Profil

  • You hold a Masters in humanitarian aid and/or development and/or international project management, or in any other similar and relevant area

JOB CONTEXT :

Over four decades of conflict have had a severe impact on the country. Afghanistan is going through a turbulent period, since NATO and US military interventions in 2001 removed the Taliban from power. During 2021, after a very intense fighting period between April 2021 until August 15th, the Taliban took over the capital city of Kabul and the President Ashraf Ghani resigned, handing over the Government to the Islamic Emirate of Afghanistan.

It is not clear how the context will evolve.

Handicap International in Afghanistan currently operates projects both with partners and directly, these are managed by about 250 national staff in five locations, three bases (Kandahar, Nimroz, Kunduz and Herat) and Kabul main office and recently began to work in Nimroz with remote management from Kandahar.

YOUR MISSION:

Reporting to the Country Director, your missions will be:

  1. Strategy : You define and oversee the implementation of MEAL and IM action plans within Afghanistan
  • You design and roll-out a coherent and comprehensive remote management MEAL framework
  • You develop an accountability framework for the mission and roll out an inclusive feedback and complain mechanism
  • You are responsible for the implementation of monitoring systems, data collection, information management, evaluation, accountability towards affected populations and the management of knowledge adapted to the context and in compliance with HI standards;
  1. Expertise

2.1. You contribute towards improving HI’s response within Afghanistan

  • You are responsible, within your geographical scope, to put in place mechanisms for ensuring accountability towards affected populations;
  • You contribute towards the articulation and application of HI’s institutional policies and cross-cutting approaches.

2.2. You contribute towards defining and improving the quality of projects in line with HI’s global frameworks and technical standards

  • You provide technical support to technical specialists for establishing quality indicators, monitoring methods and data collection tools;
  • You contribute to the design and drafting of project proposals;

2.3. You contribute towards improving the quality of the management of projects within your scope of responsibility, as defined in HI’s Project Planning, Monitoring and Evaluation policy

  • You provide technical support to the project teams for the implementation of monitoring, evaluation and accountability tools and methods;
  • You provide technical support to the Operational Manager, Country Director and project managers for the application of PME policy;
  • You oversee the application of PME policy within your geographical scope;

2.4. You contribute towards the ownership of learning frameworks and methodologies by the programmes and by HI in general

  • You are responsible, within your geographical scope, to implement processes and methods for collecting, analyzing, modelling and ownership of the knowledge produced; •
  • You propose an analysis of the information collected and the knowledge produced to strengthen collective learning;
  • You ensure the continuous improvement of learning frameworks and methodologies;
  • You ensure access to relevant internal and external information

  • You assume the role and stance of manager for his/her staff and helps facilitate MEAL and IM sector development

General context of the project

Protracted humanitarian crisis and conflict, displacement, governance failure and a deep socio-economic crisis have had a devastating impact on the Afghan population, namely on the most vulnerable groups, caught up in the active conflict-zones, displaced and returned to the country. The South Region, in particular Kandahar and Zabul Provinces, is amongst the critically affected areas. Political and security situation remains volatile, despite the peace talks: almost 50% of the territory is considered contested with frequents clashes and airstrikes.

INTERSOS has been present in Afghanistan since 2001 with a country office in Kabul, a field base in Kandahar City and a sub-base in Qalat. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Health, Nutrition, Protection and WASH, serving the conflict-affected population (displaced and not displaced) and with community living in hard-to reach areas. A special focus is dedicated to Extreme Vulnerable Individuals (women, children, person with disabilities, etc.).

The program’s general objective is to contribute to reduce the protection and health risks of hard to reach conflict-affected communities. The proposed program aims to improve access to integrated protection, primary health care (including sexual and reproductive health care) and nutrition services in the conflict affected areas of Kandahar and Zabul Provinces.

 

General purpose of the position

The Program Coordinator supports the Head of Mission with the overall country program development and management in accordance with INTERSOS’ country strategy, plans and policies.

The Program Coordinator is responsible of the coordination of all the projects and the smooth implementation of all the activities, in collaboration with all the support and technical Coordinators.

