Profil

Education 

Advanced university degree in Political Science, International Relations, International Development Cooperation, Psychology, International Law or similar. Professional Experience

General context of the project

INTERSOS worked in Iraq from 2003 till 2010 with programs aimed at responding to urgent material safety needs and enhancing access to basic social services for vulnerable individuals and communities in Central and Southern Iraq, Baghdad and Kurdistan. Over the years, INTERSOS operations developed encompassing activities in health care, legal protection and assistance, warehousing and distribution of essential goods, mine/UXO clearance, shelter, water and sanitation, psychosocial support and education targeting internally displaced people and voluntary returnees, as well as host communities, with special focus on the most vulnerable groups (children, women, elderly and persons with special needs).

Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation, which is negatively affecting also the neighbouring countries, INTERSOS has resumed the operations in in November 2013, to contribute towards ensuring emergency relief and social protection assistance for Syrian refugees fleeing their home in search of safety. Furthermore, since the surge in violence between armed groups and government forces with fighting spreading into Central and Northern Iraq, in July 2014 INTERSOS has extended its operations in the Kurdistan Region and is currently providing services and activities aimed at assisting both Syrian refugees and Iraqi IDPs in camp and non-camp settings, with interventions mainly concentrated on Protection, Education and Health. INTERSOS is now planning to further contribute towards assisting vulnerable conflict-affected civil population in the whole of Iraq by expanding the on-going activities in terms of geographical target areas and sectors of expertise to properly respond to unmet needs and detected gaps.

General purpose of the position

The Protection Coordinator supports the design, coordination and implementation of INTERSOS’ protection programme in Iraq and will provide technical guidance and advice to protection staff ensuring high quality delivery of the different components of the programme.

Main responsibilities and tasks

Technical Programme Coordination and Support:

  • Lead the development of the country protection strategy and provide technical support and assistance to its implementation;
  • Ensure harmonization of protection activities and services across the different implementation sites in line with international norms and standards through the revision or development of internal SoPs and tools;
  • Deliver training and workshops to protection staff to build their skills on specific protection topics identified with them;
  • Create opportunities for experience sharing and learning within the protection team in order to strengthen cooperation and collaboration;
  • Ensure that case management services adhere to international protection standards and principles and that safe and ethical referrals are made in a timely manner;
  • Review internal case management platform and develop user guide for Case Workers and Managers;
  • Advise Protection Officers on complex protection cases and review minutes and agreed action points of internals case meetings;
  • Monitor implementation of structured PSS activities for different beneficiary groups (children, adolescents, women and men);
  • Strengthen protection monitoring and information management, including data collection, analysis and development of periodic trend reports;
  • Undertake regular field monitoring visits and provide support tools to monitor quality of programme implementation;
  • Support the development of complaints mechanisms for beneficiaries and make sure complaints are addressed properly;
  • Contribute to the compilation of high-quality project reports for donors;
  • Identify opportunities for new protection interventions and support in assessments and developments of new project proposals.

Supervision and Staff Management:

  • Directly supervise, coach and mentor Protection Officers in their role and conduct regular performance reviews;
  • Review work plans of Protection Officers and define priorities together with Protection Project Managers;
  • Organize quarterly protection meetings with Protection Officers and Project Managers in order to discuss challenges and priorities in the field and develop plans for the next period.

Networking and Partnerships:

  • Establish and maintain collaborative relations with relevant donors, partners, project stakeholders and other organizations;
  • Maintain productive working relationships with Protection, GBV and CP clusters and related working groups at the national level;
  • Ensure that key protection concerns are brought to relevant stakeholders to advocate for the respect of human rights and minimum protection standards;
  • Coordinate with internal Health and Education departments to maximize use of synergies and complementarities;
  • Network with Protection Coordinators from other INTERSOS missions, contributing towards a community of dialogue, sharing of best practices and resources.

General context of the project

The mission originally responded to the needs of those fleeing from Syrian conflict in and seeking refuge in the Kurdish Region of Iraq (KRI). Since November 2016, INTERSOS is on the forefront of the response to the humanitarian emergency caused by the military offensive on the city of Mosul. Throughout 2017, mobile medical assistance, protection and education teams have been operating in the areas of the country most affected by the conflict and with a high concentration of displaced persons. In 2018, the health response shifted to a static approach, providing technical support, as well as medical equipment and drugs supply to the Primary Health Community Centers (PHCC) indifferent areas of Iraq. In particular, our medical, educational and protective services have been offered both in the camps for displaced people and in urban and rural areas under government control. Women, men and children have benefited from basic medical care, educational activities and psychosocial support, as well as specific legal assistance. Among the most vulnerable groups, INTERSOS have given particular attention to women and children who are victims of violence, organizing activities aimed at safeguarding and protecting their psychophysical state.

