JOB SUMMARY
Responsible for leading and managing the functions of the Human Resources (HR) department including staffing, administration of HR processes, management of benefits, and enforcing company policies and practices in International Medical Corps Country Program Field Offices. To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation:
 
MAIN RESPONSIBILITIES
The applicability of each duty and responsibility may varies depending on (1) the country program projects implementation and (2) its staffing management.
The country program projects implementation could be for (1) an emergency response domestically or internationally or (2) developing existing projects internationally.
The staffing management will be applicable according to International Medical Corps proposal activities and its current representation in country. The duties below are representative of general scope for this job profile and will be applicable accordingly for staff management of (1) national staff only, or (2) international staff only, or (3) both national and international staff.

EMERGENCY RESPONSE HR COORDINATION
• When applicable the primary responsibility of this position is to support the implementation of services in an emergency setting.  
• Leading and managing all aspects of Human Resources activities in the field during Emergency Response and ensure compliance with local labor laws and International Medical Corps policies and procedures.
• When country program projects are not yet implemented, assist on the implementation of International Medical Corps office from start up and up to registration in country and coordination of HR administrative support in compliance with local labor law and company policies and procedures
• When applicable assist current HR operations in country program to support additional services implementation for an emergency response, liaising with in country HR leads to understand local processes and procedures.
 
HR MANAGEMENT 
• Partner with the Country leadership team to understand the field program objectives, developing the HR strategy for the country, while ensuring its alignment to the country’s strategy.
• Serve as a member of the Country Senior Management Team (SMT)
• Act as an expert for all HR matters and promote the HR department as a partner to the field program objectives and goals.
• Actively participate and contribute in proposal design, writing and kick off meetings, specifically advising on organizational structure, position scoping and other inputs critical to ensuring a strong HR foundation that supports program quality.
• Manage the HRIS data administration and payroll system, providing staff and managers with the essential reports to support decision making and management
• Implement HR programs and policies, ensuring that every aspect of human resource management incorporates the vision, values, and culture of the organization.
• Actively promote safeguarding and protection from harassment, bullying and sexual misconduct in the workplace.
• Act as credible, reliable, and impartial facilitator in preserving a healthy and productive work environment, in conflict resolution, and disciplinary processes. Promoting peaceful conflict resolution, wellbeing initiatives and advocating employee assistance programs, and resilience activities.
• Develop, maintain and ensure compliance to HR policies, procedures, standardization of HR forms across offices and sharing of best practices between field locations; working with HR team to conduct relevant training for HR staff in all sites on HR administrative processes and procedures, specially aimed at transparent recruitment process, contract management, HR reporting and staff personnel files management
• Implement an effective management system for office and residential facilities supplies, cleaning, maintenance and occupancy.
• Ensure appropriate trackers are in place for timely renewals and terminations of leases, contracts and related services.
• Participate in wider HR working groups and donor meetings and communicate with external agencies including administrative and legal authorities and government and other relevant external agencies.
 
NATIONAL STAFF
• Coordinate MAST training and support and feed reporting and tracking system 
• Manage the talent acquisition process for all national positions and ensure policies and procedures are followed according to labor laws and internal regulations.
• Manage and ensure that all national staff, volunteers and consultants effectively receive orientation and onboarding materials and promote liaison with leadership to ensure orientation is up to date.
• Ensure International Medical Corps Country HR Manual is developed and applied to the country programs and it is regularly updated, ensuring compliance with national legislation, humanitarian principles, donor requirements, and IMC HR global policies and guidance.
• Ensure all national staff contracts are in place for all types of staff including volunteers and consultants according to local labor law
• Ensure administration of benefits are compliant with local legislature
• Oversee the timely recording employee data, records, headcount and benefits, ensuring monthly trackers and reviews are implemented.
• Ensure accuracy of employee’s timekeeping and timely execution of monthly payroll together will all relevant departments.
• Coordinate performance reviews and management with managers and monitoring employee attitudes, productivity, and performance outcomes, while supporting depart heads to effectively implement the PMP and link it to staff development and capacity building and training.
• Support the management team, coaching and development of national staff to build a cadre of skilled, committed and motivated staff 
• Assess capacity, plan up skilling actions, and monitor improvements.
• Manage the offboarding process of all national staff 
 
