CONTEXT:
Under the supervision of Inclusive Humanitarian Action and Governance Manager. You will be part of a team composed of approximate 10 members (Inclusive Humanitarian Action and Governance Unit) and you will work close collaboration with Pilot Country Teams.
The ECHO financed project is an Humanity & Inclusion flagship project to develop programming and coordination tools and guidance for disability-inclusive humanitarian action, aligned with the recently released IASC Guidelines on the inclusion of persons with disabilities in humanitarian action (IASC GL on Disability). It is building on the existing practices developed through inter-agency efforts on inclusive coordination and programming by HI and other humanitarian actors, including Organizations of Persons with Disabilities (OPDs). The project coordinator will be part of the team on Inclusive Governance & Humanitarian Action unit of HI’s Protection and Risk Reduction Direction.
Within the two years of the project duration significant change is expected within three result areas:
- Humanitarian Actors have enhanced understanding on the availability, scope, success factors and challenges of in-country disability inclusive coordination mechanisms against considerations from IASC GL for enhancing inclusive coordination
- Humanitarian Actors have access to enhanced global tool sets based on existing practices to enhance disability (and age) inclusive data collection and programming in food security and protection
- Key Food Security (Somalia) and Protection actors (Syria) improved their confidence, knowledge and skills on adapting their organizational data and programming tools to become inclusive of disability data from an intersectional perspective.
OBJECTIVES:
Project Coordinator ensures the timely achievement of the three project results at global level and the two pilot countries, Syria and Somalia/Somaliland. He/she is responsible for managing and coordinating the work at global level and coordinates the work with the field teams in Somalia and Syria. The quality and innovation of the project is achieved through close collaboration with the Inclusive Humanitarian Action Specialists working in the same unit. To ensure synergies, inter-agency coordination and complementarity of action he/she connects his/her work closely with the Task Force on Inclusive Coordination and Programming to be established by the project and the HI Food Security and Protection Specialists working in adjoined technical units of HI.
MAIN RESPONSIBILITIES:
Your main responsibilities are:
- Contract management ECHO, including all internal coordination processes - timely reporting, call-off of funds, financial processing including procurements and awards according to donor & HI guidelines as well as regular exchange with ECHO staff.
- Reporting to his/her line manager, preparing and facilitating internal and external coordination processes, conducting and documenting regular management meetings, ensuring regular communication between all project teams at pilot country and global implementation level, as well as with the Task Force.
- Ensuring smooth budget and logistic processes for the global level action of the project in close coordination with the Financial Controller, MEAL officer and the project managers at pilot countries.
- Planning, management and evaluation of all activities in relation to result 1 and 2 and support coordination with the pilot countries.
- Ensure excellent communication streams with consultants, team colleagues as well as with the participating organisations of the Review, Adjust and Action Learning Labs, mapping exercises and workshops under result 1 & 2; Identification of the concrete needs and interests of the actors and, as far as possible, development of a coaching concept.
- External representation of the project and its topics.
- Fine-tuning the concept of the RAAL Lab methodology in close cooperation with the specialists and federal colleagues; conceptual development of accompanying ToR, and learning materials (primarily in a coordinating capacity, but also in terms of content as required)
- Contributing to the implementation of HI’s technical strategy (STRATECH) on Inclusive Humanitarian Action of HI through, among other things, regular and active exchange within the team, especially with colleagues from project work, Institutional fundraising and advocacy; supporting public relations work for the project; active participation in events; active participation in team meetings, workshops or seminars.
- Further development of the project and if applicable application for follow-up project
- Within the wider HI accountability framework, he/ she will report regularly to the Manager of the Inclusive Governance and Humanitarian Action Unit, and the Technical Officer.
- Signs within the framework of the project budget and in accordance with the AA's guidelines and the HID guideline on signing authority.
- Within the scope of own responsibilities and in agreement with the Manager of the Inclusive Governance and Humanitarian Action Unit, represents the project in relevant networks and ECHO.
CONDITIONS OF THE POSITION:
The position is to be based ideally in Europe, Belgium, France, Germany or other national association, or near the two pilot countries, preferably Amman, Syria or Nairobi, for Somalia.