 

Main responsibilities and tasks

Quality implementation

- Ensuring a quality implementation of the projects in country, providing support to Project Managers in project management and project cycle management

- Support the Project Managers in the planning, implementation and monitoring of the activities, deliverables and budget

Strategy Development

- Play a key role in the definition and implementation of the Strategy of the mission, ensuring the smooth running of INTERSOS humanitarian operations in the country

- Carry out a detailed donors and stakeholders mapping in country in collaboration with the Head of Base

- Upon delegation of Head of Mission, developing strategic partnerships with other international or local organizations, wherever possible

Project monitoring and evaluation

- Conduct regular meetings with the team to review the planning, and discuss the main concerns and the achievements

- Monitor and evaluate the implementation of the activities, in collaboration with Head of Base, Projects managers and M&E Officers

- Support the Head of Mission for the promotion of accountability and commitment to INTERSOS charter and prevention on power of abuse

Human Resources

- Play the role of the line manager and contribute to the capacity building of the Project Managers and M&E Officers

- Manage and evaluate the performance of the staff directly supervised and ensure that evaluation procedures are implemented for the rest of the team

- Collaborate in the recruitment process, according to guidelines and SOPs

Representation, coordination and advocacy

- Establish and maintain effective working relationships with key stakeholders (donors, partners, government, etc.)

- Represent INTERSOS in coordination fora as requested/needed

- Actively participate in Senior Management Team and any other meetings as organized by Head of Mission

- Collaborate with the Logistics Coordinator and managers on proper management of logistic issue related to the projects, and provide feedback on dysfunctionalities on logistic management and the adherence of the procedures

- Cooperate with the Country Finance Coordinator and the Head of Base for the financial and administrative aspects of the mission

- Support the Head of Mission on security, access and political analysis of the region

New funding opportunities

- Actively participate to the writing of new funding opportunities, contributing to develop/design new concepts and proposals under the supervision of the Head of Mission and in cooperation with the Technical Coordinators, Head of Base, Project Managers and Deputy Regional Director

- Lead the development and implementation of assessments, in strong coordination with Head of Mission, Head of Base, M&E team and Technical Coordinators

More specifically

Ensure a proper planning of the activities to be implemented:

  • Liaise with admin-fin department to secure proper staff recruitment and regularly update HR files
  • Prepare and organize training for volunteers and team members
  • Organize and conduct project kick-off and presentation/sharing of project with teams
  • Prepare and regularly review a detailed activity plan with team
  • Agree and establish clear reporting and communication lines
  • Verify the targeting and selection of the beneficiaries
  • Ensure sector SOPs and guidelines are properly applied and adhered to
  • Permanent on-job coaching of teams to work on quality in delivery
  • Ensure security monitoring for teams’ daily movement and report incidents/concerns in a pro-active manner to the Head of Mission and Security Focal Point

Financial management and procurement

  • Prepare, monitor and implement financial and procurement plan
  • Prepare weekly liquidity plan
  • Verify and approve all purchases/contracts and budget line allocations
  • Verify on a weekly basis the book-keeping entries in the INTERSOS accounting spread sheets (Journal): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remainder project implementation period, in coordination with finance department
  • Ensure for all purchases/contracts of goods/services/supplies the correct INTERSOS procurement guidelines are applied and properly documented, in close coordination with the admin-fin and logistics department
  • Verify the list of expenditures prior to finalizing the interim and final financial reports

Manage team and to provide relevant capacity building and on-job coaching to the project team

  • Manages and evaluates the performance of the project staff directly managed and ensure that evaluation procedures are implemented for the rest of the team
  • Conduct weekly and monthly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period
  • Ensure use of correct/relevant forms for assessments and reporting by the team

Monitoring & evaluation

  • Ensure monitoring and verification for the targeting of beneficiaries, also through ad-hoc monitoring tools and field visit
  • Applying a result-oriented approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project
  • Ensure the full accountability to the beneficiaries

Reporting

  • Ensure quality reporting on achievements against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
  • Secure weekly and monthly reporting per team and compile, review and analyses reports on monthly bases to be reflected in INTERSOS’ PAT reporting tool
  • Prepare ad hoc progress reporting for the donor and official required interim and final project reports: prepare interim and final narrative reports for the donor in a timely and qualitative manner, looking into achievements against outcomes and output and reflect lessons learnt clearly into recommendations for future programming
  • Holds final responsibility for all support documents (means of verification) and general project documents
  • Delivers regular communication products (including pictures) on the project to be used by the INTERSOS communication department in different outlets

