Profil
Essential Requirements
- A primary degree in any of the following with a quantitative research skills component: Social Sciences, Development Studies or relevant discipline
- 5 years + work experience with 3+ years specific M and E Management experience
- At least two years of implementing surveys and/or other research activities within an NGO environment.
- Demonstrated experience in applying quantitative and qualitative/participatory research methods.
- Capacity and commitment to building the MEL skills of colleagues, partners and community members.
- Understanding of mainstreaming principles and experience of working on mainstreaming activities.
- Confident presentation and facilitation skills, proven record in provision of trainings.
- Proficiency in using standard computer software, especially MS office as well as data entry/statistical packages, such as MS Access, SPSS, Minitab, Epi Info
- Ability to work under pressure, with minimum supervision and prioritise workload according to the changing needs of the programme
- Knowledge of SPHERE and commitment to humanitarian principles
- Excellent oral and written French and English communication skills
- Ability to travel up to >50% to the field

- Relevant postgraduate degree
- Experience working with community based development projects
- Experience in similar position with an international NGO
- Experience of GOAL M&E Framework
- Previous experience in Haiti
Description
GOAL est présent en Haïti depuis presque 5 ans avec des programmes en milieu urbain (Port au Prince) et rural (Gressier). GOAL continue à soutenir les familles affectées par le tremblement de terre (logement, eau et sanitaire) tout en entament la transition vers un programme de développement dirigé par la communauté.
Durant cette transition stratégique, GOAL a pour ambition d’allier aide et développement à travers 4 secteurs programmatiques : RRC et reconstruction, relogement des personnes déplacées, développement économique et WASH. Le principal objectif du programme est de renforcer les communautés afin de les rendre plus résistant face aux catastrophes en partie grâce à un meilleur accès aux ressources économiques. GOAL Haïti utilise une approche qui laisse le pouvoir de décision dans la communauté.
Les projets de GOAL sont financés par OFDA, ECHO, UE, Irish Aid et Bank of Ireland. 130 personnes, dont 10 internationaux, sont actuellement employées dans une de nos bureaux à Gressier ou à Pétion-Ville.
La déscription du poste est en anglais étant donné que le processus de recrutement se déroulera principalement en anglais.
Coordinate the overall country monitoring systems
- Develop an individual detailed M&E plan for each project and monitor for implementation and quality
- Support and carry out regular monitoring of standard indicators, activities and outputs of projects;
- Maintain the standard indicator databases per sector (monthly), including the VLSA MIS and the CLTS monitoring databases;
- Sampling of data from the standard indicator database on a monthly basis in each location for quality assurance purposes.
- Support project managers to identify and resolve monitoring problems at individual project level;
- Ensuring that mainstreaming issues mentioned above are included in the monitoring system as appropriate;
- Provide quarterly graphic feedback to management of standard indicators for all three sectors comparing information over time and between districts.
Coordinate the overall country evaluation systems
- Lead and support the implementation of GOAL’s global M&E framework, GOAL Haiti’s M&E strategic framework and the M&E Plans for DRR, Reconstruction, Economic Development and WASH interventions
- Revise, update and improve GH M&E strategic framework and M&E plan documents according to requirement
- Provide technical support to the identification and management of external resources to carry out or support MEL activities
- Directly carry out, supervise and review all GOAL Haiti evaluations, surveys, mid-term reviews
- Coordinate the design and implementation of evaluations as required under the strategies, revise tools and M&E strategy regularly
- Support the development of an evaluation system that will provide information for measuring outcomes and impact of GOAL Haiti’s support to partner organizations and directly implemented projects, designing and carrying out or supervising outcome evaluations across all projects and programmes
- Liaise with Partners and team members to plan, design and implement and report on annual thematic outcome evaluations and ensure the databases for same are in place up to date and accurate
- Develop links with GOAL’s Survey and M&E Advisor from the GOAL Technical Team
- Familiarise self and team with implementation of GOAL’s standard surveys, if necessary organizing training from the survey advisor or other sources in consultation with the Advisor
- Keep the consultants data base relevant and up to date
Coordinate the overall country learning systems
- Stakeholder Accountability- Ensure a summary presentation of all evaluations undertaken is prepared and rolled out in all locations and to partners as appropriate and document same. Ensure processes are in place that make feedback to beneficiary stakeholders systematic by partners and GOAL
- As part of the learning function, seek to identify learning points across the range of work carried out and identify opportunities to share this learning through meetings, workshops, reports etc.
- Where appropriate, share materials with GOAL’s best practice website
- Design and carry out or supervise assessments, research exercises etc as appropriate and possible support to programme development, monitoring, evaluation and learning
- Design and implement case studies across the programme
- Complete one short article for each project each year
- Promote strengthened understanding and capacities within project and programme teams on MEL, and the use and /or analysis of MEL systems at the project and partner levels
- Ensure that annual work plans are developed, monitored and reported to the Senior Management Team
Manage the MEL team
- Manage the MEL team to meet the above objectives, carrying out evaluation, surveys etc as required by the priorities of the plan and available capacities within the team
- Develop and update the monthly and annual work plans for the MEL team to meet the objectives of the M&E plan.
- Provide line manager with monthly report on the implementation of the work plans and achievement of objectives.
- Build the technical and analytical capacity of the M&E officers throughout the year
- Provide trainings, access to manuals, tools and promote attendance at forums towards the aim of building the M&E capacity at partner level
