Job description

The International SDE will be selected by ENABEL and presented to the Ministry of Education and Sports (MoES). S/he is an expert in skills development and will be supervising (i) the activities on skills development in the Albertine and Rwenzori region and (ii) the ENABEL office in Fort Portal. S/he will report to the Belgian funded SSU Intervention Manager and through him to the Program Manager and Program Steering Committee (PSC). S/he will be a member of the Program Management Team.

Tasks

Support to selected Vocational and Technical Institutes

Be responsible for the Implementation of the support activities to the five selected VTIs (Vocational and Technical Institutes) in the Albertine and Rwenzori region. This support concerns pedagogical, technical and management dimensions of the VTIs.

Setup and Implementation of the pilot Skills Development Fund (pSDF)

Provide technical inputs and feedback in the design and setup of the pilot Skills Development Fund (pSDF), including support supervision of the grantees organizing trainings funded by the pSDF.

Teamleader

Lead and coach a field team of 10 National Staff in the implementation of VTI support and the SDF funded grants.

Linking with Local Government, MoES and Private Sector

Collaborate with District governments, BMOs (Business Membership Organisations) and private sector companies in the Regional Skills Development Platforms and articulate PPP-projects (Public-Private Partnership).

Reporting

The International Skills Development Expert is assisting the Project Management Team in the preparation of periodic progress and financial reports.

A contract of 23 months based in Fort Portal (70 % Fort Portal, 30 % Kampala)

Monthly salary package: (cat.2 – B417) between 5,288.32 euro and 7,524.32 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). Description

Context

Driven by MSF’s goals, the OCB Supply chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. It comprises several sites, in each mission on the field (projects and capital), with MSF Supply, its European Supply Center, and the Kenya Supply Unit, its regional hub. The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development.

Within the Department, and in each Operational Cells, there are Supply Chain Officers (SCOs) who report to the Front Office & Global Network coordinator. Each SCO designs the supply strategies and set-ups to answer the operational needs, taking into consideration the general supply policies and standards. They make sure resources and means tally with them (technical support, budget, field HR skills…). They supervise and report the performance of the supply chains. They are accountable over the current situation of her/his contexts and must proactively foresee the future challenges; in order to avoid supply becomes a bottleneck for operations.

Raison d’être

Reporting to the Front Office & Global Network Coordinator, the Supply Chain Operations Project Manager provides contextual consolidated analyses, proposes recommendations, and leads or supports the development of relevant projects and tools for the SCOs and SupplyCos, to achieve a coherent, performant and optimized network strategy across all our sites. He/she is functionally linked with the Supply Department’s Strategic Planning & Project Management Coordinator, referred to methodology and strategic planning framework

Key responsibilities

Supply chain strategy & performance

  • Works with SCOs to link the supply chain strategies of each context to ensure coherence, and identify potential synergies at regional or global level, promoting and supporting the consequent possible new projects. Strategies makes reference to procurement, warehousing, demand planning, stocks, transport and customs, but also linking them to global objectives and priorities defined by the Supply Chain department and with the operational strategies for a particular context, positioning the supply as enabler of humanitarian action.
  • Works together with the relevant project managers, technical referents and field representatives, to develop the relevant data & performance indicators and their analysis for the SCOs and SupplyCos (e.g. inventory or demand data, KPI’s, maturity or risk indicators…).
  • Leads the development and capitalization of tools (operational, strategic, reporting and performance) addressed to SupplyCos by scenario in collaboration with technical referents, SCOs and field representatives.

MSF Intersection responsibilities and network development

  • Supports the collaboration within MSF sections at field level for intersectional initiatives (mapping and project management methodology) – this linked with SEXi, supporting the SCOs and directly in the field if needed.
  • Leads projects related to development of collaboration  within MSF Supply, SCOs and field supply chain.
  • Is the focal point in OCB section for the intersectional projects linked to his/her responsibilities on performance and network optimization at FO level.
  • Works with the department members to develop strategic relationships with companies and organizations which can support the improvement and enhancement our supply chain capacity.

Support to FO coordination

  • Is in charge of monthly communication (internal within FO and external with MSF Supply, information manager and management team) related to FO.
  • Facilitates FO Supply meetings, follows up action points and other punctual delegated tasks.

Important remark

Due to the actual development of the Supply Department, key responsibilities of this role can evolve in the coming months, maintaining the raison d’être.

Description

CONTEXT

In 2012, the MSF-OCB Analysis and Advocacy Unit (AAU) split into two teams under separate coordination. The Humanitarian Innovation Team (HIT) developed to focus on conflict and displacement settings, through the use of polyvalent specialist profiles that were able to provide strategic support to operations, engage in reflection and writing and conduct advocacy and analysis. The Health Access Team (HAT) continued to develop in-depth specialized research on a range of topics including health financing and HIV/AIDS. 