Coordination and representation

  • Attend the relevant cluster meetings and ensure timely reporting of highlights to Program Coordinator and Technical Coordinators.
  • Ensure regular updates to donor representatives in coordination with the Program Coordinator.
  • Coordinate with relevant line-ministries and assure the timely signature of sub-agreement with MoE for the implementation of the project.
  • Support INTERSOS with the implementation of the Country Strategy, in particular for the development of specific and detailed sector strategies.
  • Contribute to the coordination between the different project-teams for the projects in Afghanistan.
  • Ensure systematic information and update sharing with the Program Coordinator and other programme staff.
  • Coordinate with other relevant actors in Kandahar, Zabul and Kabul for effective and efficient collaboration.

  • Liaise with admin-fin department to secure proper staff recruitment and regularly update HR files

  • Conduct weekly and monthly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period
  • Ensure use of correct/relevant forms for assessments and reporting by the team
  • Ensure fluent chain of information/data transfer from field to supervisors

  • Ensure the full accountability to the beneficiaries

Reporting

  • Ensure quality reporting on achievements against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
  • Secure weekly and monthly reporting per team and compile, review and analyses reports on monthly bases to be reflected in INTERSOS’ PAT reporting tool
  • Prepare ad hoc progress reporting for the donor and official required interim and final project reports: prepare interim and final narrative reports for the donor in a timely and qualitative manner, looking into achievements against outcomes and output and reflect lessons learnt clearly into recommendations for future programming
  • Holds final responsibility for all support documents (means of verification) and general project documents
  • Delivers regular communication products (including pictures) on the project to be used by the INTERSOS communication department in different outlets

Coordination and representation

  • Attend the relevant cluster meetings and ensure timely reporting of highlights to Program Coordinator and Technical Coordinators.
  • Ensure regular updates to donor representatives in coordination with the Program Coordinator.
  • Coordinate with relevant line-ministries and assure the timely signature of sub-agreement with MoE for the implementation of the project.
  • Support INTERSOS with the implementation of the Country Strategy, in particular for the development of specific and detailed sector strategies.
  • Contribute to the coordination between the different project-teams for the projects in Afghanistan.

Protracted humanitarian crisis and conflict, displacement, governance failure and a deep socio-economic crisis have had a devastating impact on the Afghan population, namely on the most vulnerable groups, caught up in the active conflict-zones, displaced and returned to the country. The South Region, in particular Kandahar and Zabul Provinces, is amongst the critically affected areas. Political and security situation remains volatile, despite the peace talks: almost 50% of the territory is considered contested with frequents clashes and airstrikes.

INTERSOS has been present in Afghanistan since 2001 with a country office in Kabul and field base in Kandahar City (a sub-base in Qalat is planned to be opened in the next months). INTERSOS focuses on implementing emergency response and relief programs in different sectors: Health, Nutrition, Protection and WASH, serving the conflict-affected population (displaced and not displaced) and with community living in hard-to reach areas. A special focus is dedicated to Extreme Vulnerable Individuals (women, children, person with disabilities, etc.).

The program’s general objective is to contribute to reduce the protection and health risks of hard to reach conflict-affected communities. The proposed program aims to improve access to integrated protection, primary health care (including sexual and reproductive health care) and nutrition services in the conflict affected areas of Maywand, Shahwalikot, Zheray and Spinboldak Districts of Kandahar Province, and Qalat and Shajoy Districts of Zabul Province.

General purpose of the position

The Head of Base is responsible of the management of the base in Kandahar and of the sub-base in Qalat. She/he coordinates the support and program team in order to smoothly implement the projects, in accordance with INTERSOS country strategies, plans and policies, and in collaboration with all the Coordinators.

Logistics

  • Ensure the correct management of logistics and the adherence of procedures in collaboration with LogCo, provide feedback on dysfunctionalities, revise, and approve PR/POs
  • Work in close collaboration with the support and program staff on proper management of supply chain, and preparation of the procurement plans
  • Guarantee the full functionality of the GH and offices (power, water, internet, phones, spaces, etc.)

