General context of the project

INTERSOS is present in South Sudan since 2006, starting its operations in the country from Bor, Jonglei State. INTERSOS central office for South Sudan is based in Juba and had several field bases in Jonglei State (Bor, Ayod, Nyirol, Uror, Akobo and Pibor), 1 in Western Equatoria (Yambio), 1 in Upper Nile State (Malakal), 1 in Unity State (Bentiu). After 2013 conflict, as field bases, INTERSOS started to operate within UNMISS PoCs in Juba, Bor, Bentiu and Malakal. In September 2014, however, INTERSOS has moved out from UNMISS base in Bor and has its own compound in town shared with other two INGOs.

The main areas of intervention are:

  • Protection: in particular prevention and response to GBV and Child Protection in Jonglei State and Upper Nile State. These activities are addressed to children, women, youth and men and involve case management, including psychosocial support, for Child Protection and GBV; referral and family tracking for unaccompanied minors. INTERSOS is also the Jonglei GBV sub-cluster Focal Point and since 2012 is leading the GBV response in the State and is active member of the Psycho Social Support Task Force;

  • Education: INTERSOS is one of the main partners of UNICEF within the country in promoting education as a part of emergency response. Since 2010 INTERSOS is leading the EiE Cluster in Jonglei, Unity and Upper Nile States and is the focal point agency in Jonglei for Education in Emergency interventions. The program covers the main areas affected by the conflict: Central Equatoria, Jonglei, Unity, Upper Nile and Western Equatoria States. The program includes both structural and non-structural interventions: construction/rehabilitation of learning spaces, kit distribution, training of teachers and PTA on children rights, psychological support and risk mitigation;

  • Shelter/NFIs: these activities involve assessment and identification of new IDPs, mainly in the most hard-to-reach areas within Jonglei, Unity and Upper Nile States, emergency kit distribution and kit use monitoring, and construction/rehabilitation of emergency shelter. Moreover since 2012 INTERSOS is the Jonglei State NFIs & ES Cluster Focal Point;

  • WASH: construction/rehabilitation of water facilities (wells, pipe schemes), rehabilitation of latrines, sanitation and hygiene promotion in Western Equatoria and Eastern Equatoria State.

  • Nutrition: Intersos is going to extend its humanitarian response in South Sudan to the Nutrition sector, as a direct consequence of the last famine crisis, which caused malnutrition among vulnerable population also in Equatoria where historically food procurement has never been an issue.

 

General purpose of the position

This position is aimed at ensuring the prompt and effective delivery of the the assigned Projects in Jonglei State (Upper Nile and Unity State) and other additional areas of expansion in case it is required. By the end of the assignment, the post holder is expected to have:

  • Contributed to ensuring beneficiaries targeted by projects are accessing all the foreseen services;

  • Ensured the technical quality of projects by paying particular attention to technical aspects of CP and Protection sector required;

  • Managed all project logistics to ensure the achievement of projects’ activities;

  • Managed all financial resources available to projects – ensuring sound documentation is in place for all procurements and internal and donor procedures are applied as applicable;

  • Ensured data is collected to respond to all projects’ indicators in a timely fashion for interim and final reporting;·

  • Ensured timely submission of all reports due at State level and contributed to country-level reporting (5Ws, interim and final reports);

  • Support the national team in conducting needs assessment when required;· Support the national team in development of their skills, knowledge and capacities through training opportunities and on-the-job mentoring.

 

Main responsibilities and tasks

In particular, the Program Manager will focus on:

Projects Management

  • Setting up and/or ensuring continuation of all the foreseen activities

  • Developing and managing the implementation of/adherence to work plans and M&E plans

  • Ensuring a sound monitoring of the project by producing, regularly updating and sharing – once in a month – the project appraisal tool (PAT)

  • Providing technical support to projects’ staff

  • Enhancing quality of implementation by training projects’ staff

  • Managing all the financial resources allocated to projects, producing financial plans and cash forecasts and verifying budgets vs. actual on a weekly and monthly basis

  • Managing all the logistical procedures, ensuring INTERSOS and donor requirements are met and proper documentation is collected and maintained

  • Ensuring reports are properly produced and submitted to donors

Program Development

  • Developing budgets and project proposals for sector, in close coordination and under the supervision of the State Manager

Coordination:

  • Ensuring 5W matrices are submitted to the X and Y State as per the agreed reporting schedule

  • Taking part to projects’ meetings,called by donors and/or any relevant stakeholders, in close coordination and under the supervision of the Area Coordinator

Human Resources:

  • Recruiting national staff as required to achieve projects’ objectives

  • Working with the administration department to ensure all administrative procedures are followed

  • Updating personal details on file, accurate ToR for each staff member, payrolls etc;

General context of the project

South Sudan is anchored to the bottom of the world league table for education. Access to education is still a significant issue due to ongoing conflict and lack of human and physical resources. More than half of its primary school age children – over 1 million in total – are out of school. South Sudan has a larger proportion of its children out of school than almost any other country in the world, along with the deepest gender inequalities.

INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable.

 

General purpose of the position

The position of Area Coordinator is aimed at ensuring prompt and effective delivery and design of programs in the assigned duty station, with a supervision of all the main aspects of program implementation. This will be done mainly through the following:

  • Ensuring the planning, implementation as well as monitoring and evaluation of projects and timely achievement of the set targets as stated in project descriptions and logical frameworks.
  • Delivering timely quality reporting on project activities, including findings in terms of impact and changes at the level of individual beneficiaries and communities
  • Establishing and managing relations pertaining to project activities, with all relevant stakeholders such as local authorities, relevant partners, donors and institutions
  • Guaranteeing an efficient and resourceful financial management of project operations, in compliance with INTERSOS management model and donor regulations and guidelines
  • Ensuring strong support in project team management and coordination (in particular coordination between possible different projects on-going in the area of intervention
  • Contributing to the development and drawing of new projects and program strategy
  • Representing INTERSOS and, based on guidance given by the Program Coordinator and the Head of Mission, establish and maintain fruitful relations with local governmental institutions, NNGOs, INGOs, any other relevant stakeholders
  • Performing, if needed, supportive functions (i.e. administration, logistics)
  • Coordinating and managing security in close link with all projects’ staff and under the supervision of the Head of Mission

 

Main responsibilities and tasks

More specifically, the Area Coordinator will:

Ensuring activities implementation

  • Supervising and supporting PMs in preparing, managing and regularly updating the project activities work plan and related financial plan, while ensuring timely and quality implementation of activities in compliance with the defined project strategies as well as INTERSOS and donor guidelines.
  • Undertaking regular field visits to supervise and support PMs in providing technical guidance and ensure regularly monitoring the progress of project activities
  • Conducting regular meetings with PMs

Ensuring financial management and procurement

  • Supervising and supporting PMs in preparing, monitoring and implementing financial and procurement plan for the project, including monthly updates.
  • Supervising and supporting PMs in ensuring the preparation and approval of weekly liquidity plans.
  • Verify and approve purchase, contracting and budget line allocations.
  • Supervising and supporting PMs in verifying on a weekly basis the bookkeeping entries in the INTERSOS accounting spreadsheets (PN): verifying budget line allocations, budget expenditure status against current operations and the financial plan for the respective project implementation period.
  • Supervising and supporting PMs in ensuring purchase and contracting of goods, services, supplies in line with the relevant INTERSOS procurement guidelines / donors procurement guidelines
  • Supervising and supporting PMs in verifying the list of expenditures, prior to finalizing the interim and final financial reports.
  • As per delegation letter, compiling a report on the contracts and checks signed on behalf of the HoM and send monthly to HoM.

Managing team and ensuring relevant capacity building and on-job coaching to the project staff

  • Supervising and supporting PMs in managing all national and international staff.
  • Supervising and supporting PMs in ensuring regular performance evaluation of project staff (national and international, as needed) as per internal rule with support of HR coordination at mission level.
  • Supervising and supporting PMs in ensuring the timely recruitment of national staff, in coordination with relevant support staff, as per INTERSOS policy for staff recruitment.
  • Ensuring respect of and adherence to INTERSOS rules and regulations, code of conduct and ethical values chart.
  • Establishing a participatory process to inform and develop relevant response strategies for conflict mitigation and to promote cohesion amongst staff.

Monitoring and evaluation

  • Supervising and supporting PMs in ensuring monitoring and verification of beneficiaries’ assistance.
  • Supervising and supporting PMs in ensuring the application of relevant monitoring systems and ensuring that those systems permit appropriate implementation, including quick response to changing circumstances and erroneous assumptions in the project design.
  • Supervising and supporting PMs in assessing, analyzing and evaluating the impact of project activities and needs of the target populations in the project areas, periodically updating the situational analysis and proposing to the Program Coordinator and the Head of Mission possible program developments.

Reporting

  • Supervising and supporting PMs ensuring quality reporting on achievements through short briefings, monthly and weekly planning presented against monthly performance reports containing clear quantitative and qualitative information related to the activities.
  • Supervising and supporting PMs in delivering on a monthly base and in time, qualitative and comprehensive project reporting (project appraisal tool, PAT). Prior to the submission to the Program Coordinator, validate them by double-checking their consistency
  • Upload PATs on the IMP.
  • Supervising and supporting PMs in delivering quality project activities reporting, including the findings in terms of impact and changes at the level of individuals, households and communities. More specifically, preparing ad-hoc progress reporting as well as required project interim and final reports.
  • Holding final responsibility for all support documents (means of verification) and general project documents.

