Profil

De formation en Sciences Politique, Sociologie, Développement et Actions Humanitaires, vous justifiez d’une expérience professionnelle d’au moins 5 ans comme chargé de projet ou coordinateur dans le domaine du développement. Pour plus d’information sur l’association : http://www.handicapinternational.be/ CONTEXTE DE TRAVAIL : Le « desk » LAMA est en charge du suivi à partir du siège de Bruxelles des programmes localisés dans la région d’Asie du Sud-Est (Cambodge, Chine, Laos, Vietnam, Corée du Nord) et d’Amérique Latine (Bolivie, Colombie, Cuba) DESCRIPTION DU POSTE : Responsabilité 1 : Appuyer le développement de nouveaux projets pour le desk particulièrement pour la région d’Asie du Sud-EstAppuyer et accompagner les équipes du desk dans le montage de projets (planification-suivi-évaluation). Plus spécifiquement en ce qui concerne l’Accord cadre DGD, il est prévu un investissement d’environ 20% du temps de travail du chargé de projets COB au moment de l’élaboration de la proposition d’Accord-cadre, en collaboration avec la DRT et sous l’impulsion du secteur programme de l’ANB, en « mode projet ». • Appuyer et accompagner les équipes du desk dans l’élaboration des documents « projets » à destination des bailleurs ; A ce titre :  Développer au niveau du desk une connaissance accrue des financements et bailleurs sur la zone asie, et assurer un rôle d'interface avec les programmes et le service Stratégie Financière Programmes ;  Opérationnaliser les recherches de financements sur la base des objectifs et des approches fixées par son Responsable géographique ;  Appuyer la coordination du processus d’élaboration des nouveaux projets avec les services siège concernés Responsabilité 2 : accompagner la gestion d’un portefeuille de projets de l’association afin d’en garantir une mise en œuvre qualitative, dans le respect des moyens et des cadres impartis particulièrement pour la région d’Asie du Sud-Est • Garantir le suivi du cadre de management du cycle de projet (programmation suivi-évaluation) par les équipes programme • Responsable du suivi des échéances projets et du contrôle-qualité des documents soumis aux bailleurs (propositions de projets, rapports, amendements, …) Plus spécifiquement en ce qui concerne l’Accord-cadre DGD, il est prévu environ 10% du temps de travail du chargé de projets COB pour qu’il puisse assurer l’accompagnement méthodologique, le suivi des échéances et le contrôle qualité des documents DGD, également en collaboration avec la DRT et sous l’impulsion du secteur programme de l’ANB, en «mode projet». • Le cas échéant, responsable des projets (ou « dispositifs ») régionaux de sa zone. • • Venir en appui aux programmes du desk (Asie) sur tous les aspects méthodologiques et organisationnels des projets • Sur la base du plan d’action et des cadres opérationnels des programmes de son Desk, participer au pilotage stratégique du Desk et contribuer au contrôle qualité des projets par la mise en place et le suivi d’indicateurs. Echos Communication œuvre pour un développement humain durable. MISSION DESCRIPTION

HI is already active in Middle East in the framework of a Syria crisis response. HI plans to strengthen its operations in Middle East at short and medium terms. The intervention will contribute to mitigate the impact of the Syrian crisis on the most vulnerable people if HI ongoing assessments reveal the need for intervention and funding is ensured. The most important needs identified related to health and protection will be addressed through three axes: inclusion, centre-based comprehensive rehabilitation (including physical and functional rehabilitation and mental health and psychosocial support-MHPSS) as well as community-based approaches, while working with local partners.

Through this comprehensive approach, the most affected people will benefit from specialized services tailored to their needs for physical and functional rehabilitation and psychosocial support. HI will mitigate the barriers faced by the refugees in their access to these urgent services by tackling lack of services, lack of information, isolation, financial issues, discrimination, mobility issues etc. 

MAIN RESPONSIBILITIES OF THE POSITION  

Under the responsibility of the Head of Mission she/he will be in charge to:

- Lead the definition and the implementation of the overall program strategy for the mission;

- Oversee the respect of the overall project cycle management for the different projects / programs and ensure the compliance with HI and donor management standards;

- Lead the definition of new interventions and new grant applications;

- Provide advice and support to the Field Coordinators and  project teams in the implementation of their projects;

- Provide management and leadership to the program team;

- Ensure smooth coordination with other humanitarian actors on program aspects; 

- Replace the Head of Mission and/or one of the Field Coordinators when needed;

You will be directly managing a team of 4 to 6 people and in Transversal links with Technical Advisors, Field coordinators, Project Managers and HQ desk and technical teams. 

 

MAIN TASKS 

REPSONSABILITY 1 (coordination / supervision): lead programme implementation in accordance with organisation and donors standards and regulations

 --> Aim: Optimise projects grant contracts in their qualitative and quantitative dimensions.

