MISSION CONTEXT

 

Since the offensives of the group Islamic State (IS) in 2014, Iraq has been facing an internal armed conflict and a double humanitarian crisis, with high numbers of Iraqi internally-displaced people (IDPs) and Syrian refugees in need of humanitarian assistance. In 2015 the ongoing armed clashes have caused further waves of displacement. In January 2016, there were 3,290,000 recorded IDPs and 245,000 Syrian refugees in Iraq. 

Access to the displaced populations remains the main challenge. Most of the IDPs have settled out of the camps (both in urban and rural areas), are widely spread and move frequently among different host communities. In addition, Conventional Weapons (CWs) and Improvised Explosive Devices (IEDs) continue to impose a devastating human toll in Iraq. In contaminated areas, local populations, IDPs and returning populations are all at risk of death and injury. It is estimated that an average of 324 IED incidents occur on a monthly basis.

Kirkuk governorate is currently hosting around 380,000 IDPs; most of them have received little humanitarian assistance during 2014 and the first half of 2015, in part due to access and security concerns for humanitarian actors. Diyala governorate hosts 112,000 IDPs and 90,000 returnees and has the second highest number of war-wounded civilians in Iraq (100 / 200 wounded monthly in the last months of 2015). Humanitarian needs are also very high in Baghdad governorate, which has the highest number of IDPs (around 580,000) and war-wounded civilians (600 / 700 monthly) in Iraq. 

 

Based in Erbil province, under the direct responsibility of the Head of Mission and with the support of the Logistics Referent in HQ, you will be responsible for:

-Ensuring the respect of HI and donor Logistics guidelines (management of purchase, stock, supply, equipment, vehicle) on Iraq mission

-Coordinating the opening/closing at logistical level of HI bases in the country if required and ensuring their regular maintenance

-Supervising and providing a logistical support to the different HI bases and projects in the country

-Participating in the security management of the mission under the supervision of the HoM

-Coordinating the logistics activities across the mission by being in support and in close collaboration with the project staff and the support staff

-Managing directly the logistics national staff

-Reporting on a regular basis on all logistics activities within the mission to the head of mission

 

Salary

-Status: salaried contract (from 2200 euros gross according to experience + 457€/month of expatriate indemnity + insurances)

-Start: 1st of June (or prior if possible)

MISSION DESCRIPTION

 

Handicap International (HI) started its activities in Iraq in 1991.

HI’s strategy in Iraq for 2016 includes 3 main components:

- Long-term development projects: support to civil society, access to services, community-based rehabilitation.

- Emergency response for Internally Displaced Persons (IDPs), returnees and vulnerable host communities.

- Mine Action component: risk education, victim assistance, non-technical survey, clearance.

 

In Diyala governorate, HI is planning to implement in 2016:

 

- Support to hospitals and rehabilitation centres, through donations of equipment and consumables and/or through trainings;

- Identification of survivors, referral and transportation to supported rehabilitation centres;

- Physical rehabilitation for persons with injuries and functional limitations;

- Psychosocial support activities for IDPs and/or returnees, through a local partner;

- Humanitarian demining / clearance of contaminated areas in Jalawla town and surrounding areas;

- Risk education / risk awareness on CW and IEDs in Jalawla town and surrounding areas;

 

HI will combine direct intervention in accessible areas of northern Diyala governorate and indirect intervention through partners and donations in southern Diyala governorate. HI’s objective is to gain as much access as possible to the southern areas.

MAIN RESPONSABILITIES OF THE EXPATRIATE 
 
Under the Line management of Diyala Field Coordinator, and in close collaboration with the Mine Action Chief of Operations, the Deputy Field Coordinator, the Humanitarian Operations Coordinator, the Technical Unit Coordinator, the Rehabilitation Technical Advisor, the PSS Technical Advisor and the Risk Education Technical Advisor, the Project Manager will be in charge of: national staff and local partners involved in rehabilitation and PSS activities (8 / 10 people).
 
1/Operations:
 
-Management of the implementation of physical rehabilitation, post-operative care,  psycho-social support and risk education activities in Diyala
-Supervision and management of the HI operational team under his/her responsibility
-Coaching and training of the local HI team and the partner staff, in collaboration with the Technical Unit and the other members of the coordination team
-Monitoring of the result achievements and indicators, as per the logical framework
-Remote monitoring of donations to hospitals and rehabilitation centers in hard-to-reach areas, with possibility of one-off supervision visits when access and security are guaranteed 
-Ensuring the respect of quality and technical standards in the implementation of the activities, in collaboration with the Technical Unit
-Contribution to the definition of the strategy of intervention and the operational modalities in Diyala governorate
 
2/Representation and external coordination
 
-Coordination with the local implementing partners (PSS implementing partner, risk education implementing partner, hospitals and rehabilitation centres)
-Representation with Directorate of Health authorities in Diyala (in collaboration with the Field Coordinator)
-Participation in local coordination meetings and networking with UN agencies and NGOs (Health working group, etc.)
 
