Humanity and Inclusion -HI (the new name and re-branding of Handicap International since January 2018) was founded in France in 1982. In 2009, the HI Federation was established in Brussels. HI’s current operations are centred in POCs (protection of civilian sites) and IDP camps outside Juba city and in three greater states: Yei, Torit and Yambio in greater Central Equatoria state, greater Eastern Equatoria and greater Western Equatoria respectively, with the Country Office based in Juba city. During 2019, HI is planning to establish a base in the greater Unity, which remains the most conflict and disability affected region of the whole country. The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming. The ongoing peace initiatives if they succeed might result in huge population movements of returnees (both IDPs and refugees) across the country.

Education

General context of the project

Context Brief South Sudan

300 km of paved road, the rainy seasons, poor network infrastructures, resurging of armed clashes and continuous changes in ground controlling powers pose severe and immediate threats to the life of hundreds of thousands trapped in remote areas. In South Sudan. 7 million people live in emergency settings in dire need of humanitarian assistance. The crisis has exposed civilians to human rights violations, abuses, war crimes and crimes against humanity, often targeting people based on ethnicity. Extrajudicial killings, enforced disappearances, rape and other acts of sexual violence, arbitrary arrests and detention, targeted attacks against civilians not taking part in hostilities, violence aimed at spreading terror among civilian population, attacks on hospitals and schools have been reported. The conflict has been characterised by the destruction of civilian property including villages, hospitals, and schools; the recruitment of child soldiers and separation of families; arbitrary restrictions of movement; blocking access to goods and services; and looting and destruction of humanitarian property.

The situation for children has deteriorated violations reportedly affecting about 100,000 children since 2013. More than 19,000 children are estimated to have been recruited by armed actors, up from 17,000 in 2016. A total of 16,055 unaccompanied, separated or missing children have been registered since December 2013. Destruction of schools and the departure of teachers from many affected areas severely impact access to education, ( approx.. 2 m children out of school).

In addition, Gender Based Violence is on a record global high; domestic violence, rape and other types of GBV are pervasive but largely unreported—1,324 in the first half of 2017. In Hard-to-Reach-Areas women and girls risk sexual assault almost three times as the danger of looting by armed groups, being respectively 20% and 8%  As identified during the recent ICRM assessment in Wechjal, displaced women spend considerable amount of time away from villages searching for firewood and food exposing themselves to the risk of being sexually assaulted. Within the domestic setting partner violence is double the global average with 65 % incidence reported by IRC (November 2017) experienced either sexual or physical violence in their lifetime by an intimate partner or a non-partner. Woman are in charge of the household and food basket, they gather food, grind grain, collect water and firewood for the cooking. There is a direct correlation between food insecurity and increased incidents of sexual violence. For women the food crisis means more than just hunger; it means risking the most brutal, personal violence while struggling to keep their families alive across the country. Furthermore South Sudan is ranked among the top twenty countries in the world with the highest prevalence rates for child marriage, and, according to the 2010 NBS survey, 45% of women, ages 20-49, were married before they were 18-years-old and 7% of women, ages 15-49, were married before turning 15-years-old.

Estimates from UNICEF also show that as many as 900,000 South Sudanese are “psychologically distressed”. As is frequently observed in contexts of high GBV incidence limited effort is placed on preventive action with men, and support for individuals presenting high to severe MHPSS needs is limited. Local services are unable to cope with specific needs of individuals with mental and physical disabilities who face compounded risks due to cultural practice of discrimination and isolation. Estimates reported by IOM suggest that the prevalence of post-traumatic stress disorder may be as high as 41- 53%.

There is an overarching need to secure and improve access to education for conflict-affected communities. Schools have been spared during the conflict and both teachers and learners were not safe. Qualified teachers fled with their life. Thousands of children have no access of education while significant of children are learning in the open ground under the sun. In some parts of the country, over 75% of primary-aged girls are not in school[1]. Children in rural areas and those displaced by conflict are also amongst the most educationally disadvantaged in the country, but nearly all South Sudanese children fit into at least one of the at-risk profiles, including children who are overage for their grade level, child labourers, children with disabilities, and street children, with a danger that the current schooling crisis will become the status quo.

