Since 1996, HI has implemented various actions with local partners in the West Bank and the Gaza Strip. In a territory beset by chronic crises, political instability, and a declining economic and social situation since the second intifada in 2000, HI aims to respond to the needs of persons with disabilities and to make structural improvements to their lives. HI has currently 3 offices in oPt:

-          Jerusalem coordination office,

-          West Bank Field Office, and

-          Gaza Field Office.

HI works towards enhance inclusiveness practices and increase access to essential basic and specialized services through the current interventions in OPT:

-          Health: Physical and psychological rehabilitation

-          Education: Inclusive education for children with disabilities,

-          Livelihoods, and

-          Emergency, preparedness and construction.

 

YOUR MISSION:

The position, under the line management of the Field Coordinator and under the functional link of the Regional Technical Unit (based in Amman), in close coordination and collaboration with Gaza Trauma Working Group and Gaza Health and Nutrition Cluster lead (WHO), has the following objectives:

-         Lead the participatory creation of the RTF and facilitate its meetings.

-         Lead the participatory creation, dissemination and monitoring of Minimum Rehabilitation Standard from existing international material adapted to Gaza context.

-         Based on the RTF Terms of Reference, facilitate RTF members to reach the Task Force objectives (e.g. minimize duplication of services, improve referral systems, etc)

 

Your main mission is to create the Gaza Rehabilitation Task Force and lead its member towards the achievement of the Task Force Terms of Reference.

 

Responsibility 1: Coordination & Representation (35%)

-You create and co-lead the RTF and participatory draft of the RTF ToR, in close link with the existing WHO/HC coordination mechanism,

-You coordinate with relevant Governmental bodies, non-humanitarian actors in Gaza, other Sector/Cluster coordinators and other stakeholders in Gaza,

-You represent RTF at the Trauma Working Group and Health Cluster and other related forums

-You encourage coordination, complementarity and coherence of the RTF member’s program’s health intervention to respond to the physical rehabilitation needs of the affected population with respect to minimum rehabilitation standards, in accordance to the RTF ToR.

-You ensure that RTF ToR includes the creation of  longer-term rehabilitation plans (member and platform specific) incorporating specific risk reduction measures,

-You facilitate the mapping of rehabilitation services though communication with stakeholders and other existing coordination mechanisms, including international NGOs, civil society and government institutions.

 

Responsibility 2: Capacity building (40%)

-You identify group members training needs in relation to the Minimum Rehabilitation Quality Standard,

-You create/adapt Minimum Rehabilitation Quality Standard specific to Gaza context,

-You promote standards and good practices and adherence to them by interested rehabilitation partners,

-In coordination with other stakeholders, you co-ordinate and where appropriate arrange/conduct direct training in physical rehabilitation for key national and local stakeholders,

-You support in ongoing assessments of needs, gaps and resources regarding the health sector in the country, in particular in the field of physical and functional rehabilitation,

-In close collaboration with other TF coordinators under the Trauma Working Group, you ensure the implementation of the integrated approach to rehabilitation of persons with disabilities and injuries.

 

Responsibility 3: Data management, assessment, planning and reporting (20%)

-You collect data and documents and disseminate common plans of actions and other information related to the rehabilitation in the monthly / quarterly sit-reps and/or regular Health Bulletins and other information products,

-You participate actively to surveys initiated by the Health Cluster: design, data collection tools as well as providing analysis and recommendations as relevant.

 

Responsibility 4: Advocacy (5%)

-You identify common advocacy messages amongst the rehabilitation actors through writing advocacy papers and share it with other clusters in order to raise awareness on the needs of persons with disabilities across Gaza and how this affect the recovery process, etc.

CHARACTERISTICS OF THE POSITION :

The security situation in the Gaza Strip remains volatile and unpredictable. Escalations may occur rapidly. In such scenario, the borders of Gaza can be temporarily closed preventing from evacuation and exposing the personnel to high stress. Finally, the international staff is committed to follow security rules and certain restrictions.

