Profil

  • Diploma in psychiatry or clinical psychology

After almost 10 years of emergency programs in Iraq, MdM is going through a transition phase to develop long term programs.

At the end of 2022 and beginning of 2023 MdM conducted in Iraq a multi-thematic health need assessment to explore the potential public health needs in targeted locations for MdM to respond to. The assessment results demonstrate a dramatic increase in Amphetamine-Type Stimulant (ATS) use among young groups in a short period. Moreover, the assessment revealed that among every four individuals surveyed, at least one reported knowing someone engaged in crystal meth or other drug use. The lack of Mental Health and Psychosocial support (MHPSS) and services remains a challenge in Iraq.

A new strategy was hence adopted and MdM Iraq is about to launch a new program in Harm Reduction for ATS (amphetamine type stimulant) users in Baghdad.

 

Job description

With the support of the mission’s general coordinator and HQ technical links, your main responsibilities are the following:

 

Prepare and conduct a MHPSS assessment

You contribute to define the assessment’s scope and focus and lead its implementation, aiming to:

  • Increase understanding of the demographics needs of PWUD in Baghdad
  • Identify main MHPSS needs, triggers and coping mechanisms of PWUD in Baghdad
  • Map existing MHPSS services and quality, identifying service availability and gaps and main access barriers
  • Assess the possible medical psychiatric treatment that would fit the needs of ATS users (in country and internationally based on research or new practices)

 

Produce an assessment report and define a MHPSS response accordingly

  • Write a report with the main findings from the assessment and technical recommendations
  • Design a response accordingly and develop the corresponding project proposal

 

Develop and adapt the technical material

  • Define MHPSS SOPs for the defined interventions
  • Develop training material accordingly

 

Recruit and train a technical team to enable the response

  • Recruit the necessary MHPSS human resources for project implementation
  • Train the technical team, equipping them with the necessary tools and knowledge to carry out the MHPSS response
  • Create a guideline for the local Psychiatrist regarding adapted medical prescriptions and protocols

 

Support the launching of the response

  • Lead the kick-off of the MHPSS activities
  • Support the team in the implementation of the activities
  • Produce a handover report and a plan of action for the following period

HI in Iraq

HI is working in Iraq since 1991, initially implementing development projects. Since 2014, HI implemented emergency response in the Health and Protection sectors. The coordination office based in Irbil and a coordination office in Baghdad.

HI present in Salah Al-Din starting 2023, focusing on armed violence reduction and victim assistance/health sectors. HI works with the Directorate of Health and Tikrit Rehabilitation Hospital to provide capacity building and small renovation work to the hospital. Additionally, HI has extended collaborations with the Directorate of Mine Action on clearance and risk education components, with the Directorate of Education in Salah Al-Din and the Ministry of Defence representative in the governorate for the clearance component and stockpile destructions.

Within HI Iraq Rehabilitation Sectorial Strategy, the mission is planning to expand the rehabilitation activities in the country under the 2 years project funded by CDCs (May 2024-april 2026) in order to ensure integration of rehabilitation at the different level of the health system including the community rehabilitation services in order to improve access of persons with functional limitation to quality physical and functional rehabilitation based on their needs. Moreover, HI will promote the adoption of the Community Based Inclusive development (CBID) as a multisectoral strategy, people centred, community driven and human rights based. CBID Strategy will ensure persons with disabilities are respected and included in their communities on an equal basis in all areas of life to create change and ensure their full participation in their communities. This will be achieved through the contribution of the local communities including persons with disabilities and their organizations.

HI is hiring a Senior Technical Rehabilitation Officer Community-Based Inclusive Devlopment (CBID) for a 12 months contract starting in June.

General Mission

Under the supervision of the Project Manager, the Senior Technical Officer (SrTO) contributes to the implementation of HI mandate and ten-year strategy in Iraq.The SrTO guarantees and contributes to the Technical Strategy implementation at program level. He/she contributes to the implementation of projects by providing advice and delivering complex, specific and rare technical expertise and training to our teams, partners, ministries in the case of technical assistance. He/she ensures high-level standard quality and impact of the project(s) and program(s) concerned on his/her perimeter of intervention.