INTERNATIONAL STAFF
• When applicable liaise between hiring managers and HQ Recruitment team to promote an effective and smooth talent acquisition process of international staff.
• Support HR HQ to feed reporting and tracking system for international staff recruitment, travel/onboarding and Compliance Mandatory training as applicable
• Manage and ensure that all international staff, volunteers and consultants effectively receive orientation and onboarding materials for new hires and visitors; liaison with leadership to ensure orientation is up to date.
• Ensure Visa and residency issuance service for international staff and external visitors are streamlined, efficient and cost effective.
• Support HR HQ on administration and documentation related to international staff and volunteers.
• Support HQ HR on offboarding process of international staff and volunteers.
• Coordinate with Logistics department to ensure that Logistics provide appropriate fleet management and transportation for all international staff, volunteers and visitors.
• Ensure suitable accommodation and living arrangements are provided to all international staff, volunteers and visitors

Background
International Medical Corps has worked throughout Sudan’s Darfur Region since 2004, providing health, nutrition and water, sanitation and hygiene interventions. In many sites where we operate, International Medical Corps  is the only provider of primary health care or nutrition services, making it  a key partner to the Ministry of Health in the health response in the region. 
 
Job Purpose
The Medical Coordinator is providing strategic vision and technical support to the identification, design, implementation and management of the health programs at national level. The Medical Coordinator will work in collaboration with Country Director, Program Director, senior management team, and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Medical Coordinator will make frequent visits to the field sites to ensure the highest standards of service delivery. S/he will ensure high-quality clinical services in all IMC-supported health facilities. S/he will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed, and apply clinical-level data to national-level quality improvement efforts. S/he will ensure quality programming is undertaken by IMC teams to train, supervise and support community based health workers and volunteers to provide health education and health services to the community members at the grass roots level. The Medical Coordinator will represent IMC in the national Health coordination meetings, Health Forum and other technical working groups.
 
