Context

Driven by MSF’s goals, the OCB Supply chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. It comprises several sites, in each mission on the field (projects and capital), with MSF Supply its European Supply Center, and the Kenya Supply Unit its regional hub. The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development.

This position’s purpose is to increase the field expertise in terms of warehousing, transport and customs in order to respond to the operational needs.

Under the supervision of the Back office (BO) and innovation, as referent for warehousing, transport and customs:

1. By Defining and Providing frameworks to be adapted to contextual specificities, support the SCOs and Supply field to ensure that the sustainable and coherent supply chain solutions are in place for each context.
2. Define technical skills and competencies requested by the whole Supply Unit. With the support of the learning officer, build up the learning path for his/her technical domains.
3. Provide appropriate support for each technical domain in order to respond to operational needs (proactive and reactive).
4. Build up, motivate and facilitate network of experts in each domain.

Position in the supply chain department

• Work must be done in close collaboration with the supply chain officers to ensure operational needs are well identified.
• Collaboration with the other technical referents of the supply chain department is also key in order to align technical domains projects.
• Work in close collaboration with the Filed GDP & Cold Chain Referent in order to ensure the respect of the minimum GDP requirements within the pharmaceutical supply chain (concerning crucial aspects such as: premises and equipment, documentation, transportation and contracted operations).
• Although professionalization of each technical domain is the aim, this should privilege polyvalent approach for support to match better with the constrains of the field

Job Profile

TECHNICAL REFERENCE

• Develop best practises and standards for each of the technical domains warehousing, transport and customs (policy, SOPs…) conciliating objectives of the department with field reality
• Develop, test and validate tools in coherence with the existing tools and in collaboration with the IT/IS referent.
• Promote best practises to all people involved and help and support their implementation if needed
• Monitor implementation of best practises and their fitting to context realities. Provide corrections on  if  needed
• Write, communicate and promote technical information for each technical domain (reference documents) in collaboration with the learning and information officer.
• Define technical competencies referential to be used as a base for elaboration of standard job descriptions and trainings.
• Validate technically the new profiles entering in MSF OCB
• Develop and facilitate trainings and Briefings in coherence with other technical domains and pedagogical path in collaboration with the learning officer.
• Participate in definition and support the implementation of the warehousing, transport and customs strategies elaborated by the mission and SCOs.
• Keep himself trained and up to date on technical evolution and best practises for each technical domain.

SUPPORT TO THE SITES (excluded ESC)

• 2nd line support to bring solutions adapted to the context and notably to capitalise on them.
• Lead operational project upon request from operation with a multidisciplinary approach.
• Ensure coherence amongst all technical domains throughout all the Supply chain thanks to privileging a polyvalent approach.
• When required, anticipate and clarify, with the concerned stakeholders, importation constraints of specific countries and help identifying solutions.

COORDINATION OF EXPERT NETWORK

• Build expert network for each domain with MSF supply, MSF sections and fields but also other organisations, and academic structures.
• Lead exchange platforms in order to do a technological watch each domain, develop new concept or solutions.
• Promote, facilitate and capitalise innovation through this network.

The Supply Chain Officer (SCO) position belongs to the Supply Department (line manager: Front Office Coordinator) and is a member of the operational cell (functional manager: Operations Coordinator). He/She designs the supply strategies and set-ups to answer the operational needs, taking into consideration the general supply policies and standards. He/She makes sure resources and means tally with them (technical support, budget, field HR skills…). He/She supervises and reports the performance of the supply chains. He/she is accountable over the current situation of her/his contexts and must proactively foresee the future challenges; in order to avoid supply becomes a bottleneck for operations. He/she understands the needs of operations and translates them into supply chain solutions.

As a principle, a SCO position in OCB is not essentially tied to any specific context and countries, as a re-shuffling of the portfolio within the operations department can occur.

Presently, the following countries are in the portfolio of Cell4: Afghanistan, Pakistan, India, Ukraine and Russia.

To be noted that Afghanistan mission is an intersectional mission that requires permanent collaboration and open dialogue with the counterparts of both OCA and OCP.

Job Profile

 

• He/She designs and supervises the implementation of the Supply strategy of each context / project of the Operational Cell, in close collaboration with Medical and Logistics operations in order to cope with operational needs and quality required by OCB’s policies. These include stock management, international and national sourcing, transport and customs, ordering process, demand planning and forecasting processes, communication and customer satisfaction processes.

• He/She participates to the dynamics of the cell as its Supply referent. As such, he/she helps to build budget and follow them, and participates to all necessary gatherings (AROs, budget revision, monitorings, CoPro…).

• He/She works closely with the other SCOs as a team, to foster best practices and benchmark. He promotes as well outsourced resources when adequate.

• He/She is the functional manager for the Supply Co at the Coordination on the field. He/She collaborates with him/her to design and improve the supply chain of the context (set – ups, needs for support, processes, needs for trainings…) with the support of the Supply Department and its technical referents.