At the same time, we have been active with protection and education activities in the Syrian refugee camps of the Erbil governorate.

General purpose of the position

The Head of Mission represents the Organization in the country of assignment and is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

Main responsibilities and tasks

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

Communication and representation

  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders
  • Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities
  • To monitor donor’s priorities and intervention strategies in the country as well as to map and approach new donors

Planning and implementation

  • Define country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new interventions
  • Assess, promote and submit new projects, following the procedures defined and promoting a spirit of participation among beneficiaries at all management stages, ensuring the transparency of the intervention
  • Supervise, monitor and evaluate the implementation of the country operations - and all related administrative, financial, human resources, logistics and security aspects - ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with INTERSOS and donors guidelines, regulations and procedures

Information and Reporting

  • Continuously assess, analyze and evaluate the impact of the country operations, also through periodic visits to the areas of intervention

Finance

  • Define the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts

Human Resources

  • Coordinate, guide and supervise the mission staff, and evaluate their performance
  • To ensure the respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS within the mission

1. General context of the project

Within the framework of the current Humanitarian response for the Mosul military operation, INTERSOS is currently implementing more than 6 projects in Ninewa and Salah al-Din Governorates, concentrating in health, protection and education interventions. In the Health sector, Intersos is focusing on the rehabilitation of Primary Health Care Centers, delivery of drugs and medical equipment.

2. General purpose of the position

The Logistics Coordinator defines and implements technical/logistics strategies and support to INTERSOS country programme, ensuring the pertinence and coherence of logistics programme, adequacy of the means provided and the compliance of INTERSOS and international standards; guarantee appropriate working conditions at mission’s level as well as the proper functioning of the IT infrastructure.

3. Main responsibilities and tasks

- Establishing, harmonizing and maintaining appropriate standardized logistics procedures and policies across the mission and according to donor requirements including procurement, fleet management and IT procedures and mechanisms.

- Seeking for guidance and validations from the Head of Mission and relevant staff at Headquarters when needed, and recommending needed changes.

- Ensuring proper implementation of logistics policies and procedures at the field level.

- Anticipating unfavourable events through analysis of data and prepare control strategies.

- Coordinating with the Admin and Finance Department to ensure that payment processes to suppliers are made on-time and without any unnecessary strain on the financial systems.

- Managing staff and systems to maximize programme efficiency and delivery.

- Coordinating recruitment, training and support of field logistics staff.

- Advising both managers and employees about policies and procedures.

- Planning and performing field audits to ensure consistency in process application and proper documentation and filing are maintained.

- Fulfilling other duties of similar level as needed.

- Monitoring overall procurement performance for the Mission.

- Ensuring effective and cost efficient procurement planning by liaising with technical staff, Heads of Base and/or Project Managers to ensure that procurement plans are detailed, in place and up to date.

- Carrying out research to ascertain the best products and suppliers in terms of best value, delivery schedules and quality.

- Developing and implementing service contract management

- Examining and re-evaluating existing service contracts and overseeing regular rent, utilities payments (i.e., electricity, water, gas, etc.), office maintenance contracts and running costs procedures. Ensuring that they are properly handled by Logistics Assistants, Administration and/or Focal Points.

- Maintaining and updating an established suppliers list per base, in coordination with logistics staff and Admin – Finance Department.

- Checking and coordinating with logistics staff that goods deliveries are done as planned and properly stored.

- Ensuring that the fleet is checked, regularly maintained and that vehicles are insured and taxes are paid.

- Following-up on proper monitoring of fuel consumption and use of vehicle log-book, maintenance log, oil log and other fleet formats and templates by field logistics staff.

- Ensuring that proper documentation of vehicles (i.e., lease, insurance, mechanical inspection, etc.) is properly handled by logistics staff.

- Supervising drivers’ conduct and training them when needed.

- Initiating regular fixed assets and inventory check on a quarterly basis.

- Recommending information technology strategies, policies, and procedures by identifying problems; evaluating trends and anticipating requirements.

- Implementing disaster recovery and back-up procedures and information security and control structures.

- Planning, organizing, controlling and evaluating IT and electronic data operations.

- Ensuring proper purchase, registration and maintenance of IT assets and office equipment (i.e., IT materials, communication materials, etc.).

- Coordinating IT support in the field offices and ensuring assets are used properly.