Main Responsibilities
1.  Technical Monitoring and Program Quality 
a)         Work closely with the Program Director to ensure smooth running of health programs.
b)         Provide technical supervision of, and technical support to the organizations health programming activities.
c)         Ensure activities are consistent with established best practices, which are acceptable internationally (WHO/SPHERE).
d)         Ensure health programs utilize standardized protocols, policies and guidelines according to Ministry of Health, WHO, and OFDA.
e)         Oversee the collection, analysis and timely reporting of data and statistics for all programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirements
f)          Review from a technical standpoint, field and donor reports.
g)         Ensure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, national drug protocols, program budgets, acquisition of partner agency and UN drug kits, and health
            information materials.
h)         Ensure all stakeholders, including senior management team, the Health Technical Unit and donors are provided with updates, following the established reporting structures.
2. Program Development
a)         Work with senior management team, field teams, Cross Functional Platforms, and the Health Technical Unit in strategic planning for future health programs.
b)         Work with Program Director and senior management team to draft concepts for future funding following the protocols and formats.
c)         Provide technical input during proposal development and technical reviews.
d)         Strive to ensure as much as possible different health related sectors (MHPSS, GBV, etc.) are integrated into proposed programs.
e)         Provide inputs and support in new health assessment and assessment reports
3. Representation
a)         Represent the organization in national Health coordination meetings, Health Forum and other technical working groups.
b)         Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization's Code of Conduct, ethics, values and standpoint with regular internal and external actors.
4. Human Resources Management
a)         Supervise the health staff on a day to day basis in order to ensure a proper implementation of health activities.
b)         Coordinate and supervise the selection and training of qualified program health staff, recommend promotions, and implement disciplinary action and termination of staff in consultation with Country Director, Program Director, Finance Director, and HR Manager.
c)         Maintain open lines of communications with Projects’ Medical Coordinator(s) and all field staff.
d)         Work closely with the National Medical Coordinator(s) to determine the training needs of the medical staff. Arrange and oversee trainings.
e)         Ensure staff performance evaluations and professional development plans are in place.
5. Monitoring and Evaluation
a)         Support the M&E staff/team in development of new strategies that includes proposal of data collection methods and defining medical indicators during project design; and supporting the team in data collection at the field sites.
b)         Interpret the analyzed data, present how the project is progressing in terms of performance indicators and propose plans for action to address any gaps in project implementation.
c)         Liaise with the HQ MEAL advisor to receive timely input and implement recommendations ensuring best practice at all stages of program implementation.
6. Logistics and Supply Chain
a)         Ensure that all Doctors complete the requested data collection, (specifically, but not exclusively limited to drugs consumption, number of consultations, etc.).
b)         Ensure proper distribution/donation plans for all the medication that will expire within six months.
c)         Ensuring the preparedness for timely and efficient deployment of medicines, medical consumables and medical equipment, replenish stocks and supply field operations and Mobile Clinics. Specifically he has the responsibility
            of raising Procurement Request as per operational needs of the project and in line with the agreed budget with donors.
d)         Review and identify key procurement of medical commodities in procurement plans/budget of all active grants and proactively and timely raise the requests to the country procurement team and/or the global procurement
            team depending on the sourcing location of the commodities.
e)         Review list of medical commodities/pharmaceuticals within project proposals and ensure these are aligned with project output and outcomes. Ensure that all list of medical commodities identified during proposal development
            are timely shared with the GPSU unit for review and approval.
f)          Ensure the delivery of supply match the agreed activity plan/work plan of each of the projects and proactively identify any potential risk of delay while proposing mitigating measures.
g)         Attentively monitor stock quantities and expiry dates of medical commodities and provide regular updates and/or elevate challenges to senior management whenever needed.
7. Working Relationships
a)         Work closely with the Country Director, Program Director and Country Senior Management Team and the Health Technical Unit at the IMC headquarters.
b)         Ensure program progress through routine communications with Country Director, Logistics Staff and Finance team to ensure coordination of programs supplies are consistent with management of budgets, including
            budget forecasting, development of spending plans.
8. Security
a)         Collaborate with Country Director, Deputy Country Director, Program Director, and Security Manager in order to maintain security of health staff in the field.
b)         Ensure application and compliance of security protocols and policies by all health staff.
9. Prevention of Sexual Exploitation and Abuse.
a)         Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
10. Other duties as assigned

General context of the project

As part of the 2021 Humanitarian Implementation Plan (HIP) for Upper Nile Basin, Solidarités International (SI), INTERSOS and Interchurch Medical Assistance World Health (IMA) formed a Consortium to contribute to reducing the impact of protection risks and foster resilience of the most vulnerable populations of Jonglei and Upper Nile states, in South Sudan. Based on multiple joint assessments conducted in December 2020 and January 2021, the Consortium will provide a multi-sectoral life-saving assistance, while supporting livelihood recovery and strengthening communities’ resilience towards the resurgence of potential shocks and stresses through a combination of static and mobile response. This Action will be implemented in four static areas from two States: Aburoc (Upper Nile State), Nyirol, Canal/Pigi and Aboko counties (Jonglei State). The static response will provide Gender-Based Violence (GBV), Child Protection (CP), Livelihoods, Health, and Water, Sanitation and Hygiene (WASH) services to the target populations of the Consortium operational areas. In parallel, the Emergency/Rapid Response Mechanisms (E/RRM) response will allow the Consortium teams to provide immediate and timely GBV, CP, Livelihoods, WASH, or Shelter/Non-Food Items (S/NFI) support to crisis-affected populations throughout the country whenever needed and agreed with the relevant Clusters. Effective coordination of WASH partners through the WASH Cluster architecture will also be promoted in order to prepare for and respond to humanitarian emergency situations effectively and guide partners in delivering appropriate WASH services at sub-national and national levels. Should new emerging shocks occur in any of the proposed operational areas, the Consortium will activate the Crisis Modifier to trigger an early action and provide an immediate response tailored to the shock-affected populations, while advocating for a longer-term response with Clusters and other stakeholders.

