General context of the project

INTERSOS had been working in Iraq from 2003 till 2010 with programs aimed to respond to urgent material safety needs and enhancing access to basic social services for vulnerable individuals and communities in Central and Southern Iraq, Baghdad and Kurdistan. Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation which is negatively affecting also the neighboring countries, in November 2013 INTERSOS has resumed the operations in the area to contribute towards ensuring emergency relief and social protection assistance for the Syrian refugees fleeing their home in search of safety. Following military operations to retake the control of Ninewa, Salah EdDin and Anbar governorates, in 2017, INTERSOS directly engaged, in providing humanitarian assistance and relief to those Internally Displaced (IDPs) during the conflict in Ninewa and Salah EdDin Governorates. INTERSOS currently concentrates its interventions in the sectors of health, Protection and Education in Emergencies (EiE).

 

General purpose of the position

In close collaboration with the HoM and the Medical Department, strengthening and implementing the medical strategy of the mission and to support the Mission's efforts to ensure integrated health and protection approaches and interventions. Being responsible for the planning and coordination of all medical activities and resources in the mission, according to INTERSOS charter, policies, and ethical principles with consideration of international and national protocols, in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition and humanitarian living conditions of the target population.

 

Main responsibilities and tasks

  • Responsible for defining, monitoring and updating the medical content of the INTERSOS country policy, medical strategy, annual plan and budget, translating the identified health needs into a medical strategic vision and project objectives, priorities and resources needed in order to cover the medical and humanitarian needs of the population at risk, and ensuring that the objectives and goals set in the Mission’s annual plan and project plans are achieved

  • Overall responsible for the appropriateness and quality of medical interventions conducted by INTERSOS projects and being expected to identify and work on removing barriers to better patient safety, effective medical care, and better patient-centred activities

  • Continuously monitor the medical and humanitarian needs in the Mission country in new areas of intervention or in areas where INTERSOS is already present through exploratory missions, monitor and review project proposals, determining necessary resources in order to define health and nutrition priorities and potential new programs to cover medical and humanitarian needs of the population at risk

  • Coordinate with the Medical Referent for the validation of the project proposals he/her designs to be submitted to international donors and private foundation

  • Responsible for the supervision and monitoring of the medical technical aspects, humanitarian needs and in coordination with the Logistics Coordinator, the material aspects of the programmes through regular field visits, analysing difficulties during the implementation and reporting deviations as they appear, in order to proactively provide the necessary solutions and achieve operational results

  • In close collaboration with the HR Coordinator, participate in the planning, definition and sizing of the health-workforce in the mission and supervise the associated processes (recruitment, validation of medical staff, training/induction, evaluation, potential detection, development and internal / external communication). Coach and directly support the medical teams in the implementation of the medical activities making sure that internal protocols are respected as well as the ones of local Ministry and Health Department

  • Responsible for defining and sizing other resources (pharmacy and medical equipment management in collaboration with logistics) and timelines, procedures and protocols. Ensuring preparation of all medical orders in collaboration with the Logistics Department and the submission of all medical purchase requests. Being accountable for the proper management of the pharmacy in the Mission, including projects. Provide reports on the mission’s evolution from the medical perspective, as required

  • Represent INTERSOS before local medical authorities and guarantee constant presence and active participation to the health and nutrition coordination fora (clusters meetings, other technical coordination meetings) and keep regular contact with other counterparts in the mission (NGOs, local organizations, donors, authorities) in order to broaden the medical-humanitarian situation analysis, strengthening the impact of the medical intervention and supporting advocacy actions

  • Responsible for medical data collection, analysis and reporting to HQ Medical Referent to ensure a proper monitoring of the program and, where needed, to adapt them to existing programs

General context of the project

The project aim to address the humanitarian needs of the most vulnerable conflict-affected population in West Ninewa Governorate, through a specific integrated protection and health response, which will provide essential and quality life-saving services. Specifically, it aims to improve access to curative and preventive primary health care, including sexual reproductive health, and to protection services for GBV survivors, children associated with arms groups and other vulnerable conflict affected-population in West Ninewa, through a comprehensive integrated approach. The project will directly support 2 Primary Health Care Centers (PHCCs) in providing primary health care services and protection specialized services, completed by outreach community-based integrated activities.

