populations in Ibb and Taiz governorates:

  1. Provide WASH services, including: a) hygiene awareness, b) solid waste collection, c) improved sanitation facilities and services, d) access to potable water and water for daily use e) access to water quality testing including chlorination, and provision of rapid response and contain the cholera outbreak in affected communities and prevent the disease spread in “at risk” communities.
  2. Provide adequate nutritional care and treatment for: CU5 and PLW suffering from acute malnutrition, through community based nutritional management approach.
  3. Promote the protection of conflict-affected people, providing for individual case management services (children and women exposed to or at risk of violence, and persons with specific needs) and collective PSS for children and women for response and working on community awareness and capacity building of actors for prevention.

 

General purpose of the position

The Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in compliance with sector specific SOPs, Sphere standards and good practices, code of conduct and ethical values chart.

The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.

 

Main responsibilities and tasks

  • Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description and smooth and effective closure of the project.
  • Guarantee an efficient financial management and closure of the project and all the funds liquidated as per the financial plan for the project in compliance with INTERSOS’ model and donor regulations.
  • Team management and project integration assurance for 2 separate teams and 3 sectors.
  • Deliver quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project.
  • Deliver timely quality monthly, interim and final project reports.

More specifically:

Ensure the full and timely implementation of the project pro-actively respecting deadlines for reporting:

  • Follow up and monitor field team detailed activities
  • Maintain clear reporting and communication lines
  • Verification on the targeting of beneficiaries as per the project document
  • Ensure sector SOPs and guidelines are properly applied and adhered to
  • Permanent on-job coaching of teams to work on quality in delivery
  • Ensure security assessment for teams’ daily movement and report incidents/concerns in a pro-active manner to the Head of Mission and Security Focal point

Financial management and procurement:

  • Prepare, monitor and implement financial and procurement plan
  • Prepare weekly liquidity plans
  • Approval of all purchases/contracting and budget line allocations
  • Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spread sheets (Journal): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remainder project implementation period
  • Ensure for all purchases/contracting of goods/services/supplies the correct INTERSOS procurement guidelines are applied and properly documented (also for the procedures applied by the municipalities), in close coordination with the admin-fin and logistics department
  • Verify the list of expenditures prior to finalizing the interim and final financial reports
  • Holds final responsibility for verification of all support documents’ completeness and correctness

Manage team and to provide relevant capacity building and on-job coaching to the project team:

  • Manages and evaluates the performance of the project staff
  • Conduct weekly and monthly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period
  • Ensure use of correct/relevant forms for reporting by the team
  • Ensure fluent chain of information/data transfer from field to supervisors
  • Ensure timely processing of information/data and conduct coaching for teams on the analysis of the processed data
  • Continuous/fast verification of data quality collected and received from field staff
  • Maintain participatory process to inform/develop relevant response strategies for conflict mitigation and enhanced social cohesion.
  • Undertake (if security situation allows) field visits to provide technical guidance and supervision to the team and to monitor the progress and quality of the different project activities.
  • Follow up on the system for internal and external referral of most vulnerable cases, in close coordination and collaboration with other INTERSOS programmes/project staff.
  • Oversee team attendances and authorize holidays, liaise with admin-fin department to secure up to date HR files

Monitoring & evaluation:

  • Ensure monitoring and verification for the targeting of beneficiaries.
  • Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including impact at the household and community level achieved through the project.

Reporting:

  • Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
  • Secure weekly and monthly reporting per team and compile, review and analyses reports on monthly bases to be reflected in INTERSOS PAT reporting tool
  • Prepare ad hoc progress reporting for the donor and official required interim and final project reports: Prepare interim and final narrative reports for the donor in a timely and qualitative manner, looking into achievements against outcomes and output and reflect lessons learnt clearly into recommendations for future programming. Reporting must at all times be gender and age disaggregated.
  • Holds final responsibility for all support documents (means of verification) and general project documents
  • Delivers regular communication products (including pictures) on the project to be used by the INTERSOS communication department in different outlets

Coordination and representation:

  • Attend the relevant cluster meetings and ensure timely reporting of highlights to HoM.
  • Ensure regular updates to donor representatives.
  • Contribute to the coordination between the different project-teams for the projects in Yemen. Proactively participate in cluster meetings and other relevant working groups for Yemen, also relevant inter-sectorial coordination meetings at national level.
  • Ensure systematic information and update sharing with the HOM and other programme staff.
  • Coordinate with other INTERSOS projects/sectors in Ibb and Taizz for effective and efficient referral of cases between INTERSOS projects/sectors.

