DESIRED PROFILE:
- With Bachelor’s or Master’s Degree in Peace, conflict Management, political science, anthropology, Sociology; Law; Diplomacy and International relations; Information and Technology, you have at least 4 years experience of work or good knowledge in advocacy, arms topics or field experience for NGO.
- You have a very good understanding of EU institutions and laws and regulations important to disarmament and protection of civilians
- You have good writing and communication skills and good presentation techniques
- Your have fluent written and spoken English and French; a good command of Dutch, or other languages (Spanish, Arabic…) is desirable
- You have IT skills - MS Office applications (Excel, Word and Power Point) and good knowledge of social media

HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. CONTEXT:
Currently present in 60 countries, of which more than 40 are affected by mines and explosive remnants of war (ERW), Humanity & Inclusion remains strongly committed to its mission: protecting civilians from the effects of armed conflict, ensuring access to an adapted and comprehensive response for victims of mines and explosive remnants of war (ERW), persons with disabilities and most vulnerable people in contexts of crises and post-crises, and calling for recognition of their needs and respect of their rights at the international and national level.
Advocacy is a key component of Humanity & Inclusion social mission and is rooted in our action on the field. Our objective is to achieve policy change to increase the impact and meaning of our action. It implies liaising with policy makers, engaging with networks, participating in international conferences and events, raising awareness of the general public and the media.
Our advocacy on disarmament encompasses universalization and implementation of the Mine Ban Treaty and of the Convention on Cluster Munitions, with a strong focus on the need to implement victim assistance obligations in links with other international instruments. We also work towards a political declaration to prevent the harm caused by the use of explosive weapons in populated areas.
Hi is looking for its new disarmament advocacy officer, starting from September 2021.
MAIN MISSIONS & RESPONSIBILITIES:
Under the supervision of the Disarmament and Protection on Civilians Advocacy Manager, and in a team composed of 11 people, you provide support guidance on specific subjects to the advocacy team in implementing activities to achieve policy change on arms related topics. Your main missions relate to the following priorities:
- Produce strong evidence-based guidance and advocacy for adequate policies at the international level for victim assistance, and liaise with the national level when necessary
- Contribute to the development and implementation of EU strategy to influence EU policies on disarmament and protection of civilians
- In collaboration with the International Campaign to Ban Landmines (ICBL) and the CMC, contribute to strategies and campaigns to universalize and implement the Anti-Personal Mine Ban Convention (APMBC) and the Convention on Cluster Munitions (CCM)
- Ensure the voice of survivors and others impacted by the use of mine/ERW is heard in relevant fora and that their influence on decision-making is facilitated, by supporting their participation in national and international events, discussions and campaigning activities.
- In coordination with the rest of HI colleagues in the Disarmament HUB and with International Network of Explosive Weapons (INEW), act as a focal point for the mobilization of main political stakeholder in Belgium, as well as Latin American and Caribbean states to develop and endorse political declaration on explosive weapons.
Your main responsibilities are:
- Support elaboration and publication of evidence (factsheets, briefing papers, case studies, reports…) on arm related topics with a focus on the above mentioned issues
- Prepare and facilitate meetings with decision makers in charge of disarmament issues
- Coordinate communication with Latin American and Caribbean states, mobilize them and keep them informed about the latest political developments and opportunities on EWIPA
- Coordinate activities related to parliamentarian campaign, specifically in Belgium and Luxembourg
- Investigate different opportunities within EU bodies for endorsement and universalization of the future EWIPA political declaration
- Liaise with the EU Parliament and propose different parliamentarian activities to mobilize parliamentarians on humanitarian impact of EWIPA and protection of civilians
- With the support of Disarmament and Protection of Civilians Advocacy Manager, create and maintain a strong networks of political stakeholders at EU level and work with partner organizations
- With the support of Policy Lead on Arm Violence Reduction and Disarmament and Protection of Civilians Advocacy manager, act as a focal point on VA advocacy at global level
- Assist in liaising with HI programs, supporting data collection and national events to ensure universalization and implementation on Anti-Personnel Mine Ban Treaty and Cluster Munitions Conventions
- Assist in the organization of side events at international conferences and meetings to share best practices and lessons learned.
- Assist with travel and other disarmament related conference logistics
- Assist with internal and external communication
- Provide support to internal processes, such as 3-year action plans, strategic reviews, etc.
- Prepare and disseminate documents internally and externally
- Ensure watch and monitoring of arms related issues (campaigns, other NGOs, media, States position etc.)
- Provide support to fundraising opportunities in writing proposals and donor report
- Follow-up on arms advocacy budget
CONDITIONS OF THE POSITION:
- Type of contract: Full time open ended contract, starting from September 2021 ideally.
- Based in Brussels, with a national Belgian contract