The package of health services will include: general adult and pediatric consultations, chronic disease screening, referral and treatment; Reproductive Health; Neonatal, ante/postnatal care for mothers, growth monitoring, EPI support. The full package of protection services will encompass: full case management (group or individual counseling, emergency cash assistance -ECA- for most vulnerable survivors and legal assistance if required), structured PSS activities for women and children, in PHCCs or in schools; awareness sessions and active listening in health facilities, schools and at household levels through the community workers.

 

General purpose of the position

In close collaboration with the Coordination team, define and plan project objectives and priorities, identifying humanitarian needs, analysing context and humanitarian issues at stake, risks and constraints and calculating human and financial needs.

Coordinate, in close collaboration with Head of Mission, with Program Coordinator, relevant Program Manager and Technical Coordinators (Medical and Protection) operations, strategic growth and strong external and internal representation in order to efficiently ensure the goals and improve targeted population’s conditions and humanitarian situation.

 

Main responsibilities and tasks

  • Represent INTERSOS within project limits proactively participating in relevant technical coordination meetings, cluster meetings and working groups. In close consultation with the Program Coordinator, develops institutional contacts with local government and national partners at project’s level (civil society, civil and military authorities, NGOs, non-state actors, Ministry of Health representatives, Ministry of Education, UN agencies and donors etc.) as well as with media in order to obtain all information and agreements necessary for the integration of INTERSOS ’s programmes in the local context and improve the targeted population’s awareness on them

  • Supervise the political and humanitarian situation in the project’s region in order ensure that INTERSOS’s charter, policies and image are respected with regards to national employees, populations, authorities and partners

  • Together with Coordination and project team, evaluate needs by identifying the population’s status, by analysing the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints in order to define priorities and projects goals and to calculate material, human and financial resources needed

  • Propose and carry out exploratory missions and rapid assessment related to INTERSOS strategy in the country, according to SMT directions, in order to better comprehend context, priorities, constraints and population needs and design new project proposals

  • Preparing regularly update of project activities work-plan and related financial plan, ensuring timely and quality implementation in compliance with INTERSOS and donor guidelines and in line with the project and overall integrated health-protection strategy (particularly GBV-Helath)

  • Steer and supervise the implementation, monitoring and evaluation of the programmes in collaboration with the team, by collecting information and comparing it with the objectives, schedule in order to monitor progression and early detect deviations and propose corrections

  • Provide reporting to the SMT on project’s evolution and propose corrections if needed

  • Elaborate the Project’s institutional memory, keeping written records (and file them) on its development, in order to broadcast INTERSOS achievements and improve awareness

  • Monitor the risks and threats around the project(s), documenting the situation and analysing the consequences of political decisions or negotiations in course, in order to bear witness of and to render the populations' distress public

  • In coordination with the HR department and relevant Coordinators, plan and organise the organizational charts, distribute tasks and workload among the teams, guiding their comprehension of the issues linked to the Project(s) and the Mission through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected goals

  • Inform the field team on the instructions given by the SMT, promoting fluent, smooth written and oral communication and information flow and ensuring confidentiality and full compliance with security rules

  • Supervise full implementation of safety protocols in order to ensure safe working conditions for the project staffs

  • Is responsible of the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for

  • Is responsible for ensuring that the project staff, with the support of key protection staff, is duly trained on INTERSOS PSEA/CP Policies and that PSEA/CP Policy roll-out is implemented in the area of responsibility

  • Ensure the project's staff respect INTERSOS rules and regulations, and adheres to INTERSOS Fundamental Charter Values and Code of Ethics, PSEA and CP Policies

  • In coordination with the HR department and relevant Managers, identify training needs, building the capacity, coordinate, supervise and motivate the staffs, supports ad hoc training sessions and on-the-job training, provide individual follow up and coaching, carry out end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to INTERSOS values and project’s goals