Finance

  • Manage accountability of Administration and Operations actions in Kandahar base
  • Cooperate with the Country Finance Officer and the Country Finance Coordinator for the supervision of the financial and administrative aspects in the field base.

Human Resources

  • Manages and evaluates the performance of the staff directly managed and ensure that evaluation procedures are implemented for the rest of the team
  • Ensure the correct implementation of the internal regulations, the recruitment process and all the HR procedures in collaboration with HR Manager, according to guidelines and SOPs

Security

  • Support the HoM providing accurate security and political analysis of the region
  • Update the CPPs and SOPs of the field base and of any area of intervention, in close collaboration with HoM
  • Create a good network for acquiring and sharing information
  • Ensure adequate tracking of national and international staff in the field

Program

  • Ensure the close collaboration between Program and Support staff

The Program Coordinator supports the Head of Mission with the overall country program development and management in accordance with INTERSOS’ country strategy, plans and policies.

The Program Coordinator is responsible of the coordination of all the projects and the smooth implementation of all the activities, in collaboration with all the support and technical Coordinators.

Main responsibilities and tasks

Quality implementation

  • Ensuring a quality implementation of the projects in country, providing support to Project Managers in project management and project cycle management
  • Support the Project Managers in the planning, implementation and monitoring of the activities, deliverables and budget

Strategy Development

  • Play a key role in the definition and implementation of the Strategy of the mission, ensuring the smooth running of INTERSOS humanitarian operations in the country
  • Carry out a detailed donors and stakeholders mapping in country in collaboration with the Head of Base
  • Upon delegation of Head of Mission, developing strategic partnerships with other international or local organizations, wherever possible

Project monitoring and evaluation

Main responsibilities and tasks

The Head of Base is responsible of the management of the base in Kandahar and of the sub-base in Qalat. She/he coordinates the support and program team in order to smoothly implement the projects, in accordance with INTERSOS country strategies, plans and policies, and in collaboration with all the Coordinators.

The Head of Base supervises the logistics, HR and finance sectors in collaboration with the technical coordinators. She/he is also responsible of the security and safety of all the staff, in close collaboration with HoM, and the direct management of bases and offices.

General

  • Support project field staff in the field base in the optimal and efficient organization (in terms of administration, HR and logistics) for a smooth implementation of the projects
  • Conduct weekly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period
  • Prepare and disseminate weekly sit-rep reports
  • Support the HoM for the promotion of accountability and commitment to INTERSOS charter and prevention on power of abuse
  • Represent INTERSOS in coordination fora at provincial level (INSO, ACBAR, RCT, etc.)
  • Establish and maintain effective working relationships with key stakeholders (donors, partners, government, etc.) at local level
  • Actively participate in SMT and any other meetings as organized by HoM
  • Regularly share information with HoM and SMT

Logistics

  • Oversee the logistics in Kandahar base, aiming at improving the operations systems and processes and Cooperate with the Logistic coordinator for any logistic and procurement-related tasks in the field base
  • Ensure the correct management of logistics and the adherence of procedures in collaboration with LogCo, provide feedback on dysfunctionalities, revise, and approve PR/POs
  • Work in close collaboration with the support and program staff on proper management of supply chain, and preparation of the procurement plans
  • Guarantee the full functionality of the GH and offices (power, water, internet, phones, spaces, etc.)

Finance

  • Manage accountability of Administration and Operations actions in Kandahar base
  • Cooperate with the Country Finance Officer and the Country Finance Coordinator for the supervision of the financial and administrative aspects in the field base.

Human Resources

  • Manages and evaluates the performance of the staff directly managed and ensure that evaluation procedures are implemented for the rest of the team
  • Ensure the correct implementation of the internal regulations, the recruitment process and all the HR procedures in collaboration with HR Manager, according to guidelines and SOPs

Security

  • Support the HoM providing accurate security and political analysis of the region
  • Update the CPPs and SOPs of the field base and of any area of intervention, in close collaboration with HoM
  • Create a good network for acquiring and sharing information
  • Ensure adequate tracking of national and international staff in the field

Program

  • Ensure the close collaboration between Program and Support staff
  • Contribute to the design of the Country Strategy
  • Play a key role in the implementation of the Strategy of the mission, ensuring the smooth running of INTERSOS humanitarian operations
  • Contribute to the writing of new funding opportunities, contributing to develop/design new concepts and proposals under the supervision of the Program Coordinator and in cooperation with the Technical Coordinators

The South Region, in particular Kandahar and Zabul Provinces, is amongst the critically affected areas. Political and security situation remains volatile, despite the peace talks: almost 50% of the territory is considered contested with frequents clashes and airstrikes.