The SrTO performs concrete project activities and delivers direct trainings and advice, in close collaboration with the Field Specialist who is involved on his/her side in the development of their sector, proposal writing and general technical guidance

Mission 1: Providing specialized expertise in the form of policy guidance and technical support to projects, partners and/or programs in accordance with the technical frameworks and general standards of his/her sectoral or cross-cutting scope

  1. Provide appropriate technical guidance and support to project leaders, partners and/or specialists.
  2. Performs technical activities or ensures that project(s) activities are implemented in accordance with internal quality and technical standards and suggests improvements as necessary.
  3. Adapt the project's technical documentation as required, in accordance with global technical standards.
  4. Coordinate and collaborate with the project's technical partners, as delegated by the specialist or project manager.
  5. Propose research and study topics, conduct research if necessary and supervise data collection.
  6. Contribute to the writing of new proposals for new opportunities within its technical scope.
  7. Produce policy guidance for the countries to participate to the design.

Mission 2: Providing project-based technical learning with a global impact

  1. Ensure Global and Field Technical Specialists get the information they need and collaborate with technical divisions as needed.
  2. Coordinate with headquarters to ensure adequate capitalization to improve sectoral method globally and collect scientific evidence; initiate or test new innovative solutions to address the main challenges of the sector.
  3. Contribute to technical learning under the responsibility of the Specialist or Project Manager, based on best practices.
  4. Anticipate and prepare for nexus adjustments in your sector.
  5. Contribute to the terms of reference for evaluations.

Mission 3: Ensuring the internal technical training of his/her sector or on cross-cutting themes

  1. Contribute to technical recruitments, in cooperation with the Field Specialist.
  2. Carry out the necessary technical training in his/her field.
  3. Contribute to the skills upgrading plan for professionals in its sector and may be a third-party assessor.
  4. Contribute to the development of a local talent pool within his/her sector (conducts technical interviews of candidates and makes recommendations, identifies training and coaching needs).
  5. Assist in coordinating technical professional development and facilitating a community of practice, in collaboration with the technical division.

Mission 4: Contributing to ensure the external technical influence of HI on his/her perimeter, in close collaboration with the technical program team

  1. Contribute to the outreach of HI expertise: can represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.
  2. Ensure coordination and collaboration with the project's technical partners, in cooperation with the Field Specialist.
  3. Relay and contribute to advocacy messages within its scope of work.
  4. Support writing for new project content for the continuity or expansion of the project within its technical scope.

Mission 5: Emergency Preparedness and Response Responsibilities

  1. Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency,
  2. Adapts his/her work modality in order to contribute to an effective HI humanitarian response

Security / leaving conditions

Iraq is a stable country where the security context is complex, faces ongoing challenges including riots, terrorism, and political instability.

Salah Al Din province, has been a focal point of conflict due to its proximity to Baghdad and its role as a stronghold for various armed groups. Despite efforts to stabilize the region, security concerns persist, with irregular violence and attacks targeting both civilian and military targets. Travelling to Iraq goes via specific airline companies travelling to Irbil or Baghdad. In Iraq the living conditions are good, Food, water and hygien are ensured but the living conditions are stressful

YOUR MISSION:

Working directly for the Chief of Operations and general direction and line management from the Area Manager South/Country manager, the TFM supports the CoOps in the implementation of Humanity & Inclusion’s mine action operational strategy in Iraq. They draw on global and national best practices in all elements of Humanitarian Mine Action, training, external cooperation and beyond, to enhance and steer HI’s Mine Action efforts. While providing technical expertise to the program as well as the Mine Action projects, they ensure all programmatic, operational and strategical elements comply with all the relevant international/national standards and internal SOPs.

Mission 1. Support the CoOps with Technical Support to all HMA Related areas of Intervention.

    • Contributes to the drafting of new proposals for new opportunities under their technical scope.
    • Stays abreast of EO related trends in Iraq and their impact on conflict-affected populations.
    • Provides appropriate technical guidance (including tools) and support to project managers.
    • When required, contribute to the design and update of risk education (RE) training packages, RE materials and RE mass media campaigns.

Mission 2. Lead on all mentorship aspects for nationalising field positions with a specific role in developing National TFM(s)

  • Support existing National TFM(s) in developing sufficient skills and attributes specific to their role.

  • Identify training needs and skill gaps of Land Release staff.

