General context of the project

Internal auditing is an independent function, designed to add value and improve organization's operations. With commitment to integrity and accountability, internal auditing provides value to governing bodies and senior management as an objective source of independent advice.

The scope of internal auditing within INTERSOS involve topics such as risk management and management controls over: efficiency/effectiveness of operations (including safeguarding of assets), the reliability of financial and management reporting, and compliance with donor guidelines, national laws and internal regulations. Internal auditing may also conduct proactive fraud audits to identify potentially fraudulent acts.

Internal controls

  • Develop, test, evaluate and document an internal control system (i.e. routine controls to assess adequacy and reliability of systems);

  • Carry out reviews and verification of records to assess compliance with INTERSOS policies and procedures; with national laws; and with donor standards, policies and procedures; and to document the findings and provide recommendations in case of non-compliance;

  • Ensure regular visits to field offices to carry out verifications on compliance with internal control procedures;

  • Document best practices and develop mitigation measures for managing actual or potential frauds; and provide ad-hoc investigation reports, including updated risk analysis and recommendations.

Audit

  • Per prior agreement with Secretary General and Board of Directors, produce internal audit reports (e.g.: per project, per base, per department), to be shared with senior management, to substantiate findings and provide clear recommendations;

  • Systematically work with HoM and CFC to resolve internal & external audit findings and establish controls and mitigation measures to avoid similar findings in the future. Prove regular updates to management on progress towards such controls.

 

General purpose of the position

The main objective of this internship is to develop a good knowledge of audit issues in an humanitarian organization.

At the end of the six months, the intern will acquire a good knowledge of the functioning of a complex humanitarian organization like INTERSOS. He /She will also develop a good knowledge in term of donor requirements and regulation.

The involvement in the audits analyses will enable him / her to understand and know our work and the factors that come into play in an audit evaluation from an external actor.

The collaboration with the Internal Auditor will also provide the opportunity to see and be involved in the development of an internal procedure.

 

Main responsibilities and tasks

  • The intern, with the support of the Internal Auditor with the analysis of all External field audit reports done in 2018. The analysis will be carried out by donor, country and by nature of findings

  • At the end of the analysis, the intern will produce and internal audit findings report. The report will be used to make recommendations useful to the good performance of the organization.

  • The intern will be also involved in the finalization of an internal control procedure; the procedure will be applied by the internal auditor in the field visits and will be set some standards for the future missions in the field

INTERSOS is an Italian non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. General purpose of the position

The Programme Development Expert will support the Head of Mission with the overall country programme development and management in accordance with INTERSOS’ country strategy, plans and policies.

 

Main responsibilities and tasks

  • Ensuring a quality implementation of the projects in country

  • Providing support to Project Managers in project management and project cycle management

  • Play a key role in the definition and implementation of the Strategy of the mission, ensuring the smooth running of INTERSOS humanitarian operations in the country

Education

General purpose of the position

The Protection Advisor ensures technical, programmatic support and guidance to INTERSOS’ programs and initiatives for protection of vulnerable persons who are at particular risk of violence or abuse, including children and women.He/she is the key technical focal point to provide appropriate and timely technical guidance to multiple country programs (special focus will be given to the West Africa-francophone missions, specifically Cameroun, Central African Republic, Democratic Republic of Congo and Nigeria) including emergency response, proposal design and development, reviewing reports and developing strategies to mainstream protection and gender.standards both in terms of content and analysis of protection data.



Main responsibilities and tasks

Support to the programme:

  • Lead efforts to provide guidance and support to field programs (both on-site and remote assistance) that will result in development and implementation of high-quality Protection (including CP and GBV) programmes and strategies that make a measurable impact;

  • Lead and support the development of Protection (including CP and GBV) related proposals including developing assessment tools, logframes, planning, monitoring, and evaluating field activities;

  • Review relevant projects reports to make sure they are aligned with high quality standards both in terms of content and analysis of protection data;

  • Ensure that INTERSOS field programs have appropriate, relevant, and up-to-date materials, tools, resources, and templates for implementing protection activities;

  • Maintain smooth dialogues and open discussions with protection focal points and/or coordinators;

  • Help to mainstream Protection, age and diversity principles into all INTERSOS programs through technical guidance, trainings, and sharing update tools and resources.