  • Supervise all orders (logistical and medical) and the Project’s purchases as well as the financial indicators, in order ensure efficiency and early detect deviations and its causes

  • Define and regularly update, in close collaboration with the Head of Mission, the Project’s security policy and strategic response to emergencies, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols. Manages the security in the project, ensuring that all necessary security measures are in place for the safety of INTERSOS staff and its operations

  • Monitor financial supervision of expenditures

  • Produce monthly internal specific report and elaborate mid-term and final report according to donors rules and regulation and INTERSOS Project Appraisal Tool, ensuring accurate data collection and timely submission

  • Ensure accurate data collection and reports are submitted in a timely manner for all activities within the project

  • Periodic field visit to the project locations to ensure the quality of the intervention in compliance with the internal and donors' standard

  • Guarantees close coordination and interaction with the other Program Managers and Technical coordinators deployed in the mission, in order to ensure consistency and harmonization of modalities of implementation, tools, approaches etc.

General context of the project

INTERSOS established its presence in Iraq in 2003 and currently operates across Salah Al Din (SAD), Erbil and Ninewa Governorates. Thematic sectors of intervention are Protection, Health and Education, and its main offices are in Baghdad and Erbil, while the other four (4) sub-offices are located in Tikrit, Hamam Al Alil, Mosul and Telafar. In Health sector, INTERSOS provides free comprehensive Primary Health Care (PHC) in order to facilitate the access to the population to qualitative care and a proper referral system to secondary care if needed. Through IHPF, WHO, UNFPA and ECHO 2018 funds, INTERSOS provided the full package of free primary health care, including reproductive health (RH) care services, emergency room and support to HFs to returnees, remainees and IDPs in Shirqat, Beiji, Tikrit, Qayyara, Shoura, and Telafar. In Protection, INTERSOS is one of the main actors in the country providing a comprehensive package of protection services in Telafar and Mosul urban areas, and IDP camps (Haj Ali, Jeddah, Nimrod, Salamiyya and Hammam al Alil) in Ninewa, as well as in Tikrit, Balad, Samarrah, Beiji and Shirqat districts in SAD, including in camp and out of camp locations. INTERSOS has been implementing Protection activities in partnership with UNHCR, USAID/OFDA, IHPF. Services provided include protection monitoring, structured PSS, case management, psychological counselling and legal assistance. This strategy is implemented through a semi static approach.

 

General purpose of the position

The MEAL Manager will support in completing the setting up, implementation and supervision of the MEAL Unit in the INTERSOS Iraq Mission ensuring strong coordination with Program Unit and and under the supervision of the HoM.

S/he will accomplish this through leading the development and implementation of an integrated MEAL framework for the Program currently implemented in Iraq, focusing on mentoring and/or building capacities of relevant programme, M&E and Accountability staff, as well as promoting and fostering a culture of shared learning and accountability, and promoting innovation within the programme. This includes the development and integration of accountability, learning and programme quality standards in programme assessments, design, monitoring, review and evaluation as well as consistent documentation of learning and progress in this area.

Once fully developed, the MEAL Manager will be expected to lead on MEAL system implementation including monitoring, accountability initiatives, support evaluations, compile lessons learnt, MEAL budgeting and recruitment.

 

Main responsibilities and tasks

Under the direct supervision of INTERSOS Head of Mission, the MEAL Manager will be responsible of the following:

Programme Support:

  • Responsible for the smooth rolling out of the INTERSOS Complaint Platform mechanism in strong coordination with IT Unit (HQ), Program Unit (Mission);
  • Support in completing the setting up of a system to manage information generated by MEAL activities, such as beneficiaries’ databases for the whole INTERSOS Iraq Program (Protection, EiE and health)
  • Support HoM in mainstreaming MEAL elements in the Country Strategy inclusive of programmatic outcomes (and indicators) and recommendations for the Organisation’s strategic direction.
  • Support HoM in enhancing the common monitoring framework for overall programme in place (Project Appraisal Tool system in particular)
  • Support and improve the current system for data collection, analysis including proposal for vulnerability scoring
  • Conduct data analysis and present and disseminate information to inform programme management.
  • Support in the recruitment and management of staff (induction, performance management and training)
  • Support in establishing a Mission assessment plan focusing starting form the already existing tools (Cluster Assessment tools) focusing on promoting an integrated approach and including a focus on Community.
  • Supervise and improve the implementation of accountability mechanisms at field level, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review.
  • Support Program Unit to ensure that the overall program is including strategies and mechanism for promoting high level of community participation.