Mission 3. Accountability for the Land Release Activities assigned by the CoOps

  • Manage the sound, safe and timely implementation of NTS, TS and land release activities.
  • Contribute to internal and external reporting for the NTS and clearance components.
  • Support the internal QAQC Technical Specialist in ensuring an effective Quality Management System is fully compliant with HI SOPs
  • Ensure sound coordination of the team, in line with HI’s Code of Conduct, rules and regulations.
  • Define and follow, with each staff under your coordination, an Individual Action Plan (IAP) and the time frame to achieve the desired objectives.
  • Ensure good communication, coordination, and information-sharing with each member of the team through participation in regular coordination meetings and individual meetings.

Mission 1. Accountability for all Land Release Activities and Project Implementation:

  • Oversee and provide functional management and support to the Armed Violence Reduction (AVR) Technical Officer and the AVR mixed EORE/NTS teams regarding all NTS activities,
  • Manage the sound, safe and timely implementation of NTS, TS and land release activities, under the technical supervision of HI’s EOD Specialists in HQ, and the functional supervision of the Country Manager,
  • Perform frequent field visits in the intervention sites for technical supervision, on-the-job training and quality assurance.

Mission 2. Responsible for all Land Release Certification/Accreditation and Development of Future NTS and Clearance Capacities:

  • Contribute to the development and update of technical training packages for NTS and clearance activities,
  • Contribute to the development and update of the technical guidelines and Standard Operating Procedures (SOPs) for non-technical survey (NTS) and clearance activities, under the technical supervision of HI’s EOD Specialists in HQ,
  • Co-lead the assessment of needs, feasibility, opportunities and risks of a potential future NTS and clearance intervention in other areas.

Mission 3. Provide Technical Support to all HMA Related areas of Intervention:

  • Contribute to the drafting of new proposals for new opportunities under their technical scope,
  • Stay abreast of EO related trends in Iraq and their impact on conflict-affected populations.

Mission 4. Lead on all EO Related Safety and Awareness for Mission Field Teams:

  • Support all mission managers with field activities, including security managers, in the distribution of effective and relevant EO related awareness and safe practices,
  • Provide direct advice to Access and Security Managers on EO related security matters and threat assessments.

Mission 5. Represent HI at MA Cluster Groups and any Other External MA Forums:

  • In close collaboration with area managers and other technical specialists, provide support and coordination with local authorities and other mine action actors,
  • Ensure close coordination with NMAA and MACs.

Mission 6. Provides Input at Coordination Level Strategy Development:

  • Contribute to the assessment of needs and gaps in the mine action sector and to the definition of HI’s mine action strategy,
  • Support Armed Violence Reduction Specialist in Land Release related strategy inputs.

Mission 7. Provides Intimate Support and Advice to the Odyssey Drone Project Implementation:

  • With direct liaison and support from the Odyssey Project Manager, ensure all drone implementation activities are safely executed and are within HI’s mandate, insurance requirements and SOPs.

HI has been present in Iraq since 1991, working to improve access to services for Persons with Disabilities (PwD) and to protect human security and safety through the provision of:

  • Rehabilitation and promotion of the rights and inclusion of PwD initiatives, including the provision of support and quality reinforcement to rehabilitation services in Erbil, Sulaymaniyah and Dohuk, Salah Al-Din, Ninewa Governorates
  • Risk reduction initiatives (focusing on mines, explosive remnants of war, and SALW) in Kirkuk, Ninewa, and Salah Al Din governorates.

Currently, HI implements several long-term projects in Ninewa and Salah Al-Din,

  • Risk awareness and Clearance operations
  • Victim assistance, including PSS, Referral, and Rehabilitation
  • Support to civil society

In Iraq, individuals with disabilities are still marginalized by social barriers, hindering their political involvement and civic participation.

The project aims to Promote Effective and Active Civic Engagement (PEACE) among persons with disabilities in Iraq and focuses on inclusive governance.

The project will be implemented in partnership with two national OPDs, IADO in Federal Iraq and SHEYAW, through the allocation of grants. HI will directly implement some activities in the Ninewa governorate. The project lasts 24 months, from September 2023 to September 2024, and covers the whole country.

 

Your missions:

Reporting to the Area Manager/Country Manager, the project manager contributes to the implementation of the mandate and the 3-year strategy of Humanity and inclusion in Iraq.

  • S/he will be responsible for Implementing their project.
  • S/he ensures optimal quality and the impact of the project implemented using a delegation system with appropriate oversight mechanisms.

With all the other HI managers, the project manager shares responsibility for the sound management and effective functioning of the global organization.