• He/she keeps tight link with his/her peers within the other OCs and ESCs and promotes synergies to maximize capacity.

• He/She has full visibility of his/her resources. He/She reports performance of the supply chains of his/her contexts, based on quantitative and qualitative metrics and analytics, with a focus on partnership’s satisfaction.

• He/She contributes to drive the MSF Supply Chain strategy towards Supply Chain excellence by escalating the uncovered needs on innovation, resources and quality.

 

Candidate profile

• 5 or more years relevant professional experience and a degree in management, informatics (e.g. Health Informatics, Information Systems, Computer Science), public health, epidemiology or a related field 
• Background in business and/or systems analysis
• Experience deploying and/or providing support for an enterprise level information system with experience in health IS and IT specifically considered a distinct advantage

OPS eHealth Support Unit Vision statement

Field-focused, bottom-up approach, governance-minded, we aim to provide MSF operations dedicated digital services support for humanitarian medical services. 

OPS eHealth Support Unit Mission statement 

Médecins sans Frontières Operational Centre Brussels (MSF OCB) understands eHealth as the use in the MSF field of digital tools and electronic components of all kind for medical/operational purposes. This includes, but is not limited to, Telemedicine, GIS, UAV’s, mHealth, Health Information System, EMR… 

We provide first line ICT services and tools, from needs analysis to solutions identification and project management. We identify new tools, assess proposed solutions, support with the implementation and day-to-day maintenance (directly or thought external partners), build and update the eHealth products catalogue. We capitalize on experiences and lessons learned and share them globally to ensure the best solutions for all projects.

Within the eHealth Unit, Monitoring and Surveillance Tools (MAST) includes the processes, data, methods, and software applications used in our projects, mission coordination, and HQ to facilitate project monitoring and evaluation, epidemiological surveillance, and ad hoc decision making using quantitative information on our operational medical activities.

Nature of the function

The eHealth Implementation Manager contributes to the improvement of our Health Information System in driving and managing the deployment and system-wide upgrades/changes of the Medical Information Network for Operational Support (MINOS1) and other eHealth tools in the MSF OCB health facilities, ensuring proper training of field staff on MINOS on an ongoing basis, and working with the rest of the MAST team and external partners to implement non-routine change requests coming from the field on an ongoing basis. 

As a key link between eHealth activities in the field and HQ, the eHealth implementation manager helps ensure the strategic alignment of eHealth tools and activities based out of HQ with the needs of the field while at the same time helping promote the value of common tools and consistent data collection and analysis standards. S/he is instrumental in extracting value from eHealth tools by driving the scale up and the effective usage of eHealth systems that make up the eHealth architecture. 

The eHealth Implementation manager is a field focused position serving as 1) the project and change manager for large scale MINOS deployment and upgrade activities (including line management of the 2-6 Mobile Implementation Officers anticipated for deploying a MINOS version powered by DHIS 2 starting in 2017), 2) the service manager for new non-pilot deployments and shares responsibility with other MAST team member for  non-routine change requests coming from the field after initial deployments, 3) the coordinator of training activities and training material development to ensure effective usage of deployed eHealth tools and adherence with the operational and medical data policy (e.g. protection of personally identifiable information). 

The main eHealth domain currently conducting non-pilot implementations of eHealth supported tools is the MAST program, as such the eHealth Implementation Manager will be under the supervision of the MAST Program Manager.

Job Profile

Project and Change Manager for deployment of eHealth Monitoring and Surveillance Tools

• Act as a change agent providing leadership and support to field project managers to facilitate successful deployments
• Manages the deployment of legacy MINOS instances in the field on an as needed basis
• Decommissions legacy MINOS in deploying DHIS2 architecture iMINOS in the field
• Participates in the migration from legacy MINOS to DHIS2 architecture including line management of 2-6 Mobile Implementation Officers
• Runs the non-pilot eHealth tools implementation (NCD in 2017)
• Point of Contact for work with external DHIS 2 Service Providers related to implementing field requirements/customizations into standard tools

People Management

• Conducts the recruitment, onboarding and technical supervision of the 2-3 MIO MAST in 2017, with additional MIOs anticipated in 2018
• Defines and implements an HR development plan in order to ensure adequate skills at field level
• Train field personnel on supported systems and establish a network of “super users” capable of providing first-line support and training
• Organizes MAST-related trainings for the field, including the iMINOS Training of Trainers
• Assist in coordinating the involvement of MAST MIOs in field testing and piloting new eHealth tools

Service Management

• Communicate with stakeholders before and after field visits to establish goals, resolve outstanding issues, and report on progress
• Liaise with the Applications Administrator in order to ensure continuity of service regarding eHealth tools in following up their usage in the field
• Plays an active role in helping the team establish standard operating procedures/processes    
• Defines and monitors work done by external service providers
