Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in 63 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.
CONTEXT:
The Inclusive Governance unit is part of the Social & Inclusion Technical Direction and made up of 1 Manager, 3 Specialists and one intern. The unit provides technical guidance & quality of HI actions worldwide within 4 different thematic areas:
- Empowerment and capacity-building of Disabled People’s Organizations
- Inclusive decision-making processes and support to policy-making
- Political participation, access to justice and citizenship
- Inclusive Local Development and Community-Based Rehabilitation
MAIN RESPONSIBILITIES:
In this framework and in the respect of HI mandate and values and as Inclusive Governance specialist, you:
1/ Support the definition and effective implementation of HI technical approaches within this domain (estimated time - 25%):
- Contribute in the development of consistent positioning on strengthening DPOs and CSOs, inclusive governance mechanisms, disability inclusive development, participation of Persons with Disabilities in the decision-making process, evidence based advocacy work and access to services for all persons with disabilities
- Provide technical inputs to develop HI’s expertise, advocacy and technical guidance on disability inclusive development from grassroots to international level
- Take part in the development of monitoring and evaluation tools to assess the quality of the projects
2/ Ensure an active follow-up of innovations and developments in this thematic area, develop professional networks (estimated time -20%)
- Analyse existing networks and identify opportunities for development
- Support HI desks and programs to identify and/or formalize partnerships with regional DPOs networks or Human Rights networks
- Identify relevant innovations enabling better support to projects strengthening the disability movement
- Take part in relevant international conferences/ events and represent the association when required
3/ Provide technical support to projects focusing on inclusive governance, ensuring capacity-building to partners and field teams and enhancing the impact of HI interventions – this part includes regular field missions (estimated time -55%)
- Provide regular technical support to the design, implementation and evaluation of projects
- Provide guidance to HI staff and partners on the different thematic covered by the unit and develop training strategy
- Advise the development of Country Program Frameworks- Actively engage DPOs and CSOs in this process and liaise up with relevant stakeholders to enhance people with disabilities’ participation in decision making at local, national and international levels
- Take part in the identification, recruitment and evaluation of Technical staff working on these thematic on the field
