Profil

Description

INTERSOS is an independent humanitarian organization that assists the victims of natural disasters, armed conflicts and exclusion. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, respect for diversity and coexistence, paying special attention to the most vulnerable people.

Job Title: Operations Manager

Supervision of: Functionally, the OM supervises the HR Coordinator, the Logistics Coordinator and the Finance Coordinator, in collaboration and coordination with the Head of Mission

2. General context of the project

The situation in South Sudan continues to be very fragile. The collapse of the Government of National Unity in July 2016 precipitated triggers for conflict, insecurity, economic crisis and food insecurity across the country, with the currency in free fall and inflation skyrocketing. In February 2017, the Government of Salva Kiir and United Nations declared famine in parts of the country with nearly 5 million or 40% of the population at risk. Besides civil conflict and drought, other key internal displacement hazards include flooding and health epidemics especially cholera.

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable.

3. General purpose of the position

Participate in the definition of the programs in terms of objectives, activities, indicators, financial, material and human resources needed.

Guarantee and coordinate the optimal functioning of the operations of the mission including procurement, logistics, assets, IT, fleet, warehousing, administration and human resources ensuring compliance with INTERSOS policies and local laws including NGO law, tax, employment, health & safety, insurance.

Being responsible to supervise and lead the mission in absence of HoM and provide support in the management of the mission’s day to day activities.

4. Main responsibilities and tasks

Logistics/Finance/Administration

• Ensure all projects adhere to INTERSOS’s systems and procedures (administrative, financial and logistical) so that effective and efficient support functions contribute to improvement of programme quality

• In collaboration with the Country Finance Coordinator, the Logistics Coordinator and the Human Resources Coordinator, provides the Project Coordinators the necessary support to ensure appropriate INTERSOS administrative, financial and logistics systems/procedures are in place, maintained and adhered to, in order to guarantee that all support functions are carried out effectively and efficiently

• In strict collaboration with the Human Resources Coordinator and HR Manager ensure the compliance with all legal and administrative requirements of the country

• Support the projects in the timely preparation of monthly projected expenditures (cash book management) and analyze monthly Financial Planning and reports

• Oversee the implementation of the Projects, ensuring the weekly check of the financial Accounting Information System (Prima Nota) by the Project Manager

• In close coordination with the Logistics Coordinator and the Project Managers, monitor the status of civil works (borehole rehabilitation, TLS constructions, latrines, etc….) and the shipping of materials in remote locations

• In close collaboration with the Country Finance Coordinator and the Head of Mission, ensure operating costs are included in operating budgets and funding proposals. In cooperation with the Country Finance Coordinator, ensure that all support systems and operations teams are operating in accordance with IRC and donor compliance regulations and have necessary risk mitigation strategies in place

• Collaborate with Country Finance Coordinator and Project Manager on budget control and financial management of the projects to guarantee are in line with relevant project proposals and to ensure the monthly overview of project spending and financial reporting

• Ensure all projects have capacity (human and technical) to support smooth program operations

• In collaboration with the Logistics Coordinator ensure that all processes from procurement to warehousing meet INTERSOS and donor compliance requirements and participate in the coordination of an efficient and responsive supply chain system that meets the needs of the program. Collaborate with the Logistics Coordinator and Program Coordinators supporting program and field staffs in preparing, implementing and monitoring procurement and distribution plans

• In collaboration with the Logistics Coordinator, supervise logistical aspects of the operations and establish and maintain supply system and effective fleet management

• In collaboration with the Logistics Coordinator, oversee maintenance of functional office space(s) and guesthouses facilities as well the office equipment of communication tools and IT assets and ensure that security standards are maintained at all premises

• In collaboration with the Logistics Coordinator ensure that contracts and procurement transactions/relationships are transparent and in compliance with local law and INTERSOS and donor policies

Human Resource Management

• In collaboration with the Human Resources Coordinator ensure systematic briefings and debriefing of all International staffs in the missions and keep regular contacts to support them

• In collaboration with the Human Resources Coordinator provides support to Coordinators/supervisors/activity managers on how to manage HR (team management, conflict management, stress early detection, communication, meetings…)

• Provide team members with information, tools and other resources to improve performance and reach objectives

• In collaboration with the Human Resources Coordinator and HR Manager ensure that INTERSOS’s staff policies and procedures are understood and Administration related issues are respected

• Participates to the HR processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for.

