Profil
- You have an Economic background with a minimum of 3 years of experience on managing livelihood/economic development activities/projects,
- You had proven project management experience in developing/emerging countries
- You master one or more of the following sectors: microfinance, professional training, economic development activities, sector development, employment assistance, company recruitment…
- You are flexible and creative and demonstrate good communication and writing skills,
- You are fluent in English and ideally with a good level in French, other languages (Spanish, Portuguese, Arabic) are a plus
- Experience of work with excluded groups and persons with disability would be a real asset

CONTEXT:
As Inclusive Livelihood Specialist, you will be a member of the Social & Inclusion Division which is composed of 20 persons, around 6 topics: Livelihood, Inclusive policies, Wash & Shelter, Education, Social & Inclusion Technical Assistance.
Within the Social & Inclusion Division, the Livelihood Unit is composed by 4 persons including the Livelihood manager, who will be your line manager. The decision encompasses initiatives in emergency, recovery and development settings with around 84 projects in more than 35 countries.
OBJECTIVES:
The objective of the position is twofold. On one hand, it is to provide support to Geographical Directions and Field Programmes on the design and implementation on livelihoods initiatives with the goal on ensuring quality, as well as representing internally and externally the sector in cooperation with the other Livelihood Specialists and the Livelihood Policy Officer (85 to 90% of your time).
On the other hand, it is to monitor a portfolio of countries part of the Framework Agreement with The MoFA Luxembourg, in collaboration with two other members of the Programme Division of Handicap International Luxembourg, under the direct responsibility of its General Director (15 to 10% of your time)
MAIN RESPONSIBILITIES:
Your main responsibilities are:
1: Project support and development:
You will be in charge of a portfolio of countries and project to which provide high level technical support on inclusive livelihoods (Support in proposal writing providing high quality technical inputs; support Field Programmes in ensuring project implementation quality ….)
2: Knowledge Management
In collaboration with the other Livelihood Specialists and the Manager, you participate in developing and finalizing technical papers, tools and methods for the sector in cooperation relevant HI staff, develop technical trainings, improve and facilitate HI communication and working space on Livelihood…
3: Participate in building the capacities of our technical teams
In collaboration with HR department and concerned Geographical Direction and Field Programme participate to the recruitment of technical resources in the field and project managers, train and eventually coach technical resources and project managers in the field, organize technical seminars….
4: Representation in professional networks and sector positioning
Contribute and participate in the networks where HI, through the Livelihood Unit, is a member , identify and analyze the value of engaging in new networks, identify key partners for developing new consortia…
5: Contribute to the HI Luxembourg pluriannual strategy and ensure the follow up of programs funded by Luxembourg Ministry of Foreign Affairs
In collaboration with the Programme team within HI Luxembourg, monitor a portfolio of countries implementing a programme under the Framework Agreement of MoFA Luxembourg, contribute to the revision and compilation of intermediary and annual reports, support the organization of and monitor the transversal activities developed within the Framework Agreement