Capacity Building:

  • Identify learning and training opportunities for MEAL staff and work as a mentor for less experienced staff.
  • Support the design and supervision of training and awareness raising activities for operations and programme technical staff at field level regarding MEAL priorities and quality standards.

Representation, Advocacy & Organisational Learning:

Support in post implementation review workshops, prepare lessons learnt reports and conducting accountability mechanism pilots involving relevant INTERSOS Staff

General purpose of the position

The Operational Manager will supervise and ensure that supporting functions (finance, logistics, procurement, fleet, warehousing, administration and human resources) in INTERSOS Tikrit base meet programme requirements and are carried out in an effective and accountable manner according to INTERSOS policies and procedures and as per Donor Guidelines. The Operational Manager will be responsible for the overall management of INTERSOS office and guest-house in Tikrit, in addition to the administrative and logistical management of INTERSOS centre in Tikrit where a comprehensive package of services will be offered. Additionally, the Operational Manager will act as focal point for INTERSOS Tikrit in terms of security and relations with local authorities in the governorate.

 

Main responsibilities and tasks

Under the direct supervision of INTERSOS Head of Mission, the Operational Manager will be responsible of the following:

  • Overseeing the management of INTERSOS Tikrit office, guest house and centre regarding both overall and daily administration

  • Oversee and coordinate the start up and daily management of INTERSOS centre in Tikrit

  • Providing guidance and support to Officers and Assistants of different supporting functions (Logistic, Admin/Finance, HR) in Tikrit office

  • Ensuring timely and proper performance of logistics and procurement functions at field level, according to INTERSOS policies and regulations

  • Ensure payments to suppliers and recurrent expenditures are made in a timely manner, respecting appropriate authorization levels and are properly documented

  • Monitoring and supporting administration and finance activities at field level making sure availability of funds is always guaranteed and transactions are properly processed and documented

  • Providing support to the Tikrit HR department, ensuring that INTERSOS HR policies and procedures are clearly understood and are followed in all steps of recruitment process

  • Conducting on-the-job training to field staff as necessary and induction/training for new field staff

  • Ensuring compliance of all processes with INTERSOS Internal Regulations, donors' requirements and local legislation concerning financial, administrative, HR and logistic functions

  • Working with the Program Managers in budget preparations, revisions and follow ups, regarding the support costs of the base; supporting in the identification of new gaps, actively contributing in defining needs and priorities for the area of responsibility

  • Liaise with supporting departments for a smooth running of the humanitarian operations

  • Acting as focal point for security and access issues at SAD governorate level, especially concerning the movements of the mobile unit

  • Contributing to security analysis and supporting the HoM in updating internal security schemes and processes

  • Supporting the Program Managers in maintaining the contacts with authorities and security forces in SAD governorate to facilitate the implementation of the activities

  • Support the senior management team on the promotion of accountability and commitment to INTERSOS charter and prevention on power of abuse

  • Support coordination of emergency interventions in the governorate

  • Contribute to the development of INTERSOS Country Strategy and its contextualization at governorate level

  • Produce timely reports to the HoM on the operation context of the governorate

The Operational Manager will oversee the Administrative, HR and Logistics in Mosul, ensuring smooth running of the humanitarian operations, in accordance with INTERSOS’ country plans and policies. S/he must be able to motivate and lead a diverse staff as well as effectively oversee operations and partnerships. The Operational Manager will be responsible for the overall management of INTERSOS offices and guest-houses in Ninewa urban settings, in addition to the administrative and logistical management of INTERSOS centre in Telafar where a comprehensive package of services will be offered. General context of the project

The project aim to address the humanitarian needs of the most vulnerable conflict-affected population in West Ninewa Governorate, through a specific integrated protection and health response, which will provide essential and quality life-saving services. Specifically, it aims to improve access to curative and preventive primary health care, including sexual reproductive health, and to protection services for GBV survivors, children associated with arms groups and other vulnerable conflict affected-population in West Ninewa, through a comprehensive integrated approach. The project will directly support 2 Primary Health Care Centers (PHCCs) in providing primary health care services and protection specialized services, completed by outreach community-based integrated activities.