In 2017, a decision was taken to build on the successes of both the HIT and the HAT and to merge the teams into a stand-alone department within OCB. 

The Analysis Department plays an important role within OCB in terms of analyzing our political environment, defining advocacy strategies, shaping public messages and supporting or challenging operations on topics ranging from new project locations to negotiated access. 

 

The mission of the analysis department is to have a multi-disciplinary team that contributes to the MSF social mission by (1) conducting in depth humanitarian and health policy related research/reflection; (2) developing and implementing advocacy strategies; (3) expanding our operational networks in support of our humanitarian access; (4) supporting and challenging operations; and (5) positioning the organization on the politics of health and humanitarianism based on MSF’s operational experiences.

Within this new department there are 4 teams:

  • The health politics team
  • The forced migration team
  • The conflict and humanitarianism team
  • The humanitarian access and networking team

This advertised position forms part of the Humanitarian Access and Networking Team. This team focuses on supporting operations in increasing its context analysis and networking capacity. The team works together with operations to build a networking strategy that is in direct support to the Heads of Mission and Field Coordinators. This will be done primarily through the provision of support and coaching of the national staff assistant Head of Mission (HoM) and assistant Field Coordinator positions. This position will be redefined to better clarify his role in developing networks alongside the Head of Mission and Field Coordinator. This regional position will act as a technical referent for these field positions. 

1 position is currently opened in the Middle East Region (Middle East Humanitarian Access Advisor)

OBJECTIVE OF THE POSITION 

The purpose of the Regional Humanitarian Access Advisor is to increase our networking and negotiation capacity at field level, and to provide direct support to operations at field and HQ levels.

The Regional Humanitarian Access Advisor will be responsible for developing an in depth regional context analysis and will support Heads of Mission in the region in developing their operational networks. This will involve coaching and supporting field based national staff who form part of the operational decision making line.

Frequent travels to the field will be necessary as well as flexibility to respond to sudden demands of support outside of assigned portfolio.

JOB PROFILE

Support and coaching

  • Help to implement the revision of the Assistant Head of Mission and Assistant Field Coordinator positions within priority contexts of the region.
  • Develop a strategy to support and coach key national staff positions (including through the exchange of best-practices, training opportunities, regular meetings etc. at regional level)

Evaluation Intermédiaire du Progr. commun CI.be & CJP "Empowerment dans un Monde en Mouvement" (EMMo) 

Objet de l'évaluation

L’évaluation intermédiaire du programme EMMo se fera en deux étapes :

-    Premièrement, une auto-évaluation assistée (peer review) de certaines activités clés du programme qui résultera – outre dans un renforcement des capacités des équipes de mise en œuvre - dans des recommandations pour des réajustements en vue d’une meilleure atteinte des résultats et des objectifs spécifiques et contribuera ainsi à l’optimisation de la mise en œuvre du programme en cours. Cette étape alimentera l’évaluation externe.

-   Deuxièmement, une évaluation externe en tant que telle qui concernera l’efficacité et la pertinence des approches considérées comme étant les plus importantes pour l’atteinte des objectifs spécifiques et permettra de tirer des leçons pour guider la formulation du prochain programme quinquennal.

L’évaluation externe concernera les sept pays du programme. Pour le volet Sud, trois pays (RD Congo, Burundi et Niger) feront l’objet d’une évaluation de terrain et les trois autres (Ethiopie, Haïti et Rwanda) feront l’objet d’un desk study.

Si la première étape répond à une préoccupation opérationnelle (recommandations pour des ajustements du programme en cours), la deuxième concerne le souhait d’améliorer nos processus et approches d’intervention (recommandations pour la formulation du prochain programme). Le timing de chaque étape correspond à cette double finalité : auto-évaluation assistée en premier semestre de la troisième année (2019) et évaluation externe proprement dite (tenant compte des résultats de l’auto-évaluation) au début de la quatrième année (2020).