INTERSOS has been present in Afghanistan since 2001 with a country office in Kabul, a field base in Kandahar City and a sub-base in Qalat. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Health, Nutrition, Protection and WASH, serving the conflict-affected population (displaced and not displaced) and with community living in hard-to reach areas. A special focus is dedicated to Extreme Vulnerable Individuals (women, children, person with disabilities, etc.).

The program’s general objective is to contribute to reduce the protection and health risks of hard to reach conflict-affected communities. The proposed program aims to improve access to integrated protection, primary health care (including sexual and reproductive health care) and nutrition services in the conflict affected areas of Kandahar and Zabul Provinces.

General purpose of the position

The Program Coordinator supports the Head of Mission with the overall country program development and management in accordance with INTERSOS’ country strategy, plans and policies.

The Program Coordinator is responsible of the coordination of all the projects and the smooth implementation of all the activities, in collaboration with all the support and technical Coordinators.

Main responsibilities and tasks

Quality implementation

  • Ensuring a quality implementation of the projects in country, providing support to Project Managers in project management and project cycle management
  • Support the Project Managers in the planning, implementation and monitoring of the activities, deliverables and budget

Strategy Development

  • Play a key role in the definition and implementation of the Strategy of the mission, ensuring the smooth running of INTERSOS humanitarian operations in the country
  • Carry out a detailed donors and stakeholders mapping in country in collaboration with the Head of Base
  • Upon delegation of Head of Mission, developing strategic partnerships with other international or local organizations, wherever possible

Project monitoring and evaluation

  • Carry out a detailed donors and stakeholders mapping in country in collaboration with the Head of Base
  • Upon delegation of Head of Mission, developing strategic partnerships with other international or local organizations, wherever possible

Project monitoring and evaluation

  • Conduct regular meetings with the team to review the planning, and discuss the main concerns and the achievements
  • Monitor and evaluate the implementation of the activities, in collaboration with Head of Base, Projects managers and M&E Officers
  • Support the Head of Mission for the promotion of accountability and commitment to INTERSOS charter and prevention on power of abuse

Human Resources

  • Play the role of the line manager and contribute to the capacity building of the Project Managers and M&E Officers
  • Manage and evaluate the performance of the staff directly supervised and ensure that evaluation procedures are implemented for the rest of the team
  • Collaborate in the recruitment process, according to guidelines and SOPs

Representation, coordination and advocacy

  • Establish and maintain effective working relationships with key stakeholders (donors, partners, government, etc.)
  • Represent INTERSOS in coordination fora as requested/needed
  • Actively participate in Senior Management Team and any other meetings as organized by Head of Mission
  • Collaborate with the Logistics Coordinator and managers on proper management of logistic issue related to the projects, and provide feedback on dysfunctionalities on logistic management and the adherence of the procedures
  • Cooperate with the Country Finance Coordinator and the Head of Base for the financial and administrative aspects of the mission
  • Support the Head of Mission on security, access and political analysis of the region

New funding opportunities

  • Actively participate to the writing of new funding opportunities, contributing to develop/design new concepts and proposals under the supervision of the Head of Mission and in cooperation with the Technical Coordinators, Head of Base, Project Managers and Deputy Regional Director
  • Lead the development and implementation of assessments, in strong coordination with Head of Mission, Head of Base, M&E team and Technical Coordinators

Reporting

  • Ensure collection of data for reporting and analysis purposes
  • Lead the process for donor/authorities reporting, under Head of Mission supervision, in collaboration with Technical Coordinators, Project Managers and Deputy Regional Director
  • Regular update Head of Mission and Deputy Regional Director on program achievements and challenges
