You have : - An University degree in international relations, political science, development/humanitarian aid, public relations/lobbying, management - Excellent management skills, with an experience of minimum 3 years of managing a team - A proven experience and understanding of the global issues related to disarmament, humanitarian action, development - A minimum of 5 years of experience of influencing policy (advocacy) ideally at international level, and in links with projects or actors in developing countries - Track record of work on institutional funding - Good interpersonal and networking skills and a commitment to team work - A sharp strategic and policy sense, and a good capacity of analysis and synthesis You are : - Appreciated for your organization skills and methods, and your excellent verbal and written communication skills and representation skills - Excellent oral and written communication skills in English; a good command of French, Dutch, or other languages is desirable - Highly motivated by advocacy work
Description
Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. For more details on the association: www.handicap-international.org Background Advocacy is a key component of Handicap International social mission and is rooted in our action on the field. Our objective is to achieve policy change to increase the impact and meaning of our action. It implies liaising with policy makers, engaging with networks, participating in international conferences and events, raising awareness of the general public and the media. Within Handicap International Federation, the advocacy team, composed of 9 persons (based in Brussels, Paris and Lyon) and attached to the Federal General Director, is in charge of defining, implementing and coordinating the advocacy strategy. The advocacy team works in coordination with other stakeholders within Handicap International network. The activities are implemented in close collaboration with missions and programs, and based on evidence collected on the field. National Associations and the Foundation are also closely involved in designing the global strategy and conveying the messages towards their own interlocutors at national level Job description Objective: Acting as a deputy to the Director of Advocacy and Institutional Relations, you will be directly in charge of evidence based collection, internal communication, and fundraising strategies for the advocacy and direct management of 2 members of the team. You will contribute to the overall advocacy strategy and play a key role in liaising with advocacy related Brussels based external stakeholders. Your main missions will focus on: 1° Production and dissemination of evidence based contents and information for advocacy - Propose strategy for data collection and production of evidence based advocacy tools in line with the thematic advocacy strategic objectives - Supervise the planning and implementation of this strategy, ensuring quality and reliability of the information produced and facilitating the coordination with the team - Organize efficient coordination with communication and programs interlocutors - Ensure adequate external dissemination 2 Ensuring adequate internal communication and promote internal ownership around advocacy objectives, activities and messages - Supervise the internal communication on advocacy topics and activities for a shared knowledge and appropriation of advocacy topics within HI network - Improve internal training offer on advocacy at headquarter, field or National Association levels, including through e-learning or ad hoc events (workshops, seminars…) 3 Supervising advocacy fundraising and management of budget - Supervise financial and budgetary planning for the federal advocacy - Pilot the elaboration of the fundraising strategy, ensure its implementation and coordinate the link with relevant institutional donors, in collaboration with thematic managers and the institutional funding department - Ensure appropriate and efficient use of funds by the advocacy team 4 Organizing team life and links with other Handicap International departments or entities - Plan and coordinate regular team meetings, retreats, exchanges of information, collective trainings, etc to ensure smooth coordination, anticipation and respect of deadlines, prioritization of activities and optimize team efficiency. - Pilot the link with other HI departments or entities, including Federal communication, technical resources and institutional funding to ensure structured and fruitful collaboration. - Coordinate advocacy contribution to the internal process for program strategy at country level. 5° Global support to the advocacy director in the definition and implementation of HI federation’s advocacy strategy, and in external representation activities - Support the advocacy director and the thematic managers on advocacy strategies and messages - Participate in formal internal meetings for the definition and monitoring of HI advocacy strategy - Represent HI in external networks, events or towards media on advocacy topics and lobby with relevant EU stakeholders - When needed, represent the advocacy team in internal discussions and projects involving other departments - Supervise the assessment and capitalization of advocacy activities