The position requires to travel internally (field movements) and externally (West Bank, Jerusalem, Jordan, etc.).

You are younger than 31 and you want to give meaning to your talents?

The Junior Programme and the Belgian development agency (Enabel) offer you the opportunity to work for 1 to 2 years in a development project implemented by Enabel or one of 26  Belgian Non-Governmental Actors (NGAs) affiliated to the Junior Programme.

You are assigned to one of the 14 partner counties of the Belgian Development Cooperation and contribute actively to the Sustainable Development Goals (SDGs). Through your field work you develop your competences, focus on innovation, experience local realities and help develop networks and partnerships.

We are looking for a Junior Expert in Eucation for Enabel :

In schools in East Jerusalem, there is a chronic shortage of classrooms and a large number of substandard and/or overcrowded facilities in use. Existing classrooms and facilities are insufficient to meet the needs of the current and growing population. Given the growing isolation of East Jerusalem from the rest of the West Bank, students and teachers who hold a West Bank ID need a permit to travel to their school if it is situated on the West side of the wall. They face a number of difficulties including delays, harassment or revocation of permits. Because of access and movement restrictions, about 20% of students and teachers have difficulties in reaching their schools. Dropout rates are considered very high in East Jerusalem. Some point at inadequate teaching methodologies that are almost exclusively teacher-centred and theory-based, prioritising rote learning over practical and higher order skills. The low quality of education is a function of the lack of qualified teachers, limited options for in-service teacher training, the lack of supervision and the general problems in the school infrastructure mentioned above.

The objective of the projet is to strengthen the resilience of the community in East Jerusalem by improving access to education and school infrastructure through the creation of a healthy, safe, child and environment friendly education atmosphere involving the end users and the educational communities. Students and teachers in 16 schools in East Jerusalem as Inhabitants of the five neighborhoods situated around the public spaces are identified as beneficiaries of the project.

 The Junior Expert will ensure expertise in education and contribute to the direct implementation of activities of the STEAM and environmental awareness components of the project, by ensuring adequate and up-to-date teaching methods and sound methodology, alignment with the educational policies of the Ministry of Education / Directorate of Jerusalem and synergies with the partner organization for inclusive education (Terre des Hommes – Italy).

Dans le cadre du programme que l’APEFE mène en Palestine (accessibilité en santé et éducation à destination des personnes handicapées), nous lançons une mise en concurrence simplifiée pour les besoins d'une expertise dans le domaine de l'évaluation et le suivi du handicap des élèves pendant leur scolarité.


Objectifs :

Les objectifs principaux sont de :

-  Examiner et développer des outils d’évaluation pour l’éducation spécialisée dans les centres communautaires de formation professionnelle afin de réaliser l’évaluation et le suivi des élèves ;

- Élaborer un manuel d’évaluation

-  Former des formateurs sur les thématiques développées ci-dessus.

  

Durée de la mission:

Le contrat sera conclu pour une période de neuf mois à compter de la date de signature du contrat. Le contrat commencera le 1er novembre 2018.

La mission nécessite plusieurs déplacements en Palestine (voir TDR). Par conséquent, une bonne connaissance de l'anglais est primordiale.

Description

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

After 50 years of occupation in Palestine characterized with a systematic denial of Palestinian Human Rights, a continuous conflict and several outbreaks of violence, around 2.3 million Palestinians are in need of humanitarian assistance mainly in Gaza strip, in the area C of the West-Bank (WB) and in the East Jerusalem.
Since the 30th March of 2018 the so called March of Return in the Gaza Strip has been followed my massive influx of injuries, up to 6000 overwhelming the already stretched services in the health facilities with high impact injuries with potential fatal consequences and the risk of medium and long term complications such as disabilities.

MdM strategy in Palestine focus on 3 topics Mental Health & Psychosocial Support (MHPSS), Sexual & Reproductive Health (SRH) and Emergency Preparedness (EPP).

In EPP: MdM intervention in Gaza consist in strengthening the local capacities (community level, and Ministry of Health structures, PHC and Hospital level ) to respond to medical emergencies. This intervention is done in Gaza Strip.
Since the 30th March of 2018 the response has been extended with a post- operation and injured related care in in our areas of intervention in the Gaza strip.

In MHPSS: MdM intervention in Gaza focus on the integration of Mental Health in the MOH Hospital Level Emergency departments and in the support to MH activities in the community level through local partners.

In SRH MdM intervention in Gaza is currently under a deep assessment process of local partners for the integration of SGBV services.
TASKS AND RESPONSIBILITIES:

Under the responsability of the medical emergency manager, you will supervise 2 nurses. You will plan, organize and evaluate the activities related to the action area (post-operation and wounded care) and the follow up of the related teams with the final objective of guaranteeing the quality and continuation of care and the development of future action plans.

You will provide nursing care, treatments and follow up of patients with the objective of assuring the quality of care.

You will assure the quality of nursing care inside the health facilities, in particular for the correct use of international protocols, procedures and norms.

More precisely, you will be in charge of :

- The program activities

Implement the post operation care inside medical facilities involving all the relevant stakeholders.

Responsible of visiting regularly the health facilities in the area of intervention, supervising the activities of the nurse staff, and checking their adherence to international care models

Represent MDM-F to field partners, under supervision of the Medical Emergency Manager

Participate on data collection on needed essential drugs & disposables inside the health structures in cooperation with medical teams and under the supervision of medical activity manager.

Responsible of scheduling the training sessions and follows up under supervision of the medical emergency manager

Is responsible for technical meetings and technical operations with partners regarding the training, under supervision of the medical manager

Support in the collection and filing of health and medical data from external sources (MoH, other NGOs, and WHO etc.) in coordination with the MedCo.

Ensure the production of summaries and analysis of the data as required under the supervision of medical emergency manager

-The HR and team management

In charge of the daily management and supervision of the project team

Ensure the technical supervision of all medical staff working under his/her responsibility

-The financial management:

Participate in analyzing the emergency project budget consumptions.

-The logistic management

Provide the project activities weekly plan and movements to the logistics department.

-The representation:

Participate in technical fora and meetings by delegation of the field coordinator.

International Technical Advisor In School Construction – Palestinian Territory

 

Ref.: PZA/12/032-2B

 

Location: Ramallah residing in Jerusalem

Duration of the contract: 24 months

Probable starting date: June 2016

Monthly salary package: between 5.852,91 euro and 8.427,54 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

 

Project:

 

The Government of the Kingdom of Belgium has been involved in the sector of school construction in the Palestinian territory since 2003, with three consecutive phases (total of 22 million Euros); the third phase being currently finalized.

The new intervention (Phase IV) started two years ago, with a total budget of 16.5 million EUR and an implementation duration of five years. This phase is focusing on the quality of the construction and the experimentation of innovative techniques, especially regarding passive buildings in order to build on the results of the previous project phases, as well as specific geographic coverage. In addition to the construction of new schools, phase IV includes the rehabilitation and remodelling of existing schools, especially in East Jerusalem. The project will contribute to improving the design of schools through the incorporation of environmental, cost effectiveness and users’ comfort concepts.

The project covers also capacity development of the Ministry of Education and Higher Education (MOEHE). The activities initiated during previous phases will be further developed for the benefit of the different Directorates General of MOEHE, which have been involved in the project activities, as well as the beneficiaries (mainly schools and communities of the schools which were built under the previous phases). Training, seminars and study tours related to a variety of topics are organised and conducted under the project. Support is also given to further elaborate the site selection software and the adoption of appropriate behaviours and activities towards the enhancement of operation, maintenance as well as environment protection.

 

Function:

 

The International Technical Advisor (ITA) in School Construction will be the co-director of the project together with the DGB director of design & supervision. In consultation with the MOEHE, the expert will work on a full-time basis and co-manage the Project Management Team (PMT) in order to implement all project activities.

He will be fully responsible for the management of the activities under the BTC direct management mode, as to the rehabilitation of schools in East Jerusalem.

The ITA supports the PMT in Project implementation. More specifically, s/he has to assist the PMT to ensure the coherence and unity of the Project. S/he will work and collaborate closely with the PMT and the International and local consultants and will assume significant coordination responsibilities.

The three main areas of responsibility in this role are the following:

Management Responsibilities:

Project Planning, Implementation and Monitoring

  • Provide support to the PMT in management of the project;
  • Prepare in collaboration with the PMT the Project progress reports;
  • Maintain close relationships with MOEHE and other relevant PA agencies, Ministries, BTC, the Belgian Consulate and the donors' community;
  • Assist in identification of key stakeholders for the project;
  • Supervise the contracting of international and local technical consultancy in close collaboration with the PMT;
  • Coordinate with the project director the preparation of project work plans in cooperation with the PMT;
  • Organizing, coordinating and supervising the implementation of project activities in accordance with the approved project work plans;
  • Supervise the contracting of capacity building consultants and training providers in close collaboration with the PMT;
  • Assist the PMT to act as the secretariat of the PSC (Project Steering Committee);
  • Technical guidance on project methodology and strategy;
  • Coordination and networking with other national and international partners.

 

Finance and Procurement Management

  • Assume the financial management of the Belgian contribution to the project;
  • Assist the PMT to prepare regular financial reports for the Belgian contribution;
  • Assist the PMT to assure timely replenishment of the project account;
  • Co-sign to authorize project expenditures from the project account;
  • Coordinate and facilitate the financial audit for the Belgian contribution;
  • Supervise the preparation and tendering of contracts for procurement of works, goods and services;
  • Supervise financial management, accounting and timely compilation of quarterly progress reports and budgeted work plans for the following period for consideration by the PSC;
  • Contribution to compilation of the project final report at the end of the project.

 

Reporting:

The ITA shall assist the project director and the PMT in the preparation of periodic progress reports and financial reports. In particular s/he shall assist the PM in preparing:

  • Consolidated and coordinated quarterly and annual progress reports including recommendations;
  • Project Steering Committee reports;
  • Financial reports in accordance with the requirements of BTC and the MOEHE;
  • A Final report summarizing the results of the Project including lessons learnt, conclusions and recommendations on how the achievements of the Project can be sustained;
  • Any other reports as requested by the MOEHE, PSC or BTC.

 

Technical Responsibilities:

Follow-up of specific school construction projects

  • In relation to the eco-sustainable schools in Hebron (Wadi Al Mughair and Bakri) : follow up the monitoring program : collect data; organize the data analysis through different national and international research institutions; organize a scientific platform (workshop) to discuss the results and make recommendations; publish and disseminate results;
  • In relation to the Photovoltaic Solar energy project (MOEHE):  monitor the results and organize a forum (workshop) to analyze and discuss the results; publish and disseminate results;
  • In relation to child friendly design: follow up and propose improvements to school design standards; organize a workshop to discuss and make recommendations for improved design standards;
  • In relation to the Users’ Satisfaction Survey (organized under Study Fund): follow up implementation, organize forum to discuss the results and make recommendations; publish and disseminate the results;
  • In relation to East Jerusalem education: follow-up and guide the process, evaluate the rehabilitations, organize workshop to discuss evolution and improvements; disseminate results;
  • Set up (under Study Fund) research on the efficient use of building materials and techniques in Palestine starting from the school construction experience;
  • Provide technical support for infrastructure components in other Belgian supported projects: Regeneration, Joint Finance Agreement (budget support for the Ministry of Education), ECIB (Capacity Building with ministry of labor and education).

 

Profile:

 

  • Degree in civil architectural engineering;
  • At least 5 years’ experience in cooperation projects and project management in a complex institutional context;
  • Experience in school buildings and capacity building activities;
  • Experience in procurement management;
  • Proven knowledge in eco-sustainable projects using passive heating/cooling techniques and renewable energy production;
  • Fluent in English;
  • Mature, good communicator and team-player;
  • Able to work under stressful conditions and not objecting to overtime and field missions;
  • Knowledge of the Arabic context, and more specifically of the Palestinian context will be an asset

Function:
The Education Expert will monitor the education sector, follow the Joint Financing
Arrangement (JFA) operations and provide technical expertise on education issues to the
Belgian Cooperation, the Development Partners and the Palestinian Authority, in particular the

The Education Expert will work at the BTC representation in Jerusalem under the

Tasks:
Support to the Belgian Development Cooperation
· Provide technical / policy advice to the Consulate-General with regards to the Belgian
position on policy issues related to the education sector;
· Report to the Consulate-General and the Budget Support Working Group with
regards to programme implementation and policy dialogue, as provided for in the
Vademecum for Budget Support, in close collaboration with the PFM expert;
· Report about the opportunity of disbursement of the different Belgian instalments. The
Education Expert will systematically check together with the PFM expert whether
the conditions for disbursement as defined in the Specific Agreement are met.
Both experts will then jointly formulate a clear advice to the Consulate-General in
this respect;
· Support capitalisation in order to feed into current and future Belgian interventions in
education through documenting the implementation process and exchanging
experience; exchange expertise and programme results with other Belgian actors
involved in the education sector and / or in budget support modalities;
· Relate and coordinate with the running Belgian bilateral education projects to
formulate advice based on the lessons learned within the projects, to ensure a
common position in policy dialogue, to monitor progress of the EDSP and of the
Belgian education portfolio.
Support to the education SWAP coordination and policy dialogue
· Actively support donor coordination towards an active partnership approach to
program follow-up and policy dialogue with the Palestinian authorities;
· Ensure good relations and continuous dialogue with the main stakeholders in
education, and in particular:
- The Palestinian Authority: mainly the Ministry of Education and Higher
Education, the Ministry of Planning, the Ministry of Finance, the Ministry of
Labour
- The Joint Financing Partners (JFPs) of the JFA
- The Development Partners, in particular with those participating in the
Education Sector Working Group (ESWG) and the Technical Thematic
Groups
· Ensure common understanding and contribute to common positions with the JFPs of
the JFA.
· Ensure follow-up and analysis of EDSP and JFA implementation and reporting;
· Actively participate in the technical workgroups responsible for the program follow-up
in which the expert can provide positive contributions;
· Actively participate in the meetings of the Education Sector Working Group (ESWG),
the Core Group, the JFP and JFA meetings and other relevant policy dialogue
fora in education. This includes participation in high-level fora of the policy
dialogue related to the education sector (like EU ROF dialogue) – upon request of
the Consulate-General.
· Support the Consulate-General in their function of co-lead of the ESWG;
· Participate in the organization of Annual Sector Reviews and joint field visit.
Support to the JFA program, and the overall functioning of the Palestinian education system
· Upon request of the partners, play a facilitating role with regards to inter and intraministerial
coordination for the overall Education Sector dialogue;
· Monitor identified risk factors, and constructively collaborate with the partner
authorities and JFPs within the program dialogue and implementation of
programs to mitigate risks, in particular:
- Pay attention that JFA and EDSP program implementation shifts towards
quality improvement and the expansion of TVET in Palestine;
- Facilitate the improvement of the Monitoring and Evaluation system in
education;
- Contribute to institutional capacity development at both central and
decentralized levels.
- Ensure exchange and coordination with the management team of the
MOEHE
· Facilitate the resolution of bottlenecks, where needed;
· Support coherence and linkage of the JFA with the other Belgian ongoing education
projects and other relevant programs and projects;
· Where possible, take initiative for research and empirical studies in the education
sector.