General purpose of the position

The PSS Expert will be based in Malakal and be responsible for the technical capacity building of Child Protection staff of UNICEF implementing project staff. This will be done through regular training and visits to project implementing sites for monitoring and evaluation of PSS interventions. He/She will gain a thorough understanding of local MHPSS needs and give individual technical advice and guidance to ensure that quality of implementation meets standards as per international CP standards. He/She will contribute to the development and improvement of field friendly guidelines, which will include a set of practical ready-to-use tools and checklists.

Main responsibilities and tasks

• Identify PSS capacity building needs of INTERSOS child protection project staff and CP partners through self-evaluation questionnaires and field monitoring visits.

• Conduct capacity building trainings in PSS programming focused on the concept of child resilience and psychosocial programming, based on the newest research and knowledge on child development for INTERSOS child protection project staff and CP partners.

• Facilitate workshops for CP field staff for peer-to-peer learning through exchange of experiences, learnings and best practices.

• Ensure a coherent approach to quality PSS programming amongst all partners of the CP subcluster in line with the IASC MHPSS pyramid.

• Review case management practices and interview techniques for staff of CP partners to ensure core principles, including no harm, are respected at all times.

• Support CP partners with user friendly guidelines, including a set of practical ready to use tools and checklists for developing and implementing PSS programming in different settings and phases of an emergency.

• Promote a clear understanding of the responsibilities of CP and non-CP frontline actors in South Sudan to protect boys and girls from harm and subsequent psychosocial distress, which inhibits their ability to develop and thrive.

• Identify and promote participatory approaches to strengthen community resilience and preparedness and train CP partners through practical simulation exercises.

• Ensure a functioning platform for information sharing and Child Protection library / resources gateway to support partners

• Design a mainstreaming Child Protection/PSS matrix and advocate with UNICEF Partners for Child Protection issues mainstreaming (in particular work with Education partners on integrating child protection through PSS in schools)

• Develop an advocacy strategy for issues related to child protection that require sensitization of local authorities or donors and contribute to the development of key messages for broader humanitarian advocacy/messaging initiatives of UNICEF Child protection.

General context of the project

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. The Greater Upper Nile region, including the states of Upper Nile, Jonglei and Unity have been the most highly affected ones by the ongoing crisis in which this project will be implemented. INTERSOS responds in all three States to the protection needs of vulnerable women and children by implementing GBV prevention and response as well as child protection activities.

The Protection Coordinator will ensure that all protection projects implemented by INTERSOS are in line with the current country strategy of the organization and will analyze context developments and emerging needs to identify opportunities for project expansion.

The Protection Coordinator will report directly to the Head of Mission and will participate in regular senior management team meetings giving strategic directions to the mission in South Sudan.

General purpose of the position

To lead the identification, design, implementation and monitoring of Protection interventions according the INTERSOS country strategy and the needs, and representing the organization in all technical relations with authorities, donors and the community.

Main responsibilities and tasks

General Programme Management: 

• Provide supervision and mentoring to the Project Managers, identifying training needs to build specialized skills in protection, particularly in GBV and CP.

• Ensure that protection staff and services adhere to GBV and CP best practices, professional standards and principles.

• Provide support tools to monitor quality of program implementation and enable feedback from beneficiaries and other stakeholders.

• Promote harmonization of project approaches and methodologies across the different implementation sites by developing and monitoring use of common guidelines and tools, as well as creating opportunities for experience sharing and learning.

Provide training material for different trainings and share within the protection team.

• Contribute to produce high quality donor reports and supporting documents as required.

• Participate in all proposals design that includes protection components.

External and Internal Coordination:

• Establish and maintain collaborative relations with relevant donors, local authorities, partners, project stakeholders and other organizations working in the project areas.

• Proactively engage with donors, international NGOs and other actors participating at sectorial coordination meetings.

• Maintain productive working relationships with Protection, GBV and CP Working Groups at the national level.

• Ensure that key field concerns are brought to relevant stakeholders to advocate for standards that systematize how GBV and CP are implemented and promoting the delivery of inclusive and high quality GBV and CP services.

• Brief all protection staff on discussions held during working groups.

• Develop strategic partnerships with local organizations, wherever possible.

Protection Programming:

• Ensure that national Standard Operating Procedures (SOPs) and on case management and minimum standards are applied in all projects.