Development and learning:

  • Support the process of roll out and contextualization of the internal protection policies, and guidelines, within specific country missions of INTERSOS. In addition, stimulate feedback from the field in order to adjust policies and to facilitate their use.

  • Increase and enhance program monitoring and evaluation, and determining impact, wherever possible, including the use of standard indicators;

  • Support, increase and enhance analysis of protection activities and trends within the selected missions and make sure this is disseminated;

Capacity building:

  • In coordination with the Senior Protection Advisor, map Protection staff expertise and identify human resources that are willing and capable to increase their capacity in the protection fields;

  • According to identified needs and resources available and in coordination with the Senior Protection Advisor, deliver trainings, workshops, seminars to national and international staff on protection related issues in specific INTERSOS missions;

Coordination and networking:

  • Participate and actively lead INTERSOS's engagement in global relevant working groups and coordination activities, with special attention to Child Protection related mechanisms;

  • Ensure the internal protection community is stimulated and there is a constant internal sharing of information and lessons learned;

General purpose of the position

The Program Coordinator and HoB will support the Head of Mission with the country programme development and management in accordance with INTERSOS’ country strategies, plans and policies, as well as with daily management of Kandahar base.

As Programme Coordinator, he/she is responsible for:

  • Ensuring a quality implementation of the projects

  • Providing support to Project Managers in project management and project cycle management

  • Directly responsible for the line management of the Project Managers (in coordination with HoM), while working collaboratively with the Protection and Health Coordinators

  • Play a key role in the definition and implementation of the Strategy of the mission, ensuring the smooth running of INTERSOS humanitarian operations

  • Lead the development of new concepts and proposals (writing of the narrative sections and contributing to the design of the budget) under the supervision of the HoM and in cooperation with the Technical Coordinators

  • Monitor, evaluate and support the implementation of the protection, education and health programs, participating also in the donor reporting

  • Represent INTERSOS in relevant meetings

  • Acting Head of Mission in the absence of Head of Mission

As Head of Base, he/she is responsible for:

  • Oversee the Administrative, HR and Logistics units in Kandahar

  • Ensuring smooth running of the operations

S/he must be able to motivate and lead a diverse staff as well as effectively oversee operations and partnerships.

 

Main responsibilities and tasks

Quality implementation

  • Provide support and supervision to Project Managers through regular field visits, meeting with the staff and the line managers, supervise the planning of the activities and programs.

  • Supervise, plan, monitor and ensure the quality of work throughout the programs.

  • Liaise with support departments for a smooth running of the operations

  • Human Resources and operational support to Project Managers.

  • Play the role of line manager for Project Managers and support them on the operational issues

  • Monitoring, evaluation and supervision of project management

  • Provide direction to Project Managers on the work planning, budgets burnt rate and all the operational and management issues;

  • Support Project Managers in the planning and the monitoring of the achievement of the activities, deliverables and budget.

  • Ensure the quality of projects in cooperation with the technical coordinators

  • Provide feedbacks on the monthly monitoring tool (PAT) to PMs

  • Ensure that the Project Managers produce high quality donor reports and work in close collaboration on their preparation

  • Organizing programme meetings on a monthly basis.

  • In collaboration with HR and HoM, support the recruitment of new staff

  • Build the capacities and supervise the Project Managers

  • Responsible of the evaluation and completion of the Internal Review Process (IRP) of all project Managers under line management responsibilities

  • Identify capacity building for the national and international staff in relations to programmes (nationalization of the staff is a priority of the mission).

Strategy development and fundraising

  • Lead the definition of the programming strategy for INTERSOS with HoM and other Technical Coordinators

  • Support the HoM on design of the Afghanistan Country Strategy.

  • Lead identification of potential funding opportunities and process of writing proposals.

Representation, Coordination and Advocacy

  • Establish and maintain collaborative relations with relevant donors, local authorities, partners, project stakeholders and other organizations working in the project areas.

  • Proactively engaging with donors, international NGO and other actors participating at coordination meetings.

  • Support technical coordinators in maintaining productive working relationships with Health, Education and Protection Clusters as well as Child Protection and other relevant Working Groups at the regional level.

  • Ensuring the participation of INTERSOS to relevant Working Groups and Task Forces (responsibilities can be delegated)

  • Briefing Head of Mission, Technical Coordinators and relevant Project Managers on discussions held during working groups.

  • Developing strategic partnerships with local organizations, wherever possible.