3. General purpose of the position

The Logistics Coordinator will assist the Head of Mission specifically following the overall country Logistics, including supplies and procurements, in accordance with INTERSOS country strategies, plans and policies. The Logistics Coordinator will be primarily responsible to supervise and manage all country logistics operation, and provide support in the management of the mission’s on day to day applied security.

The Logistics Coordinator is responsible for all the logistics operations of the INTERSOS South Sudan Mission, including: the timely procurement of goods, the provision of transportation services, the careful and frequent recording of movements and changes. The Logistics Officer will work closely with program and administrative staff to ensure comprehensive reporting, support and assistance to all INTERSOS activities. In addition, the Logistics Coordinator is responsible for managing the logistics management software.

The Logistics Coordinator shall supervise all the Logistics office activities including the 3 national Logistician staff in order:

  • To deliver the Logistics office activities according with the mission requests in an efficient way (timing and financial) and sharing the information with the other stakeholders (Project Manager, Administration, Head of Mission)

  • To assure the compliance with the organization’s procedures and governance model

The Logistics Coordinator shall also be accountable of the correct utilization of the web platform used to manage the procurement process, the assets of the mission and the contact list.

The Logistician coordinator shall support:

  • The HoM for the management of security, in collaboration with the mission’s Security Focal Point

  • The other Logistics assistants/officers in the day by day delivery activities

The Logistics Coordinator also works in close collaboration with the PMs (in charge of projects for INTERSOS in South Sudan) and coordinates in a systematic manner with the HoM and Admin/Finance Department.

4. Main responsibilities and tasks

Managing INTERSOS supply chain

Purchases:

• Guarantees that purchase procedures are respected, and supervises the purchasing process for the whole mission

• Guarantee the pre-qualification of the suppliers and their evaluation/review at least once every year

• Works in close collaboration with the log and program staff at field and Juba level

• Supports and helps the program managers to prepare their procurement

• Ensures that contracts signed are adequate in terms of effectiveness and protection of INTERSOS interests

• Centralizes and optimizes purchases

• Supervises the identification and referencing of suppliers

• Consolidates/updates the mission’s price catalogue for the mission’s operation areas

• Ensures that purchase files are complete and correctly archived

Shipment:

• Supervises the shipment and delivery of materials up to their final destination

• Coordinates with the logistical department at headquarters for the shipment of merchandise coming from abroad and supervises the potential process involved with clearing customs

Stock management:

• Guarantees the management and monitoring of the mission’s stock, according to INTERSOS procedures and tools. He/She ensures that these procedures are known and implemented on all the mission’s bases

• Supervise the logistics aspects of the Humanitarian Hub Intersos is running in Pibor

• Ensures that stocking sites are appropriate to the mission’s needs and that merchandise is stocked appropriately in terms of location, layout and salubriousness

• Supervise fluxes of merchandise, makes sure that the goods received are conform, and recorded.. He/She is attentive to the use-by-date of products, if need be

• Warehouses management ensures that all the movement of goods are documented

• Ensures the movement/transfer of documents is properly referenced

• Checks stock reports on a monthly bases and perform physical inventories

• Monthly materials stocking, inventory registry and reporting

Transportation/Fleet Management:

• Compound Driver Timetable management

• Fuel Management

• Support in Booking Passenger Ticket and Extra Luggage

• Manage Cargo shipment

• Support his team on Casual Worker management (up/off-loading)

• Manage Truck shipment

• Transportation Coordination and Optimization

• Log Cluster Focal Point (Logistics Coordinator)

Asset Management:

• Ensure Cars maintenance and logbooks, insurance documents management

• Compound maintenance (water, sewage, fence, power generator, solar system)

• Fuel management

• Ensure Equipment - Laptop, Phone, Thuraya, VHF etc. (reparation management, stocking, inventory registry)

• Networking monitoring (router devices, Wi-Fi password)

Staff Administration:

• Juba staff management Log (drivers and guards)

• Four (4) field logisticians (one [1] in Yambio, one [1] in Bor and one [1] in Malakal and one [1] hub manager assistant in Pibor)

• Asset Assignment management (Laptop, Phone, Thuraya, ID card, etc.)