2. General context of the project

2. General context of the project

Intersos has been working in Iraq from 2003 until now with programs aimed at responding to urgent safety needs and enhancing access to basic social services for vulnerable individuals and communities in Southern Iraq, Baghdad and Kurdistan. Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation affecting its neighbouring countries, in November 2013 Intersos resumed the operations in Iraq aimed at ensuring emergency relief and social protection assistance for the Syrian refugees.

In 2016, Intersos started a pilot project in Kirkuk governorate involving youth centres and especially targeting out of school children with child protection to education services. The same year, Intersos enlarged its geographical areas and intervention sectors in Ninewa and Salah al-din Governorates with Health, Protection and Education in Emergencies and in the framework of the Mosul Crisis Intersos responded with Protection and Education both in the emergency camps set up in Ninewa and in urban areas.

3. General purpose of the position

Implementation of a UNICEF-funded project in Kirkuk governorate and management of Intersos Kirkuk base. The position is based in Kirkuk city, with travel across the governorate to the sites of the project activities as well as Erbil Office. The project is the continuation of a previous intervention piloted last year in partnership with a national NGO. Its overall objective is to contribute towards ensuring safety and well-being of children and youths affected by conflict and displacement through a community based approach and through working with youth-led structures.

4. Main responsibilities and tasks

The purpose of the position is to ensure the proper and effective implementation of all activities planned to achieve the intervention objectives and expected results, including all related administrative and financial aspects. The Project Manager is in charge of the management and supervision of the project activities and services, ensuring timely and quality implementation and monitoring in compliance with relevant Child Protection Standard Operating Procedures, INEE Minimum Standards, Good Practices in Education Responses, International Principles and Guidelines, INTERSOS Fundamental Charter and Code of Ethics.

Key tasks and responsibilities

  • Planning, coordinating, monitoring and evaluating the implementation of the project, including education and child protection activities for children, adolescents and youths, ensuring timely and quality delivery of the targets set as per approved project's proposal.
  • Building the capacity, coordinating and supervising the staff, providing ad hoc training sessions and continuous on-the-job coaching.

  • Planning, coordination, monitoring and evaluation of project activities

1.1. Preparing, managing and regularly updating the activities work plan and related financial and procurement plans, ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donor guidelines.

1.2. Procuring all equipment, supplies and materials, as well as works and services, required to implement the project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures.

1.3. With the support of the Technical Coordinators, elaborate and/or contextualize already available support tools to monitor and evaluate the project activities, as well as to collect feedback and complaints from beneficiaries and target populations at large.

1.4. Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the project activities, following Technical Coordinators’ advice.

1.5. Continuously assess, analyze and evaluate the impact of the project activities and inform the Programme and the sectorial coordinators - Education and Protection.

1.6. Report in a timely manner to the Head of Mission and Programme Coordinator any eventual challenges or delays faced, loss or damage occurred, fraud or misuse detected.

  1. Capacity Building

2.1. In cooperation with the Education and Protection Coordinators, assessing the training needs of the technical staff of child protection and education.

2.2. With the support of the HR department, develop and implement a capacity building plan for the project staff.

2.3. In cooperation with the technical coordinators, carry out the identification and selection of the education and child protection staff and volunteers.

2.4. Ensure that the staff and volunteers respect INTERSOS rules and regulations, and adheres to INTERSOS Fundamental Charter Values and Code of Ethics.

2.5. Continuously assess the training needs of the local counterpart, design the training programme and develop the related material for enhanced multi-sectorial response capacity and service provision according to international standards and principles.

  1. Reporting

3.1. Elaborating and monthly updating the internal monitoring and evaluation tool, the Project Appraisal Tool (PAT), for submission to the Head of Mission.

3.2. With the support of the Programme Coordinator, the Education Coordinator and the Protection Coordinator preparing the projects’ narrative reports, according to INTERSOS, donor and Ministry of Education requirements

3.3. Ensure that all data related to the project activities are disaggregated by sex and age, in order to develop profiles on the different needs and realities of women, girls, boys and men.

  1. Coordination and representation

4.1. Establish and maintain collaborative relations with relevant donor officers, local authorities, government institutions, partners, key stakeholders and other humanitarian actors.

4.2. Participate in meetings with relevant donor officers, according to the guidelines of the Head of Mission.

4.3. Facilitate field visits of donor's missions.

4.4. Proactively participate in relevant coordination meetings at field level, and provide all necessary inputs to Education, Protection and Programmes Coordinators who participate in the Governorate and National level Cluster’s meetings.

  1. Head of Base:

5.1 Oversee the logistics, procurement, administration and HR operations in Kirkuk base, aiming to improve the operations systems and processes.