General purpose of the position

General context of the project

In South Sudan, multiple years of conflict and severe economic crisis resulted in recurrent population displacements. According to ACAPS[1], the South Sudan crisis severity is very high, with very relevant constraints in terms of assets. Based on the 2021 Humanitarian Needs Overview (HNO)[2], 8.3 million people are estimated to be in need of humanitarian assistance in 2021; at the same time, 1.6 million IDPs and 2.2 million refugees lack basic services and experience extreme poverty. These issues, compounded by the impact of natural disasters like 2020 unprecedented floods led to widespread protection concerns and food insecurity, leaving some States such as Jonglei highly vulnerable. Pibor County, within Jonglei State, is one of the most severely affected areas: according to the 2021 HNO, Based on the Integrated Food Security Phase Classification (IPC)[3] issued in September 2020, Pibor County:

- from December 2020 to March 2021 has been suffering from an Emergency situation (IPC 4). At the same time: throughout its population, 11,000 people have been facing a Catastrophe situation (IPC 5), given significant underlying vulnerabilities which built up over time due to the protracted crisis and recurrent shocks. Humanitarian actors, such as WFP and some of its implementing partners, have been partially meeting the above mentioned needs by putting in-kind food distribution in place.

- from March to July 2021 will suffer from an Emergency situation (IPC 4). If what foreseen in terms of humanitarian assistance was fully delivered, no one should suffer from IPC 5. At the same time: Pibor County, which would normally see a seasonal improvement with the return of livestock to the homesteads, is expected to further deteriorate as very few animals will return because of the considerable earlier losses, the anticipated continuation of conflict, the reduced availability of wild animals and fish, the economic crisis, high food prices, and the reduction of commercial and humanitarian supplies because of the onset of the rains and the likely effects of COVID-19 measures. Therefore: Pibor County will likely see a further deterioration in food insecurity.

INTERSOS has been active in Pibor County over the last years through the implementation of protection and education in emergency projects and by managing the humanitarian hub. Based on its significant understanding of the impact of the current crisis on the local context, and by turning its 2021 country strategy into account, INTERSOS is prepositioning itself to contribute to the humanitarian response through a food assistance intervention.

General objective
Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. General context of the project

INTERSOS central office for South Sudan is based in Juba and had several field bases in Jonglei State (Bor, Ayod, Nyirol, Uror, Akobo and Pibor), 1 in Western Equatoria (Yambio), 1 in Upper Nile State (Malakal), 1 in Unity State (Bentiu). After 2013 conflict, as field bases, INTERSOS started to operate within UNMISS PoCs in Juba, Bor, Bentiu and Malakal. In September 2014, however, INTERSOS has moved out from UNMISS base in Bor and has its own compound in town shared with two other INGOs. In the framework of the present crisis INTERSOS has immediately intervened in Juba, UN House and Tongping, in NFI and Protection sectors. The operation has been extended also to the PoCs of Bor, Malakal and Bentiu with activities in the field of Protection, both GBV and CP, Education, NFIs/Shelter and WASH.

