Education
- Advanced university degree. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Professional Experience
- At least 5 years of professional work experience as Head of Mission/Emergency Coordinator or other management/ coordination positions in humanitarian contexts.
- Knowledge of the regional coordination mechanism.
- Proven experience in the management of UN, OFDA and ECHO funds.
- Proven experience in the management of staff teams.
- Remote control experience is an asset
- Risk management knowledge is an asset
- Previous working experience and knowledge of the country and region is an asset
Professional Requirements
- Knowledge of the regional humanitarian background
- Proven experience in the management of EU, UN, USAID and ECHO funds
- Remote control experience is an asset
- Risk management knowledge is an asset
- Ability to set high standards for quality of work

General context of the project
INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. INTERSOS has recently conducted a first exploratory mission in Burkina and it is now ready to operate and set up its humanitarian presence in the country. INTERSOS has a consolidated presence in the region (Niger, Nigeria and Cameroon) with a multi sector program focused on the humanitarian assistance of IDPs and mix migrants located in urban and rural areas. Our interventions pay particular attention to the most vulnerable populations, offering educational, recreational and psychological support to women and children at risk of violence and abuse. INTERSOS is now setting up its presence in Burkina mainly focusing in protection and primary health sectors with the objective to strengthen related basic services to vulnerable people in areas of the country most affected by the recent crisis.
General purpose of the position
The Emergency Coordinator supports and collaborates with the Head of Mission, ensuring the coordination and follow up of the emergency programme, with particular focus on the humanitarian response in the five regions where humanitarian disaster has been declared. In particular he/she will ensure the overall strategic planning, set up and management of the emergency intervention in the areas affected by the crisis. He/She will be also engaged in proposal development and direct discussion and negotiations with relevant donors. Through close coordination with the E-Unit team in HQ, the Head of Mission, HQ Technical Units, he/she ensures the continuous monitoring of the humanitarian situation in the targeted areas advising and planning ad hoc emergency interventions.
Main responsibilities and tasks
Assessment, Programme Design and Planning
- In association with the E-Unit team and the HoM, ensures the implementation of in-depth emergency assessments (with focus on INTERSOS’s core sectors: health, protection (including Child Protection and Gender based Violence), NFIs/Shelter and Education in Emergencies.
- Coordinates the initial set up and development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.
- Assists and advises the HoM on securing donor funding for emergency projects.
- Together with the E-Unit in HQ and the other technical units, lead the projects design and proposals preparation and submission for institutional and public funding and ensures in coordination with the HoM the linkage with the existing strategy.
Emergency Project Management and Implementation
- Maintain ongoing surveillance of the humanitarian emergency situation and propose activities accordingly.
- Oversees and establishes partnerships with other INGO in order to ensure solid and multisectorial project proposals.
- Ensures adequate monitoring, reporting and acquittal of emergency response activities in accordance with INTERSOS International humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
General Management and Leadership
- Establishes and maintains constructive working relationships with other NGO’s, UN agencies, host government, bilateral and multilateral donors, and other main stakeholders, including military forces where present and if necessary.
- Creates the conditions to ensure effective teamwork and morale.
- Conduct performance appraisals of staff under his or her responsibility if and as required, ensuring regular feedback and mentoring on individual performance
- Ensures that the HoM is kept informed about assessment progress, emergency response implementation and strategies, project plans, progress reports and other significant developments.
Human Resources
- Support the recruitment of the emergency team, manages, motivates, guides and supports the staff; supervises all relations and communications promoting staff motivation and cohesion; supervises, supports and evaluates the performance of Project Managers and reports it to the Head of Mission.
- Monitors ongoing human resources issues and makes recommendations and adjustments accordingly
Financial Management and Planning
- Together with the CFC supervises the accurate administration of the emergency projects and supervises together with INTERSOS Country Finance Coordinator the preparation of accounting documents for intermediate and final financial reports required by donors
