Profil
CANDIDATE PROFILE
- Medical doctor with clinical expertise in Emergency Medicine and Intensive Care.
- Minimum of 2 years’ experience in developing countries.
- 1 year experience in the field with MSF is an asset.
- Experience in coordination responsibility of emergency medicine and/or intensive care services is an important asset.
- Education and training experience.
- Training, diplomacy and communication skills highly appreciated.
- Ability to represent MSF on public events and technical and scientific meetings.
- Ability to manage staff in Emergency Medicine and Intensive Care (training, schedule, planned activities, supervision, evaluation, etc.)
- Fluent knowledge of English. Knowledge of French is an asset.
CONDITIONS
- Open ended Contract - Full time - Based in Brussels with Field visits for a minimum of 4 months a year
- Salary according to MSF- OCB salary scale

Description
CONTEXT
The Medical Department (MED) is composed of polyvalent medical staff working in operational cells and experts working outside these cells. The water, hygiene and sanitation unit (WHS) and the medical expatriates’ pool managers are integrated in the department.
The experts cover the following fields: epidemiology, nutrition, public health, pharmacy, vaccination, hospital management, hospital hygiene, malaria, tuberculosis, HIV/AIDS, mental health, laboratory, medical logistics, operational research, WHS, reproductive health, health education, biomedical, and the SAGE unit (Surgery / Orthopaedics, Anaesthesiology, Gynaecology-Obstetrics and Emergency Medicine / Intensive Care).
The role of the MED is to provide technical support and strategic guidance on medical issues to the Operation Department (OPS). This also implies open-mindedness to innovative approaches.
The Emergency Medicine and Intensive Care Advisor will work in the SAGE unit of the OCB MED and report to the SAGE unit coordinator
S/he will provide support in the domain of emergency medicine and intensive care to:
- Other experts in the MED,
- Cells’ medical officers in the OPS,
- The mission’s medical coordinators and the teams in the field.
JOB PROFILE
- Assisting OPS on emergency medicine and intensive care projects & activities.
- Monitoring emergency medicine and intensive care activities.
- Conducting field visits and assisting in the development of emergency medicine / intensive care programs in the field.
- Evaluate technical aspects of emergency medicine services and/or intensive care units and provide clear recommendations.
- If necessary, implement activities and support the expatriate and/or national staff in the projects
- Write a visit report and debrief with the concerned cell and other key persons.
- Respond to technical & strategic request from Medical Coordinators and OPS.
- Briefings & debriefings of expatriate staff involved in emergency medicine / intensive care activities (nurses, medical doctors, anaesthesiologists, medical coordinators, etc.).
- Coordinate the work on Mass Casualty Management with the advisor for Emergency Preparedness (E-Prep).
- Capitalize the MSF experience in emergency medicine / intensive care. Conduction of operational research activities.
- Update MSF emergency medicine / intensive care programs on new international recommendations
- Support the field when innovative approaches are developed.
- Select relevant documents and ensure its distribution to the MSF medical staff (field and OCB HQ).
- Contribute to the creation & updating of technical documents:
- Relevant guidelines & technical papers, adapted to the MSF context.
- Develop a specific epidemiological data collection tool for emergency medicine / intensive care activities and link it with existing tools (Epicentre, OPD, IPD, OT, etc.) and its integration in OCB new data collection tools.
- Collaborate with updating protocols and distribution to the field.
- Update regularly the Emergency Medicine and Intensive Care files with guidelines, protocols and technical documentation.
- Update the database of the frequently asked questions
- Design of a self-briefing document and CD.
- Participate to the creation of an OCB policy on Emergency Medicine and Intensive Care.
- Participate in internal & external trainings:
- Participate in the organization of Emergency Medicine / Intensive Care courses in MSF.
- Participate in the organization of Emergency Medicine / Intensive Care trainings in the field if requested.
- Participate in the organization of Multiple Casualty Management trainings in the field if requested.
- When needed give lectures/modules in the training courses organised by MSF.
- Set-up and maintain an external network:
- Organise meetings / debates with external experts.
- Animate partnerships with other actors in Emergency Medicine and Intensive Care.