General context of the project

INTERSOS runs a multi-sector project in Ibb and Taizz governorates, OFDA funded action, delivering protection and nutrition services, and WASH assistance for conflict affected populations in Ibb and Taiz governorates:

  1. Provide WASH services, including: a) hygiene awareness, b) solid waste collection, c) improved sanitation facilities and services, d) access to potable water and water for daily use e) access to water quality testing including chlorination, and provision of rapid response and contain the cholera outbreak in affected communities and prevent the disease spread in “at risk” communities.
  2. Provide adequate nutritional care and treatment for: CU5 and PLW suffering from acute malnutrition, through community based nutritional management approach.
  3. Promote the protection of conflict-affected people, providing for individual case management services (children and women exposed to or at risk of violence, and persons with specific needs) and collective PSS for children and women for response and working on community awareness and capacity building of actors for prevention.

 

General purpose of the position

The Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in compliance with sector specific SOPs, Sphere standards and good practices, code of conduct and ethical values chart.

 

The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.

 

Main responsibilities and tasks

  • Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description and smooth and effective closure of the project.
  • Guarantee an efficient financial management and closure of the project and all the funds liquidated as per the financial plan for the project in compliance with INTERSOS’ model and donor regulations.
  • Team management and project integration assurance for 2 separate teams and 3 sectors.
  • Deliver quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project.
  • Deliver timely quality monthly, interim and final project reports.

More specifically:

Ensure the full and timely implementation of the project pro-actively respecting deadlines for reporting:

  • Follow up and monitor field team detailed activities
  • Maintain clear reporting and communication lines
  • Verification on the targeting of beneficiaries as per the project document
  • Ensure sector SOPs and guidelines are properly applied and adhered to
  • Permanent on-job coaching of teams to work on quality in delivery
  • Ensure security assessment for teams’ daily movement and report incidents/concerns in a pro-active manner to the Head of Mission and Security Focal point

Financial management and procurement:

  • Prepare, monitor and implement financial and procurement plan
  • Prepare weekly liquidity plans
  • Approval of all purchases/contracting and budget line allocations
  • Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spread sheets (Journal): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remainder project implementation period
  • Ensure for all purchases/contracting of goods/services/supplies the correct INTERSOS procurement guidelines are applied and properly documented (also for the procedures applied by the municipalities), in close coordination with the admin-fin and logistics department
  • Verify the list of expenditures prior to finalizing the interim and final financial reports
  • Holds final responsibility for verification of all support documents’ completeness and correctness

Manage team and to provide relevant capacity building and on-job coaching to the project team:

  • Manages and evaluates the performance of the project staff
  • Conduct weekly and monthly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period
  • Ensure use of correct/relevant forms for reporting by the team
  • Ensure fluent chain of information/data transfer from field to supervisors
  • Ensure timely processing of information/data and conduct coaching for teams on the analysis of the processed data
  • Continuous/fast verification of data quality collected and received from field staff
  • Maintain participatory process to inform/develop relevant response strategies for conflict mitigation and enhanced social cohesion.
  • Undertake (if security situation allows) field visits to provide technical guidance and supervision to the team and to monitor the progress and quality of the different project activities.
  • Follow up on the system for internal and external referral of most vulnerable cases, in close coordination and collaboration with other INTERSOS programmes/project staff.
  • Oversee team attendances and authorize holidays, liaise with admin-fin department to secure up to date HR files
  • Ensure teams respect INTERSOS rules and guidelines to the mission and adhere to INTERSOS code of conduct and charter of values

Monitoring & evaluation:

  • Ensure monitoring and verification for the targeting of beneficiaries.
  • Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including impact at the household and community level achieved through the project.

