Regarding your diploma, you have: - An academic background related to Inclusion of excluded groups and/or Disability issues, Public health, Social work, Advocacy and/or Research, Occupational Therapy Regarding your experience, you have: - At least 3 years of professional experience in a humanitarian context, preferably in emergency settings - A previous experience as an Inclusion Manager/Advisor ; a DVFP Project Manager or I/ATU Project Manager or equivalent is mandatory - Proven representation experience - Already worked in insecure contexts Regarding your skills, you have: - Strong communication and reporting skills - Strong organisational skills - Strong training skills - A good ability to innovate Regarding your personality, you have strong interpersonal and intercultural skills. For more details on the association: www.handicap-international.fr and review our job offers: http://www.handicap-international.fr/emploi JOB CONTEXT: Since 2006, the context in South Sudan had evolved towards post-emergency and development, and the decision was made October 2008 to transfer the programme in South Sudan from the Emergency to the Development Department Several projects in line with this strategy of shift were developed and progressively implemented. Anyway, considering the instability of the country, the program decided in 2013 to not close the door to emergency and to reframe its capacities to be able to manage both. In December 2013, the country broke down in a violent internal war, still on going in 2015, driving the populations into a protracted crisis. Consequently, the program developed both approaches, by answering to the new emergency and by readjusting/keeping its long term projects. At June 2015, the program includes - An emergency component with o A DVFP (Disability and Vulnerability Focal Point) approach in Juba Intern Displaced Persons camps, shifting to a psychological assistance – donor to consolidate to keep it o An emergency flying team – funding by CHF (UN pool fund) and looking for funds for next year. - A long term component with o A Victim Assistance project based in Yei county up to 2016 funded by MAE Holland, including rehab, livelihood and advocacy components and having to develop next phase o A Inclusion / DPOs project funded by EC – Europe Aid, focusing on mainstreaming disability among development processes and support to DPOs. o A psychosocial project in the hospital & jail of Juba funded by AFD focusing on the mental health people. JOB DESCRIPTION: You will work for the emergency part of the program and will be based in Juba. As the emergency inclusion technical advisor, you will be under the responsibility of the Emergency Coordinator and will work with the support of the HQ Technical Advisors. Within the framework of you position you will: - Represent the organisation in humanitarian forum and towards external actors at national level and in your field of expertise - Disseminate inclusion key messages through the humanitarian fora - Identify potential partners and provide relevant recommendations to the emergency teams related to the context, the possible partnerships and to the coordination with other stakeholders - Organize the initial diagnosis of the level of inclusiveness of the response provided by the partners – either at an Organization level or at a humanitarian hub level and providing relevant recommendations accordingly to both the key actors and the emergency flying team for further action - Support the emergency teams in the technical support/training/capacity building provided to humanitarian partners in regards to inclusion and vulnerability/disability mainstreaming - Capitalize and ensure lessons learnings processes JOB ENVIRONMENT: You will be based in Juba, the capital of the Republic of South Sudan, with major presence of INGOs and UNS, basic but acceptable leaving conditions (generator, water tanks, basic roads...) and high cost level. South Sudan is also characterized by rural areas with very badly shaped roads, few infrastructure and NGO leaving in compounds. The different sites of intervention are accessible by plane through WFP-run services. The security conditions are instable with a level 3 and areas under massive conflict. The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable. A special system of R&R is in place with time for rest out of the country every three months around. Due to the security conditions this position is NOT ACCOMPAGNIED (no family and no couple departure) EMPLOYMENT CONDITIONS: Salary: 2200-2500 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance Position subject to funding