2. General context of the project

INTERSOS has been present in South Sudan since2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable. This project will be implemented under ECHO Fund and will be operational as Protection mobile response to reach difficult accessible areas in the whole country where needs are the highest.

3. General purpose of the position

The Roving Emergency Protection Manager will be based in Juba and is responsible for the managerial oversight and coordination of the ECHO Protection Emergency Preparedness & Response Project. The Manager will be responsible for prevention and response activities through mobile responses for vulnerable internally displaced populations (IDPs) and host communities in areas of operations. The Emergency Protection Manager will work under the direct supervision of the Protection Coordinator, supervising the EP&R team.

4. Main responsibilities and tasks

General Programme Management

Technical support:

  • Plan and coordinate closely with the Protection Cluster and EP&R partners the deployment of the INTERSOS Protection EP&R Team to hard-to reach areas for assessments and response through the provision of life-saving protection assistance
  • Facilitate regular training and mentoring to field staff and key partners on case management, psychosocial support (based on IASC MHPSS Guidelines), support for vulnerable groups (including persons with disabilities), GBV mainstreaming using the IASC guidelines on integrating GBV in humanitarian action
  • Develop community engagement methodologies and tools, participatory design of IEC materials for GBV and general protection awareness and outreach activities, in collaboration with Protection partners and cluster.
  • Design and continuously improve GBV assessment tools and monitoring and evaluation mechanism, based on ethical and safety principles
  • Review weekly activity reports, case management files and provide advice and supervision on case management processes to staff
  • Support the development of local referral pathways and operationalize safe and ethical referral mechanisms
  • Build close partnerships with national GBV and CP sub-clusters and Government Ministries of Gender, Child, & Social Welfare to appropriately address women's issues and GBV in national policies, laws and guidelines
  • Act as INTERSOS South Sudan Emergency Focal Point, support development of best practices, analysis of programmatic trends, and give inputs for internal GBV and CP mobile strategies

Management/supervision:

  • Plan and ensure timely Implementation of INTERSOS EP&R protection response during displacements (due to conflict or natural disasters) and other emergencies as they arise
  • Collaborate with the Protection coordinator, ECHO, and the EP&R Protection partners to define the scope and objectives of the protection response for each intervention
  • Oversee the implementation of the EP&R protection responses and ensure that stated goals and objectives are met
  • Produce structured work plan for each emergency intervention
  • Supervise, mentor and provide capacity building trainings to the national protection EP&R team members
  • Lead deployment team in provision of Provide guidance during assessment and emergency response
  • Ensure compliance with INTERSOS and donor policy, procedures and practices
  • Supervise the preparation of logistics and financial requirements prior to emergency interventions
  • Prepare and oversee the budget expenditure and procurement for the interventions, in close collaboration with the logs and finance department
  • Overall responsible for managing the INTERSOS EP&R protection staff including hiring, supervising, conducting performance reviews and building capacity of the staff
  • Represent INTERSOS in cluster, partner, and donor meetings relevant to the PE&R program and communicate with relevant authorities to ensure EP&R program is properly implemented in coordination with all stakeholders
  • Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development
  • Review of regular financial and narrative reports from mobile team, ensuring financial compliance including budget management and correct accountability documentation
  • Conduct analyses and evaluations of humanitarian needs across the country, security risk analyses and elaboration of contingency plans together with Security Officer before deployment of EP&R team
  • Ensure linkages with the INTERSOS Child Protection and GBV team and other departments internally
  • Support Protection Coordinator in proposal writing for new projects for South Sudan mission
  • Ensure all internal and external narrative reports are of good quality and completed on time, promoting good understanding about projects with donors, other sectors, partners, and communities
  • Manage project budget to ensure adherence to INTERSOS and donor financial procedures and requirements
  • Support project teams in utilizing financial planning tools, such as spending plans, procurement plans, and work plans based on project proposals

INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable. This project will be implemented under ECHO Fund and will be operational as Protection mobile response to reach difficult accessible areas in the whole country where needs are the highest.

