CANDIDATE PROFILE
- Experienced MD with clinical experience and insight in evidence based medicine, epidemiology and experience with critical literature review
- Specific and documented experience with NCD management in African setting, preferably in MSF setting or similar is essential
- English mandatory, French an asset
- Willingness to travel (70 % time), including in unstable countries
- Communicative skills and able to adapt to different context
- Interest in service delivery models
- Proven reporting skills
CONDITIONS
- Field contract, 1 year,
- Full time position - The MIO is expected to spend 70 % of the time in the field and work from Brussels in between
- Salary according to MSF-OCB Field salary scale

Description
BACKGROUND
Many projects in MSF integrate the management of non-communicable chronic diseases (NCDs), either in a primary care setting or in a hospital setting.
Better documented experiences have recently been generated in projects with a specific focus on Non Communicable Chronic Diseases (NCDs), especially Kenya and the Middle Eastern emergency context.
These experiences are as well in the technical field (development of tools), as in the field of service delivery (rationalization, task shifting, decentralization), patient support and health promotion.
These experiences have to be made available to other projects where relevant. After an analysis of the contexts, needs and opportunities, adapted support to optimize the management of NCDs should be offered to these other projects.
The focus will be on projects in Africa and Central Asia.
OBJECTIVE OF THE POSITION
The Mobile Implementation Officer (MIO) will assist the field teams of the selected projects in the analysis of the context, and support the optimization of the NCD management.
JOB PROFILE
The MIO is accountable to the senior health advisor (currently also the NCD referent), and works in the field under the functional responsibility of the medical coordinator (a/o field coordinator).
The main tasks are:
- To support the optimization of NCD management in selected projects, through
- support to context analysis
- adaptation of the tools to the context
- training and support to the implementation of the tools.
The strategies will be largely based on tools developed in MSF projects and at HQ, and the orientation given to NCD strategies in OCB.
- To document and analyze current practices
- To support the development and implementation of appropriate NCD approaches in HIV/TB projects where specific challenges have been identified
- To prepare and participate in training, HQ and field-based
- To participate in documentation and evaluation of the NCD components of projects
- Between field missions, the MIO can be requested to work on the adaptation of protocols and guidelines or to do literature search