Mission 1: Management

  • Direct Management of the officers based in South and North areas and in close collaboration of the Inclusion Technical officer based in Baghdad.
  • Organise the operational management of their team, structuring the work around identified processes, steering performance, and facilitating the resolution of problems.
  • Contribute to the development of their staff, creating the conditions for their commitment, Professionalism, and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

Mission 2: Strategy and steering

  • Contribute to the development of the program’s operational strategy.
  • Contribute to program or country operational strategy (StratOp).
  • Draft new project proposals for the continuity or expansion of the project.

Mission 3: Operational implementation.

  • Ensure the implementation of the project, in line with the logical framework and allocated budget
  • Ensure that project implementation complies with the existing frameworks
  • Ensure project monitoring, evaluation, accountability, and learning

Mission 4: Emergency Preparedness and Response

Mission 5: Partnership management.

  • Manage and support the HI partnership process
  • Participate in the partnership review and partnership closure reports.
  • Focal point for communication with partners, partners’ administrative and financial requirements follow-up in close collaboration with support service team.

     

Mission 6: Technical management of the project.

  • Provide technical support to projects on inclusive governance and to partners by strengthening their capacity and enhancing the quality and impact of the program in the sector.
  • Identify innovations, practices and trends within the sector, enabling HI to be more effective in the impact of its projects

Humanity & Inclusion operations in Iraq: HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Salah al Din, Baghdad, Anbar and Basra Governorates.
Following years of continuous internal conflict Iraq has recently managed to come to some kind of fragile stabilisation. Political and public unrest continue as the new found systems to run the country are ripe of corruption and the richness of the oil revenues is not distributed to the people.
We have worked in the last months on the redefinition of our strategy for the years to come, having an adapted development and donor strategy to support this will be key. The belief that the HI mandate continues to be needed and viable in Iraq is a shared drive.


YOUR MISSION:
Under the responsibility of the Regional Technical Head of Program, the Armed Violence Reduction Specialist contributes to implementing mandate and the ten years strategy of Humanity & Inclusion. She/he will ensure that the quality and impact of the AVR projects developed and implemented in Iraq and Lebanon and potentially other countries of the MEREP region (Egypt, Palestine, Jordan) are optimized through appropriate control mechanisms.

The AVR Specialist will be responsible for providing technical support to ongoing projects and ensuring quality according to sector standards and good practices. She/he will contribute to the implementation of the Armed Violence Reduction pillar of the STRATOP.
She/he will also actively participate in optimizing HI's AVR technical strategy in the mission and developing and implementing multi-sectoral projects involving AVR:

1: STRATEGY DEVELOPMENT
- Contribute to the AVR pillar of overall strategic planning for HI's mission
- Lead the definition, implementation and update of the AVR technical strategy for HI's mission and support its dissemination and implementation by the operational teams

2: TECHNICAL SUPPORT
- Ensure technical support to projects in line with the global technical frameworks and standards on AVR, mainly for risk education, victim’s assistance specific-efforts, community liaison, conflict transformation and the synergies of these pillars with land release
- Ensures technical support to projects in line with the global technical frameworks and standards in Armed Violence Reduction
- Ensure the control & monitoring of the technical quality and the relevance of HI's activities in the programmes under AVR activities

3: RESEARCH AND ANALYSIS
- Conduct regular analysis of project data and external secondary data on AVR needs and interventions in close collaboration with the Chief of Operations, Information Manager and the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator
- Contribute to the development of research and innovation projects at the country and region level

4: COORDINATION AND REPRESENTATION
- Contribute to the local external prestige and influence of HI’s expertise in AVR sector
- Liaise with national Mine Action Authorities and other line ministries and participate in different forums to advocate for policy changes
- Represent HI in relevant coordination meetings with Mine Action, AVR and Conflict Transformation actors

5: BUSINESS DEVELOPMENT
- Actively contribute to the technicalities of development of projects in the AVR sector
- Ensure the development of major opportunities or new projects in the region under his sectorial scope
- Contribute to the conception of major projects (multiple countries, one theme) and to the design and writing of new projects in the region

6: REPORTING
- Review and ensure technical quality of any report (Donors and ministries) related to AVR

7: CAPACITY BUILDING AND SUPPORT TO LOCAL AND STATE CAPACITIES
- Building local and state capacities in AVR, EORE, victim assistance specific efforts and community liaison, with a focus on Quality management, Information management, conflict sensitivity, Gender Action Learning Systems, diversity and inclusion and support the preparation of new team members in EORE