3/Support services (Logistics, administration, HR) 
 
-Monitoring of the financial and logistics aspects of the activities and the respect of HI procedures, in close collaboration with the administration and logistics departments and the Field Coordinator
-Management of the operational budget for the activities in Diyala
-Management of the recruitment and selection process for new positions in the rehabilitation team
-Preparation and follow-up of the partnership agreements with partners
 
4/Reporting
 
-Regular reporting on the activities, including a monthly SitRep and regular updates on indicators using internal templates
-Contributing to donor reports and proposals as required
-Regular verification and correction of the activity database
-Provision of a handover report at the end of the mission

The armed conflict and the humanitarian crisis in Iraq will continue throughout 2016. The most likely scenario includes the following elements: protracted conflict with periods of stalemate and localized battles for the control of key cities; new waves of displacement of new IDPs; intensification of the humanitarian needs of IDPs in protracted displacement; gradual return of part of the current IDPs. Building on the trend observed in the second half of 2015, more Iraqi IDPs will seek refuge in Turkey or in Europe.

- Erbil coordination office

- Kirkuk field office (covering Kirkuk governorate and Tuz Khurmato district)

In addition, HI is planning to start activities in Baghdad through two Iraqi NGOs in the first half of 2016. HI is currently working on the registration process with the Iraq federal government in Baghdad. HI is considering the possibility of opening a field office in Baghdad once the registration is completed.

 

During the past decade, HI has already implemented several multi-year programs on risk awareness in Iraq and is now one of the leading humanitarian mine action actors in the country.

 

MAIN TASKS OF THE EXPATRIATE

 

Under the responsibility of the Technical Unit Coordinator (TUC), and with the support of the HQ Community Safety and Security Technical Advisor, the TA will be responsible for advising the team during the setup, implementation and monitoring of the risk awareness component of the emergency intervention. The function of the TA is to provide technical advice to the mission, notably though support to the design of awareness materials, provision of training, development of tools and methodologies and quality management.

 

 

1.Undertaking relevant and appropriate actions to ensure the qualitative delivery of the risk awareness component of the emergency intervention. 

2.Regular reporting on activities as requested by TUC and HQ.

3.Contribute to the representation and the positioning of HI in the Mine Action sector amongst stakeholders such as government, civil-society, and non-governmental actors.

Position based in Erbil, with regular movements to Kirkuk and Kalar/northern Diyala, and potential one-off visits to Baghdad. 
Security conditions: moderate level of insecurity in Erbil, Kalar and northern Diyala. Intermediate level of insecurity in Kirkuk and Baghdad.

- Psychosocial support activities for conflict-affected persons;

- Direct risk education on CWs and IEDs for IDPs, returnees and vulnerable populations;

- Risk awareness on CWs and IEDs through mass medias;

- Non-Technical Survey (NTS) of areas contaminated with CWs and IEDs;

- Humanitarian demining / clearance of contaminated areas in Jalawla town and surrounding areas;

- Rapid Protection Assessments (RPAs) to provide urgent response to protection crises;

- Humanitarian surveillance and contingency planning for hard-to-reach areas;

 

HI will combine direct interventions in accessible areas and indirect intervention through partners and donations in inaccessible areas. HI’s strategic objective is to gain as much access as possible to the disputed areas of Iraq and to central Iraq.

 

MAIN RESPONSIBILITIES OF THE EXPATRIATE

 

The Humanitarian Operations Coordinator is in charge of leading HI humanitarian intervention – emergency and mine action activities – in Iraq, from strategy development to implementation, monitoring and reporting.

He/she ensures HI external profile raising through coordination and networking, building on internal capacities that he/she supports through harmonisation and enforcement of approaches and processes (both at project and support levels), capacity building and management of field teams, in collaboration with the Technical Unit.

He/she takes over the responsibilities of Head of Mission when absent.

MAIN RESPONSABILITIES OF THE EXPATRIATE The Victim Assistance Project Manager is in charge of the proper management of the comprehensive rehabilitation and inclusion project on his/her area of intervention, in partnership with local implementing partner(s). MISSION DESCRIPTION

Handicap International (HI) started its activities in Iraq in 1991.
HI’s strategy in Iraq for 2016 includes 3 main components:

  • Long-term development projects: support to civil society, access to services, community-based rehabilitation.
  • Emergency response for Internally Displaced Persons (IDPs), returnees and vulnerable host communities.
  • Mine Action component: risk education, victim assistance, non-technical survey, clearance.

