We are looking for a "Junior Expert in Knowledge management in Education" for the Enabel TTE’s project in Uganda :

The Teacher Training and Education (TTE) Project is jointly implemented by Enabel and the Ministry of Education in Uganda. The objective of the project is improving secondary teacher education in the National Teachers’ Colleges in Uganda. The project is working in coordination with the Teachers and Instructors Training and Education (TIET) Department of the Ministry of Education and the direct project beneficiaries are the 5 public National Teachers’ Colleges (Mubende, Kabale, Kaliro, Unyama and Muni) and 17 partner secondary schools surrounding the NTCs. 

Together with the project team, the Junior Expert will have an active role in supporting the project to document its lessons learnt. The knowledge products will feed into the sector dialogue as part of the project completion strategy. It will provide to Enabel a portfolio of best practices, which is instrumental to the identification of new opportunities in the framework of Global Partnerships. Therefore this job position will be of immediate added value for the project itself and for the project partner (Ministry of Education/Teacher and Instructor Education and Training- TIET- Department), in implementing the midterm review recommendations. The job position will also be an added value to Enabel (HQ and country). The position will finally allow Junior Expert him/herself to be involved in the development of lessons learnt for an international project in the Ugandan education context.

We are looking for a "Junior Expert in Quality and Learning in Justice" for the NGO Avocats Sans Frontières in Uganda :

The project is implemented in Burundi, Democratic Republic of Congo, Morocco, Indonesia and Uganda. The Junior Expert shall work in the Uganda Country Office where the project focuses on access to justice in natural resources management and transitional justice. The objective for Uganda is to “Improve the functioning of justice mechanisms for populations affected by conflicts and natural resources management through the promotion of their rights particularly public participation”.

Under the supervision of the Country Director, and with the technical support from the Knowledge and Learning Department of the Brussels office, the JE will facilitate the knowledge and learning processes across the work done by ASF and its partners in Uganda.

The JE will act as a conduit between the ASF Uganda Country Office, the ASF Brussels Office and networks of partners in Uganda. Detached from implementation of projects, the JE will act as a facilitator of learning spaces across and outside the ASF’s projects. The JE will make use of Monitoring and Evaluation (M&E) and research methods to consolidate the knowledge gained through field activities. The JE will develop and facilitate platforms, including digital ones, to support the development of expertise and the production of innovative solutions.

We are looking for a "Junior Expert Monitoring & Evaluation and Digitalisation in Water Management" for the NGO Protos in Uganda :

The program of Protos in Uganda hopes to achieve 4 objectives:

  1. The communities in 2 water catchments inUganda have improved access to water and sanitation by availability of improved and innovative operational public facilities,
  2. Local governance of water resources is improved thanks to better planning methods of and better cooperation between the relevant actors and thanks to their enforced capacities,
  3. The planning and implementation of the land use activities by the households in the hotspots is sustainably improved and guided by community based IWRM plans at micro catchment level,
  4. The experiences and lessons learned/ best practices are documented and used for advocacy at national level.

This Junior Expert will have to support the regional Protos team and the Ugandan synergy partners to reinforce their monitoring and evaluation systems by improved use of the digital tool called Kobotoolbox. This includes coordination (incl helpdesk function) and training, primary data analysis and elaborating tools for easier reporting and feedback for decision making.

Enabel Uganda is supporting the Ministry of Education and Sports (MoES) to implement the national Business, Technical and Vocational Education and Training (BVET) Strategic Plan – also referred to as Skilling Uganda Strategy under a 5 year-programme - Support to Skilling Uganda (SSU). Its overall objective is increased employability of youth through better quality of instruction and technical/vocational skills development. The specific objective is enhanced quality of skills development that is responsive to the needs of the labour market.

This Junior Expert will assist the SSU intervention in Monitoring and Evaluation, learning and capitalisation and in developing a knowledge base on the best practices in implementation of the Skills Development Fund Pilot, with a specific focus on Gender and Vulnerable Youth including South Sudanese refugees in Northern Uganda.