3. General purpose of the position

The Roving Emergency Protection Manager will be based in Juba and is responsible for the managerial oversight and coordination of the ECHO Protection Emergency Preparedness & Response Project. The Manager will be responsible for prevention and response activities through mobile responses for vulnerable internally displaced populations (IDPs) and host communities in areas of operations. The Emergency Protection Manager will work under the direct supervision of the Protection Coordinator, supervising the EP&R team.

4. Main responsibilities and tasks

General Programme Management

Technical support:

  • Plan and coordinate closely with the Protection Cluster and EP&R partners the deployment of the INTERSOS Protection EP&R Team to hard-to reach areas for assessments and response through the provision of life-saving protection assistance
  • Facilitate regular training and mentoring to field staff and key partners on case management, psychosocial support (based on IASC MHPSS Guidelines), support for vulnerable groups (including persons with disabilities), GBV mainstreaming using the IASC guidelines on integrating GBV in humanitarian action
  • Develop community engagement methodologies and tools, participatory design of IEC materials for GBV and general protection awareness and outreach activities, in collaboration with Protection partners and cluster.
  • Design and continuously improve GBV assessment tools and monitoring and evaluation mechanism, based on ethical and safety principles
  • Review weekly activity reports, case management files and provide advice and supervision on case management processes to staff
  • Support the development of local referral pathways and operationalize safe and ethical referral mechanisms
  • Build close partnerships with national GBV and CP sub-clusters and Government Ministries of Gender, Child, & Social Welfare to appropriately address women's issues and GBV in national policies, laws and guidelines
  • Act as INTERSOS South Sudan Emergency Focal Point, support development of best practices, analysis of programmatic trends, and give inputs for internal GBV and CP mobile strategies

Management/supervision:

  • Plan and ensure timely Implementation of INTERSOS EP&R protection response during displacements (due to conflict or natural disasters) and other emergencies as they arise
  • Collaborate with the Protection coordinator, ECHO, and the EP&R Protection partners to define the scope and objectives of the protection response for each intervention
  • Oversee the implementation of the EP&R protection responses and ensure that stated goals and objectives are met
  • Produce structured work plan for each emergency intervention
  • Supervise, mentor and provide capacity building trainings to the national protection EP&R team members
  • Lead deployment team in provision of Provide guidance during assessment and emergency response
  • Ensure compliance with INTERSOS and donor policy, procedures and practices
  • Supervise the preparation of logistics and financial requirements prior to emergency interventions
  • Prepare and oversee the budget expenditure and procurement for the interventions, in close collaboration with the logs and finance department
  • Overall responsible for managing the INTERSOS EP&R protection staff including hiring, supervising, conducting performance reviews and building capacity of the staff
  • Represent INTERSOS in cluster, partner, and donor meetings relevant to the PE&R program and communicate with relevant authorities to ensure EP&R program is properly implemented in coordination with all stakeholders
  • Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development
  • Review of regular financial and narrative reports from mobile team, ensuring financial compliance including budget management and correct accountability documentation
  • Conduct analyses and evaluations of humanitarian needs across the country, security risk analyses and elaboration of contingency plans together with Security Officer before deployment of EP&R team
  • Ensure linkages with the INTERSOS Child Protection and GBV team and other departments internally
  • Support Protection Coordinator in proposal writing for new projects for South Sudan mission
  • Ensure all internal and external narrative reports are of good quality and completed on time, promoting good understanding about projects with donors, other sectors, partners, and communities
  • Manage project budget to ensure adherence to INTERSOS and donor financial procedures and requirements
  • Support project teams in utilizing financial planning tools, such as spending plans, procurement plans, and work plans based on project proposals

BACKGROUND AND ORGANISATION OF WORK

You will work as part of a team of international specialists - both expert and in training - who supervise and oversee the training of the national medical and health care staff, in collaboration with the Medical Coordinator who is in charge of the management and organisation of the project. Some international resident physicians (Cardiology) may be present to support clinical activity or research.
 