 --> Benchmark: project programming and implementation are in accordance with HI and donors’ standards and regulations. 

 

RESPONSABILITY 2 (Projects development): lead the development of HI activities 

 --> Aim: answer to beneficiaries’ needs and demands in accordance with plans defined in the mission strategy.

 --> Benchmarks: needs assessment, identify and lead project design opportunities, monitor funding opportunities.

 

RESPONSABILITY 3 (Strategy implementation): support the design and implement operation framework

 --> Aim: HI operation frameworks are meeting Vulnerable / Persons with Disabilities and partners needs and demands

 --> Benchmarks: thematic strategy papers, strategies reviews, monitoring reports. 

 

RESPONSABILITY 4  (human resources): Managing the programme unit within the mission 

 --> Aim: To develop the team’s autonomy and performance 

 --> Benchmarks: direct reports' satisfaction with management; quality of the assessments carried out; compliance with HI’s HR procedures and policies; team turnover, quality and consistency of decision-making.

 

RESPONSABILITY5 (representation): if requested support the mission to represent HI and promote all aspects of its mandate

UniField is an Information System project aiming to replace the existing field management tools with a new solution (ERP) that will integrate finance and supply, and be shared by all coordination’s and projects in the field. The MSF Operational Center of Brussels started his deployment phase since January 2015.

As member of the OCB UniField deployment team, the mission of the Unifield Supply MIO is to implement the Supply module of the software in the field, performing mapping analyses, transfer knowledge and support  to the users in the field.

Under the direct supervision of :

  • The Unifield deployment manager for all deployment aspect of the project
  • The Unifield Supply technical referent for all technical aspect of the project

Job Profile

Context

The Log department is opening a position for a Mobility referent, who has interest in operational challenges and tactics.

According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfillment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.

The Raison d’être of the position is to guarantee that the Operations have a clear vision on how can be ensured the mobility of our teams and/or patients to ensure the access to Health Care.

The field needs to be kept up-to-date with latest techniques, advised on best practices and solutions on a regular basis.

The Mobility Referent is part of the Technical team in the Log Back Office under the supervision of the Back Office Coordinator.

S/He is in collaborative relation with Logcells for 1st and 2nd line support and also with Scenario Referents when working on 2nd and 3rd line support.

S/He supervise as per functional relation the MIO Mobility to ensure that the know-how is transferred from HQ to field, to capitalise experiences and implement actions to improve the quality/efficacy/efficiency in the field.

The duty of the person in charge of the family “Mobility” will be to support pro-actively OCB operations in terms of transport tactics – transport of people and items by Road and Water – to ensure the access to Health to beneficiaries.

Therefore, s/he guarantees the technical choices in terms of technical solutions while measuring the coherence of these choices with regard to the operational needs and their availabilities.

S/He makes sure that the items are compatible and valid with regard to the persons concerned and the fields that could have a positive impact on her/his field of activity.

S/He makes sure to effectively pass her/his knowledge and information to the persons concerned.

Finally, s/he has to analyse the economic trend as well as the expenditures and acquisitions linked to the mobility in the field. This will allow her/him to adapt the catalogue of solutions to the technical and operational realities of the OCB’s operational activities.

S/He ensures the production and revision of all base of knowledge (Guidance, training content, innovation and networking) related with Mobility concerning:

  •           Access to/for patients to Health Care,
  •           Fleet & Generator management and all motorized equipment
  •           Mechanics of Vehicles and Generators

 

Job Profile

 

  • Provide 1st line support (Help Desk):

o    To support Log Cells and Logcos on Mobility activities when no local building capacity or formal MSF guidance is available

o    To support Back Office on the content development and maintenance of 1st line support tools

  •  Produce 2nd line support (contextualized complex project):

o    To support on the definition, planning and execution of Mobility plans for a Mission with LogCell.

o    To give support to the technical aspects & execution of Mechanical Workshops and Energy Rooms (Generators)

o    To give support on the mechanical aspects of generators

o    To guarantee the technical support for MIO and Workshop managers identified and/or recruited.

  •  Produce 3rd line support (Base of knowledge):

o    To ensure the presence and updated catalogue of solutions for Road Mobility - Nautic Mobility

o    Ensure the production of Technical specifications to be provided to MSFSupply for the sourcing as per OCB or international standards.

o    Propose & agree with Scenario referent and/or FO and lead innovation /R&D projects for new products and solutions.

o    Produce the content for Mobility trainings and act as traineer when necessary.

o    Proposed external training in its field

o    Ensure that the information related with the Mobility and Generator domain is updated and available for all LOG levels as per Information management strategy.

o    To Assist in identifying specialized logs in the domain.

o    To Follow-up on the pool of mechanics & Fleet managers

o    Liaise with other OC technicians / working groups in order to share / exchange / adopt / improve existing methods / guidelines and templates

o    To capitalize on technical Mobility field experiences in order to maintain an ongoing continuous institutional learning and improvement process

o    Support to Back Office Coordination on the budget and planning exercises in the technical family.