Reporting:

  • Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
  • Secure weekly and monthly reporting per team and compile, review and analyses reports on monthly bases to be reflected in INTERSOS PAT reporting tool
  • Prepare ad hoc progress reporting for the donor and official required interim and final project reports: Prepare interim and final narrative reports for the donor in a timely and qualitative manner, looking into achievements against outcomes and output and reflect lessons learnt clearly into recommendations for future programming. Reporting must at all times be gender and age disaggregated.
  • Holds final responsibility for all support documents (means of verification) and general project documents
  • Delivers regular communication products (including pictures) on the project to be used by the INTERSOS communication department in different outlets

Coordination and representation:

  • Attend the relevant cluster meetings and ensure timely reporting of highlights to HoM.
  • Ensure regular updates to donor representatives.
  • Contribute to the coordination between the different project-teams for the projects in Yemen. Proactively participate in cluster meetings and other relevant working groups for Yemen, also relevant inter-sectorial coordination meetings at national level.
  • Ensure systematic information and update sharing with the HOM and other programme staff.
  • Coordinate with other INTERSOS projects/sectors in Ibb and Taizz for effective and efficient referral of cases between INTERSOS projects/sectors.
  • Perform any other related duties as required.

 

Required profile and experience

Education 

  • Hold a Master degree in any relevant field

Professional Experience 

  • Prior work experience in INGO in project management.
  • Minimum 3 years’ experience in the implementation of multi-sector humanitarian programming in complex emergencies, including protection, WASH and/or nutrition services (experienced in minimum 2 out of 3 sectors)  including financial management responsibilities.
  • Prior experience in working in complex emergency setting, involving internal displacement
  • Relevant work experience in Middle East
  • Prior experience working with OFDA as donor will be an added value

Professional Requirements

General context of the project

Yemen entered its fourth year of war, with chronic vulnerabilities exacerbated, leaving an estimated 22.2 million people in need of humanitarian assistance, 2 million of IDPs and 956,100 Returnees. Yemen is facing one of the largest food and protection emergencies in the world, entirely man-made. Continued hostilities in the country are brutal on civilians, who bear the brunt of ongoing airstrikes and localized fighting. The ongoing military campaign has destroyed the economy and moved an already weak and impoverished country towards social, economic, financial and institutional collapse.

In Yemen, INTERSOS has been engaged since 2008, providing protection assistance to refugees and migrants (mostly but not exclusively from the Horn of Africa). Since 2015 INTERSOS scaled up its operations to ensure a robust response to the IDPs crisis and the needs of other conflict-affected Yemenis, and also expanded its geographical scope (covering Aden, Taiz, Hajja, Ibb, Hadramout and Lahj). INTERSOS’ protection programming for IDPs and conflict-affected Yemenis focused on provision of emergency protection services: protection monitoring, provision of legal assistance, general case management services for GBV/PwSN/CP, including provision of cash assistance, rental subsidies, material assistance, livelihoods and life skills trainings. Moreover, from 2015 onwards INTERSOS started to implement health programming (with integration of nutrition), based on a needs-analysis of the conflict- affected communities in Yemen: with the rapidly collapsing Yemeni health care system, it has been paramount to support partially and non-functional health facilities to prevent total collapse/meltdown of health care system. Such programme includes: immunization, ANC, PNC, BEmONC, IMCI, OPD screening for malnutrition, treatment of SAM cases, health education, deworming, vitamin A supplementation and referral services. Besides attention for EPHC, INTERSOS ensures also attention for Secondary Health care to ensure referral services, while supporting the WHO/MOPHP strategy to ensure the minimum service package (MSP).

The expat Log Coordinator will assist the Head of Mission and Programme Coordinators specifically following the overall country Logistic, procurements and operational risk assessment management in accordance with INTERSOS country strategies, plans and policies. The expat Log Coordinator will be primarily responsible to supervise and manage all country logistics operations and provide support in the management of the mission’s operational risks.