Coordination and representation

  • Conducting regular meetings with donor representatives and facilitating field visits through the donor itself and others of its funding structures.
  • Establishing and maintaining excellent relationships with relevant stakeholders, local authorities, relevant donors and institutions.
  • Helping to set programming strategies for INTERSOS SS in particular in the assigned State.
  • Proactively participating and represent INTERSOS in relevant working groups at State level.
  • Proactively engaging in bi-lateral meetings with other INGOs and NGOs active in relevant sectors and geographical areas in order to avoid duplication, ensure coordination and referral and work for complementary efforts.
  • Ensuring systematic information flow and sharing of update with the Program Coordinator and relevant colleagues.

Program Development and Regional Strategy

  • Identifying needs and gaps in the assigned State through regular exchange with field teams and PMs.
  • Seeking for regular exchange with the Program Coordination and the Head of Mission on funding opportunities in order to develop the existing operations through enhanced performance and/or enlargement of operations (funding opportunities).
  • Contributing to concept note and proposal writing
  • Supporting the Program Coordination and the Head of Mission in the drafting and updating of INTERSOS SS strategy​

Security management

  • Coordinating and manage security at State level for all projects and staff (as per INTERSOS SS Security Plans).
  • Analyzing and update the security situation at State level, in close coordination with key concerned staff and suggest to the Head of Mission possible adjustments of security measures according to the identified situation in the area of operation.
  • Ensuring proper implementation and adherence to the INTERSOS Security Plan by all INTERSOS staff.

General context of the project

The Country Finance Coordinator (CFC) is responsible for the proper technical implementation of all accounting-financial activities of the mission and its projects. In this context, s/he ensures the correct and effective management of financial resources, in accordance with the Organization’s procedures and the Regional Finance Coordinator’s technical directions.

General purpose of the position

The CFC is responsible for the proper accounting and administration of funds, under the technical supervision of the Regional Finance Officer and the hierarchical supervision of the Head of Mission (HoM).

Main responsibilities and tasks

Finance control:

  • To assume responsibility for cash account administration, ensuring conformity to existing procedures; shortages or thefts must be reported, bearing the joint signature of both, the Regional Finance Coordinator and the Head of Mission;
  • To manage the bank accounts of the mission and provide the Regional Finance Coordinator with monthly bank statements and bank reconciliations;
  • To update monthly the Global Management of the mission under the coordination of the Regional Finance Coordinator;
  • To update the economic and financial status of the mission and related-projects, in terms of expenses, appropriations, available cash and liquidity (Prima Nota);
  • To provide on weekly basis the updated economic and financial data (PN) to the Project Manager's and the Head of Mission;

Budget preparation and control:

  • To provide support to the Head of Mission in the drafting of new projects;
  • To regularly check, in collaboration with the Project Managers and Head of Mission, the economic-financial performance of projects: final balance, expenditure excess, expenditure projections, and financial forecast;
  • To ensure project expenses are reasonable, allocable, prudent and spend in accordance with INTERSOS and donors’ rules and regulations, and support annual auditing procedures;
  • To prepare and verify, in cooperation with the Head of Mission, the trend of the general coordination's budget;
  • To monitors the sustainability of coordination's office and verify the correct distribution/allocation of the general coordination costs to the projects; to monitor the coordination and projects’ non-deductible costs;

Financial reporting and audit:

  • To prepare the interim and final financial reports and submit them to the Project Manager and Head of Mission for approval (with the support of the Regional Finance Coordinator);
  • To prepare and carry out the audits conducted in the country, and for the transmission to the central headquarter of all project documents to be audited in Italy;
  • To ensures the correct filing of all projects’ data;
  • To ensure the proper execution of goods, works and services procurement processes and conformity to INTERSOS and donors’ procedures;

Local staff management

  • To train and supervise local administrative and logistics staff in coordination with the Head of Mission.
  • To manage the local personnel register, subdivided by project;
  • To supervise and monitor staff contracts preparation;
  • To supervise and monitor the preparation of payslips and monthly payment of salaries and ensure compliance with national labour laws, including deduction and payment of salary tax;
  • To contribute the preparation of the salary scale;

Asset management and logistics

  • To update inventory records pertaining to INTERSOS assets and verify the accuracy of the supporting documentation;
  • To update the list of reliable local suppliers, as directed by the Head of Mission, for subsequent use in specific procedures;
  • To verify the correct application of the organization’s or donor's procedures in relation to purchases and goods management;

Other tasks as assigned.