The main areas of intervention are:

Protection: 

in particular prevention and response to GBV and Child Protection in Jonglei State and Upper Nile State. These activities are addressed to children, women, youth and men and involve case management, including psychosocial support, for Child Protection and GBV; referral and family tracking for unaccompanied minors. INTERSOS is also the Jonglei GBV sub-cluster Focal Point and since 2012 is leading the GBV response in the State and is an active member of the Psycho Social Support Task Force; 

Education: 

INTERSOS is one of the main partners of UNICEF within the country in promoting education as a part of emergency response. Since 2010 INTERSOS is leading the EiE Cluster in Jonglei, Unity and Upper Nile States and is the focal point agency in Jonglei for Education in Emergency interventions. The program covers the main areas affected by the conflict: Central Equatoria, Jonglei, Unity, Upper Nile and Western Equatoria States. The program includes both structural and non-structural interventions: Construction/rehabilitation of learning spaces, kit distribution, training of teachers and PTA on children rights, psychological support and risk mitigation;

Shelter/NFIs: 

these activities involve assessment and identification of new IDPs, mainly in the most hard-to-reach areas within Jonglei, Unity and Upper Nile States, emergency kit distribution and kit use monitoring, and construction/rehabilitation of emergency shelter. Moreover, since 2012 INTERSOS is the Jonglei State NFIs & ES Cluster Focal Point; 

WASH: 

construction/rehabilitation of water facilities (wells, pipe schemes), rehabilitation of latrines, sanitation and hygiene promotion in Western Equatoria and Eastern Equatoria State. 

Primary health and nutrition: 

Intersos is going to extend its humanitarian response in South Sudan to the Nutrition and the Primary Health sectors

General purpose of the position

The general purpose of the post is to represent INTERSOS in South Sudan with all relevant actors and in the main fora, supervise and coordinate the general implementation of INTERSOS programs in the country and act in accordance with specific directions from and supervision of the Regional Director.

Main responsibilities and tasks

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders.

  • Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities.

  • Define country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new interventions.

  • Supervise, monitor and evaluate the implementation of the country operations - and all related administrative, financial, human resources, logistics and security aspects -ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with INTERSOS and donors guidelines, regulations and procedures.

  • Continuously assess, analyze and evaluate the impact of the country operations, also through periodic visits to the areas of intervention.

  • Define the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts.

  • Coordinate, guide and supervise the mission staff, and evaluate their performance.

  • Proactively participate in relevant coordination meetings. Manage the safety and security of the operation in the country.

General context of the project

South Sudan is anchored to the bottom of the human development index. Access to services is still a significant issue due to ongoing conflict and lack of human and physical resources. More than half of its school age children – over 1 million in total – are out of school, GBV is at all time highs, Malnutrition and food scarcity is a looming threat, along with the deepest social and economic inequalities and its volatile situation makes it a stable location for humanitarian intervention.

 

INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable.

 

General purpose of the position

Support the overall programme management and development of the South Sudan mission. Manage and oversee the development of the assigned projects such as Health and Nutrition, Water and Sanitation Hygiene, EiE, Protection, NFI.

 

Main responsibilities and tasks

Programme Management

  • Develop and revise programme of activities for INTERSOS SS mission
  • Prepare and review strategies related to the rollout and development of integrated WASH Health and Nutrition activities and project
  • Ensure that all projects are reaching high quality of performance through coordinating implement of the organisation's tools and approaches
  • Ensure ongoing learning on good practices and sectoral standards relevant to the assigned projects and monitoring system and tools are developed and used by project managers and sector coordinators
  • Promote teamwork and coordination across sectors to ensure integration and homogenous quality implementation of programmes
  • Enhance a positive identity of INTERSOS across all Programmes
  • To build a strong collaborative network among partners and community in the spirit of the participatory approach of INTERSOS programmes

Program Quality

  • Develop and update minimum standards for programme implementation across strategies
  • Ensure with the support of the Protection Coordinator that all sectors are considering Protection Mainstreaming actions and AAP in all activities
  • Ensure strengthening of existing presence through complementary integration of INTERSOS sectors of intervention

Coordination

  • Ensure 5W matrices are submitted to national clusters as agreed,
  • Coordinate internal cross sector communication and updates