 

General purpose of the position

The Logistics Coordinator will respond hierarchically to HoM and technically to Area Logistics Coordinator. On the daily tasks as described in this ToR. The Logistics Coordinator also works in close collaboration with the PMs (in charge of projects for INTERSOS in Yemen) and Programme Coordinators and coordinates in a systematic manner with the HoM and Admin/Finance Department.

He/She coaches, trains and supervises 1 national log coordinator (as part of mission capacity building for the log department): Supervises logistics department in organic manner: 1 log coordinator > 2 log managers - 5 logistics - 6 log assistants - 2 operational risk assessment officers - liaison officer (Sana’a and Aden) - 2 IT officers – 2 procurement officers.

 

The expat Log Coordinator is responsible for overseeing, monitoring and guiding/improving the logistics operations of the INTERSOS Yemen Mission working closely with program and administrative staff to ensure comprehensive reporting, support and assistance to all INTERSOS activities.

In addition, the expat Log Coordinator is responsible for training and guidance on the management of the INTERSOS logistics/procurement management software.

The expat Log Coordinator shall monitor, supervise and seek to improve the quality for all the Logistics office activities, coordinated by the national logistics coordinator:

  • To deliver the Logistics office activities according with the mission requests in an efficient way (timing and financial) and sharing the information with the other stakeholders (Project Manager, Administration, Head of Mission, Programme Coordinators)
  • To assure the compliance with the organization’s procedures and governance model

The expat Log Coordinator shall also supervise the correct utilization of the web platform used to manage the procurement process, the assets of the mission and the inventory.

The Logistic Coordinator shall support the HoM and the ORAO for the management of operational risks and help to update CPPs.

 

Main responsibilities and tasks

Managing INTERSOS supply chain

Purchases:

  • Guarantees that purchase procedures are respected, and supervises the purchasing process for the whole mission;
  • Guarantee the pre-qualification of the suppliers and their evaluation/review at least once every year;
  • Works in close collaboration with the log and program staff at field and capital level;
  • Supports and helps the program managers to prepare their procurement plans;
  • Ensures that contracts signed are adequate in terms of INTERSOS rules and regulations;
  • Supervises the identification and referencing of suppliers;
  • Ensures that procurement dossiers and files are complete and correctly archived.
  • Conducts special management reviews and/or follow-up on audit observations to assist in the improvement of office procedures and practices related to logistics and procurement issues.

Shipment:

  • Supervises the shipment and delivery of materials up to their final destination;
  • Coordinates with the logistical department at headquarters for the shipment of merchandise coming from abroad and supervises the potential process involved with clearing customs. With special attention to ECHO/OFDA procurements for drugs while looking into the establishment of local procurement in line with DG ECHO guidelines for local procurement

Stock management:

  • Guarantees the management and monitoring of the mission’s stock, according to INTERSOS procedures and tools;
  • Ensures that stocking sites are appropriate to the mission’s needs and that      merchandise is stocked appropriately in terms of location, layout and salubriousness;
  • Supervise fluxes of merchandise, makes sure that the goods received are conform, and recorded.
  • Warehouses management ensures that all the movement of goods are documented;
  • Ensures the movement/transfer of documents is properly referenced;
  • Checks stock reports on a monthly basis and perform physical inventories.
  • Monthly materials stocking, inventory registry and reporting,

Transportation/Fleet Management Supervision:

  • Supervise fleet management for the mission;
  • Fuel Management;
  • Supervise Booking Passenger Ticket and Extra Luggage (UNHAS & WFP boat);
  • Manage Cargo shipment;
  • Casual Worker management (up/off-loading);
  • Manage Truck shipment;
  • Transportation Coordination and Optimization;
  • Log Cluster Focal Point (Logistics Coordinator).