Responsable Logistique (RL)

 

Sous la supervision hiérarchique du Directeur des Opérations à Kinshasa, le Responsable Logistique est responsable d’assurer le bon fonctionnement du département logistique dans le respect des procédures Memisa et d’apporter tout le support nécessaire aux programmes pour atteindre les objectifs fixés. Il/elle est le responsable de l’équipe logistique au bureau à Kinshasa (RN) et responsable pour l’accompagnement et le suivi des équipes logistiques aux BAT (bureaux régionaux de Memisa) et aux BDOM partenaires

 

Suite à une démarche d’amélioration de qualité, d’une augmentation du volume des projets et d’une volonté de favoriser les achats locaux, Memisa cherche un professionnel logistique qui accepte ce défi au sein de Memisa.

 

Position du responsable Logistique dans l’organisation :

 

N+1 hiérarchique : le Directeur des Opérations à Kinshasa

 

Relations fonctionnelles : le responsable logistique au siège à une ligne fonctionnelle vers le responsable logistique en RDC.

 

 

N-1 hiérarchique et fonctionnel :

Le team logistique: collaborateur logistique et chauffeurs au bureau à Kinshasa. Tous les collaborateurs logistiques sur le terrain ont une ligne fonctionnel vers le responsable logistique.

 

Le responsable logistique fait partie du management team en RDC.

 

Objectifs de la fonction:

-          Gestion du logistique du materiel pour les projets

-          Gestion du logistique des personnes en mission (interne et externe à Memisa) : préparation des mission, personne de contact local, représentation

-          Gestion du parc automobile et moto en RDC

-          Veillez à l’application des procédures en matière logistique et achats

-          Gestion ICT


Responsabilités et tâches :

 

·         Référent logistique au niveau national en collaboration avec le responsable logistique au siège

·         Supervise les différentes personnes du service logistique à la RN et accompagne les équipes logistiques dans les BAT

·         Produit les rapports logistiques à la RN et valide ceux établis dans les BAT, mensuellement, trimestriellement et annuellement

·         Assure un système de traçabilité des commandes et des envois de matériel. Systématise et archive les accusés de réception lors de la remise à l’utilisateur final.

·         Valide les procédures de publication de marché et supervise, sous la validation du Directeur des opérations, la sélection des fournisseurs lors des achats locaux.

·         Planifie et veille à la formation  du personnel logistique de la RN et des BAT 

·         Participe au processus du recrutement des personnes dans l’équipe logistique

·         Procède à la vérification systématique des pièces justificatives, à leur concordance sur le fonds et sur la forme pour tous les achats

·         Veille au respect de toutes les procédures d’achat établies par Memisa et les bailleurs

·         Participe à la mise à jour du manuel de procédures logistique

·         Responsable de la gestion du charroi de la RN et contrôle du Qualité

·         Etablissement et Gestion d’un base de données fournisseurs. De manière générale, négocie avec les fournisseurs et défends les intérêts de Memisa en suggérant des pistes d’économie et de gains en efficacité dans l’organisation du travail à la RN et dans les Bat.


Qualifications :

·         Assistant technique international

·         Diplôme universitaire, de préférence en économie, gestion, management ou autre avec une solide expérience en logistique, ou équivalent par expérience

·         Expérience dans un pays en voie de développement, expérience en RDC est un atout.

·         Capacités de leadership, autonomie, proactif et entreprenant

·         Affinité pour les valeurs de Memisa et empathie avec le groupe cible

·         Sens du capacity building et du coaching

·         Flexible, résistant au stress, ouvert à d’autres cultures, esprit d’initiative

·         Maitrise parfaite de la langue française, maitrise de l’Anglais et du Néerlandais est un atout

·         Capacité d’analyse, managériale et rédactionnelle

·         Maîtrise de l’outil informatique (excel, word, outlook, powerpoint)

CONTEXT

The MIO Risk Management (RM) Trainer & Adviser contributes to the security and safety support to the missions of MSF-OCB in terms of training, assessment and advisement.

He/she reports regularly to the MSF-OCB Security Focal Point on the state of projects within his/her domain.

He/She is a member of the Risk Management Unit (RMU), belonging to the Operation (OPS) department.

This position reports to the Security Focal Point.

JOB PROFILE

  • Capacity Building and Training
    • Conduct RM trainings at the headquarter and field level
    • Evaluate needs for new trainings
    • Contribute to the design & elaboration of the training’s offer in the RM area of expertise