• Advice Project Managers and Case Workers on complex protection cases as needed.

• Ensure the correct functioning and use of the General Protection Information Management Systems, mainly GBVIMS and CPIMS.

• Ensure that data protection protocols are respected in each location.

• Promote harmonization of project approaches and methodologies across the different implementation sites by developing and monitoring use of common guidelines and tools, as well as creating opportunities for experience sharing and learning.

• Monitor the work of Protection staff in the field, through regular field visits to ensure high quality protection responses.

Protection Mainstreaming:

• Ensure GBV and CP mainstreaming in new project and program proposal.

• Brief Project Managers from other sectors about main GBV and CP issues, and updating them on a regular basis.

• Ensure the collection of disaggregated data for reporting and analysis purposes in all projects.

Other objectives and duties as requested by the Head of Mission for the effective implementation and quality of the protection activities.

2. General context of the project

The situation in South Sudan continues to be very fragile. The collapse of the Government of National Unity in July 2016 precipitated triggers for conflict, insecurity, economic crisis and food insecurity across the country, with the currency in free fall and inflation skyrocketing. In February 2017, the Government of Salva Kiir and United Nations declared famine in parts of the country with nearly 5 million or 40% of the population at risk. Besides civil conflict and drought, other key internal displacement hazards include flooding and health epidemics especially cholera.

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable. The role of the Human Resources Coordinator is fundamental in order to ensure that the management of the resources we have, both national and international, are clearly guided in their rights and duties and that every HR procedure is in place and adopted in a proper and professional manner.

3. General purpose of the position

Define, adapt, plan and supervise the implementation of human resources policies in the mission, ensuring they are in line with the context, the operational challenges and the strategic Hr.

The Hr Coordinator, in collaboration with the HOM, contributes to the definition and implementation of the mission’s objectives and ensures the Hr capacity required, sizing and improving people capabilities, contribution and active participation in order to achieve missions goals effectively. This will be done according to INTERSOS human resources vision and values.

Plans in collaboration with the Hq the Human Resources needs in the mission.

Works in close collaboration with the Hq National Hr Coordinator to supervise all the aspects of the National staffs management, the definition of policies and strategies and the development in order to build up the career strategy and possibilities of expatriation.

Trains and coach the Hr Manager to develop the capacity of manging the Human Resources of the mission. Works in close collaboration with the Hr Manager ensuring that INTERSOS is a Responsible employer, supporting the proper management of HR across the board and assuming full responsibility of the Hr Administrative issues in the missions.

4. Main responsibilities and tasks

Capacity building of Hr Manager:

· Coach, trains and develops the capacity and the skills of the HR Manager in the management of the Human Resources in order to reach a good level of autonomy and competence

· Guides and supervises the Hr Manager in the implementation of INTERSOS policies and local regulations in order to ensure internal equity, adequate competitiveness and legal compliance

Analysis of Human Resources needs:

· Contributes to plan and define the Human Resources needs in coordination with the HOM (International and National) in the missions, analyzing local capacities and supporting on identifying the optimum team set-up to properly achieve mission’s objectives and identifying key indicators in order to follow up the results, and revise the HR plan accordingly

· In close collaboration with the Hom, the relevant Coordinators and the Regional Director, plans HR operational and budget needs in order to efficiently ensure the required HR sizing and capabilities of the missions. Is responsible for the follow-up of the HR budget in collaboration with Regional Director and Regional Finance Officer

· In coordination with the Hom finalizes the communication for the opening of international positions (staff request) to detail the profile needed to be approved by the Regional Director, and shares it with the HQ Recruitment office

· In coordination with the Hom defines HR strategies at missions level for the National staffs to ensure the missions count with the capacities and competences needed, in the short, mid and long term (recruitment, remuneration, management and learning development plans)

· Provides advices and technical expertise to the Hom and relevant Coordinators, in order to design job profiles, organizational charts and decision-making channels for international and national positions

· Reports on HR indicators to the Hom and relevant Coordinators and at regional level in order to feed decision making, planning and fine tuning of mission’s and project’s strategies

Ensure INTERSOS manages the Human Resources as a Responsible Employer:

· Is responsible for all human resources management issues of the missions, ensuring they are aligned with HR policies and Responsible Employer frame

