JOB CONTEXT :

Between 2009 and 2013, Handicap International was present in Uganda implementing Mine Risk Education activities. These activities concluded in 2013 when Uganda was declared free of mines in 2012.

 

In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region, where the organization provided psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and disability inclusion. These actions were implemented in Omugo Settlement, the extension of Rhino Camp Settlement where most new refugees are being settled, and Imvepi Settlement. HI has now expanded its rehabilitation project funding from September 2018, in consortia with Medical Teams International (MTI) to cover all three settlements in Arua District (Omugo, Imvepi and Rhino). In Q1 2019, HI launched 3 projects: an Inclusive Education project in Arua, Moyo and Yumbe Districts, a Mental Health and Psychosocial Support project in the Congolese Refugee Response in Southwest Uganda, and a Sexual Reproductive Health project covering various districts throughout Uganda.  HI is also launching an innovative project under DFID funding under the Global Disability Innovation Fund: 3D Printing through Emergency Tele Rehab Access (3D-PETRA) which will bring appropriate, life changing orthopaedic devices to people in need in Arua District. In October 2019, HI launched an exciting Inclusive Livelihoods project under a consortium led by BRAC Uganda and in partnership with NUWODU, the umbrella organization for women with disabilities. 

 

These actions comprise the components of HI’s Uganda Strategy. The total mission portfolio is 2.2 million EURO, implemented by a staff of over 90.

 

HI is legally registered in Uganda. HI’s Head Office is in Kampala, and the West Nile operations are based in the office in Arua Town, with different field offices in operational areas. IN total, HI now operates in 10 Districts.

 

 

YOUR MISSION:

The P&O TA is working within the Comprehensive Refugee Health Response project. S/he is part of the rehabilitation team in charge of delivery of orthoses manufactured with 3D printer. S/he is responsible for the whole process of fitting from patient identification until devices delivery. S/he is working in a multidisciplinary approach with the holistic rehabilitation team available on the field.

S/he will be under the supervision and responsibility of the Operational Coordinator and will receive technical support from the Rehabilitation Specialist (HQ) as well as from the 3D Expert.

 

Main responsibilities:

 

-You ensure the technical support to all persons involved in the process of fitting orthopaedic devices targeted by the Project

-You build communication and technical coherence among the mission’s in close collaboration with the rehabilitation team and the 3D Expert Consultant

-You ensure the integration of the digital process within the rehabilitation service of Arua Referral Hospital.

-You are writing regular mission reports to be shared with the management team and 3D Expert Consultant.

Great Lakes regional Humanitarian Access & Networking Advisor

CONTEXT
In 2012, the MSF-OCB Analysis and Advocacy Unit (AAU) split into two teams under separate coordination. The Humanitarian Innovation Team (HIT) developed to focus on conflict and displacement settings, through the use of polyvalent specialist profiles that were able to provide strategic support to operations, engage in reflection and writing and conduct advocacy and analysis. The Health Access Team (HAT) continued to develop in-depth specialized research on a range of topics including health financing and HIV/AIDS.
In 2017, a decision was taken to build on the successes of both the HIT and the HAT and to merge the teams into a stand-alone department within OCB.


The Analysis Department plays an important role within OCB in terms of analysing our political environment, defining advocacy strategies, shaping public messages and supporting or challenging operations on topics ranging from new project locations to negotiated access.


The mission of the analysis department is to have a multi-disciplinary team that contributes to the MSF social mission by (1) conducting in depth humanitarian and health policy related research/reflection; (2) developing and implementing advocacy strategies; (3) expanding our operational networks in support of our humanitarian access; (4) supporting and challenging operations; and (5) positioning the organisation on the politics of health and humanitarianism based on MSF’s operational experiences.
Within this new department there are 4 teams:
- The health politics team
- The forced migration team
- The conflict and humanitarianism team
- The humanitarian access and networking team


This advertised position forms part of the Humanitarian Access and Networking Team. This team focuses on supporting operations in increasing its context analysis and networking capacity. The team works together with operations to build a networking strategy that is in direct support to the Heads of Mission and Field Coordinators. This will be done primarily through the provision of support and coaching of the national staff assistant Head of Mission and assistant Field Coordinator positions. These positions will be redefined to better clarify their role in developing networks alongside the Head of Mission and Field Coordinator. This regional position will act as a technical referent for these field positions.
The purpose of the Regional Humanitarian Access Advisor is to increase our networking and negotiation capacity at field level, and to provide direct support to operations at field and HQ levels.
The Regional Humanitarian Access Advisor will be responsible for developing an in depth regional context analysis and will support Heads of Mission in the region in developing their operational networks. This will involve coaching and supporting field based national staff who form part of the operational decision-making line.
Frequent travels to the field will be necessary as well as flexibility to respond to sudden demands of support outside of assigned portfolio.