Asset Management Supervision:

  • Cars maintenance and logbooks, insurance documents management;
  • Compound maintenance (water, sewage, fence, power generator, solar system);
  • Fuel management;
  • Equipment - Laptop, Phone, Thuraya, VHF etc. (reparation management, stocking, inventory registry);
  • Networking monitoring (router devices, Wi-Fi password).

Staff Administration Supervison:

  • Ensure that all compound staff management (Drivers, Cleaners and Guards) is properly monitored and supervised by log officer/manager per base/office;
  • Supervises logistics department in organic manner (logs, operational risk assessment officers (ORAOs), IT)
  • Asset Assignment management (Laptop, Phone, Thuraya, ID card, etc.);
  • Expat immigration liaison (Work permit, Passport Registration, VISA renewal);
  • Expat personal information management (Contact List, Blood type, Picture, etc.);
  • Handover management (Data backup, email folder backup);
  • Compound room plan management.

Operational Risk Management overview:

  • Support to Head of Mission in compound and guesthouse risk assessment;
  • Supervises 2 ORAOs and ensure strong link with 2 liaisons (who report to HOM);
  • Equipment security documentation (purchasing, transportation) management;
  • Contact List updating, control and publishing (done by HR department);
  • Support the HoM and ORAOs review of security guidelines and CPP for all location are available.

Required profile and experience

Education 

  • Minimum BA university degree in logistics or any related technical field

Professional Experience 

  • Minimum 5 years of experience in logistics (min 3 year in INGO setting)

General context of the project

Manage the full implementation of UNHCR funded protection programme implemented in South Yemen.

INTERSOS protection programming provides for a comprehensive case management package for SGBV, CP and PwSN that comprises identification, counselling, cash assistance, legal assistance, internal and external referrals and follow-up. The activities also include community mobilization and engagement, protection monitoring, local partnership development (including capacity building) and could be extended with livelihoods and self-reliance activities.

INTERSOS protection programming in partnership with UNHCR focuses on 2 population groups: (mostly Somali) refugees and asylum seekers on the one hand and IDPs/conflict affected Yemenis on the other hand.

General purpose of the position

  • Deliver monthly timely, complete and qualitative a comprehensive project reporting (PAT – project appraisal tool)
  • Prepare ad hoc progress reporting for the donor and official required interim and final project reports.

Coordination and representation:

  • Conduct regular meetings with the donor representatives and facilitates field visits by donor missions (when security allows for).
  • Establish and maintain positive and productive relationships with the local community leaders (when relevant and possible).
  • Aligns as per guidelines provided by the HoM and helps to set strategies for INTERSOS in Yemen particularly relevant to protection, refugees and asylum seekers and/or IDPs and conflict affected Yemenis.
  • Where and when possible and relevant, contribute to the coordination between the different project-teams for the projects in the South of Yemen.
  • Proactively participate in protection cluster meetings and other relevant working groups for South Yemen, also relevant inter-sectorial coordination meetings at national level.
  • Ensure systematic information and update sharing with the INTERSOS protection coordinator, program coordinator and HOM.

Proposal Writing and assessment

  • Carry out assessment in the competence area to have a clear picture of the needs;
  • Contribute to proposal development related to the project he/she is implementing to guarantee the coverage of the project related needs and the continuity of the project activities avoiding gaps between projects.

 

Required profile and experience

Education

  • MA in social sciences, law or related field

Professional Experience

  • Minimum 3 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget and supervision of the implementation of protection programming for refugees and/or IDPs
  • Prior experience working with UNHCR funded projects
  • Demonstrated experience in staff supervision and remote management
  • Strong experience with monitoring and accountability tools and systems, including set-up and management of reporting/complaints mechanisms.
  • Prior experience in working in complex emergency setting, involving displacement and armed conflict.
  • Strong experience in working with communities.