· Ensures implementation and revision of all HR Policies for international staffs adapting standard INTERSOS policies to the missions

· Working in close collaboration with the HQ National Hr Coordinator to develop local policies defining or adapting INTERSOS standard policies to the missions

Support to local recruitment:

· Identifies the best local sources of recruitment according to the needs and objectives of the missions as well as define recruitment strategy based on the analysis of labour market with the objective of recruiting professionals and people with potentials to develop within the missions/organization

· Supervises the Hr Manager ensuring that local staffs in the missions are properly recruited and that all staffs are managed according to INTERSOS HR vision, policies and values, and provides support and technical advice to the different Coordinators in order to grant fulfilment and coherence

Management of Human Resources (International and National):

· Defines and coordinates the internal communication policy, in collaboration with all field coordination teams, organizing personnel meetings and broadcasting INTERSOS values and vision, in order to boost team building, people commitment, active participation and adherence to INTERSOS values

· Ensures systematic briefings and debriefing of all International staffs in the missions and keep regular contacts to support them

· Provides expertise to Coordinators/supervisors/activity managers on how to manage HR (team management, conflict management, stress early detection, communication, meetings…)

· Facilitates the resolution of conflicts among missions staffs and looks for a viable solution in case a direct intervention is not possible

· Makes sure that cases linked to behavioural issues are prevented, detected and managed

· Ensures, in close collaboration with the relevant departments, that all international and internal movements in the missions are properly managed (visas, tickets, dates of arrival/departure, etc.) and ensures proper accommodation conditions (i.e. room, food, etc.) by informing all relevant people

· Supports and coach as an expert all the Coordinators in their role of people’s managers

Management of International staffs:

· Coordinates with HQ HR Administration to follow up HR policies in particular Rest & Recuperation, house allowance, family benefits, staff separation clearance checklist, flight booking and leaves

· Guarantees and facilitates the participation of the first missioners to the Induction in Rome Hq or in the region

· Ensures proper end of assignment, debriefing and capitalization of experiences and shares it with HR Department of Rome HQ (pool managers) for proposals of future missions

Management of National staffs in collaboration with the HR Managers:

· Ensures alignment of mission’s objectives with HR institutional objectives beyond the missions (related with future HR capacity of the organization such as supporting development of staffs beyond missions roles, promoting spaces to train new staffs (first missions) or staffs under development plans, detachment, etc…)

· Follows the HR and Administration related issues at mission level (recruitment, management and development of teams, contracting of national and regional employees’, remuneration of local and regional staff, etc.).

Development of Human Resources (International and National):

· Ensures the proper implementation of the Performance System throughout the missions, providing technical support to the coordination team and the Administration Managers in implementing and detecting training needs, in accordance to operational requirements, in evaluating people performance and in implementing the associated action plans in order to improve people’s capabilities and their end results contribution to missions goals

· In collaboration with the Pool Managers defines and/or coordinates the implementation of career development programs to high potential collaborators in order to increase long term commitment and contribution

· Promotes internal (interprojects) and external (intermissions) mobility of key staff identified and support the development of plans to ensure mobility

Follow up of legal requirements:

· Supports the HoM and the Hr Managers to comply with the Hr legal requirements of the different Countries

· Supervises and manages administrative processes for all staffs and manage conflicts when they appear, in order to ensure labour legal compliance and to improve employer branding awareness

· Is responsible to make sure that Internal regulations and all HR related policies, procedures and administrative documents (i.e. employment contracts, payslip, etc.) are within the national legal framework

· Maintain productive working relationships with Protection, GBV and CP Working Groups at the national level.

· Ensure that key field concerns are brought to relevant stakeholders to advocate for standards that systematize how GBV and CP are implemented and promoting the delivery of inclusive and high quality GBV and CP services.

· Brief all protection staff on discussions held during working groups.

· Develop strategic partnerships with local organizations, wherever possible.

Protection Programming

· Ensure that national Standard Operating Procedures (SOPs) and on case management and minimum standards are applied in all projects.

· Advice Project Managers and Case Workers on complex protection cases as needed.

· Ensure the correct functioning and use of the General Protection Information Management Systems, mainly GBVIMS and CPIMS.

· Ensure that data protection protocols are respected in each location.