Reporting

  • Monthly report to be submitted to the Head of Mission as drawn from the PATs and discussions with Project Managers regarding:

    • Trends and analysis of the humanitarian context

    • Activities and programme achievements

  • Submission of reports to donors and/or region and INTERSOS Headquarters

Head of Base

  • Oversee the logistics, administration/finance and HR operations in Kandahar base, aiming at improving the operations systems and processes.

  • Manage accountability of Admin and Operations actions in Kandahar base.

  • Support the security analysis and support the HoM in updating the CPPs in the field base, the SOPs and in any other security-related task.

  • Support the HoM on the promotion of accountability and commitment to INTERSOS charter and prevention on power of abuse.

  • Cooperate with the Logistic coordinator for any logistic and procurement-related tasks in the field base.

  • Cooperate with the Country Finance Officer for the supervision of the financial and administrative aspects in the field base.

  • Cooperate with the HR manager for the implementation of the HR procedures at field level.

  • Support project field staff in the filed base in the optimal and efficient organization (in terms of administration and logistics) for a smooth implementation of the projects.

General context of the project

Yemen has been declared the worst humanitarian crisis, and it could become the world's worst famine in 100 years. This is a man-made disaster fueled by all sides in the conflict. 24 million Yemenis (nearly 80% of the population) are in need of some kind of humanitarian assistance. Yemen is also suffering from a cholera outbreak that has affected over 1.2 million people since April 2017.

The humanitarian situation in Afghanistan is steadily deteriorating: conflict is a major contributor to displacements and food insecurity, both of which are further compounded by chronic drought. Afghanistan remains one of the few countries where polio is still endemic. The protracted nature of the crisis has also given rise to long-term needs that challenge traditional humanitarian response and lead to renewed efforts to promote coordination between humanitarian and development actors.

In both contexts widespread attacks to humanitarian principles is the norm: health centers are bombed, aid workers are targeted by fighters, and civilians are starved into surrender. Denial and obstruction of humanitarian assistance, as well as increased hostility towards and attacks on humanitarian workers, also have serious consequences for the civilian population.

INTERSOS is an Italian non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts.

INTERSOS has been operational in Afghanistan and Yemen since 2002 and 2008 respectively, and continues to respond to the needs of the conflict-affected populations through a multi-sectoral response mostly focused on protection, health, nutrition and WASH.

In Yemen INTERSOS remains one of the most important (and only Italian) NGO, having expanded its operations both geographically (working equally in North and South) and in term of sectors since the beginning of the conflict. Bureaucratic impediments and operational challenges remain very high and require continuous efforts from the country team to implement the numerous programmes in time and with quality.

In Afghanistan INTERSOS is consolidating its operations and plans for an expansion of programmes to respond to the high uncovered needs in the Southern region, which remain a challenging area due to access and security constraints.

 

General purpose of the position

The Regional Programme Support (RSP) is assisting the Regional Director on the management, strategic programming, implementation of activities and achievement of objectives related to the geographic area of competence, as well as in the identification and formulation of new interventions. For the implementation of these tasks, several short-term missions on the field (up to 2 months approximately) could be necessary. The RSP will be dedicated to the “Yemen and Afghanistan” Region.

 

Main responsibilities and tasks

In the field:

  • Support the implementation of ongoing projects in accordance with priorities identified in strict collaboration with Head of Missions (HoM)

  • Supervise and assess the level of progress achieved by each project or specific projects. Advise mission in project implementation and monitor the status of the program regularly reporting to HoM and RD

  • Meetings with HoM, PMs (+ other key staff) in order to jointly work on and/or review some key project documents (internal or for the donor);

  • Support the preparation of reports according to donors’ schedules.

  • Represent INTERSOS vis-à-vis donors, clusters, any other relevant stakeholders based on delegation and in strict collaboration with the HoM.

  • Carry out field visits to monitor quality if needed

  • Train key staff on specific tools according to the needs and competences

  • As last resort, and if a project is considered a key one (in terms of life saving activities to be put in place or strategically speaking), ensure a short-term gap filling by replacing PM or any other relevant staff (programme ones)

  • Support or lead the design and writing of new projects

  • Support HoM and key staffs in defining, programming and planning activities in line with the identified strategy – this could also include support for expansion into new areas in the country

  • Support / lead the identification, designing and implementation of specific need assessments according to country strategies and (expected) calls for proposals

  • Support / lead the identification of intervention according to needs assessments’ results, country strategies, INTERSOS positioning and presence of other actors.