Description

Girls' Education South Sudan (GESS2) is a programme that aims to transform the lives of a generation of children in South Sudan – especially girls – through education. GESS is an initiative of the Ministry of General Education and Instruction of South Sudan and funded by DFID. The objective is to implement the GESS2 programme, ensuring the provision of equitable, accessible and essential support to the Education Sector in South Sudan, with particular emphasis on girls. YOUR MISSION: HI is as part of consortium which is managing this programme. In this part, our Inclusive Education Technical Advisor will ssupport the GESS team to deliver a quality program where disability gender and social inclusion are strong cross cutting themes, in strong coordination with mainstream actors, authorities and response coordination bodies but particularly the community outreach that will take place via radio programming and direct engagement with communities through the state anchors. Description

HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with physical disabilities. HI’s current operations are centred in POCs (protection of civilian sites) and IDP camps outside Juba city and in three greater states: Yei, Torit and Yambio with the Country Office based in Juba city. During 2019, HI is planning to establish a base in the greater Unity, which remains the most conflict and disability affected region of the whole country. The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming. The ongoing peace initiatives if they succeed might result in huge population movements of returnees (both IDPs and refugees) across the country. HI’s present interventions address both emergency and resilience needs. Since 2016, HI has been operating an emergency mobile (or flying) unit responding to MHPSS (Mental Health & Psychosocial Support) and disability rehabilitation assistance in the greater Upper Nile, Unity and Jonglei states. Overall, about 50,000 direct beneficiaries (people with disability and other most vulnerable) are being targeted through MHPSS and Livelihood projects, with a strong emphasis on mainstreaming disability inclusion. As part of its 2019-2021 strategy, HI South Sudan is prepositioning to deepen programming in Protection, to expand program interventions in Health (MHPSS) as well as inclusion in humanitarian action and to undertake innovative programming in Education in emergency. HI is also an active member of the South Sudan NGO Forum, which brings together 120 international and 240 national NGOs employing about 22,500 national and 1850 international staff YOUR MISSION: Under the line management of the project Manager Flying team, you are in charge of advisory and technical supervision of the Flying Team project to ensure provision of quality MHPSS services to people with injuries and/or disabilities in South Sudan. In this part your main responsibilities are: • To participate actively in the design and implementation of Flying Team strategy of intervention • Ensure the quality of implementation of MHPSS activities • To provide close technical support to project partners teams through trainings and capacity building activities • Internal and External coordination • Reporting and Monitoring CHARACTERISTICS OF THE POSITION : • Security and road access remains a key factor in geographic targeting of operations in South Sudan. Many locations in the country cannot be reached overland. Apart from IDP projects in Juba which are managed directly, most of HI’s programs in many parts of South Sudan are currently implemented through remote management, with international staff based mainly at the Country office in Juba, doing regular travel to the field by UNHAS air service . • The country mission has a safety and security protocol which emphasizes individual and team sensitivity and pro-activeness on security matters. The protocol is reviewed periodically to match or anticipate emerging scenarios. • International staff movements within Juba city is facilitated by HI and has a curfew restriction between 9PM-6.00AM. • Office and residential accommodation are currently housed in one compound, and a number of residential facilities including kitchens and lounges are used in common (rooming with sanitary services is individual).

JOB CONTEXT : HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with physical disabilities. HI’s current operations are centred in POCs (protection of civilian sites) and IDP camps outside Juba city and in three greater states: Yei, Torit and Yambio in greater Central Equatoria state, greater Eastern Equatoria and greater Western Equatoria respectively, with the Country Office based in Juba city. During 2019, HI is planning to establish a base in the greater Unity, which remains the most conflict and disability affected region of the whole country. Since 2016, HI has been operating an emergency mobile (or flying) unit responding to MHPSS (Mental Health & Psychosocial Support) and disability rehabilitation assistance in the greater Upper Nile, Unity and Jonglei states. Overall, about 50,000 direct beneficiaries (people with disability and other most vulnerable) are being targeted through MHPSS and Livelihood projects, with a strong emphasis on mainstreaming disability inclusion. HI current programs are funded by ECHO, DFID, MOFA Luxembourg and OCHA. As part of its 2019-2021 strategy, HI South Sudan is prepositioning to deepen programming in Protection, to expand program interventions in Health (MHPSS) as well as inclusion in humanitarian action and to undertake innovative programming in Education in emergency. Returns are ongoing including to areas liberated from ISIS in Ninewa, Kirkuk, Diyala, and Salah al-Din Governorates. With the end of intense military operations and the territorial defeat of ISIL, the humanitarian response in Iraq is shifting from emergency to early recovery. The widespread presence of explosive hazards in areas previously under ISIL control poses real threats and challenges for the returnee and vulnerable population. Returns to contaminated areas have resulted in severe injuries and deaths and many families have ended up in secondary displacement as they cannot return to their homes Iraq’s healthcare system has been severely affected by the recent conflict, with many damaged facilities, stolen equipment, and staff members in displacement. Population and in camp setting and in return areas face limited access to health services.