· Promote harmonization of project approaches and methodologies across the different implementation sites by developing and monitoring use of common guidelines and tools, as well as creating opportunities for experience sharing and learning.

· Monitoring the work of Protection staff in the field, through regular field visits to ensure high quality protection responses.

Protection Mainstreaming

· Ensure GBV and CP mainstreaming in new project and program proposal.

· Brief Project Managers from other sectors about main GBV and CP issues, and updating them on a regular basis.

· Ensure the collection of disaggregated data for reporting and analysis purposes in all projects.

Other objectives and duties:

· As requested by the Head of Mission for the effective implementation and quality of the protection activities.

2. General context of the project

South Sudan is anchored to the bottom of the world league table for education. Access to education is still a significant issue due to ongoing conflict and lack of human and physical resources. More than half of its primary school age children – over 1 million in total – are out of school. South Sudan has a larger proportion of its children out of school than almost any other country in the world, along with the deepest gender inequalities.

INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable.

Both Bentiu and Malakal host biggest IDPs in Protection of Civilian camp in the country. These camps are managed by UNMISS and it allows humanitarian partners to deliver services to the affected IDPs. INTERSOS as implementer of EIE programme in Unity state acknowledges that out-of-adolescents are more vulnerable to violence, abuse, forced recruitment and engagement in life-threatening, and often criminal activities. There is high dire needs in the most conflict affected state such as Unity State(Mayom county, Bentiu town, Rubkona town, Bentiu PoCs, and Mayendit), Upper Nile State (Malakal PoCs, Malakal town, and Abrouc), where INTERSOS project will be in operation. INTERSOS currently supporting 28 schools in Unity State and 8 schools in Upper Nile. This project will add value to current INTERSOS implementation.

3. General purpose of the position

This position is aimed at ensuring the prompt and effective delivery of the ALP/adolescence Project in Bentiu and Malakal South Sudan. By the end of the assignment, the post holder is expected to have:

-Contributed to ensuring the youth targeted by the project are accessing quality education services through the implementation of the project;

-Managed the ALP and drop-in-center to ensure the achievement of all activities enumerated in the project document – team management includes overseeing recruitment processes, prompt payment of salaries, team work planning, staff capacity development and performance evaluation;

-Ensured the technical quality of the project paying particular attention to the learning outcomes of children supported;

-Managed all project logistics to ensure the achievement of the project activities;

-Managed all financial resources available to the project – ensuring sound documentation is in place for all procurements and internal and donor procedures are applied as applicable;

-Ensured data is collected to respond to all project indicators in a timely fashion for interim and final reporting;

-Ensured timely submission of all reports due at state level and contributed to country-level reporting (5Ws, interim and final reports).

4. Main responsibilities and tasks

Project Management

-Set up functional and enabling drop-in-center that provides various youth services including peer support, indoor games, sports, case management, creative art skills training, etc.

-Set-up ALP centers in Malakal and Bentiu and provide technical support for ensuing effective and quality ALP programmer is delivered

-Ensure ALP enrollment/attendance and youth accessing drop-in-centers data are collected daily, recorded and check against project targets

-Supervise implementation of ALP and Drop-in-centers in a timely manner

-Develop and manage the implementation of/adherence to work plans and M&E plans

-Provide technical support in training and coaching ALP teachers

-Manage all financial resources allocated to the project, including budget holding responsibility for Bentiu and Malakal, production of financial plans and cash forecasts and verification of budget vs. actual on a weekly and monthly basis

-Manage all logistical procedures for the project – ensuring INTERSOS and donor requirements are met and proper documentation is collected and maintained for all procurements

-Ensure midterm progressive report is submitted on GMS

-Develop budgets and project proposals for the ALP, Adolescence, EiE program in Unity State and Upper Nile State, in close coordination with the (Education) Program Coordinator

-Work hand in hand with youth partners including state youth force, line state ministries, and community at large

-Conduct period evaluation and assessments on youth and ALP activities to help in further programming opportunities inside and outside Bentiu and Malakal PoCs

Programme Quality:

-Build up quality of ALP and youth programme that responses to the youth social needs including education and psychosocial support.

-Train ALP teachers to be effective classroom and instructional approaches while using adult learning principles.