In January 2019, HI is launching an innovative project under DFID funding under the Global Disability Innovation Fund: 3D Printing through Emergency Tele Rehab Access (3D-PETRA) which will bring appropriate, life changing orthopedic devices to people in need in Arua District. HI also will launch an Inclusive Education project in West Nile, as well as expand to the Congolese Refugee Response in Southwest Uganda to deliver MHPSS services under ECHO funding. YOUR MISSION: With the rapid expansion of HI Uganda’s mission over the past 1,5 years, the demands on the Logistics Department have become increasing more complex, particularly in the Arua field office. This situation, in combination with low capacity levels among national staff related to Logistics, lack of training on HI procedures, and overall demands by the programme teams due to rapid expansion requires a dedicated Log Support for 3 months to provide adequate technical inputs, training and importantly oversight on the Logistics procedures and requirements. JOB CONTEXT :

In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region. HI is currently implementing psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and disability inclusion.

HI is now expanding its rehabilitation project under BPRM funding from September 2018, in consortia with Medical Teams International (MTI) to cover all three settlements in Arua District (Omugo, Imvepi and Rhino). These actions comprise the four components of HI’s Uganda Refugee Response Strategy.

The current activities are limited to Arua District, HI intends to expand the scope to other refugee areas including other districts in Northern Uganda hosting South Sudanese refugee populations, and the Congolese refugee sites in Western Uganda.

THE PROJECT: The Women’s Integrated Sexual Health (Lot) 2 Access, Choice, Together, Innovation and Ownership, Now (WISH2ACTION) is a comprehensive and integrated approach to delivering family planning and sexual and reproductive health and rights (SRHR).  It prioritizes the most underserved women and girls, particularly youth under 20, the very poor, and marginalized populations (including people with disabilities, displaced populations or those affected by humanitarian crisis, and people living in hard-to-reach areas). HI is an implementing partner in the WISH2ACTION project consortium and will be responsible for disability inclusion across six of the project’s 16 countries of implementation (Bangladesh, Ethiopia, Uganda, South Sudan, Pakistan and Burundi). WISH2ACTION is a commercial contract from DFID that brings together six internationally recognized leading organizations: HI, Marie Stopes International, OPTIONS, IRC and DMI along with 11 IPPF Member Associations.

 

YOUR MISSION:

As WISH Project Coordinator, your objectives are the following:

·           To allow optimum quality and impact of HI’s actions, compliance with methodological frameworks/project cycle.

·           To ensure the overall coordination between HI-WISH2ACTION country-based teams

·           To ensure respect of operational commitments by all countries and regular exchange of practices

 

Your general mission is to coordinate implementation of WISH2ACTION project strategies on disability inclusive Sexual Reproductive Health and Right (iSRHR) and support project management teams in the 6 HI implementation countries.

In this framework, your main duties are:

·           Project management

·           Design the coordination systems with the WISH technical Manager

·           Technical communication, Advocacy and policy influence

YOUR PROFILE : • You hold a Master Degree in Inclusive Education, Special Needs Education or Education sciences if relevant experience working with children with disabilities or an Allied Master Degree (OT, Psychology, Child development…) if relevant Education Experiences • You have 5 years’ experience in education in low income countries: project design and management, policy/strategy guidance… • You have previous experience in non-governmental organisation with particular focus on Education in Emergencies and experience working with persons with disabilities • You demonstrate ability to articulate technical input and communicate with impact • Strong capacity building, competencies transfer and coaching skills • English fluency both written and oral • Excellent team worker and particularly strong interpersonal and communication skills CHARACTERISTICS OF THE POSITION: Arua is considered a relatively safe city, but with few options for entertainment, sports and health facilities. Arua is Level 1 security but basic safety precautions must be taken by individuals particularly at night. HI has a field office in the town and a guest house in the suburbs of Arua. A sub-base in one of the refugee settlements – Omugo – has recently opened where field staff is located. An expat can drive an HI vehicle provided they have valid driving licence and have resided in the country for a period of 2 months. Arua is 1 hour by flight from Entebbe or 8 hours by vehicle from Kampala. HI’s head office is currently located in Kampala city. HI has offices in more than 55 countries; for further information about the association: www.hi.org. JOB CONTEXT: Uganda currently faces one of the fastest-growing refugee crises in the world. As of October 31st 2018, and following up the complete verification exercise, there were a total of 1,154,352 refugees and asylum seekers in Uganda from 13 countries hosted in nine districts located mainly in the northern, southern, and southwestern regions of the country. In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region. HI is currently implementing psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and disability inclusion. The Inclusive Education Project to be launched in January is targeting the West Nile refugee settlements areas in the districts of Arua, Yume and Moyo. Those 3 districts welcome 492,841 refugees (42.6% of the total refugees in Uganda). The project will support mainstream education actors, namely Save the Children, Finn Church Aid, Norwegian Refugee Council and Plan International to improve inclusion of children with disabilities within their Education Response in line with the Education Response Plan. The intervention covers the provision of specific services to children with disabilities (Comprehensive Rehabilitation, medical support) and the implementation of a set of activities to improve school stakeholders’ capacities to better include children with disabilities through training and provision of specific supports. YOUR MISSION: Under the management of the Field Coordinator, the main objective of the Inclusive Education Technical Advisor is to provide appropriate technical support to the project team and partners to improve inclusion of children with disabilities in Education services. To reach this objective, his/her main responsibilities are: - Support the set-up of the project: design and inception - Ensure the quality implementation of the project strategic approaches - Ensure proper technical support to partner organisation - Provide relevant support to Education Response Coordination platforms - Reporting, Monitoring and Representation He/she also has a strong role to play in the education coordination structures: 1) In supporting partners to build their capacities and develop strategies to better include children with disabilities ensuring multiplicative effects and stronger sustainable results; (a strong focus on building inclusive services within mainstream organisations) 2) In supporting national Education coordination structures to develop strategies, policies, tools and guidelines promoting and facilitating inclusion of children with disabilities in the Education System. The Inclusive Education Project is a one year project with opportunity to be pursued for two additional years. HI capacity to produce impact is central in this regard. The Inclusive Education Technical Advisor will ensure HI capacities to develop effectively, with the Project Manager, teams’ capacities, to assess opportunities, gaps and challenges and propose strong technically sound solutions and strategies responding to the needs.

Job description

 

Teacher education is one of the key strategic priorities of the Education Sector in Uganda. Belgium has provided support to Teacher Education since 2011 through the Teacher Training Education (TTE) project, whose second phase is currently being implemented.

 

Under the second phase of TTE project, particular attention is given to the 5 National Teachers’ Colleges (NTCs), responsible for training ‘S1-S4’ secondary school teachers.

The project specific objective aims at strengthening the capacity and competence of NTCs in producing competent teachers through its 3 project components:

1) Institutional development;

2) Rehabilitation and extension of existing infrastructure; and

3) Quality of teacher training by introducing learner-centered methodologies and by examining strategies to promote the use of ICT in order to improve the quality of learning.

 

As international expert for Institutional Development (ID), s/he will :

  • Organise the planning, implementation and monitoring of ID activities at the level of the central government (Teacher Instructor Education & Training, Construction Management Unit and Procurement Disposal Unit) and National Teachers’ Colleges in order to improve their strategic, financial, human resource and academic management skills.
  • Manage Human Resources.
  • Work in close coordination with other project components, especially for the support to the Construction Management Unit and academic/human resources management (pedagogy component).

 

 

 

Your profile

 

  • A  Master degree in Public Administration, Human Resources Management or other relevant field related to Institutional Development

 

  • At least 5 years’ experience in institutional development and 2 years’ experience in the Education Sector
  • At least 5 years’ experience in implementation of international cooperation project
  • Proven relevant experience in supervising staff

 

  • Good knowledge of school management, public finance management, procurement and public sector reform
  • Good communication, presentation and facilitation skills
  • Clear and concise writing skills (reports, technical documents)
  • Fluency in English

 

 

We offer you

 

A contract of 20 months based in Kampala (regular field visits to the National Teachers’ colleges)​

 

Monthly salary package: (cat.2 – B417) between 5.288,32 euro and 7.524,32 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.