The package of health services will include: general adult and pediatric consultations, chronic disease screening, referral and treatment; Reproductive Health; Neonatal, ante/postnatal care for mothers, growth monitoring, EPI support. The full package of protection services will encompass: full case management (group or individual counseling, emergency cash assistance -ECA- for most vulnerable survivors and legal assistance if required), structured PSS activities for women and children, in PHCCs or in schools; awareness sessions and active listening in health facilities, schools and at household levels through the community workers.

 

General purpose of the position

In close collaboration with the Coordination team, define and plan project objectives and priorities, identifying humanitarian needs, analysing context and humanitarian issues at stake, risks and constraints and calculating human and financial needs.

Coordinate, in close collaboration with Head of Mission, with Program Coordinator, relevant Program Manager and Technical Coordinators (Medical and Protection) operations, strategic growth and strong external and internal representation in order to efficiently ensure the goals and improve targeted population’s conditions and humanitarian situation.

 

Main responsibilities and tasks

  • Represent INTERSOS within project limits proactively participating in relevant technical coordination meetings, cluster meetings and working groups. In close consultation with the Program Coordinator, develops institutional contacts with local government and national partners at project’s level (civil society, civil and military authorities, NGOs, non-state actors, Ministry of Health representatives, Ministry of Education, UN agencies and donors etc.) as well as with media in order to obtain all information and agreements necessary for the integration of INTERSOS ’s programmes in the local context and improve the targeted population’s awareness on them

  • Supervise the political and humanitarian situation in the project’s region in order ensure that INTERSOS’s charter, policies and image are respected with regards to national employees, populations, authorities and partners

  • Acting as focal point for security and access issues at Ninewa governorate level, especially concerning the movements of the mobile units;

General context of the project

INTERSOS had been working in Iraq from 2003 till 2010 with programs aimed to respond to urgent material safety needs and enhancing access to basic social services for vulnerable individuals and communities in Central and Southern Iraq, Baghdad and Kurdistan. Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation which is negatively affecting also the neighboring countries, in November 2013 INTERSOS has resumed the operations in the area to contribute towards ensuring emergency relief and social protection assistance for the Syrian refugees fleeing their home in search of safety. Following military operations to retake the control of Ninewa, Salah EdDin and Anbar governorates, in 2017, INTERSOS directly engaged, in providing humanitarian assistance and relief to those Internally Displaced (IDPs) during the conflict in Ninewa and Salah EdDin Governorates. INTERSOS currently concentrates its interventions in the sectors of health, Protection and Education in Emergencies (EiE).

General purpose of the position

In close collaboration with the HoM and the Medical Department, strengthening and implementing the medical strategy of the mission and to support the Mission's efforts to ensure integrated health and protection approaches and interventions. Being responsible for the planning and coordination of all medical activities and resources in the mission, according to INTERSOS charter, policies, and ethical principles with consideration of international and national protocols, in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition and humanitarian living conditions of the target population.