  • Support / lead the formulation of new project proposals, both narrative and financial components, in strict collaboration with in-country staff (HoM, PC / HoB, PMs and CFC), RD and RFC.

  • Carry out specific meetings with donors in order to discuss, share and advocate planned interventions – based on assigned delegation from HoM (in-country donors) and/or RD (region or HQ based donors).

  • Support to Operations, based on priorities identified in strict collaboration with HoMs

  • Support HoM and key staffs in defining, programming and planning operational aspects in line with the identified strategy

  • Guarantee, in collaboration with HoM and heads of departments, the respect of INTERSOS Organization Management and Control Model and the application of INTERSOS and donors’ administrative procedures, rules and policies for the efficient and transparent management of projects, offices and countries

  • Collaborate to the analysis of HR needs

  • Promote orientation and training sessions for the operational staffs of the country. Engage in direct capacity building when/as needed

Remotely / in Rome HQ:

  • Follow-up on tasks started during the field missions – as required and agreed with HoM and RD

  • Contribute, with RD, to the design of the strategies and the identification of the geographical areas and sectors of intervention to be privileged

  • In collaboration with HoM and SMT, supervise, analyse and evaluate key variables of the design of projects (constraints and rules of the donors, consistency and technical-methodological congruity, quality of resources, effectiveness of results efficiency). In case of need and under supervision of RD produce requested programmatic documentation (e.g.: proposal, annexes)

  • Supervise and assess, through the review of PAT and/or other tools, the level of progress achieved by each project. Advise missions in project implementation and monitor the status of the program regularly reporting to RD

  • Support the mission guaranteeing that HoM and SMT submit timely mission documentation and reports to donors and HQ. Control the content of narrative reports, in collaboration with Technical Units

  • Regularly update INTERSOS database (IMP) content for the sections of HQ competence on the basis of the information provided by Heads of Mission and Project Managers and verify accuracy of data

  • Collaborate with Communication and Fundraising department to promote contents, visibility and awareness of the Organization's work, goals, and financial needs

General purpose of the position

Main responsibilities and tasks

Supply chain and purchases

  • Guarantee that purchase procedures are respected, and supervise the purchasing process for the whole mission

  • Supervise the identification and referencing of suppliers, guarantee the pre-qualification of the suppliers and their evaluation/review at least once every year

  • Work in close collaboration with the log and program staff at field and capital level

  • Support and help the program managers to prepare their procurement

  • Ensure that contracts signed are adequate in terms of effectiveness and protection of INTERSOS interests

  • Consolidate/update the mission’s price catalogue for the mission’s operation areas, ensure that purchase files are complete and correctly archived

Shipment

  • Supervise the shipment and delivery of materials up to their final destination

  • Coordinates with the logistical department at HQ for the shipment of merchandise coming from abroad and supervises the potential process involved with clearing customs

  • Stock management

  • Guarantee the management and monitoring of the mission’s stock, according to INTERSOS procedures and tools

  • Ensure that stocking sites are appropriate to the mission’s needs and that merchandise is stocked appropriately in terms of location, layout and salubriousness

General context of the project

Yemen has been declared the worst humanitarian crisis, and it could become the world's worst famine in 100 years. This is a man-made disaster fueled by all sides in the conflict. 24 million Yemenis (nearly 80% of the population) are in need of some kind of humanitarian assistance. Yemen is also suffering from a cholera outbreak that has affected over 1.2 million people since April 2017.

The humanitarian situation in Afghanistan is steadily deteriorating: conflict is a major contributor to displacements and food insecurity, both of which are further compounded by chronic drought. Afghanistan remains one of the few countries where polio is still endemic. The protracted nature of the crisis has also given rise to long-term needs that challenge traditional humanitarian response and lead to renewed efforts to promote coordination between humanitarian and development actors.

In both contexts widespread attacks to humanitarian principles is the norm: health centers are bombed, aid workers are targeted by fighters, and civilians are starved into surrender. Denial and obstruction of humanitarian assistance, as well as increased hostility towards and attacks on humanitarian workers, also have serious consequences for the civilian population.

INTERSOS is an Italian non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts.

INTERSOS has been operational in Afghanistan and Yemen since 2002 and 2008 respectively, and continues to respond to the needs of the conflict-affected populations through a multi-sectoral response mostly focused on protection, health, nutrition and WASH.