Reporting to: The PM reports to the Head of Mission (HoM) and the Programme Coordinator and the Protection Coordinator, on the project delivery as per approved project proposal and on technical matters. The PM reports to the CFC and the HoM for financial/liquidity planning, weekly and monthly budget line allocation in the INTERSOS accounting spread sheets (Journal) and all procurement procedures. The PM works in close collaboration with the other PMs (in charge of other projects for INTERSOS in South Yemen) for referral and sharing best practices. PM also works in collaboration with different support departments during the different stages of the project implementation process

General context of the project

 The project "Provision of life saving and protection services to the Yemeni Internally Displaced Population and conflict-affected communities in South Yemen" will provide IDPs and conflict affected communities from the mentioned areas with life-saving assistance and financial support to immediately respond to their most urgent needs, mostly caused by the ongoing conflict.

The project will address some of the critical needs of IDPs and conflict-affected community in Lahj, Taiz, Aden and Hadramout with mobile protection teams, in addition to working with partners organizations for other conflict-affected governorates in the South. The project is a continuation and follow-up of annual INTERSOS-UNHCR partnership (since 2015 and annually renewed).

INTERSOS will support vulnerable IDPs, returnees and host communities/conflict affected local communities with specific needs through:

  • Protection monitoring: The objective of the protection monitoring activities are two-fold: identification of the most vulnerable individuals and households for referral to case management services and cash assistance and to analyse protection environment, the IDPs’ intentions in terms of movements/return and related protection risks/needs and to permit for a better tailored the humanitarian response;
  • Community empowerment and self-reliance by supporting community grous/community-based protection networks (CBPNs);
  • Case management for PwSN (identification, assessment, PSFA-counseling, internal and external referrals);
  • Collective PSS targeting specific vulnerable;
  • Legal assistance: individual services entail legal counseling and mediation (and representation) and legal awareness raising on different issues affecting the targeted communities (especially but not exclusively documentation);
  • Multi-purpose cash assistance, rental subsidies and cash for protection: for PwSN and cases particularly at protection risk and responding to a set of established vulnerability criteria/protection risks.

General purpose of the position

The Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in compliance with sector specific SOPs, Sphere standards and good practices, code of conduct and ethical values chart.

The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.

Main responsibilities and tasks

  • Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description.
  • Provides an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations.
  • Team management (100 to 150 staff, in addition to a set of 50-75 volunteers)
  • Delivers quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project.

More specifically:

Ensure activities implementation:

  • Project kick-off and presentation/sharing of project with teams
  • Review and prepare a detailed activity plan with team
  • Agree and establish clear reporting and communication lines
  • Organise trainings for the team
  • Verification on the targeting of beneficiaries
  • Ensure sector SOPs and guidelines are properly applied and adhered to
  • Permanent on-job coaching of teams to work on quality in delivery

Financial management and procurement:

  • Prepare, monitor and implement financial and procurement plan
  • Prepare weekly liquidity plan
  • Approval of all purchases/contracting and budget line allocations
  • Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spread sheets (PN): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remainder project implementation period
  • Ensure for all purchases/contracting of goods/services/supplies the correct INTERSOS procurement guidelines are applied and properly documented (also for the procedures applied by the municipalities)
  • Verify the list of expenditures prior to finalizing the interim and final financial reports
  • Holds final responsibility for verification of all support documents

Manage team and to provide relevant capacity building and on-job coaching to the project team:

  • Manages and evaluates the performance of the project staff
  • Conduct weekly and monthly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period
  • Ensure use of correct/relevant forms for assessments and reporting by the team
  • Ensure fluent chain of information/data transfer from field to Information Management Unit (IMU)
  • Ensure timely processing of information/data by IMU and conduct coaching for teams on the analysis of the processed data
  • Continuous/fast verification of data quality collected and received from field staff and processed by IMU
  • Establish a participatory process to inform/develop relevant response strategies for conflict mitigation and enhanced social cohesion.
  • Undertake (if security situation allows) field visits to the centres to provide technical guidance and supervision to the team and to monitor the progress and quality of the different project activities.
  • Ensure timely and quality internal and external referral of most vulnerable cases.

Monitoring & evaluation:

  • Ensure periodical monitoring and verification exercises on the targeted beneficiaries for cash transfer programming; Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project.

Reporting:

  • Ensure quality reporting on achievements through monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