In Kirkuk governorate, HI launched an emergency intervention in August 2015. HI is planning to expand its intervention during 2016, with the following activities:

  • Physical rehabilitation for persons with injuries and functional limitations;
  • Support to a local rehabilitation centre, through donations of equipment and consumables and/or through trainings;
  • Psychosocial support activities for conflict-affected persons;
  • Promotion of the inclusion of persons with disabilities in the humanitarian response;
  • Direct risk education on CWs and IEDs for IDPs, returnees and vulnerable populations;
  • Risk awareness on CWs and IEDs through mass medias;
  • Non-Technical Survey (NTS) of areas contaminated with CWs and IEDs;
  • Rapid Protection Assessments (RPAs) to provide urgent response to protection crises;
  • Humanitarian surveillance and contingency planning for hard-to-reach areas;

In addition, HI is planning to expand its activities from its Kirkuk office to Tuz Khurmato district in Salahaddin governorate, starting from April 2016.

MAIN RESPONSABILITIES OF THE EXPATRIATE

The Victim Assistance Project Manager is in charge of the proper management of the comprehensive rehabilitation and inclusion project on his/her area of intervention, in partnership with local implementing partner(s). He/she is responsible of the development of operational strategy, implementation and monitoring of activities (including support aspects) and ensures accurate internal and external reporting. He/she actively participates in raising HI profile in the area, in close collaboration with Field Coordinator.

MISSION CONTEXT

Following the offensives of the group Islamic State (IS) in 2014,  Iraq has been facing an internal armed conflict and a double humanitarian crisis, with high numbers of Iraqi internally-displaced people (IDPs) and Syrian refugees in need of humanitarian assistance. In 2015 the ongoing armed clashes have caused further waves of displacement. At the end of November 2015, there were 3,191,000 recorded IDPs and 245,000 Syrian refugees in Iraq. 

Access to the displaced populations remains the main challenge. Most of the IDPs have settled out of the camps (both in urban and rural areas), are widely spread and move frequently among different host communities. In addition, Conventional Weapons (CWs) and Improvised Explosive Devices (IEDs) continue to impose a devastating human toll in Iraq. In contaminated areas, local populations, IDPs and returning populations are all at risk of death and injury. It is estimated that an average of 324 IED incidents occur on a monthly basis.

HI will combine direct intervention in accessible areaof northern Diyala governorate and intervention through partners and donations in southern Diyala governorate. HI’s objective is to gain as much access as possible to the southern areas.

MAIN RESPONSABILITIES OF THE EXPATRIATE 

 

Based in Kalar, Khanaqin and/or Jalawla, under the line management of the Emergency Operations Coordinator, and with the support of the Head of Mission, the Technical Resources Unit, Logistics, Finance and Human Resources Department, you will be responsible for ensuring HI capacity to run and develop activities in the area, in the frame of internal and external policies and regulations.

You ensure HI external positioning at field level in the respect of HI mandate and values, of local cultural and legal rules

 

PROJECT MANAGEMENT & DEVELOPMENT

SECURITY MANAGEMENT – UNDER SUPERVISION OF THE HEAD OF MISSION 

You lead HI security policy development and management at field level.

 

LOGISTICS MANAGEMENT 

You ensure, with the support of Logistics team, that HI procedures are implemented and respected regarding base & equipment management, procurement & stock management, transport & vehicle management.

 

FINANCE MANAGEMENT 

You plan, validate and follow up the expenses and the budget of the implemented projects using the financial tools set for this purpose in coordination with the Admin Log on the base.

 

TEAM MANAGEMENT

You ensure strict application and respect of the Internal 

Regulation & HR procedures by your staff

 

REPORTING

You lead the provision of regular reporting on HI activities in your area to your line manager upon standard schedule and upon his/her solicitation.

Kirkuk governorate is currently hosting around 380,000 IDPs; most of them have received little humanitarian assistance during 2014 and the first half of 2015, in part due to access and security concerns for humanitarian actors. Diyala governorate hosts 112,000 IDPs and 90,000 returnees and has the second highest number of war-wounded civilians in Iraq (100 / 200 wounded monthly in the last months of 2015). Humanitarian needs are also very high in Baghdad governorate, which has the highest number of IDPs (around 580,000) and war-wounded civilians (600 / 700 monthly) in Iraq. 

The armed conflict and the humanitarian crisis in Iraq will continue throughout 2016. The most likely scenario includes the following elements: protracted conflict with periods of stalemate and localized battles for the control of key cities; new waves of displacement of new IDPs; intensification of the humanitarian needs of IDPs in protracted displacement; gradual return of part of the current IDPs. Building on the trend observed in the second half of 2015, more Iraqi IDPs will seek refuge in Turkey or in Europe.

MAIN RESPONSIBILITIES OF THE EXPATRIATE

 

The Humanitarian Operations Coordinator is in charge of leading HI humanitarian intervention – emergency and mine action activities – in Iraq, from strategy development to implementation, monitoring and reporting.

He/she ensures HI external profile raising through coordination and networking, building on internal capacities that he/she supports through harmonisation and enforcement of approaches and processes (both at project and support levels), capacity building and management of field teams, in collaboration with the Technical Unit.

He/she takes over the responsibilities of Head of Mission when absent.

Base: Erbil, with regular travel to Kirkuk and Diyala and exceptional visits to Baghdad.