5.2 Manage accountability of Admin and Operations actions in Kirkuk base.

5.3 Support the security analysis and support the HoM in updating the CPPs in the field base and in any other security-related tasks.

5.4 Enforce all security measures as planned in CPP as well as ad-hoc security measures decided by HoM

5.5 Support coordination of emergency interventions in the Iraq.

5.6 Support HoM in Donor relations and representation in Ninewa governorate.

5.7 Support the Grant Writing process.

5.8 Support the HoM on the promotion of accountability and commitment to INTERSOS charter and prevention on power of abuse.

5.9 Cooperate with the Logistic coordinator based in Erbil for any logistic and procurement-related tasks in the field base.

5.10 Cooperate with the Country Finance Officer for the supervision of the financial and administrative aspects in the field base.

3. General purpose of the position

The Medical Advisor is part of INTERSOS Medical Unit, participates in defining, planning and monitoring medical activities and programmes in both the HQ (30%) and the field (70%), in accordance with INTERSOS medical strategy.

4. Main responsibilities and tasks

In collaboration with INTERSOS Medical Unit and the Programs Department, the Medical Advisor will plan, implement and monitor health & nutrition activities in line with established work plans and INTERSOS internal protocols. The above will include:

• He/she is the focal point for medical (& medical ethical) issues of the mission/project under his/her supervision. He/she is responsible for implementing and adapting the medical policies, medical strategies, medical guidelines, medical standards and tools in INTERSOS projects;

• He/she participates in the strategic decision making platforms regarding programmes’ strategies and implementation;

• He/she is responsible for the quality of medical supplies for projects under her/his supervision. He/she supervises an efficient management of INTERSOS field pharmacy and medical equipment (including emergency stock), in conjunction with the Logistics Department, and monitors consumption, follow-up and preparation of medical orders;

• He/she conducts in depth needs assessments and exploratory missions in new areas of intervention or in areas where INTERSOS is already present in order to define health and nutrition priorities and potential new programmes;

• In line with strategies and medical priorities, he/she contributes to the design of the technical part of project proposals to be submitted to international donors and private foundations;

5.1 Oversee the logistics, procurement, administration and HR operations in Kirkuk base, aiming to improve the operations systems and processes.

5.2 Manage accountability of Admin and Operations actions in Kirkuk base.

5.3 Support the security analysis and support the HoM in updating the CPPs in the field base and in any other security-related tasks.

5.4 Enforce all security measures as planned in CPP as well as ad-hoc security measures decided by HoM

5.5 Support coordination of emergency interventions in the Iraq.

5.6 Support HoM in Donor relations and representation in Ninewa governorate.

5.7 Support the Grant Writing process.

5.8 Support the HoM on the promotion of accountability and commitment to INTERSOS charter and prevention on power of abuse.

5.9 Cooperate with the Logistic coordinator based in Erbil for any logistic and procurement-related tasks in the field base.

5.10 Cooperate with the Country Finance Officer for the supervision of the financial and administrative aspects in the field base.

5.11 Cooperate with the HR manager for the implementation of the HR procedures at field level.

5.12 Support project field staff in the filed base in the optimal and efficient organization (in terms of administration and logistics) for a smooth implementation of the projects.

Starting date: 02/07/2018
Contract duration: 5 months (renewable)
Reporting to: Head of Mission Linear working relationships with 1 Programme Coordinator and 2 technical coordinators
Supervision of: Functional supervisor of 2 or 3 PMs

2. General context of the project

INTERSOS has been present in Iraq since 2003 and currently operates across Salah Al Din (SAD), Erbil, Ninewa and Kirkuk Governorates. INTERSOS thematic sectors of intervention are Health, Protection, Education in Emergency (EiE) and Livelihoods. INTERSOS main office is in Erbil while the other 3 sub-offices are located in Tikrit (South SAD), Hamam Al Alil (South Ninewa), Mosul and Kirkuk. At the end of 2017, INTERSOS had over 500 national staff, 22 expert expat staff and over 250 volunteers working in the delivery of its humanitarian programs in Iraq across the mentioned sectors.

In Education, INTERSOS supports an EiE and CP response program in camps setting (Hasansham M2 and Salamya in Hamdanyya district - Ninewa Governorate). Other education projects or projects with education components will soon be launched in Kirkuk and Hawiga. Intersos is co-lead of Education sub national cluster in Erbil.

In Protection sector, INTERSOS is one of the main actors in the country, providing a comprehensive package of protection services in Mosul and Hamdaniyya districts (Qayyara, Nimrod and HAA sub-districts) in Ninewa Governorate, and in Tikrit and Baiji districts in SAD governorate, including in camp and out of camp locations. INTERSOS has been responding to the Mosul emergency response since 2016, in Qayyara camps where INTERSOS is currently the general protection leading partner.