Main responsibilities and tasks

  • Responsible for defining, monitoring and updating the medical content of the INTERSOS country policy, medical strategy, annual plan and budget, translating the identified health needs into a medical strategic vision and project objectives, priorities and resources needed in order to cover the medical and humanitarian needs of the population at risk, and ensuring that the objectives and goals set in the Mission’s annual plan and project plans are achieved
  • Overall responsible for the appropriateness and quality of medical interventions conducted by INTERSOS projects and being expected to identify and work on removing barriers to better patient safety, effective medical care, and better patient-centred activities
  • Continuously monitor the medical and humanitarian needs in the Mission country in new areas of intervention or in areas where INTERSOS is already present through exploratory missions, monitor and review project proposals, determining necessary resources in order to define health and nutrition priorities and potential new programs to cover medical and humanitarian needs of the population at risk
  • Coordinate with the Medical Referent for the validation of the project proposals he/her designs to be submitted to international donors and private foundation
  • Responsible for the supervision and monitoring of the medical technical aspects, humanitarian needs and in coordination with the Logistics Coordinator, the material aspects of the programmes through regular field visits, analysing difficulties during the implementation and reporting deviations as they appear, in order to proactively provide the necessary solutions and achieve operational results
  • In close collaboration with the HR Coordinator, participate in the planning, definition and sizing of the health-workforce in the mission and supervise the associated processes (recruitment, validation of medical staff, training/induction, evaluation, potential detection, development and internal / external communication). Coach and directly support the medical teams in the implementation of the medical activities making sure that internal protocols are respected as well as the ones of local Ministry and Health Department
  • Responsible for defining and sizing other resources (pharmacy and medical equipment management in collaboration with logistics) and timelines, procedures and protocols. Ensuring preparation of all medical orders in collaboration with the Logistics Department and the submission of all medical purchase requests. Being accountable for the proper management of the pharmacy in the Mission, including projects. Provide reports on the mission’s evolution from the medical perspective, as required
  • Represent INTERSOS before local medical authorities and guarantee constant presence and active participation to the health and nutrition coordination fora (clusters meetings, other technical coordination meetings) and keep regular contact with other counterparts in the mission (NGOs, local organizations, donors, authorities) in order to broaden the medical-humanitarian situation analysis, strengthening the impact of the medical intervention and supporting advocacy actions
  • Responsible for medical data collection, analysis and reporting to HQ Medical Referent to ensure a proper monitoring of the program and, where needed, to adapt them to existing programs

General context of the project

INTERSOS is an Italian non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected. INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure.

INTERSOS established its presence in Iraq in 2003 and currently operates across Salah Al Din (SAD), Erbil and Ninewa Governorates. Thematic sectors of intervention are Health, Protection and Education in Emergency (EiE), and its main offices are in Baghdad and Erbil, while the other 3 sub-offices are located in Tikrit, Hamam Al Alil, and Mosul. By applying an integrated approach through the deployment of mobile and semi-static emergency response teams (composed of protection, legal and medical trained staff), INTERSOS provides essential lifesaving services to women, men, girls and boys in urgent need of assistance.

General purpose of the position

The Operational Manager will supervise and ensure that supporting functions (finance, logistics, procurement, fleet, warehousing, administration and human resources) in INTERSOS Tikrit base meet programme requirements and are carried out in an effective and accountable manner according to INTERSOS policies and procedures and as per Donor Guidelines. The Operational Manager will be responsible for the overall management of INTERSOS office and guest-house in Tikrit, in addition to the administrative and logistical management of INTERSOS centre in Tikrit where a comprehensive package of services will be offered. Additionally, the Operational Manager will act as focal point for INTERSOS Tikrit in terms of security and relations with local authorities in the governorate.

Main responsibilities and tasks

Under the direct supervision of INTERSOS Head of Mission, the Operational Manager will be responsible of the following:

  • Overseeing the management of INTERSOS Tikrit office, guest house and centre regarding both overall and daily administration
  • Oversee and coordinate the start up and daily management of INTERSOS centre in Tikrit
  • Providing guidance and support to Officers and Assistants of different supporting functions (Logistic, Admin/Finance, HR) in Tikrit office
  • Ensuring timely and proper performance of logistics and procurement functions at field level, according to INTERSOS policies and regulations
  • Ensure payments to suppliers and recurrent expenditures are made in a timely manner, respecting appropriate authorization levels and are properly documented
  • Monitoring and supporting administration and finance activities at field level making sure availability of funds is always guaranteed and transactions are properly processed and documented
  • Providing support to the Tikrit HR department, ensuring that INTERSOS HR policies and procedures are clearly understood and are followed in all steps of recruitment process