8: IMPROVED SAFETY
- Improving the safety of daily activities for people living in mine/EO affected areas by building community-based mechanisms to manage the risks of EO on a long-term perspective

JOB CONTEXT:

HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along four main pillars:

1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;

2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;

3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

 

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

 

YOUR MISSION:

The role of the Humanitarian Access & Security Manager (Specific area) is aimed at helping to ensure the safety and security of HI’s mission staff and goods at all times through ensuring proper risk analysis, security frameworks, tools and protocols in place and at the same time supervising their correct and effective implementation. The secondary objective is to develop HI’s capacity to analyze, dialogue, and negotiate in order for populations to fully access humanitarian aid. The position is directly under the Humanitarian Access & Security Manager (Country) or the Area Manager line management.

 

Responsibility 1 – You contribute to the country strategies in line with the global strategies

-You steer security strategy and functioning through the active promotion of HI’s institutional policy and the optimization of resources

-You contribute towards the drafting, revision and implementation of operational strategy (stratop) in the specific area; 

-You produce and update the risk map covering the specific area; You propose and implement risk mitigation measures;

-You contribute to incident reporting within your scope of responsibility;

-You produce, compile and analyse dashboard data;

-You represent HI externally on security matters concerning your specific area (e.g. forums, operational and strategic alliances); You ensure the development of local partnerships necessary to the development of your specific area of activity.

 

Responsibility 2 - Standards and Accountability

-You ensure respect and application of HI standards and of the mission for the whole of your professional sector, with regard to policy, processes and tools;

-You adapt and contextualize these standards according to specific local characteristics;

-You oversee internal control for your whole area of responsibility;

-You guarantee compliance with and application of institutional donor rules on your activity sector on all the projects implemented in your specific area.

 

Responsibility 3 - Operational security management

-You gain a thorough understanding on security issues in the specific area and develop an effective and efficient security related information collection.

-You support the Area Manager in the security watch;

-You follow the evolution of local and regional context as well as national and international context when its necessary;

-You support the diversification of information sources and capitalize information about key contacts on the specific area;

-You develop your own networking in order to gather and cross check information obtained from the area;

-You provide context analysis, potential scenario and mitigation measures through regular reporting;

-You ensure the link with the Area Manager, the Humanitarian Access and Security Manager (Country) and the HQ Security Advisor to share and strengthen analysis;

-You ensure that the program is in-line with HI’s security policy;

-You support the development, update and implementation of the security system for HI in the specific area (procedures, documents and tools);

-You follow up the application of security procedures, analyses and formalized lessons learnt to Area Manager;

-You propose to Area Manager and Humanitarian Access and Security Manager (Country) improvements for the management of security in the program and participate to the planning of security procedures implementation;

-You provide feedback and advice on security risks, as well as resources, security documents, strategies and good practice for security management of the HI activities into the area including direction for future project proposals;

-You conduct regular field visit for security assessments and to support mission bases/offices on the area;

-You provide support to Incident Management Support when needed and relevant;

-You track HI’s acceptance among the area communities, ensuring an active acceptance strategy is in place.

 

Responsibility 4- Representation and coordination

-You represent HI in bilateral meeting with humanitarian actors and with local actors when requested by the Area Manager and the Humanitarian Access and Security Manager (Country);

-You maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities in the area if required;

-You maintain regular discussion and organize regular updates on security and context with the Humanitarian Access and Security Manager (Country).

-You liaise and coordinate with support services Managers to ensure proper capacity, resources and assets are available for security follow-up at mission level.

 

Responsibility 5- Training and management

-You assess risk behavior from HI staff (national and international) in the area;

-You provide training and on the job training toward persons who have security responsibilities in the area;

-You organize and provide extensive training on any security related issues to all HI staff of the area; induction for newcomers, regular briefing for international and national staff on security rules and procedures and any other specific training for staff.

You assume the role and stance of manager with regard to your staff:

-You foster a team spirit and team works to ensure the necessary synergies between each entity within the mission. You encourage the exchange of practices between each HI entity in the area;

-You support the Area Manager on the preparation of exploratory visit and the opening of new areas.

-You provide monthly security sitrep and contribute to monthly mission sitre

-You provide quality reporting in case of incident (online application system)

-You participate with inputs in any relevant document preparation (proposal, report, project risk analysis, assessments internal or external visits…)

JOB CONTEXT:
HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniyah and Diyala Governorates. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations.

