Profil
• You have an advance education degree (technical, university, engineering or business school) in the field of livelihoods (food security, economics, agronomy or equivalent) or equivalent experience; ideally you completed a CALP training;
• You have at least 5 years' experience in humanitarian and post-crisis intervention, technical support, co-ordination or project management positions on emergency livelihoods including emergency cash and market recovery interventions;
• You have a good understanding of the issues related to vulnerability and disability, as well as the criteria and methodologies for targeting particularly vulnerable beneficiaries;
• You are familiar with intercultural participatory approaches;
• You have good synthesis, analysis and writing skills and ability to prioritize;
• You are fluent in French and English both orally and in writing.

CONTEXT: As Global Emergency Cash & Market Recovery Specialist, you are a part of the Social & Inclusion (S&I) Division.
The S&I Division is composed of 20 persons and around 6 sectors: Livelihood including Cash & Market Recovery, Inclusive Governance, Inclusive Education, Social development and Technical Assistance for Inclusion. The Livelihood Unit, composed by 5 persons including a Manager, encompasses initiatives in emergency, recovery and development settings with around 84 projects in more than 35 countries that range from emergency NFI/FI distribution, emergency CASH distribution, wage to self-employment, graduation projects, economic recovery and resilience.
Under the responsibility of the Livelihood Unit Manager, in support of the operational teams (headquarters and field), with a strong functional link with the other Specialists and, especially the Emergency Livelihood Specialist (focusing on basic needs, distribution and wash&shelter) and the Emergency Division, you are in charge of developing and framing the approach and tools related to the implementation of “Emergency Cash & Market Recovery" activities in humanitarian responses, as well as providing technical support for the proper implementation of field projects.
For HI, the Emergency Cash and Economic Recovery includes activities related to the emergency cash transfer program (including safety nets) and market analysis in crisis. As a result you will also have a strong professional relationship with the Emergency Division team.
Responsabilities
• Task 1: You develop, frame and disseminate professional approaches, know-how, positioning and intervention sectors in terms of Cash and Economic early recovery and recovery activities in humanitarian contexts contributing to positioning HI approach both internally and externally
• Task 2: You provide technical and methodological support to Cash and Economic early recovery and recovery projects implemented by field teams (current focus on DRC, Yemen, Middle East crisis, Sahel issues in West Africa, Myanmar, Bangladesh Mozambique and Venezuela) and if required in case of cash intervention in emergency. You are also in charge of ensuring the inter-field and global technical coherence of the intervention, through field missions, exploratory missions, regular distance exchanges, training facilitation, technical coaching, etc....
• Task 3: In coordination with the technical specialists carrying out HI's other sectors of intervention in a humanitarian context (Physical and functional rehabilitation, Mental Health &Psychosocial, Protection, Inclusion, Shelter, Atlas logistique), you develop holistic and inclusive approach to respond to the essential needs of populations affected by a crisis with particular attention to vulnerable people and people with disabilities;
• Task 4: Together with the Livelihood Specialists working on socio-economic inclusion in a development context, you develop continuum and Nexus approaches to ensure the best coherence and continuity of service for beneficiaries in terms of livelihoods;
• Task 5: In support of the Livelihood Unit Manager and in links with the Livelihood Policy Lead, you ensure internal and external representation in your fields of expertise. You are involved in various external technical networks and, if necessary, ensure the link with other actors in the humanitarian response.