In Health sector, INTERSOS provides free and integrated primary health care (PHC) services to conflict-affected population by ensuring the availability of essentials medicines and outreach health services. PHCCs rehabilitation, provision of drugs and medical supplies, technical support, emergency referral, nutritional screening and disease surveillance are included in the response.

3. General purpose of the position

Supporting and developing the Education Programme of Intersos in Iraq, ensuring good coordination with all relevant Education stakeholders.

4. Main responsibilities and tasks

The Education Coordinator will be in charge of the coordination and technical support of all education-related activities and services, ensuring timely and quality implementation and monitoring in compliance with relevant Standard Operating Procedures, INEE Minimum Standards, Good Practices in Education in Emergency Responses, International Principles and Guidelines, INTERSOS Fundamental Charter and Code of Ethics. Moreover, the Education Coordinator is in charge of the development, implementation and evaluation of the country strategy and programme in the Education Sector in cooperation with the Programme Coordinator.

Main responsibilities:

  1. Developing the education portfolio and leading the implementation of the technical aspects of the education programme, including informal, non-formal and formal education activities for children, adolescents and youths.

  2. Building the capacity, coordinating and supervising the education staffs and volunteers, as well as the local counterparts, providing ad hoc training sessions and continuous on-the-job coaching.

  3. Cooperating closely with the Program Coordinator in maintaining relations pertaining to the education programme with donors, local authorities, government institutions, partners, key stakeholders, and other relevant actors at the national, regional, governorate and field level.

  4. Ensuring INTERSOS’ representation in appropriate external programmatic forums and working groups, in particular the Education cluster.

More specifically:

Programme activities planning, coordination, monitoring and evaluation

• Provide inputs, guidance and support to ensure the quality implementation of the education projects’ activities from the technical point of view.

• In cooperation with the Project and Program Managers, elaborate and/or contextualize already available support tools to monitor and evaluate the education projects’ activities.

• Undertake field visits to the projects’ locations as needed to continuously monitor the progress and the quality implementation of the projects’ activities as well as to obtain solid findings to be shared with other stakeholders and the Education cluster.

• Continuously assess, analyze and evaluate the impact of the projects’ activities to inform and adjust the program accordingly.

• Work closely with the PMs to ensure an adequate integration of the different intervention sectors.

Programme staffs, volunteers and local counterparts capacity building

• In cooperation with the Project Managers, carry out the identification and selection of the national staff and volunteers, as required.

• Train, coordinate and supervise the national staff and volunteers, and contribute to evaluate their performance.

• Ensure that national staff and volunteers respect INTERSOS rules and regulations, and adheres to INTERSOS Fundamental Charter Values and Code of Ethics.

• Continuously assess the training needs of staff and local counterparts, design the training program and developing the related material for enhanced education response capacity and service provision according to international standards and principles.

Programme reporting

• Review and provide feedback on all technical aspects of Education projects reports to donors and internal activity reports prior to submission

Coordination and representation

• Establish and maintain collaborative relations with relevant donor officers, local authorities, government institutions, partners, key stakeholders and other humanitarian actors.

• Contribute to the maintenance of an up-to-date service mapping of the different actors operating in the area and take proactive steps to remain informed about the available services.

• Participate in meetings with relevant donor officers, in cooperation with the Program Coordinator.

• Advocate in the education sector, identifying gaps and sharing needs to different donors

• Support donors' field visits upon PMs requests

• Proactively participate in relevant coordination meetings at national, regional, governorate and field level, as required.

Programme development

• Undertaking field visits to identify education needs and gaps, taking the lead of conducting assessment and preparing final reports to inform the new programing within the mission.

• Promoting integration of activities with other INTERSOS projects in cooperation with Programme Coordinator and supporting the coordination with other actors intervening in the same area.

• Continuously assess the education needs and gaps of target populations in current and prospective areas of operations, periodically update the education situation analysis and adapt the program accordingly.

• Continuously assess the education response capacity of potential partners.

• Lead the development, implementation and evaluation of the country education strategy and program, providing technical inputs, suggestions for improvements and recommendations for future actions.

• Provide relevant analysis on trends, development of humanitarian response in education to HoM and Programme Coordinator

• Design and elaborate new education interventions in cooperation with Programme Coordinator

• Support the integration of psychosocial support activities and protection services, as well as mainstreaming of key cross-cutting issues, into the education strategy and program, promoting age, gender and diversity sensitive approaches.

• Follow up the start-up of new interventions and provide guidance to PM and technical staff in charge, as required.