JOB PROFILE
1. Support and coaching
a. Help to implement the revision of the Assistant Head of Mission and Assistant Field Coordinator positions within priority contexts of the region.
b. Develop a strategy to support and coach key national staff positions (including through the exchange of best-practices, training opportunities, regular meetings etc. at regional level).
c. Work alongside HoMs and Field coordinators to develop and implement a regional networking strategy.


2. Context analysis and networking
a. Together with the operations (‘Assistant HoM’ or ‘Assistant FieldCo’1) ensure a regular actor mapping is carried out of all political, military and civil society actors that have relevance to our area of operations.
b. Support in the development of networks that help to open doors for MSF operations.
c. Based on the actor mapping, identify links between actors in different countries of the region.
d. Develop an in depth analysis of political and military dynamics in key identified contexts and its regional implications.


3. Overall strategy development
a. Support the operations in the development of a country level networking strategy that is coherent across the region.
b. Identify ways to support operations in its engagement with non-state armed actors (based on identified gaps).
c. Identify ways to support operations in its engagement with governments and civil society (based on identified gaps).
d. Develop a written regional strategy paper for networking.

The Karamoja sub-region of Uganda has been involved in conflict over the past three decades. In 2006 the government of Uganda launched a massive disarmement and development exercise which has seen considerable improvement in the peaceful situation of the area. However, chronic food insecurity is still pertinent to the region, brought about by erratic rainfall, decreasing soil fertility among other constraints. The communities in Karamoja depend on subsistence crop farming supplemented by pastoralist livestock rearing.

The objective of the VSF program is to "Strengthen the capacities of the disadvantaged communities of the South who depend on livestock for their livelihoods in order to improve their welfare". This will be achieved through improvement of food and income security of agro-pastoralist communities in Karamoja through optimization of livestock production and livelihoods diversification

The mission of the Junior Expert will be to support the implementation of an innovative monitoring and evaluation system (for ex. based on principles of ICT4D) for the effectiveness of the intervention, the organisation continuous learning and the upwards and downards accountability, to strengthen capitalisation of knowledge (for ex. by gathering information and editing/creating outputs such as publications), to assist in communication, advocacy and sensitization (for ex. articles for website and policy briefs, organize field visits and exchanges of Belgian veterinarians, students, journalists, photographers and policymakers) and be the Single Point of Contact (SPOC) between the North department / education program and Karamoja Livestock Enhancement Program in Uganda.

The program focuses on production increase and farm resilience through agro-ecological agriculture and climate adaptation. It also aims to raise awareness about healthy food, a balanced diet and food stock management. The partners work toghether in this program with a collective approach, but all with their own expertise so they complement each other.

The main activities of the program are developing educational material on the farmers level regarding the 8 agro-ecological techniques, food stock management, healthy diets, etc. Training and guidance of farmers groups to improve agro-ecological understanding and practices in order to improve productivity and resilience of different selected crops, conservation and food stock management, training about healthy diets, etc.

The JE will guide and train the technical staff of the partners (gathered in the agro-ecology working group) and lead farmers to deepen their knowledge of the whole concept of agro-ecology, and develop educational modules and training for farmers to transfer this knowledge to farmers groups and bringing it into practice (upscaling) in order to be able to tackle the problems of unsustainable farming, degredation of land and inadequate post-harvest handling to improve farm resilience and food security (also after the support of the JE).

Profil

The Junior Programme and the Belgian development agency (Enabel) offer you the opportunity to work for 1 to 2 years in a development project implemented by Enabel or one of 26  Belgian Non-Governmental Actors (NGAs) affiliated to the Junior Programme.

You are assigned to one of the 14 partner counties of the Belgian Development Cooperation and contribute actively to the Sustainable Development Goals (SDGs). Through your field work you develop your competences, focus on innovation, experience local realities and help develop networks and partnerships.

We are looking for a "Junior Expert  in Communication and Digitalization for Trias

Trias wants to see 11 inclusive, result oriented and sustainable member based organisations (MBOs) providing inclusive quality services to their members; socially and economically empowering them, and effectively representing them in Ugandan society.

The beneficiaries are the ‘direct key actors’ within our programme; being: the staff and leaders of our 11 local partners, as well as all members having received training and/or credit. This is estimated at around 168,500 of which women are 48% and youth  are 30%

 Activities are participatorily elaborated with the partners in function of their contribution to the 4 Result areas. Trias translates the partnership into a coaching relationship and contributes to processes of organizational strengthening and institutional development (OSID). Trias helps the MBOs perform their mandate and achieve a position in the market and society through continuous mentoring and backing their actions. On specific needs relating to capacity or technical trajectories, Trias will provide technical assistance or training (occasional or long term), while raising awareness within the MBOs on global issues such as climate change. Trias also supports its partners in program management. Trias will work towards self-sufficient service delivery by the MBOs from the start. Business plans must demonstrate a path towards sustainability which is gradually fully integrated in the market system. Trias will facilitate linkage and exchange among its partners in North and South, and South and South.  This requires representation and relationship building.

Trias Uganda will be able to effectively profile herself and show through external communication her results as an engaging and successful development partner which will result into increased and diversified funding opportunities for her future programmes.