Today we have a budget of around 150 million euros, with 3500 employees worldwide. CONTEXT: Within its strategy, HI has the objective of developing actions towards mixed migration population. Technical human resources are needed to support them. Under the supervision of the Protection & Risk Reduction Director, you will be part of the Protection and Risk Reduction Division composed of 20 staff. It is part of the new technical division within the Operation Division. Migrants and persons forced to displacement are specifically vulnerable to any type of violence and violation of their fundamental rights. Furthermore often their migration course generates or worsens causes of disability. HI wishes to develop projects, in Europe and its other countries of intervention, to address and contribute to prevent these situations. The Global Protection Specialist for Migration is a new position that will provide technical inputs to guide and train HI teams to develop, implement and monitor projects supporting migrants and forced displaced populations. OBJECTIVES: You contribute to defining from scratch standard frames of intervention towards these populations as well as insuring a transversal thematic focal point on migration for other technical divisions (Health & Prevention, Social & Inclusion etc.) or internal departments such as advocacy. He/She will represent HI in external professional networks/working groups. MAIN RESPONSIBILITIES: In the respect of HI mandate and values, you define an operational strategy within HI expertise to address protection needs of migrant and forced displaced populations:  Lead and contribute to the development of a first operational framework consistent with HI expertise and approaches, particularly on protection againt violence based on age, gender and disability and inclusive humanitarain action.  Design new operational and methodological guidelines and frames, as well as minimum standards for intervention.  Contribute to the design of the Division 3 years technical strategy.  Ensure technical learning from projects by using lessons learned and capitalization studies.  Suggest and design technical innovation and research projects. In the respect of HI policies and technical positioning, you support the development, implementation and quality control of projects aimed at addressing and preventing violence against migrants and population touched by forced displacement  Provide technical guidance to the programs throught the plurianual country operational framework.  Support the developement and implementation of surveys and needs assessment.  Review proposals and guide the teams in developing the projects according to HI Planing-Monitoring-Evaluation policy within its area of expertise.  Ensure technical support to projects’ teams when gap of expertise on the field.  Conduct assessments on technical quality and relevance on projects, issue recommendations and monitor their implementation. You contribute to the strengthen human resources within HI in its area of expertise :  Contribute to identification, recruitement and appraisal of qualified national and international human resources within its area of expertise.  Describe job profile standards and skill matrix for each profesionnal channel.  Identify and design specific individual and collective briefing, coaching and training activities for field staff.  Participate to internal training sessions for field or HQ staff within its area of expertise.  Develop and maintain a roster of technical human resources able to collaborate on the thematic with HI. You contribute to HI’s participation to relevant professional networks and working groups, at national and international level, and insure internal focal point on migration issues:  Ensure sectorial watch on migration topics within the international ad hoc networks.  Raise HI’s expertise on protection within migration by participating to relevant external foras (with prior maping to be done), identifying partnership opportunities and diffusing the outputs within the organization.  Promote internally and externally HI’s experiences and approaches through comunication: publications, public presentations, working groups, networks etc. You ensure a role of Internal focal point by providing inputs to other internal departements based on HI protection operational strategy, on global migration situation/response watch and on the internal transmission or international norms and approaches. The Institute of Tropical Medicine and University of Antwerp is looking for a: Senior Medical Specialist Tropical Medicine Department of Clinical Sciences The Institute of Tropical Medicine (ITM) is internationally recognized as a center of excellence for edu-cation, research and service delivery in the field of tropical medicine. The mission of the Department of Clinical Sciences of the Institute of Tropical Medicine (ITM) is to conduct clinical research of interna-tional standing, provide postgraduate education of high quality and engage in reference care and scien-tific service delivery. The department also runs the Medical Services of the ITM, a national reference center for tropical and infectious diseases, including HIV/AIDS and STI. The travel clinic provides over 35,000 consultations a year. Belgian physicians can call the clinic 24/7 for advice regarding a patient with a potential tropical disease illness. We are looking for a senior medical specialist in tropical diseases to strengthen the team of infectious disease specialists in the medical services. Assignment: - You will perform consultations as an internal medicine physician in the post-travel outpatient clinic of the ITM. - You will participate in the on call duty roster for Tropical and Infectious diseases at the University Hos-pital of Antwerp, including some weekends. - You are responsible for the organization of clinical meetings in the unit. - You are supervising the junior physicians and are coordinating their on the job training in the clinic in the field Tropical Medicine. - You will be based at the Travel clinic unit and you report to the Head, Dr Patrick Soentjens. - You are assisting with the updates of the State-of-the-art guidelines in Tropical Medicine. - You conduct research on tropical diseases under the supervision of Prof E. Bottieau. - You participate to several thematic teaching blocks in the department. - You co-represent ITM in network meetings at national and international level (TROPNET, GeoSentinel, …). - You act as ITM’s clinical reference person for tropical diseases with emphasis on arboviral infection. Le/la stagiaire travaille sous la supervision de la chargée de Communication.
Il/elle collabore entre autres aux projets suivants :
- Gestion du site internet (y compris envoi de la newsletter électronique), et des comptes Facebook, Twitter, Flickr, Linkedin, Instagram et Issuu d’ASF: rédaction d'articles et mise en ligne.
- Rédaction d’articles pour le site internet et l'intranet d’ASF.
- Suivi des dons et des cotisations.
- Soutien aux initiatives de fundraising.
- Soutien à l'organisation de la présence d’ASF lors d’événements organisés par des tiers.
- Réalisation de vidéos.
- Relecture d’études.
- Gestion de l'intranet d'ASF et mise à jour de outils de communication interne.
- Traductions FR>EN (en cas de maîtrise suffisante de l’anglais).