In Yemen INTERSOS remains one of the most important (and only Italian) NGO, having expanded its operations both geographically (working equally in North and South) and in term of sectors since the beginning of the conflict. Bureaucratic impediments and operational challenges remain very high and require continuous efforts from the country team to implement the numerous programmes in time and with quality.

In Afghanistan INTERSOS is consolidating its operations and plans for an expansion of programmes to respond to the high uncovered needs in the Southern region, which remain a challenging area due to access and security constraints.

 

General purpose of the position

The Regional Programme Support (RSP) is assisting the Regional Director on the management, strategic programming, implementation of activities and achievement of objectives related to the geographic area of competence, as well as in the identification and formulation of new interventions. For the implementation of these tasks, several short-term missions on the field (up to 2 months approximately) could be necessary. The RSP will be dedicated to the “Yemen and Afghanistan” Region.

 

Main responsibilities and tasks

In the field:

  • Support the implementation of ongoing projects in accordance with priorities identified in strict collaboration with Head of Missions (HoM)

  • Supervise and assess the level of progress achieved by each project or specific projects. Advise mission in project implementation and monitor the status of the program regularly reporting to HoM and RD

  • Meetings with HoM, PMs (+ other key staff) in order to jointly work on and/or review some key project documents (internal or for the donor);

  • Support the preparation of reports according to donors’ schedules.

  • Represent INTERSOS vis-à-vis donors, clusters, any other relevant stakeholders based on delegation and in strict collaboration with the HoM.

  • Carry out field visits to monitor quality if needed

  • Train key staff on specific tools according to the needs and competences

  • As last resort, and if a project is considered a key one (in terms of life saving activities to be put in place or strategically speaking), ensure a short-term gap filling by replacing PM or any other relevant staff (programme ones)

  • Support or lead the design and writing of new projects

  • Support HoM and key staffs in defining, programming and planning activities in line with the identified strategy – this could also include support for expansion into new areas in the country

  • Support / lead the identification, designing and implementation of specific need assessments according to country strategies and (expected) calls for proposals

  • Support / lead the identification of intervention according to needs assessments’ results, country strategies, INTERSOS positioning and presence of other actors.

  • Support / lead the formulation of new project proposals, both narrative and financial components, in strict collaboration with in-country staff (HoM, PC / HoB, PMs and CFC), RD and RFC.

  • Carry out specific meetings with donors in order to discuss, share and advocate planned interventions – based on assigned delegation from HoM (in-country donors) and/or RD (region or HQ based donors).

  • Support to Operations, based on priorities identified in strict collaboration with HoMs

  • Support HoM and key staffs in defining, programming and planning operational aspects in line with the identified strategy

  • Guarantee, in collaboration with HoM and heads of departments, the respect of INTERSOS Organization Management and Control Model and the application of INTERSOS and donors’ administrative procedures, rules and policies for the efficient and transparent management of projects, offices and countries

  • Collaborate to the analysis of HR needs

  • Promote orientation and training sessions for the operational staffs of the country. Engage in direct capacity building when/as needed

  • As last resort, ensure a short-term gap filling by replacing HoB or HoM

Remotely / in Rome HQ:

  • Follow-up on tasks started during the field missions – as required and agreed with HoM and RD

  • Contribute, with RD, to the design of the strategies and the identification of the geographical areas and sectors of intervention to be privileged

  • In collaboration with HoM and SMT, supervise, analyse and evaluate key variables of the design of projects (constraints and rules of the donors, consistency and technical-methodological congruity, quality of resources, effectiveness of results efficiency). In case of need and under supervision of RD produce requested programmatic documentation (e.g.: proposal, annexes)

  • Supervise and assess, through the review of PAT and/or other tools, the level of progress achieved by each project. Advise missions in project implementation and monitor the status of the program regularly reporting to RD

  • Support the mission guaranteeing that HoM and SMT submit timely mission documentation and reports to donors and HQ. Control the content of narrative reports, in collaboration with Technical Units

  • Regularly update INTERSOS database (IMP) content for the sections of HQ competence on the basis of the information provided by Heads of Mission and Project Managers and verify accuracy of data

  • Collaborate with Communication and Fundraising department to promote contents, visibility and awareness of the Organization's work, goals, and financial needs