In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to Enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release

Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services

Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities

YOUR MISSION:
Under the responsibility of the Country Director, the Country MEAL Manager contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms.
He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm chain.
As MEAL Manager, your main responsibilities and missions will be :

  1. Strategy
    You define and oversee the implementation of MEAL and IM action plans within your geographical scope.
    • You are responsible for the implementation of monitoring systems, data collection, information management, evaluation, accountability towards affected populations and the management of knowledge adapted to the context and in compliance with HI standards;
    • Tou verify coherency between the systems in place on the different projects and with HI’s frameworks and standards and ensure that these systems are capable of consolidating information for global steering of the program;
    • You steer the performance of your service.
  2. Expertise
    • You contribute towards improving HI’s response within your geographical scope
    • You contribute towards defining and improving the quality of projects in line with HI’s global frameworks and technical standards.
    • You contribute towards improving the quality of the management of projects within your scope of responsibility, as defined in HI’s Project Planning, Monitoring and Evaluation policy

JOB CONTEXT:

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Nine years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

 

HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along four main pillars:

1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;

2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;

3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

 

YOUR MISSION:

HI has been implementing physical and functional rehabilitation services in all the three governorates of North East Syria since 2017 through different modalities (hospital IPD, rehab centres, fix points, tele rehabilitation, outreach in camps and communities).  Since 2019, HI has a recruited a dedicated rehabilitation officer in each base to support the health project in implementation of quality rehabilitation services through capacity building of partners’ staff and through close monitoring of the rehabilitation activities. The rehabilitation technical officer will continue to work on strengthening the skills of the three localized rehabilitation officers in NES.

Under the line management of the Rehabilitation Specialist and in close collaboration with project manager/s, the Rehabilitation technical officer’s general objective is to supervise ensure the technical support and quality control of the rehabilitation project activities implemented through partner organization. The specific objective of the position is to improve skills of the rehabilitation staffs (physiotherapists/rehabilitation workers/inclusion team) to use a more functional approach to rehabilitation for people with disabilities through introduction of occupational therapy skills within the frame of the global rehab services. His support will also allow to improve the individual case management in link with community inclusion, inclusive livelihood, inclusive education,….

 

Responsibility 1 : You provide guidance and technical support to projects in accordance with the overall technical frameworks and standards

-Capacity building of all rehabilitation staff on use of functional approach to rehabilitation (introduction of occupational therapy skills in case management)

-You support in design of strategic and methodological orientations for setting up of specialized services (special seating/adapted wheelchair/adaptive devices) within the rehabilitation service provision in NES and WoS programme

-You support the staff in use low cost/ cost-efficiency ways to support adaptation/rehabilitation in the local context for the beneficiaries, this will include local production of activity of daily living assistive products

-You support inclusion approaches (Community inclusion, Inclusive livelihood/economic recovery projects) in training of staff on Personalize Social Support approach that includes “case management” through linkages with rehabilitation projects

-You support the implementation of the Rehabilitation Management system as quality approach to  rehabilitation

-You establish and facilitate localized Rehab TOs  ownership of regular technical follow up and case discussions

-You ensure quality control of the rehabilitation services through regular visit and case management supervision

-You ensure leadership/support role of Rehabilitation officers-Al Hassakeh, Raqqa & DEZ on the technical support to their respective bases through formal trainings and on the job support.

-You ensure the handing over of responsibilities of key files like procurement of ADs, use of HIMS, monitoring of activities etc. to health project officers through formal training and on the job support.

-You lead in the process of strategic planning on the capacity building initiatives for rehabilitation staff in all the three bases of NES

Responsibility 2 : You provide technical learning from projects

-You collect the elements necessary for capitalisation or scientific documentation exercises

-You contribute to technical learning under the responsibility of the specialist or project manager, based on good practice.

-You contribute to the terms of reference for evaluations

-You implement recommendations for improving the technical quality of projects

Responsibility 3 : You contribute to the animation of its trade sector

-You support the localized Rehabilitation TOs in recruitment of new rehabilitation staff/induction/appraisals etc.

-You ensure a good communication – coordination – information level of each member of the team through participation  to coordination meetings (or other if needed);

-You contribute to the personal and professional evolution of the technical team, and its development within the mission : individual interviews, oral and written evaluations;

Responsibility 4 : You contribute to ensuring HI's technical influence within your perimeter

-Under request, you participate to external partners and working groups meetings

-You ensure strong communication with the Health and Inclusion Project Managers and all the rehabilitation technical resources in the hub

-You establish strong collaboration between all other sector of intervention in hub to ensure comprehensive health services in the hub

-You participate in strategic planning exercises of the hub/mission.