The departments in which you may be required to work are: 

  1. TRIAGE: initial evaluation of patients presenting at the centre, and evaluation of patients who re-present for clinical reasons;
  2. OUTPATIENTS DEPARTMENT: 3 consultation rooms equipped for the diagnosis of patients identified in triage, the management of patients on the waiting list, and post-operative follow-up;
  3. INR CLINIC: clinic dedicated to the management of patients in anticoagulant therapy;
  4. CATH LAB: 1 cardiac catheterisation laboratory fully equipped to carry out diagnostic and therapeutic procedures. Diagnostic coronary angiography and endovascular treatment of ischaemic heart disease; diagnosis and treatment of congenital pathologies;
  5. WARD: 32-bed ward and 16-bed High Dependency Unit. Diagnostic and therapeutic activity pre- and post-operatively.

In addition, clinical consultancy and diagnostic procedures (electrocardiography, transthoracic and transoesophageal echocardiography):

  1. OPERATING THEATRES: 3 operating theatres equipped to carry out Cardiac Surgery;
  2. INTENSIVE CARE UNIT: 15 fully equipped beds (2 isolation beds).

The Centre has the capacity to carry out up to 5-6 operations per day, as well as managing possible hospital emergencies. The number of specialists working alongside the Resident Physicians and local staff is variable; the workload is distributed in such a way as to guarantee patient care 24/7, with shifts and/or on-call duty including nights and holidays.

DUTIES AND REPONSIBILITIES

All Emergency international personnel are expected to know and follow the hospital admissions criteria, guide lines, protocols, and the diagnosis and treatment standards in use in the Centre, and to ensure the correct compilation of clinical records and statistics in both computer and paper formats.

Considering the variety of specialist cardiac procedures it is not expected that any individual cardiologist will be experienced in all areas of activity.
These are: 

  1. AHD - Acquired Heart Disease;
  2. CHD - Congenital Heart Diseases;
  3. Clinical Cardiology;
  4. Echocardiography (transthoracic and transoesophageal);
  5. Cath Lab.

The main duties and responsibilities of the international specialist cardiologist are:

  1. diagnosis and prescription of the most appropriate care pathway;
  2. presentation of clinical cases to cardiac surgeon and cardiac anaesthetist colleagues for discussion and evaluation of indications for surgery;
  3. treatment and management of patients pre-operatively and in the post-operative recovery period, including in the immediate post-operative period (day 1 post-op);
  4. diagnostic procedures (electrocardiography, echocardiography, Cath Lab) during the patients' stay;
  5. responsibility for the follow-up of patients who have been operated;
  6. management and monitoring of anticoagulant therapy if prescribed;
  7. mentoring of resident physicians (where present);
  8. to assist with clinical research and record keeping as required by the scientific programmes of the specialist sector of the Medical Division of EMERGENCY.

MANAGEMENT AND TRAINING OF LOCAL PERSONNEL

Clinical activities and patient care are always carried out alongside and in collaboration with local personnel, who thus benefit from training in the field. There is also provision for more specific teaching activities, managed by the international specialists, in accordance with the clinical protocols in use and as agreed with the Medical Coordinator.

CASELOAD AND EQUIPMENT

"SALAM" CENTRE FOR CARDIAC SURGERY - Khartoum, Sudan

Patients with every type of congenital and acquired heart disease present at the Centre. The caseload is extremely varied and may at times be pre-selected according to the experience of the specialists present in a given period. Most patients presenting at the hospital are seriously compromised: the main cause of this is that the health care system and therefore treatment, both in the country and in the region as a whole, is fee-paying.

Since 2007 the Salam Centre has been the only completely free Cardiac Surgery centre in the region. The Centre forms the scientific and operational nucleus of a web of paediatric clinics situated in neighbouring countries which also carry out screening and follow-up for both adult and paediatric cardiac surgery patients. The most common pathologies treated are valvular cardiopathy of rheumatic origin (RHD - Rheumatic Heart Disease), congenital heart disease suitable for surgical treatment, and ischaemic heart disease in the non-acute phase; over the past five years of activity (2008 - 2012) around 55% of patients admitted have been under 25 years of age.

Due to the advanced level of work carried out, the equipment available and technical, architectural and managerial innovations, the Salam Centre for Cardiac Surgery is considered a centre of excellence at an international level.