-Build capacity of INTERSOS Education team, to meet minimum standards for Education in Emergency, including training and mentoring of the ALP teachers and Education staffs;

-Technical support for ALP and drop-in-centers activities throughout the programme providing insights to national staff on adult learning principles and EiE standards including tools and methodologies (pedagogy, early grade literacy, classroom management, lesson planning, positive behavior management, psychosocial support etc.);

-Build capacity of ALP teachers, PTA members and community members through training on the aforementioned technical areas;

-Work with the mission Education team to strengthen the Education sector in INTERSOS South Sudan;

Coordination:

-Ensure 5W matrices are submitted to the National Cluster IMO as per the agreed reporting schedule

-Coordinate ALP and youth activities with State Education Cluster and the Youth Task Force in Bentiu and Malakal, by regularly maintaining contact with other Youth and Education actors in each place, and pro-actively involve the State level coordination cluster meetings in Bentiu and Malakal;

-Deputize EiE PM and represent the ALP/Youth programme and where necessary Education program with national authorities, non-state actors, UN agencies, NGOs, donors, etc. in Bentiu and Malakal;

Human Resources:

-Recruit and train national education officers in Bentiu and in Malakal as required to achieve the project objectives;

-Work with the administration department to ensure all administrative procedures are followed for ALP/Youth staff in Bentiu and Malakal – updated personal details on file, accurate ToR for each staff member, payrolls etc.

2. General context of the project

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable.

The situation in South Sudan continues to be very fragile. The collapse of the Government of National Unity in July 2016 precipitated triggers for conflict, insecurity, economic crisis and food insecurity across the country, with the currency in free fall and inflation skyrocketing. In February 2017, the Government of Salva Kiir and United Nations declared famine in parts of the country with nearly 5 million or 40% of the population at risk. Besides civil conflict and drought, other key internal displacement hazards include flooding and health epidemics especially cholera.

3. General purpose of the position

The MEAL manager will be based in Juba with frequent trips to the field. He/she, will be in charge of MEAL of a UNICEF Child Protection funded project and provide support to other projects of the South Sudan mission.

The Monitoring, Evaluation, Accountability and Learning (MEAL) Manager is responsible for all monitoring, evaluation, accountability and learning activities of the Protection and other sectors programs. She/he coordinates monitoring and evaluation platforms and learning initiatives and participates in monitoring and evaluation networks through the clusters. She/he leads the programme team in setting up systems and mechanisms for monitoring the projects’ indicators, deliverables and regularly gathering stakeholders’ feedback. The MEAL Manager will support the Project Managers and Programme Coordinators in project documentation, reflection and reporting processes to ensure that identified gaps are addressed and contribute to project improvement.

This position is aimed at developing monitoring, evaluation, accountability and learning systems of the INTERSOS Protection specifically and supports other sectors program and UNICEF funded projects. By the end of the assignment, the post holder is expected to have:

  • Developed Performance Monitoring Plans and MEAL systems for Protection and other sectors programmes
  • Designed a rigorous internal programme data quality assurance system
  • Ensured and/or improved the standardization of data collection
  • Developed tools for need assessment, monitoring, evaluation and collection of success stories

4. Main responsibilities and tasks

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Develop and manage the projects' Performance Monitoring Plans and MEAL systems in collaboration with Program Managers and Coordinators
  • Design and implement a rigorous internal data quality assurance system
  • Ensure and/or improve the standardization of the data collected
  • Develop tools for need assessment, data collection and monitoring and evaluation of data
  • Contribute to and/or carry out rapid needs assessments to investigate further opportunities for interventions
  • Ensure data is collected and analyzed regularly to respond to agreed indicators in a standardized manner
  • Take a lead role in the coordination of all internal and consultant led monitoring and evaluation and research activities including the conduct of baselines and final project evaluations
  • Support and (where necessary, lead) the development of ToRs and framework for evaluation and research activities
  • Establish Complaint Response Mechanism for INTERSOS country programme
  • Provide support in collecting data through comprehensive and multi-sectorial needs assessments for the development of new project proposals

Reporting

  • Ensure reports are submitted to UNICEF and other donors at national level as per the agreed reporting schedule
  • Coordinate and consolidate internal reports to INTERSOS and ensure timely submission
  • Contribute to baseline surveys, quarterly and annual reports, in addition to other briefings, summaries, presentations, etc. for donor as well as other audiences