JOB CONTEXT:

HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Anbar, Sulemaniyah and Diyala Governorates.

Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the ISIS group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in emergency response in the Health and Protection sectors, operating primarily across Ninewa, Kirkuk, Baghdad, and Anbar Governorates.

To follow the evolution of Iraq context after the recent conflict with Daesh, the new Operational Strategy for HI's Programme in Iraq for the period 2020-2022 plan the global objective of HI programming in Iraq around three central pillars:

1- Health: Ensure access and quality of specialised rehabilitation services for the most vulnerable people whose physical and functional, and psychological integrity is compromised through direct intervention when necessary and the strengthening of the health system: skills development, referral pathways, community-based rehabilitation.

2- Protection: promoting an integrated response to the risks associated with explosive hazards through Explosive Ordnance risk education, land release, and victim assistance, including PSS.

3- Social Inclusion: promotion of access to services for vulnerable groups, particularly people with disabilities with inclusive humanitarian action, strengthening of governance policies and civil society organisations and tailored livelihood

These pillars are complemented by three cross-cutting themes: subsidiarity, partnership, Innovation, and research.

 

YOUR MISSION:

Under the line management of the Technical Unit Manager, the AVR Specialist contributes to implementing mandate and ten years strategy of Humanity & Inclusion. He/she will ensure that the quality and impact of the AVR projects developed and implemented in Iraq are optimised through appropriate control mechanisms. He(she) shares with all HI managers the responsibility for sound management and good functioning of the global organisation through paradigm shifts.

The AVR Specialist will be responsible for providing technical support to ongoing projects and ensuring quality according to sector standards and good practices. Thus, he/she will strategically support the second pillar of the STRATOP comprising comprehensive Armed Violence Reduction Activities, including land release in an integrated approach, inclusive risk education, and victim assistance specific efforts in line with AVR STRATECH in the project areas.

He/she will also be responsible for actively participating in the development of new AVR projects, mainly in Risk Education (RE), Land Release, Small Arms Light Weapons, Victim Assistance Specific Efforts, Technical assistance to national actors and Conflict transformation.

He/she will also actively participate in optimising HI's AVR strategy in the mission and developing and implementing multi-sectoral projects involving AVR.

 

General mission

 

Responsibility 1: STRATEGY DEVELOPMENT

  • You contribute to the protection pillar of overall strategic planning for HI's mission
  • You lead the definition of the AVR technical strategy for HI's mission and support its implementation by the operational teams;

Responsibility 2: TECHNICAL SUPPORT

  • You ensure technical support to projects in line with the global technical frameworks and standards on AVR
  • You ensure technical learning from projects
  • You ensure the control & monitoring of the technical quality and the relevance of HI's activities in the programmes under AVR activities
  • You ensure compliance of the technical proposition with nexus stake

Responsibility 3: RESEARCH AND ANALYSIS

  • You contribute to the development of research and innovation projects at the country and region level, when relevant Armed Violence Reduction
  • You Conduct regular analysis of project data and external secondary data on AVR needs and interventions in close collaboration with the Chief of Operations, Information Manager and the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator;

Responsibility4:  COORDINATION AND REPRESENTATION

  • You are the liaison with national Mine Action Authorities and other line ministries and participate in different forums to advocate for policy changes
  • You represent HI in relevant coordination meetings with Mine Action, AVR and Conflict Transformation actors (INGOs, Iraqi NGOs and UN Agencies), particularly in the field of RE and MA AoR;
  • You ensure regular contacts and good bilateral relations with relevant Mine Action and AVR actors;
  • You support the Head of Mission and the Operations Coordinator in representation with Mine Action and broader AVR donors, when needed;
  • You regularly coordinate and share activities with your Technical Referents at headquarters and at the same time ensure his ( her) technical advice is implemented in the field

Responsibility5: BUSINESS DEVELOPMENT

  • You actively contribute to the technicalities of development of projects in the AVR sector

Responsibility 6:  REPORTING

  • You review and ensure technical quality of any report ( Donors and ministries) related to AVR
  • You ensure that lessons learnt and best practices in your sector of activities are documented and shared with the technical unit and headquarters;

The security context remains fluid, and possibility movement restrictions time and when can be possible.