JOB CONTEXT:

Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years and completely destroyed the South’s infrastructures. In 2005, the country was divided in 2 different authorities (one for the North and the other for the South).  In 2011, a referendum took place to decide on the independence of Southern Sudan who voted massively for the Independence.  Relations are still tense and disputes regarding birders and oil revenues are frequent.

After 2 years of relative stability (despite interclanics issues), a political clash raised on December 16, 2013 lead to a current instable period for the country and the government. More than 800,000 people have been displaced inside South Sudan and more than 250,000 people have fled to neighboring countries, especially Kenya, Sudan and Uganda, as a result of the conflict.

Internal displacement, repatriation and intertribal violence in South Sudan have left a negative impact on the population’s mental health. In this context, Handicap International started in 2014 a 48 months Mental Health project that aims to develop different models of interventions to improve the mental health of individuals and communities and to prevent any risk of stigma of people living with mental health problems (discrimination, stigmatization, social exclusion or imprisonment).

 

JOB DESCRIPTION:

 

Within a team of 52 people (nationals and expatriates) and under the responsibility of the Mental Health Project Manager, as a psychologist:

·         You will bring your expertise and will be in charge of providing the appropriate technical support to the organization and implementation of all projects’ activities linked to your area of competence.

·         You will also support members of the team in the improvement and the strengthening of their technical capacities in your area of competencies.  

·         You will be responsible of the monitoring and the reporting concerning the quality of the project activities and you will

JOB ENVIRONMENT:

·         Security: since a recent crisis, movements are temporary restricted and a curfew has been established in Juba.

·         Accessibility: Juba is accessible by commercial flights and by road. The rainy season limits movement from ma/June to September/October.

·         Accommodation: the office and the guesthouse are separated in Juba. Both premises are in the center of Town. The accommodation in Juba is simple but comfortable. You will have your own self-contained room with Air Conditioner. City power is hectic but a generator is runned in the morning at the evening time. There is a TV in the dining room with DSTV (cable)   and the Guesthouse has internet/wireless facility. Juba offers some facilities as bars, restaurants, gym, swimming pools for International Staff.

At August 2015, the program includes: - An emergency component with o A Disability and Vulnerability Focal Point approach in Juba Intern Displaced People’s camps, shifting to a psychological assistance – donor to consolidate to keep it o An emergency flying team – funding by CHF (UN pool fund) and looking for funds for next year. - A long term component with o A Victim Assistance project based in Yei county up to 2016 funded by MAE Holland, including rehab, livelihood and advocacy components and having to develop next phase o A Inclusion / DPOs project funded by EC – Europe Aid focusing on mainstreaming disability among development processes and support to DPOs. o A psychosocial project in the hospital & jail of Juba funded by AFD focusing on the mental health people. You will be part of the emergency aspect of the program JOB DESCRIPTION: You will join a team of 60 members (with a majority of national staff) and about 10 people for the emergency part. You will work under the direct management of the Emergency Coordinator. As the emergency Logistics manager you will be responsible of: - Liaising with logistics department to ensure the supply and storage of materials related to the emergency projects - Ensuring the transportation of goods in the field working locations of the flying team (managing the transportation of materials, conducting a market survey on transport means, ensuring the adequate transports is used to meet the needs of the project…) - Facilitating the organization of the flying team field missions (monitoring the security context of the field working locations of the flying team, ensuring the staff transportation on the field locations, …) JOB ENVIRONMENT: The Republic of South Sudan environment is characterized by: (1) a capital, Juba, with major presence of INGOs and UNS, basic but acceptable leaving conditions (generator, water tanks, basic roads...) and high cost level. (2) rural areas with very badly shaped roads, few infrastructure and NGO leaving in compounds. The different sites of intervention are accessible by plane through WFP-run services. The security conditions are instable with a level 3 and areas under massive conflict. The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable. A special system of R&R is in place with time for rest out of the country every three months around. You will live in a collective house with other members of the staff and you won’t have to contribute to the house rent Because of the security context and the length of the mission,, this position is not accompanied ( no couple and no family) EMPLOYMENT CONDITIONS: Salary: 2000-2400 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance
