Context

The Palestine mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. HI implements a mix of humanitarian and development projects in the Gaza Strip and the West Bank.

Funding levels have been rising gradually since early 2023 and several key grants are already secured for 2024 and 2025 with a total budget between 3 and 4 M EUR; for 2024. The total number of staff is between 35 and 45.

HI activities in Palestine are covering inclusive education, physical rehabilitation, early childhood development, emergency preparedness, economic recovery, disability mainstreaming/inclusion in humanitarian action, advocacy. Our team works every day in a relatively tense and unstable security situation in West Bank, Gaza and East Jerusalem, with some restrictions on movements and humanitarian access.

Despite the unstable security situation in some areas of the country (episodes of violence), living conditions in Jerusalem are excellent, with all modern comforts and a quality of services similar to European countries.

Job Description

Reporting to the Palestine Country Manager, the Deputy Country Manager contributes to the implementation of the mandate and 10-year strategy of Humanity & Inclusion in Palestine. S/he supports optimal quality and the impact of the projects implemented in the country by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, s/he shares responsibility for the sound management and effective functioning of the global organisation through paradigm changes. The deputy country manager manages a team of project managers in his/her country.

In this framework, as Deputy Country Manager, your main duties are :

1/ Management, strategy and direction

– You replace AMs and the Country Manager during their absence or ensure gap filling

– You contribute to the development of the operational strategy of the program, as well as its implementation and annual monitoring in the country.

– Serving as Role Model and coach for your team, you contribute to organizational transformation. You communicate the organization’s strategy, encourage innovation, and facilitate inter-departmental collaboration. You also play a crucial role in organizing operational management, ensuring performance, and fostering staff development while upholding the organization’s code of conduct and policies.

2/ Standards and expertise

– You ensure implementation and compliance with hi global frameworks, institutional policies and standards.

3/ Operational implementation

– You ensure good management and supervision of projects under your responsibility.

– Take into account both potential opportunities and risks, contribute to the monitoring and analysis carried out by the line manager and propose mitigation measures when relevant.

– Develop the external influence of HI (forums, operational and strategic alliances, etc.) and the external representation of the organization (events, media) in the country.

– Support the Program Director in monitoring security in the country and ensure adequate resources according to the context

Mission 4: Emergency Preparedness and Response

– You lead emergency preparedness actions in your department and, in case of emergency, reorganize your team’s priorities according to humanitarian priority, in order to ensure a rapid and efficient response by HI.

YOUR PROFILE:

  • You hold a Bachelor in social science or similar field, plus master degree preferably in Humanitarian Law or Human Rights or Disability studies.

JOB CONTEXT:

HI’s Mashiq Regional Programme coordinates missions in 5 different countries (Egypt, Jordan, Lebanon, Iraq and Palestine). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2023 of 17M Euros with 300 staff + 120 volunteers.

There are 4 main sectors of intervention: health, education, BaNEREI (basic needs, economic recovery and economic inclusion), armed violence reduction. Most of the projects are implemented through local partners and local service providers. Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention. HI is engaging with humanitarian actors and coordination mechanisms in all 5 countries at different levels (sectors clusters and working groups, organization level, field operations) as technical partner providing capacity building on disability inclusion and as advocate, along the 4 must do action of the IASC guideline on inclusive humanitarian action.

 

HI Mashiq is looking for IHA Specialist for 12 months renewable.

 

YOUR MISSION:

Under the line management of the Regional Technical Head of Program (RTHoP), the field coordination of the Country Manager Palestine, and the functional management of the Global IHA Specialist, the IHA Field Technical Specialist contributes to the implementation of the HI mandate and the operational strategy of HI Mashiq program in the field of disability Inclusive Humanitarian Action, while respecting the HI Disability Gender Age policy, and with a focus on Palestine mission (at least 75% of her/his time).

She/he will lead the strategy and implementation of the provision of inclusion technical assistance along the 4 must do actions of the IASC Guideline on Inclusion of Persons with Disabilities in Humanitarian Action to humanitarian coordination mechanisms and actors, including humanitarian clusters’ coordinators and members, consortium partners and stakeholders (ex. organizations of persons with disabilities).

 

She/he will also advise on disability inclusion to components/activities directly implemented by HI in its projects’ and further build the capacity of HI on Inclusive Humanitarian Actions. His/her expertise on disability and IHA will also be mobilized by the RTHoP to provide strategic and/or operational ad-hoc support to the other countries in Mashiq.

 

A new major war is starting between Hamas and Israel in/around Gaza. It will likely be one of the most violent ones, leading to thousands of deaths, of injuries, and tens / hundreds of thousands of IDPs and homeless Palestinian people in Gaza. The needs in terms of shelter, water, health, and eventually of food and non-food items will be very high. We have agreed since early 2022 with OCHA and the Protection Cluster on the deployment of an IHA Specialist in support to the humanitarian coordination system in Palestine, and particularly the Protection Cluster. In the current new and unpredictable crisis, we expect a lot of old and new IHA needs to emerge. There will be plenty of access and inclusion barriers in shelters, distributions, and other assistance programs. OCHA will likely work soon on a revision of the HRP and/or an emergency appeal / top-up request.

 

Among the main objectives of the position in Palestine, there are:

1.            Active engagement in coordination mechanisms

  • Provide IHA support to ensure participation in key coordination meetings, situation analysis/info extraction from key humanitarian updates and reports, and drafting of key IHA messages / guidance notes.
  • Participate in sectorial coordination and cluster meetings (Protection, Health, Wash etc.) and others (as required) to promote disability mainstreaming and HI technical assistance among humanitarian actors
  • Establish a Technical Working Group on Protection mainstream and Disability Inclusion co-led by the Protection Cluster and HI, with membership of a diversity of clusters and organizations with various technical backgrounds.
  • Support to HNO and HRP responsible bodies to adapt their tracking tools and skills to better identify and integrate inclusive actions for persons with disabilities.
  • Support the cluster(s) to monitor protection mainstreaming and inclusion of persons with disabilities in assessments as well as assistance and service provision upon requests.
  • Provide other humanitarian actors with existing sectorial guidelines on disability inclusion and support revision of partners’ guidelines, Standard Operating Procedures, service delivery pathways and toolkits, MEAL procedures and toolkits to mainstream disability inclusion in their actions.
  • Promote HI work in inclusive humanitarian action in general platforms, such as donor meetings, working groups, NGOs platforms, etc.

 

2.            Identification of joint programming opportunities with other humanitarian actors and OPDs

  • Contribute to establish partnerships technical support or joint programming with organizations interested in enhancing inclusion in their actions.
  • Generate a data-driven evidence base regarding the unique situation of people with disabilities in coordination with other humanitarian actors.
  • Advocate for the inclusion of persons with disabilities in Humanitarian Leadership and in relevant coordination fora and processes.
  • Realize capacity building of local organizations of persons with disabilities to support their participation in humanitarian efforts.

In MHPSS, MdM intervention in the Palestine is focused on provision of MHPSS emergency response activities following critical incidents related to occupation, local partners capacity building and MHPSS integration at Ministry of Health (MOH) and Primary Health Care Centers (PHCCs). 


TASKS AND RESPONSIBILITIES:

Under the supervision of the medical coordinator, you have the responsibility to design, plan, adapt and monitor mental health and psychosocial support (MHPSS) activities, while ensuring their overall quality and relevance. You also supervise and mentor MHPSS teams. 

 

Your main responsibilities are the following:

Implementation and monitoring

  • Provide the teams with technical support in designing, planning, implementing and monitoring the MHPSS activities
  • Design, develop and review training manuals as well as training and supervision tools in collaboration with the medical coordinator
  • Track the performance indicators, signal difficulties and delays, propose adjustments when needed
  • Ensure the availability of the verification sources, data collection and reporting systems, develop and implement evaluation and reporting systems, supervise and monitor data collection processes, analyse medical data and implement corrective measures when needed
  • Facilitate the integration of the different components of the programme
  • Review internal reports from the programme teams and contribute to monthly reports in collaboration with the medical coordinator
  • Contribute to the writing of proposals and reports for donors
  • Participate in grant opening meetings, programme review meetings as well as closure and assessment meetings
  • Participate in health-MHPSS needs assessments, including the writing of the needs assessment reports, participate in the development of the subsequent operational strategy

Technical supervision and support

  • Keep abreast of the relevant international and national guidelines on MHPSS and ensure they are understood and complied with by the teams
  • Ensure the overall management of the MHPSS staff (job descriptions, recruitments, supervision and technical guidance, identification of training needs, mentorship and capacity building, performance appraisals...)

Logistical and administrative support

  • Contribute to the analysis of bids made by suppliers for purchases for MHPSS programme when requested
  • Participate in the financial forecast for MHPSS activities when requested

Representation

  • Represent MdM and ensure good relations are maintained with stakeholders, including local and national authorities as well as other NGOs
  • Attend coordination meetings on relevant MHPSS matters or any external meetings when requested

Reporting

  • Participate in identifying MHPSS-related needs
  • Collaborate with the program grant officer, for the preparation of project proposals and donor report writing based on pre-identified MHPSS needs
  • Participate in the strategy development of the mission and ensure the MHPSS strategy implementation

PROFILE OF THE CANDIDATE

  • Required: Bachelor’s degree or higher in Logistics, Business, Engineering or another related field. Master in Logistics, Humanitarian Studies or similar an asset.

REMUNERATION PACKAGE

We offer immediate Incorporation into a multicultural, professional and innovative organization with the possibility of participating in projects with high social impact.

  • Contract Length: 12 months under Spanish labor contract with possibility of extension.
  • Base: Jerusalem office with regular trips to Hebron and Gaza
  • A compensation package estimated between €53,323 and €61,676 gross/year. (pro-rata calculation applies for limited contracts).
  • Compensation Package * consisting of:
  • Salary: from 38,323€ gross to 46,676€ / year divided in 12 payments.

Logistics Coordinator

GENERAL OBJECTIVES

  • Ensure coordination between Logistics and the other departments in the Mission, to provide an adequate level of support to Action Against Hunger operations in oPt.
  • Manage the Logistics department, monitoring its performance in all the processes related to Logistics to ensure they are in line with the Mission´s Logistics Strategy.
  • Draft the Mission´s Logistics Strategy and collaborate with the other members of the Coordination team in creating the Mission´s Strategy.

KEY ACTIVITIES

Objective 1: Coordinate logistics at national level (65%)

Tasks:

Internal coordination of the logistics team in the Mission

  • Ensure the standardization of Action Against Hunger´s logistics procedures, KitLog) and compliance with donors’ regulations and tools.

    Drafting / Revision of Proposals and Reports to donors

    • Ensure proposals are in line with the Mission´s Logistics Strategy, and take into account logistics costs, needs, and the logistics context in the intended implementation areas, prepare and implement Project Procurement Plans
    • Prepare and/or supervise the reports accuracy to donors on all logistics aspects defined by their policy (including stock, equipment, fleet, and procurement).

    Support to and supervision of the supply chain:

    • Implementation and monitoring of Action Against Hunger´s Supply Chain Management Tools.
    • Ensure efficient transport of supplies within the Mission.
    • Implementation of the anti-fraud policy and its tools within the logistics department.

    Budgeting, reporting, analysis and information management

    • Prepare and follow up the logistics part of the Mission´s annual budget.
    • Control and analyse the Mission´s Logistics indicators, data and costs.
    • Ensure the implementation of Action Against Hunger´s Archiving Policy for Logistics Documents.
    • Participate and timely contribute to Audit and Compliance requests.
    • Ensure that all base logistics have knowledge and capacity to respond to the Audit requirements in coordination with Finance department Ensure the Monthly Reporting requirements to Headquarters are met by the Mission.

    IT & Communication Management:

    • Implement adequate, cost efficient and relevant IT & Communication systems.
    • Update and follow-up on Action Against Hunger´s IT policy implementation in the Mission.
    • Act as Mission IT Focal point between HQ IT Department/support and Bases IT Focal Point staff.
    • Advice and support the different Department on data management, security data requirements and data repositories standards.

    Equipment Management:

    • Ensure that mission equipment managed according to Action Against Hunger and donors’ guidelines.

    Fleet Management

      Supervise efficient fleet planning and its management.

    Objective 2: Contribute to the definition of mission strategy (5%)

    Tasks:

    • Contribute to the definition of the logistics component of the Mission´s strategy with information, hard data, and clear planning.
    • Develop, update, and disseminate the Mission´s Logistics Strategy.
    • Develop and implement Environmental Reduction Impact Action Plan.

    Objective 3: Promote and ensure collaboration and coordination in logistics with external stakeholders and implementing partners (5%)

    Tasks:

    • Contribute to the process of selection of implementing partners, and validate any analysis submitted by the bases on their logistics capacity and ensure implementation of planned actions.
    • Represent Action Against Hunger on any external coordination bodies and develop a network for the exchange of information and good practices on logistics.

    Objective 4: Line-management of the logistics team in Jerusalem, and technical management of and support to Base Logisticians in the Bases (15%)

    Tasks:

    • Define the country’s logistics team configuration in collaboration with the Management Team, ensuring the correct allocation of human resources within the Mission.
    • Develop and monitor individual action plans for every member of the department.
    • Contribute to the Mission Training Plan and monitor its implementation within the logistics department.
    • Provide technical support, guidance, or training to any team member, as needed.
    • Evaluate the performance of every team member and contribute to the development their relevant skills.

    Objective 5: Operational support to the Mission´s security management (10%)

    Tasks:

    • Advise the Country Director on matters related to security management and context development.
    • Deputise as security manager in the absence of the Country Director.
    • Contribute to the design and update of the operational component of the Mission´s Safety Plan package.
    • Ensure the compliance of all staff with the Mission´s safety regulations.
    • Contribute to the follow up on the physical status and availability of contingency measures and equipment (e.g., hibernation boxes, back-up vehicles).

Head of Base

GENERAL OBJECTIVES:

  • Represent AAH in Gaza at the inter-agency level and oversee all AAH activities, staff, and assets.
  • Support the Logistician/Security Officer, oversee security at the base level, leading the “context/risk analysis” and the adoption of all necessary measures to protect the staff and the organisation.
  • Build on the current expansion of AAH’s donor base and FSL/WASH programme portfolio, implementing AAH’s new country strategy.
  • Assure compliance with all AAH administrative procedures, with the support of the Country Director (CD) and Jerusalem office.
  • Supervise the base-level work and continuing capacity upgrade of all Gaza senior staff through ongoing training and support.
  • Support the Administrator through the supervision of work and the provision of such support as it is required.

KEY ACTIVITIES

Objective 1: Programme Management

Tasks:

  • Ensure the effective implementation of programmes through careful oversight of and adherence to logistics, communications, transport, human resources, and finance policies and procedures. Oversight on the implementation and monitoring of programmes to ensure their timely and effective implementation and financial management.
  • Agreement on goals and objectives with key staff and monthly assessment of progress against outputs.
  • Collaborate with the technical coordinators in the appropriate identification and effective implementation of projects.
  • Contribute to programme development through participation in and facilitation of assessments, visits, and evaluations.
  • Ensure that a high standard is maintained in all proposals, reports, and other material to be submitted to donors.
  • Ensure that programmes are implemented in accordance with AAH-Spain policies and strategies.
  • Ensure the maintenance of accurate project documentation summarised in weekly minutes and in reports for submission to donors.

Objective 2: Human Resources Management & Capacity Building

Tasks:

  • Application and respect of AAH procedures, internal regulations, deontology, and principles for both the Head of Base and staff members.
  • Update and review of the base structure according to programme needs, with input from the Technical Coordinators, Jerusalem Admin, and the Country Director.
  • Participation with the HR Officer in the recruitment of new national staff as needed.
  • Line management of Deputy HoB HR Officer, Finance Manager, Liaison Officer and Base Logistician and their regular evaluation according to AAH procedures.

Capacity Building

  • Assume responsibility for capacity building of Gaza staffs.
  • Identify needs and organize appropriate training through the Mission Training Plan tool.
  • Initiate and implement internal training where required.

Objective 3: Ensure effective intra-base coordination in Gaza

Tasks:

  • Monitoring of financial and administrative management of the base including the preparation of budgets, financial requests, accountancy, payments, tenders, procedures, and movements.
  • Coordination of all staff activities through weekly base meetings and activity planning sessions.
  • Support in the identification and implementation of programme strategy.
  • Ensuring that programmes are designed and implemented in consultation with local authorities, partners, and all other stakeholders.
  • Supporting the CD in the development of strategic partnerships and the assessment of existing partner capacity.
  • Collaborating in the development of concept notes and proposals in the FSL and WASH teams, technical staff such as the base administrator and logistician and submitting these into the validation chain.
  • Assessing the relevance and feasibility of other interventions in the area in accordance with mission strategy in discussion with relevant external actors.
  • Assisting external evaluators in the assessment of AAH programmes.

Objective 4: Logistics and Administration

Tasks:

  • Monitoring the financial, administrative, and logistical management of the base (including the preparation and of budgets, accountancy, payments, tenders, fulfilment of procedures, movements etc.).
  • Following up on the implementation of logistics procedures, policies and practices as defined in the Logistics Kit.
  • Supervising, supporting, and following up on the compilation and timely submission of monthly logistics and administrative reports and accountancy to the Jerusalem office.
  • Authorization of expenses for the base in compliance with monthly treasury forecasts.
  • Participation in the financial management of the base in collaboration with the base administrator: this includes budget drafts and updates, budget follow ups and projections,
  • Follow up on co-funding and partner contributions according to mission tools.
  • Regular communication with the Administration Coordinator on all important issues regarding finance and administrative matters.

 

Objective 5: Ensure proper management of the AAH security procedures and tools in coordination with the Country Director

Tasks:

  • Continuous monitoring of the local situation through the collection and analysis of security information.
  • Identification of security threats and measures to mitigate risk.
  • Follow up on the implementation of security measures.
  • Contribute to updating the security plan as required.
  • Comply with AAH’s security procedures.
  • Follow up and analysis of security incidents.
  • Ensuring that staff members are aware of AAH’s security management system including AAH’s Security Guidelines and monitoring their compliance.
  • Oversight on the preparation and submission of security reports to Logistics Coordinator as required.
  • Management of the Gaza ERU.

Objective 6: Additional responsibilities

Tasks:

  • Represent AAH at the inter-agency level.
  • Maintain high team spirit and motivation within the AAH Gaza team

Finance and Administrative Coordinator

GENERAL OBJECTIVES

  • To assure the financial transparency and optimized management of the financial resources of the mission, complying with AAH internal procedures at all times.
  • To control and mitigate the financial risks of the organization.

KEY ACTIVITIES                                                                                                                                   

Objective 1: Mission Financial Management

  • Assure the financial balance of the mission according to its yearly financial objectives.
  • Follow up on the financial planning of the mission through the financial management tool (eFMT), ensure timely and accurate update of the tool by the bases.
  • Carry an exhaustive control of the coverage plan (CCP: Cost Coverage Plan) and monitor the cost structure of the mission.
  • Assure the monthly delivery of updates of monthly Budget Follow Ups (BFU) to the coordination team, Heads of Base and administrative teams. Ensure the full involvement of all departments.
  • Elaborate and validate financial reports within contractual deadlines.

Objective 2: Mission Treasury and Accountancy Supervision

  • Assure the monthly closing of the accountancy, following the controls defined and according to the established deadlines.
  • Assure the respect of the administrative and financial procedures established by AAH and its donors.
  • Define the treasury flows in the mission Cash Management Policy and supervise its correct implementation.
  • Control the treasury level to the minimum operational.
  • Assure the correct and timely delivery of the monthly treasury forecast.
  • Follow up of all payments received at mission level.
  • Manage relationship with banks.

Objective 3: Administrative management of the mission

  • Verify and control the respect of the expenditure authorization procedure.
  • Control and supervision of the respect of any rule regarding the quality and archiving of all administrative and financial documentation according to AAH and donor guidelines.
  • Represent the mission in front of the administrative representatives of other international and national organizations in-country.
  • Assure the respect of local law and any tax obligation by the mission.
  • Follow up on AAH’s national framework agreement in-country.
  • Initiate and/or develop relationships with local authorities for any financial related matter.
  • Plan and follow-up of internal and external audits in coordination with headquarters; prepare yearly financial statements for the whole mission and for Gaza base, before certification by external auditors.

Objective 4: Relationship with counterparts 

  • AAH participate in Due diligence process for the partners, define capacity development plan for partners
  • Train partners on AAH accounting and financial procedures.
  • Coordinate the supervision and integration of partners’ invoices and transactions.
  • Consolidate financial reports sent by partners.
  • Follow-up partners’ treasury requests.

Description

Contexte 

 

Enabel est en train de mettre en œuvre un nouveau portefeuille de coopération pour la Palestine. Celui-ci s’appuiera, d’une part, sur les succès de la coopération gouvernementale au cours de la dernière décennie et apportera, d’autre part, une réponse aux défis palestiniens et mondiaux à relever cette décennie. Enabel appuie les Territoires palestiniens depuis 1993, par le biais d’une coopération déléguée à l’origine et, depuis 1997, à travers une coopération gouvernementale directe, assortie d’une enveloppe de 71,6 millions d’euros. Le programme en cours a été prolongé en décembre 2020 avec un budget supplémentaire de 10 millions d’euros. À l’heure actuelle, le nouveau portefeuille est proposé pour une période de 5 ans (2022-2026) et doté d’un budget indicatif de 70 millions d’euros. 

 

Ce nouveau portefeuille, dont le slogan est « Autonomisation de la jeunesse dans une Palestine écologiquement durable », se concentrera sur deux piliers, à savoir :  

 

  • l’autonomisation des jeunes, sur la base d’un continuum entre développement des compétences, qualifications, accès à l’emploi et entrepreneuriat, et  

  • la lutte contre le changement climatique, fondée sur le soutien au développement d’une économie verte et circulaire émergente et la mise en œuvre des contributions déterminées au niveau national (CDN), dans l’optique de contribuer à une société palestinienne durable et inclusive, et de réduire les risques environnementaux ainsi que la dépendance aux ressources naturelles non renouvelables.

Description de la fonction 

 

En tant que Portfolio Manager, vous ferez directement rapport au·à la Représentant·e résident·e pour la Palestine et la Jordanie. Vous serez chargé·e de gérer le portefeuille de projets pour la Cisjordanie et la Jordanie tout en assurant la qualité, l’efficience et l’efficacité de la mise en œuvre des différents projets.  

 

Responsabilités : 

  • Vous créez les conditions optimales pour la mise en œuvre du portefeuille en Cisjordanie dans les cadres définis et conformément aux choix et décisions stratégiques du Comité de pilotage du portefeuille pays (CPSC) ; 

  • vous coordonnez les projets en Jordanie et en Cisjordanie en collaboration avec les différents Project Managers concerné·es et en étroite coordination avec le·la Portfolio Manager Gaza ; 

  • vous pilotez les interventions vers une gestion de qualité afin d’atteindre les objectifs du portefeuille ;

Description

Contexte 

 

Enabel est sur le point de lancer la mise en œuvre d’un nouveau portefeuille de coopération pour la Palestine. Celui-ci s’appuiera, d’une part, sur les succès de la coopération gouvernementale au cours de la dernière décennie et apportera, d’autre part, une réponse aux défis palestiniens et mondiaux à relever cette décennie. Enabel appuie les Territoires palestiniens depuis 1993, par le biais d’une coopération déléguée à l’origine et, depuis 1997, à travers une coopération gouvernementale directe, assortie d’une enveloppe de 71,6 millions d’euros. Ce programme a été prolongé en décembre 2020 avec un budget supplémentaire de 10 millions d’euros. À l’heure actuelle, le nouveau portefeuille est proposé pour une période de 5 ans (2022-2026) et doté d’un budget indicatif de 70 millions d’euros. 

 

Le nouveau portefeuille, dont le slogan est « Autonomisation de la jeunesse dans une Palestine écologiquement durable », se concentrera sur deux piliers, à savoir :  

  • l’autonomisation des jeunes, sur la base d’un continuum entre développement des compétences, qualifications, accès à l’emploi et entrepreneuriat, et  

  • la lutte contre le changement climatique, fondée sur le soutien au développement d’une économie verte et circulaire émergente et la mise en œuvre des contributions déterminées au niveau national (CDN), dans l’optique de contribuer à une société palestinienne durable et inclusive, et de réduire les risques environnementaux ainsi que la dépendance aux ressources naturelles non renouvelables.   

 

Les priorités thématiques spécifiques sont les suivantes :   

  • le développement et le renforcement d’un certain nombre de filières sélectionnées, et les opportunités d’entrepreneuriat socio-économique et de création d’emplois dans une économie verte émergente ; 

  • le développement de villes, de services publics et de territoires durables ; 

  • un focus sur des domaines de niche tels que : la gestion des déchets, le recyclage, les énergies renouvelables et l’efficacité énergétique. 

   

En plus du nouveau portefeuille, Enabel est aussi en train de formuler un nouveau programme à Gaza, qui a été baptisé SAWAII et qui devrait inclure un certain nombre d’activités liées à l’économie verte et circulaire. 

 

Dans ce contexte, Enabel recherche activement un·e expert·e international·e en infrastructures qui aura pour mission de se concentrer sur les constructions et les espaces publics. 

 

Description de la fonction 

 

En tant qu’expert·e international·e en infrastructures, vous ferez directement rapport à la Représentante Résidente d’Enabel pour la Palestine/Jordanie et serez chargé·e d’appuyer la mise en œuvre des divers travaux de construction prévus dans le cadre du nouveau portefeuille ainsi que dans celui d’autres programmes d’Enabel. 

 

Responsabilités :  

  • Coordonner la conception et la réalisation des divers travaux de construction prévus afin d’atteindre les objectifs des interventions et d’assurer une articulation harmonieuse entre eux. Ces constructions démontreront l’importance des investissements verts. Il s’agira principalement d’écoles, de hubs verts et circulaires (centres d’information, de recherche et de développement pour le secteur privé dans des filières spécifiques) et d’espaces publics résilients (rues piétonnes, places, parcs verts...) ;  

  • faciliter l’émergence d’un environnement favorable à la fois à l’économie verte et circulaire et aux espaces verts urbains en renforçant le dialogue et la coordination entre les niveaux national et local ;  

  • contribuer à renforcer le code, les règlements et les normes de construction verte ainsi que leur application concrète au niveau local ; renforcer la coordination des différents outils de planification territoriale afin de les rendre mieux adaptés au climat en vue de la mise en œuvre de plans stratégiques de développement spatial vert pour les zones urbaines sélectionnées (Hébron, Naplouse, Bethléem Tubas et Gaza) ; 

  • fournir des conseils sur la base de votre expertise technique afin de garantir des performances conformes aux normes et standards nationaux et internationaux ; 

  • organiser la capitalisation et la gestion des connaissances afin de contribuer à créer un climat de confiance inclusif et informé au sein du projet ; 

  • contribuer au renforcement des capacités des organisations partenaires (unités gouvernementales locales (Local Government Units), représentant·es de la société civile et du secteur privé, organes administratifs concernés…).

Description

The Junior Expert will support the two interventions of Enabel’s 2022-2026 new Portfolio for Palestine. The portfolio aims at empowering youth in an environmentally sustainable Palestine. Pillar II is mainly concerned with creating a sustainable environment, in the first place for youth aged 15-29 years old.  

The different results include:

- A conducive environment for green and circular economy and for green cities is promoted at national and local levels;

- Green and circular economy (GCE) and entrepreneurship are supported in the selected value chains based on a market system approach;

- Green cities in Palestine are promoted through resilient urban planning, green inclusive services, and green buildings, taking into account the needs of vulnerable groups (women and youth);

- Green cities and entrepreneurship for women as well as green and decent jobs for women and youth are promoted in the selected value chains.

The Junior Expert ensures that action against Climate Change and environmental concerns are mainstreamed in Pillar II interventions, processes and work environment through expertise, capacity building and monitoring.
